Act No. 9344, Sec. 6, or The Juvenile Justice and Welfare Ac{ of2006," approved on April 28, 2006, has set the minimum age of criminal responsibiiity. Thus,a child fifteen (15) years of age or under at the time of the commission of the offense shall beexempt from criminal liability but shall be subjected to an intervention program. A child abovefifteen ('15) years but below eighteen (18) years of age shall likewise be exempt from criminalliatility and shall be subjected to an intervention program, unless he/ she has acted withdiscernment, in which case he/ she shall be subjected to the appropriate proceedings inaccordance with Rep.
