February 13, 2002 Advice No. 3121 U 904 G Public Utilities Commission of the State of California Subject: List of Service Providers - Pursuant to Rule IV.C.2 Southern California Gas Company (SoCalGas) hereby submits for filing this Advice Letter in compliance with Rule IV.C.2 of the Affiliate Transaction Rules as set forth in Commission Decision (D.) 97-12-088 and D.98-08-035. Purpose This complies with the requirement for SoCalGas to file a list of service providers, by advice letter, on a semi-annual basis. The lists of service providers that operate in SoCalGas’ service territory, which may be provided to SoCalGas' customers by its employees in appropriate situations, are incorporated herein as Attachment B. As required by the Rule, SoCalGas will update, expand, and add additional lists in semi-annual filings with the Commission as appropriate. Additional Information As stated in Rule IV.C.2, “If a customer requests information about any affiliated service provider, the utility shall provide a list of all providers of gas-related, electricity-related, or other utility-related goods and services operating in its service territory, including its affiliates. The Commission shall authorize, by semi-annual utility advice letter filing, and either the utility, the Commission, or a Commission-authorized third party provider shall maintain on file with the Commission a copy of the most updated lists of service providers which have been created to disseminate to a customer upon a customer’s request. Any service provider may request that it be included on such list, and, barring Commission direction, the utility shall honor such request. Where maintenance of such list would be unduly burdensome due to the number of service providers, subject to Commission approval by advice letter filing, the utility shall direct the customer to a generally available listing of service providers (e.g., the Yellow Pages). In such cases, no list shall be provided. If there is no Commission-authorized list available, utilities may refer customers to a generally available listing of service providers (e.g., the Yellow Pages). The list of service providers should make clear that the Commission does not guarantee the financial stability or service quality of the service providers listed by the act of approving this list.”

As stated in SoCalGas’ updated Affiliate Transaction Rules Compliance Plan filed in Advice No. 2860, dated October 25, 1999, SoCalGas’ current procedure for ensuring compliance with Rule IV.C.2 is to refer customers to the Yellow Pages until such time that the service provider lists are on file with the Commission. In addition, SoCalGas will make these lists, and information on how an entity may have its name added to appropriate list(s), available on its internet website. Such information will also be made available on the Sempra Energy Affiliate Transactions website. By this Filing, including any future supplements, SoCalGas complies with all of the requirements of Rule IV.C.2. For the protection of the Commission and SoCalGas each list includes the following disclaimer:
“Neither the Commissions’ approval of this list nor The Gas Company’s publication thereof constitutes any statement, recommendation, endorsement, approval or guaranty (except express or implied) of the financial stability or service quality of any service providers, of any product or service, or of any other matter respecting the product, service and/or provider, whether or not listed. Moreover, neither the Commission nor The Gas Company shall be responsible for errors or omissions in this list, for claims or damages relating to the use thereof, or for continued publication thereof, provided that The Gas Company will comply with all Commission directives respecting services provider lists.
Users of this list should understand that it is offered as a convenience only and that utilizing resources beyond this list, they should always independently determine the quality and suitability for their purposes of all products and services they wish to obtain, and carefully select a service provider on the basis of their own judgment regarding cost, capability and reliability.”
Listing of Attached Service Providers Attachment B contains relevant service provider list information. Below is a list of these attachments:

SoCalGas no longer maintains the listing of City of Los Angeles approved earthquake valve manufacturers. SoCalGas now instructs anyone interested in obtaining this list to contact the City of Los Angeles Building and Safety Department. At the current time the City of Los Angeles is revising this list of approved earthquake valve manufacturers. Protest Anyone may protest this Advice Letter to the California Public Utilities Commission. The protest must state the grounds upon which it is based, including such items as financial and service impact, and should be submitted expeditiously. The protest must be made in writing and received within 20 days of the date of this Advice Letter. There

is no restriction on who may file a protest. The address for mailing or delivering a protest to the Commission is:

Registered ESPs are also required to provide their residential and small commercial customers with a Notice of Terms and Conditions. This is known as a Section 394.5 notice (P.U. Code section 394.5). You can view a sample notice by clicking on the link.

Direct access is NOT available to new customers, as of September 20, 2001 by Commission Decision (D.) 01-09-060. The CPUC has no information that can help in making a decision to invest in an ESP.

The Electric Service Providers (ESPs) on this list are registered with the California Public Utilities Commission (CPUC). California Public Utilities code Section 394(a), added by Senate Bill 477, requires entities that offer electrical service to residential and small commercial customers - those with loads below 20 kW - to register with the California Public Utilities Commission. Public agencies offering electrical service within their own political jurisdictions or within the service territory of a local publicly owned electric utility, are exempt from this requirement.
