THE OFFICE/POSITION The Assistant Chief Administrative Officer is a newlycreated, exempt, at-will, executive-level position developedby General Manager David Wright to place a focus oninternal administrative functions within LADWP. Thisappointment will allow the Department’s ChiefAdministrative Officer, Donna Stevener, an opportunity todelegate tasks and devote more attention to the broaderneeds and policy priorities of the Department, including theintegration of technology and business processes. TheDepartment is seeking a seasoned executive with effectivesupervisory, analytical and management skills to implementadministrative priorities identified in the department’sstrategic plans. The ACAO will report to the CAO and actfor the CAO in her absence. It is expected that the ACAOwill also participate on special projects and teams on behalfof the CAO.

The ACAO position is highly visible and will manage day-to-day oversight and policy guidance to six divisions within theCAO organization. The ACAO is supported by Directorsand/or Managers that lead each of these functions. All majordivisions are guided by updated strategic plans that coincidewith their budgets and articulate division objectives and howthey will be achieved. Additional divisions from within theCAO organization or other DWP organizations may becomepart of the responsibility of the ACAO in the future.

The six divisions described include:

• LEED/Facility DesignEmploys 5 architects to manage and design projects withinLADWP Headquarters and some offsite facilities thatincludes maintenance, retrofits and space planning. Thisdivision also manages office space, furniture standards andcontracting for the Department.

• Business Support ServicesEmploys 47 employees providing administrative support forsmaller DWP divisions, administering department-wideprograms such as: Commuter and Reservations Services,Rideshare Program; Parking Administration; IndustrialGraphics services; Records Management Program, ClaimsOffice; Legal Division (city employees supervised by LADWPManagement) and Cafeteria Services.

• Equal Employment Opportunity ServicesEmploys 8 employees who administer and implement EEOpolicies and training to over 10,000 LADWP employees onEEO, diversity and sexual harassment prevention and mutualrespect. This division also counsels DWP employees andinvestigates claims filed by its employees.

• Supply Chain ServicesEmploys approximately 350 employees and providespurchasing and contract development support for theprocurement of approximately $2.5 billion of goods andservices for LADWP, including warehouses that are locatedthroughout the City of Los Angeles and the Owens Valley.

• Human ResourcesEmploys over 132 employees and is charged withmanaging the Department’s human capital throughrecruitment, workforce support and professionaldevelopment. Maintains effective relationships with fivebargaining units through the Labor Relations Office.

• Real Estate ServicesEmploys 20 employees providing real estate servicesthroughout the Department through the acquisition ofproperty and easements, sale of excess properties, rental ofoffice space and management of a portfolio of over 3000parcels and 500 leases for secondary land use.

LOS ANGELES DEPARTMENT OF WATER AND POWER— AN OUTSTANDING OPPORTUNITY

THE “IDEAL” ACAO FOR LADWPHigh priority will be placed on a candidate with a successfulrecord of leading and managing policies and administrativesupport programs for a large, complex public agency such asa regulated utility, local government or service organization.

The “ideal” candidate will bring executive-level experienceand skill sets typically found in the best organizationaladministrators; well-developed analytical and managerialabilities, communication and interpersonal skills; ability tomake clear, effective presentations to groups of varyingsizes, including Commissioners; financial acumen; strategicbusiness planning experience that will contribute to ongoingplanning efforts within the Department; reengineering ofprocedures; managing organizational change withsupporting output measures to help achieve businessperformance objectives. The “ideal” candidate will also beable to utilize their professional experience and knowledgeto identify opportunities to improve operational efficiencies,oversee implementation and measure division performance.

Additionally, the “ideal” ACAO for LADWP wouldalso be someone who will:

• Understand the importance of effectively leading cohesivemanagement teams, possess the ability to assist anddevelop such teams and know how to facilitatedevelopment and implementation of the progressive visiondeveloped for the Department

• Be a self-starting, energetic, goal-oriented leader able towork independently on their goals while knowing when andon which issues the CAO should be personally involved

• Be an empathetic leader and active listener who will buildtrust among the many key stakeholders in the Department

• Make timely decisions without procrastinating on the“tough” decisions and take appropriate actions in concertwith the direction of senior leadership

• Be comfortable interacting with individuals who possesshighly specialized knowledge and skills in professionaldisciplines other than one’s own

• Build successful relationships with the Commissioners in apolitical environment, with the ability to effectively managecommunication with and to them; treat Commissionersequally, regardless of whether their views coincide with theGeneral Manager’s on specific issues. Build a constructiverapport with the Commissioners, elected officials, localgovernment managers, regulatory and legislative agencies,trade associations, environmental and community groups

• Bring to the position a history of positive labor relations andbuild a collaborative approach with the Department’sunionized workforce

MINIMUM QUALIFICATIONSFOR THE ASSISTANT CHIEFEXECUTIVE OFFICERPOSITIONMinimum qualifications for this position are graduation from anaccredited four-year college or university with a degree in businessadministration, public administration, finance, management, or aclosely related field plus a minimum of 7 to 10 years ofprogressively responsible supervisory management experienceengaged in administrative, financial, communications, or humanresources for a large service organization or utility. Previousexperience with a public or investor-owned utility is desirable butnot a requirement for serious consideration.

THE LOS ANGELESDEPARTMENT OF WATERAND POWERThe Los Angeles Department of Water and Power (LADWP), thelargest municipally owned utility in the nation, is a highly visibleproprietary City department that was established more than 100years ago to deliver reliable, high quality and competitively pricedwater and electricity to the City’ residents and businesses. LADWPis governed by a five-member City Commission that createsdirection and policy, and the utility is led by General ManagerDavid H. Wright. The Department’s operations are financed solelyby the sale of water and electric services to its citizens, serving anarea of 470 square miles. LADWP provides domestic waterservice to nearly 700,000 connections and maintains in excess of1.2 million electric customers. The utility maintains more than7,100 miles of water pipelines and 100 water reservoirs, imports50% of its water from the Eastern Sierra region of California,obtains 15% of its water from local groundwater pumping,purchases approximately 35% of its water from the MetropolitanWater District of Southern California, and owns/operates waterfiltration and treatment plants in the Southern California region.

The LADWP is governed by the five-member Los Angeles Board ofWater and Power Commissioners, appointed by the Mayor of LosAngeles and confirmed by the Los Angeles City Council.

COMPENSATION The salary range for this position is $222,559.92 –$276,472.08. The appointment may be made anywherewithin the range, depending upon the successful candidate’sexperience and qualifications.

Health and Dental Plans – The Department offersmanagers their choice of two health and two dental plans.

Vacation – Accrual of 15-20 days annually, based uponjob-related work experience, as determined by the City ofLos Angeles, Personnel Department.

Holidays – 11 paid Department holidays and 2 floatingholidays annually.

Sick Leave – 40 hours annually; only two days of time offper injury/illness are charged to sick time bank (additionaltime off during first two weeks of illness/injury is paid butnot charged to sick time bank). Managers are paid forunused sick time up to 80 hours per year.

Personal Business Paid Time Off – Allowedreasonable time off for personal reasons when authorized inadvance by a supervisor and without undue interferencewith normal work routines; exempt and salaried managersnot subject to any salary deductions from any absence fromwork for less than a full day.
