After returning from his 16-day European tour, the former president and current PRD candidate Hipólito Mejía described his trip as „successful“. He called on President Leonel Fernández, not to spend any state funds for the election campaign of his opponent, PLD candidate Danilo Medina. „This campaign has to be decent and we will not accept that they steal money from the treasury to support their candidate,“ warned Hipólito.Hipólito taunted, the announcement of the President to spend 40 billion pesos for road construction, food distribution to poor and other projects in order to win votes in the election was sincere. „And, please note, this is a rare thing in President Leonel Fernández because he never is used to be so sincere.“A new survey of the Strategy Group led to different reactions of the political parties. The President of the Palestinian National Authority, Mahmoud Abbas, assured to the National Assembly in Santo Domingo that his application for a independent and recognized state of Palestine in the 66th Assembly of the United Nations (UN) was not a unilateral act nor is a threat to the peace process in the Middle East.Abbas was as an official guest of the Dominican government who received an official reception with all honors. He thanked the Dominican Republic for its support. He said, President Fernández was an advocate of peace and justice. “You are no great nation militarily, but a great nation in faith and in a spirit of peace, in the support of the people of Palestine. This is greater and more important than to posess weapons and power,” said Abbas. Abbas said that he wished a better future not only for the Palestinians but also for Israel: “We want to end this history of enmity, we want that the sons of Israel and our sons will stop this suffering.”Abbas announced the opening of a Palestinian embassy in Santo Domingo, which should also serve as a liaison to other countries of Central America and the Caribbean. This was a decision already made at the XV. Summit of the Non-Aligned Countries in Egypt in 2009. This announce-ment provoked the protest of Israeli am-

Morales Troncoso made clear, that relations with the State of Israel are very good, but he added that such links do not constitute an impediment to the Dominican Republic to strengthen further the friendly ties it has with another friendly nation. He added that “certainly, as the ambassador Sermoneta indicated, the relationship with Israel is good,” but he stressed that it is a reciprocal relationship, because “every time Israel needed us, there was the Dominican Republic.”

US Secretary of State Hillary Clinton visited the Dominican Republic to attend at the IV. Ministerial Meeting “Pathways to Prosperity in the Americas”. Her request to respect the human rights of Haitian immigrants caused highly allergic reactions in Dominican society. Even bishops rejected this demand as an incongruous interference.The Director of Immigration, José Ricardo Taveras, contradicted Clinton, and said that the country is more concerned about Haiti and the Haitians than the international community and the nation she represents, which left the entire burden of the problem to the Domini-cans in an irresponsible way.

The citizens' movement “Toy Jarto” (slang for “I'm sick of it”) calls on politi-

cians to respect the right of the Dominicans, and publish the planned changes to the National Budget Act and to discuss it. Elizabeth Mateo Pérez, president of “Toy Jarto” says: “We ask you to respect the history of a democratic process, a draft law that affects all areas of national life, that public hearings and public comments have to be allowed.” The movement also con-demns the “abrupt” Senate approval of the budget, which came in a moment when the people go to the streets to demand the observance of the Education Act, as “shameful” and “totally anti-democratic.” The Senate had shown only one thing, “that the political model must change. They do not represent us, but only themselves and their party interests,” said Mateo Pérez.The international movement of the “Indi-gnados” (Indignants), which recently got a lot of understanding by President Fernán-dez during his visit to Spain, is trying to get a foothold also in the Dominican Republic.

The “Indignados” called for a demonstration in the Parque Colón in Santo Domingo, to express the dissatisfaction on various issues affecting the population on October 16.The organizers of this event indicated that they don't belong to any political nor any social organization. “We call on people to tell themselves what needs to be done,” said one of the organizers.

Also parts of the catholic church criticize politicians. Father Manuel Bodenlle (picture) complained in a Mass at the Church of San Pablo Apóstol in

Cristo Rey, Santo Domingo, that politicians are “wasting” someone else's money, while millions of Dominicans in the slums of the big cities and in rural areas were starving. Only during the election times, the poor were of some value for the politicians. The organizers of the nationwide strike of last July 11, accuse the government of having failed to respond to the complaints of the Dominican society. The coordinators

of Lucha Amplia (Wide Struggle) require, among other things, an increase of wages, an end to the inflated electricity bills and power outages that are lasting for hours, and the withdrawal of excessive price increases in the health sector. On November 14, they therefore plan to call for a second general strike. Furthermore they advised that there will be protest marches to government buildings and homes of politicians on November 13. On the same day, a 48-hour strike will start at all ports of the country.

4 Percent for Education?Former director of the United Nations Human Development Report in the Dominican Republic, economist Miguel Ceara-Hatton says that in the 2012 National Budget passed by the Senate the government has assigned less to the Ministry of Education than it did in 1999, and only slightly more than it did in 2002. The percentage of GDP assigned to the Ministry of Education for public educa-tion, nevertheless, is at 2.954 percent the highest yet granted by the Fernández administration. Ceara-Hatton disputed statements by the Senate that the government was allocating 3 percent to education. A national campaign is underway to convince the government to allot the 4 percent of GDP or 16 percent of the National Budget to education.

Almost daily, the Dominican press reports drug findings in absurdly high levels. The president of the National Drug Control Department (DNCD), Major General Rolan-do Rosado Mateo highlighted the fact that the Dominican Republic has the highest rate of drug seizures in the Caribbean. He says this indicates that controls are being applied. The DNCD announced the seizure of a 336-kilo cocaine shipment camouflaged in medical equipment that was being exported in a container of a La Romana based company to France. Shortly after, they reported the seizure of more than 1,434 kilos, including a 1,098-kilo haul in the house of a know drug dealer who was deported from New York in 1992 already. This was the biggest drug bust of this year - upto now. On the border with Haiti, Dominican and Haitian bus passengers coming from Montecristi and Dajabón were arrested with 60 pounds of marijuana. Rather insignificant in comparison was the arrest of a man in San Juan de Ocoa, who had 2,000 hemp seeds in his possession.

In Santiago, the police staged raids on various metal dealers. There they found metal of “doubtful origin”, such as electrical cables or manhole covers. According to police, four owners of such metal dealing companies were arrested.The theft of manhole covers has to be seen as a particularly serious offense, as the unprotected open holes can lead to serious accidents, both in pedestrians and vehicles. Isidoro Núñez of the Dominican Organi-zation of the Blind in the North, said there had been reported 27 accidents in which blind people were injured, some of them seriously, because they did not recognize the open hole. At the raids there were detected criminal dealers with trash bins, which were formerly distributed by the city to the districts, and they also found several stolen water tanks of citizens.Meanwhile, deputy Carlos Gabriel Garcia presented a project to the House of Deputies that seeks to prohibit the export of scrap iron and scrap metal for a period of ten years, in order to help reduce the theft of these materials.

Police chief Major General José Armando Polanco Gómez (photo above right) ordered the National Police (PN) to act “with an iron fist and without mercy” against criminals and law offenders which disturb the peace of the Dominican society, but respecting the human rights. “We will do this because the society needs to live in peace, without criminals.”

The fact that more than 1,500 soldiers were sent to back the efforts of the police and the DNCD (National Drug Control Department) (pic below) shows that the situation is considered seri-ous. The military, including officers and subalterns, belonged to the the Army, Air Force and Navy.This action is based on an idea by President Leonel Fernández, to combat crime that keeps in suspense all the municipalities of the country. Especially at night there should be more patrols.The forces will also strengthen crime pre-vention and fighting efforts of the Police. The military personnel are being assigned to work with Brigade General Juan Brown Perez, appointed coordinator of the “Barrio seguro” program that works in slum areas.

After months of struggle with the Hai-tian Senate, which rejec-ted two of his propo-sals, Presi-dent Michel Martelly now could

present the doctor, former official at the United Nations and advisor to former U.S. President Bill Clinton, Garry Conille as the new prime minister of Haiti, four and a half months after taking office. The U.S. Embassy welcomed Garry Conille expressly as the officially appointed prime minister. Now the two are finally forming a government, so that the country's problems can be addressed. In a communiqué the U.S. Embassy called them to start working, in order to “regain the lost time.” The communiqué further stated: “We remain committed to long-term support of the

Haitian people and their government to build a stable, prosperous and democratic country.”President Michel Martelly denied that there had been pressure from the United States to propose Conille as his prime minister. Critical voices in Haiti said, Garry Conille would also have a Canadian passport, which was denied by himself. He had never accepted the Canadian citizenship and he never gave up the Haitian citizenship, said Conille. Due to his manifold international relations, doubts were raised if he could represent the interests of Haiti. “I am a son of Haiti,” answered Conille.Martelly confirmed that this school year at least 700,000 children could attend school gartis. His National Education Foundation pays for the enrollment of 142,000 pupils who are going to school for the first time. The Spanish Queen Sofía arrived on an official visit to Haiti to see the progress of the Spanish help in constructing the destroyed country. Spain is the third largest donor country with 111 million euros of

earth-quake. “Haiti is a special country for me,” said Queen Sofía. President Martel-ly stressed that “the trace of Spanish huma-nism” has been reinforced in Haiti by the visit of Queen Sofia. Spain supports different projects for clean drinking water in particular, which is essential to combat the cholera epidemic. Since the outbreak of cholera, more than 6,200 Haitians have died of it, about 440,000 were suffering from this disease. According to Doctors Without Borders, in recent days the number of patients with cholera in Port-au-Prince are rising again, due to the fall of rain. During her visit to Europe, the Brazilian president Dilma Rousseff (photo) had some advice how to get out of the financial crisis that is currently afflicting the European Union for the situation in Greece and some other countries of the euro zone.Brazil, which can boast of many years with a high economic growth with a concomitant reduction of poverty, and Latin America are an example in the way they coped with their own debt crisis in the eighties. Instead of following the orders of the IMF and impose austerity measures, they did com-pletely the contrary: they invested.At a press conference in Brussels Rousseff said: “Our experience has shown that extreme austerity measures have only worsened the stagnation, the lack of opportunity and unemployment. It's hard to get out of the crisis, without increasing the consumption, investment and economic growth.” Brazil is a member of the BRICS group of emerging countries with sustained above-average growth for years: Brazil, Russia, India, China and South Africa.

The chances of Argentine President Cristina Fer-nández de Kirchner, to be re-elected in the elec-tions on Oc-tober 23 are very good. According to surveys, the distance to her challenger, the Socialist Hermes Binner, is more than 30 percent. 49 percent of Argentines want her to continue as presi-dent of the South American country.

Venezuelan President Hugo Chavez, ill with cancer, still shares his caustic comments. On October 4, after months of wrangling, the body of Vene-zuela's former Presi-dent Carlos Andrés Pérez, could finally be brought from Miami to Caracas (see also LA PLAYA No. 35). Chávez called the whole ceremony a “Jurassic show of the politicians of the Fourth Republic.” If you listen to them now, Venezuela was a paradise in the eighties: “According to them, there was no repression, no exploitation of the working class, there existed no poverty here and

there were no massacres. Then we came to divide the country and to fill it with hatred.”After a failed coup in 1992, when Chávez tried to overthrow Pérez, Pérez wanted that Chavez should “die like a dog”. But as a Christian, Chávez said, that Carlos Andrés Pérez deserved a Christian burial in his home country. Chávez assured to say this without the slightest cynicism, irony, or hatred. Furthermore Chávez warned, that “after Obama's big fraud” there exists the danger in the coming elections, that the extreme right will get back to power. Regarding the possible Republican presidential candidate Matt Romney, who says the U.S. must lead the world again, Chávez said he was “a madman”. Chávez said: “Today I was read-ing the comments of a Republican candi-date for U.S. Presidency, attacking Vene-zuela and Cuba and talking about the evil government of Hugo Chávez, having also the nerve to say that God created the United States to rule the world, he is crazy.” Romney said that if he became president he would launch a campaign to promote eco-nomic opportunities in Latin America as an alternative to the models of Venezuela and Cuba, which represent a “moral and materi-al bankruptcy” and an “evil socialism”. “And now, all of a sudden, this madman becomes president of the United States,” said Chávez thoughtfully.

In early September, Merengue star Alex Bueno got the shock of his life at a festival in Ázua. He would not accept money from politicians, as some of his colleagues do, he said.

Domingo Antonio Santos Muñiz was born in Las Matas de Santa Cruz, Montecristi, on 5 May 1967. In the early nineties, he called himself Antony Santos and started to sing Bachata, in those times an ill-famed music for its vulgar texts. Soon he stood out of the majority of the other singers with his own songs which had beautiful melodies and romantic lyrics. Antony Santos was the one who first played Bachata on the electric guitar, long before Blas Durán, who is said to have used this instrument for the first time in Bachata. The style and voice of Antony Santos made him unique. One hit followed the other, and Antony Santos got the nickname “El Mayimbe de la Bachata”, the greatest of the Bachata, with reference to the “Mayimbe del Merengue,” Fernando Villalona. Throughout his career, Antony Santos sang more than 200 titles and published 19 albums. Many of his songs are Bachata classics that are still played every day somewhere in the radio or in a disco. Antony Santos has received numerous honors, but shuns award ceremonies and the press. He is the highest paid singer of Bachata. Not to be confused with Aventura singer Anthony “Romeo” Santos!

Antony Santos is one of the most popular Bachata singers since many years, hence his nickname “El Mayimbe”, the Chief, the Biggest. After a couple of rather so-so airchecks in the last years, where he was more screaming than singing, it looks like he came back to his senses and produces high quality records like he used to do before. This song is a good example.

Before his first concert ever at the Hard Rock Cafe in Santo Domingo, Antony San-tos gave an interview to the daily newspa-per “Listín Diario”.The very popular singer Antony Santos had countless hits and is known affectionately as “El Bachatú” or “El Ma-yimbe” de la Bachata” by the Dominicans. He says he feels good in his country. “Every time I'm abroad, I miss it. But when I'm back, my heart is back to myself.”He says that privately he was a simple person who loves the country. “I like the tranquility, I don't like the city.” When he's home, on his finca in Montecristi, he plays domino and eats “mondongo” with his people.

There he also was recently visited by the presidential candidate of the PRD, Hipólito Mejía. “I am one hundred percent with Hi-

pólito,” says Antony San-tos. Therefore both of them agreed that he will make a song for Hipó-lito's campaign. But he also would sing for Danilo Medina, even he doesn't agree with his policy. He also sang for President Leonel Fernán-dez, whom he respected very much. If he is among ordinary people, he doesn't act like a Mayimbe (the

Taíno word for “chief”). But in concert he is the artist who has been number one for years. Actually, he thinks that he had deserved the “Soberano” at the Casandra Award ceremonies, said Antony Santos.
