NUEVO LEON Gunmen Massacre 61 Inside Casino Royale in Monterrey, Nuevo Leon – 25 August 2011
On 25 August 2011 at around 1515 hours, a group of gunmen entered into the Casino Royale
[25.674437,-100.355065] located on San Jerónimo Avenue in Monterrey, Nuevo Leon. Once inside, they
opened fire indiscriminately on patrons, killing at least 61 individuals; the majority of which were
identified as women. Following the initial spray of gunfire, fragmentation grenades were also tossed into
the business. At this point, authorities are searching for the perpetrators of this incident, and are also
initiating an investigation regarding five municipal police officers who witnessed the entire massacre but
did nothing in response.
Comment: In a public address to the nation on 26 August 2011, President Felipe Calderon stated that the
U.S. Government, gun dealers, and American drug consumers, were partially responsible for the
Monterrey casino massacre, as the assault rifles and billion-dollar drug profits made from the drug
trafficking industry empower the DTO‟s that are most likely responsible for the recent aggression.

Confrontation between Soldiers and Los Zetas Operators Leaves Two Suspects Dead in Cadereyta,
Nuevo Leon – 27 August 2011
On 25 August 2011, soldiers were attacked while responding to an anonymous tip in Cadereyta
[25.48884,-100.112743], Nuevo Leon. Killed during this confrontation were three alleged Los Zetas who
were traveling in two vehicles identified as a gray and a red Mazda sedan; both of which were
confiscated. Following this incident, one of the now deceased victims was identified as El Loko, the Los
Zetas plaza leader in Allende and Cadereyta. The remaining gunmen involved in this attack were able to
flee from the scene.

Two Colombian Nationals Arrested with $(USD) 440,000 at the Cancun International Airport in
Quintana Roo – 27 August 2011
Soldiers arrested two Colombian nationals after they were caught
attempting to board Copa Airlines flight 323 to Panama with
$(USD) 440,000 at the International Airport of Cancun. Those
individuals arrested in conjunction with this seizure were
identified as Jaime ÁLVAREZ, 35, and Ronald PETTERSON,
30. The cash in question was seized from double bottomed
compartments that had been built into the suitcases of these
individuals.
Comment: On 10 August 2011, Colombian authorities arrested
Dolly Cifuentes Villa aka La Meno, the sister of „Pacho‟
Cifuentes, a former pilot for Pablo Escobar. Dolly and her

brothers allegedly assumed the business of Pacho after he was killed in 2007. These businesses included

Authorities Recover the Bodies of Five Dismembered Gulf Cartel Members in Ciudad Victoria,

On 26 August 2011, authorities recovered the dismembered remains of
five Gulf Cartel operators in Ciudad Victoria, Tamaulipas. The scene
from which the bodies were recovered was reported as being the same
spot where gunmen detonated a grenade a few days ago (although the
specific location was not reported). A narco message left with the
bodies read as follows: “Keep sending more of these f***ing sh*tty
Gulfos (Gulf Cartel operators). Stop utilizing grenades to attack
civilians you f***ing pieces of sh*t. Sincerely, (Los Zetas).”

On 23 August 2011, municipal police
recovered the body of a 13-year-old boy
that was shot to death in front of a Virgen
de Guadalupe altar in Acapulco

On 20 August 2011, soldiers conducted an operation that led to the arrest of six La Barredora operators
and the rescue of two kidnapping victims in Guerrero. The now arrested individuals were identified as:

For their work, lookouts and informants reported that they were paid between $(MXN) 1,500 and $(USD)
2,000 every bi-weekly. It was also reported that areas of operation of this group included the Bonfil and
La Cima de Acapulco neighborhoods of Acapulco. Items seized from the now detained individuals were
knives, machetes, saws, ID cards, debit cards, and weapons.

Federal police conducted an operation that led to the arrest of five Los Caballeros Templarios operators in
Morelia [19.701102,-101.185799], Michoacan. Those individuals now police custody were identified as
follows:
Jose Juan MORA Herrejon, aka El Nino, in charge of charging extortion fees and distributing
drugs in Morelia, Michoacan. He joined La Familia Michoacana in 2006, but following the
breakup of this group in January 2011, he began working for Los Caballeros Templarios.
Carlos Javier AGUILAR Negrete, 26, aka Cacho, drug distributor
Rigoberto PEREZ Cortes, 47, aka Jamaicas
Efrain CORNEJO Martinez, 23, aka Fin
Maria de los Angeles GARIBAY Uribe, 27, aka Angy. Prior to being arrested, she worked at the
Economical Development Secretariat of Michoacan.
Items seized from the now arrested individuals were identified as follows:

Los Caballeros Templarios Offer Rewards for Information Regarding Los Zetas Operators in
Michoacan – 24 August 2011
On 24 August 2011, multiple banners signed by Los Caballeros Templarios were posted in areas
throughout the state of Michoacan to include: Patzcuaro [19.522259,-101.608429], Santa Clara del Cobre
[19.412202,-101.637268], Quiroga [19.671039,-101.520538], and Zirahuen [19.445874,-101.722412].
The message within the banners read as follows: “To the general population: we are offering a reward for
truthful and timely information that will help us to locate El Terry and El Torito. They are traitors and
kidnappers because they joined our enemy, Los Zetas. We will give rewards for information regarding
the following individuals: Martin Rosales, aka El Terry, and Silvestre Cano Guzman, known as El
Chomino. We are giving an ultimatum to those individuals that continue to maintain communication with
these two. There are no more chances, and we will punish all those that support these two kidnappers.
Sincerely, Los Caballeros Templarios, the Guard of Michoacan”.

PGR, and SAT
personnel led to
the seizure 17,760
kilograms of 2-
ethyl phenyl acetate at the Port of Lazaro Cardenas [17.976121,-102.186584] in Michoacan. The
chemical precursors arrived within 80 barrels inside container SUDU7702121. This shipment originated
in Jawaharlal Nehru, India, and had it not been seized, would have been shipped to Quetzal, Guatemala.

PEP Agents Seize 108 Kilograms of Marijuana in Tijuana, Baja California – 27 August 2011
On 27 August 2011, police arrested three individuals after
discovering they were transporting 52 packages of marijuana
weighing 108 kilograms in a white Nissan Tiida with Baja
California CZK6259 license plates. The arrests in question were
carried out on Cucapáh Boulevard near the Rocamar Bar
[32.4798-116.9861] in Tijuana, Baja California. Those individuals
arrested in conjunction with this seizure were identified as:

Soldiers Seize Marijuana, Heroin, and Cash in Tijuana, Baja California – 24 August 2011
Three separate operations carried out by soldiers assigned to
the 2nd
Military Zone led to the seizure of marijuana, heroin,
and cash in Tijuana, Baja California. Details regarding these
operations were reported as follows:
Operation one: soldiers patrolling in the Chula Vista
neighborhood detected a three vehicle convoy operating in the
area. For this reason, the convoy was stopped, and those
vehicles traveling within it were searched. During this time,
soldiers seized 252 kilograms of marijuana and 705 grams of
cocaine from a Humvee. Arrested in conjunction with this seizure were the individuals. However, their
names were not reported.

Operation two: soldiers searched an individual after noting he seemed extremely nervous while getting
ready to depart from the Tijuana International Airport [32.5420-116.9695]. While searching a
passenger's luggage, police discovered two kilograms of heroin that had been hidden in a double
bottomed compartment. The name of the individual arrested in conjunction with the seizure was not
reported.
Operation three: also at the Tijuana international airport, soldiers arrested an individual after
discovering he had over 12,000 dollars and 100,000 pesos strapped to his body. No further details
regarding this seizure were reported.

DURANGO State Police Seize Weapons in Santiago Papasquiaro, Durango, Mexico
On 26 August 2011, a group of gunmen attacked the
State Investigation Directorate building located in
Santiago Papasquiaro [25.0442-105.4193], Durango.
Shortly after, soldiers assigned to the 10th Military
Zone arrived at the site and arrested eleven gunmen
who participated in the attack. Those items seized
from these individuals were reported as follows:

Heroin Seized from Mango Shipment in in Santa Ana, Sonora – 25 August 2011
On 25 August 2011, authorities responded to an anonymous
tip regarding a drug shipment that had departed from Los
Mochis, Sinaloa. This tip led them to stop a tractor-trailer at
the 3 kilometer mark along the Caborca-Santa Ana stretch
of the International Highway in Santa Ana [30.5400-
111.1196], Sonora. While searching the cargo, police
discovered nine point five kilograms of heroin and 750
grams of methamphetamine hidden within a shipment of
mangoes. Those individuals arrested in conjunction with
this seizure were identified as follows:
Joel Antonio Rivas Ramírez and Lizzeth Geovanna Ruelas Callejas
