1. Data structure definitions

The BIS_LBP and BIS_LBS_DISS data structure definitions (DSD) incorporate the Stage 1 and Stage 2 enhancements recommended by the Committee on the Global Financial Systems (CGFS).1

BIS_LBP should be used by reporting central banks to submit the locational banking statistics (LBS) by residence and nationality to the BIS.

BIS_LBS_DISS is used by the BIS to disseminate the locational banking statistics to central banks via the BIS Data Bank. For dissemination to the public, the BIS will continue to use BIS_M_IBLR and BIS_M_IBLN DSDs until further notice (see Annexes A and B).

The DSDs in SDMX format can be downloaded from the BIS Data Bank (dbsonline > Documentation > Technical Information). Some technical dimensions are not included in the summary tables below, eg reporting period, confidentiality, post- vs pre-break. A template to help visualise the BIS_LBP DSD is available on the BIS website (www.bis.org/statistics/bankstatsguide.htm).

Locational statistics by nationality. All codes in the parent country dimension are applicable. A counterparty-country breakdown (L_CP_COUNTRY) should be reported for a minimum of 16 parent countries and preferably for all parent countries with banking offices in the reporting country. The 16 parent countries comprise the reporting country, 12 core bank nationalities (indicated below) and the next three largest bank nationalities in the reporting country. See also section 2.5.

Locational statistics by residence. A full counterparty country breakdown should be reported.

Locational statistics by nationality. For each bank nationality hosted in the reporting country, reporting authorities may choose to report a full counterparty country breakdown, or a more limited breakdown covering the 76 recommended countries (indicated below). The minimum counterparty breakdown that should be reported for each bank nationality comprises residents (ISO), non-residents (5Z) and unallocated location (5M).

Positions vis-à-vis residents of the reporting country are captured differently in BIS_LBP (for the reporting of data to the BIS) and BIS_LBS_DISS (for the dissemination of data by the BIS).

BIS_LBP. Positions vis-à-vis residents of the reporting country should be reported with the relevant ISO code and should not be included in any regional aggregates. For example, Germany should not include positions vis-à-vis DE residents under 5R.

BIS_LBS_DISS. The BIS adds positions vis-à-vis residents to the relevant regional aggregate. BIS_LBS_DISS includes an additional dimension, L_POS_TYPE, to distinguish positions vis-à-vis residents (local positions) from positions vis-à-vis non-residents (cross-border positions).

2.6 Position type dimension: L_POS_TYPE This dimension is applicable only for the BIS_LBS_DISS data structure, ie for data disseminated by the BIS. Members of L_POS_TYPE are derived by the BIS from data reported by central banks. In the locational banking statistics, local positions (R) are only available for counterparty countries that are BIS reporting countries (see section 2.3). Therefore, total positions (A) are valid only for counterparty countries that are BIS reporting countries.
