Forumreportson lagoon issuesThe West Coast NationalPark Forum met on 27March at the SANParks of-fices in Langebaan to deliv-er feedback and discuss on-goingandnewpark-relatedissues.

Thefollowingisasummaryof the discussions.Budget and tourismPark Manager Patricia Bo-

pape opened proceedingswith feedback on the park’sperformance for the last fi-nancial year. Overall thepark’s expenditure is on tar-get and within the projectedbudget. However, due to arange of factors, such as ashorter flower season in 2013,there were less visitors to thepark in the last fiscal year –196 369 (2013/14) compared to206 963 (2012/13).There was also a slight de-

crease in the number of over-night (paid accommodation)visitors.

CrimeTheft out of boats on the la-

goon is an ongoing problem.The CPF has suggested thatsome sort of water-borne po-licing or neighbourhoodwatch be established.Kraalbaai house boatsThe contract for the re-

maining house boats inKraalbaai expires on 31 May2014.The park has reached a set-

The park has identified theremoval of hoby cats and oth-er boats at Sandbaai andKraalbaai as an objective forthe new financial year. Someof the boats are in a derelictstate. An offer was made byLangebaan Yacht Club to as-sist in the removal of thesecrafts to recycle and re-usewhere possible for youthtraining vessels rather thansimply discarding them.FireworksinYzerfonteinTheunregulatedand illegal

use of fireworks in Yzerfon-tein, near the southern bor-ders of the park, was identi-fied as a potential fire risk.Chinese lanterns especially-carry the risk of drifting intothe park inwindy conditions.Thenoise isalsodisturbing toanimals.Langebaan Kiteboarding

John van der Vyver of theLangebaan KiteboardingGuild delivered a presenta-tionon theguild’s operations.There was positive feedbackon the improvement in man-aging kiteboarding activitiesduringtherecentpeakseasoncompared to previous years.A lengthy discussion en-

sued, however, on persistingproblems and proposals forthe regulation of kiteboard-ing activities in the future. In

the end it was suggested thata sub-committee be formed todeal directly with kiteboard-ing-related issues.Recordings at meetingsBopape said it was decided

at a previous meeting that noindependent recordings of fo-rum meetings are allowed. Asingle recordingwill bemadeby the secretary from whichtheminutes are compiled andthen made available.Immediately two blatant

mistakes in the lastmeeting’sminutes were pointed out toemphasise that a single re-cording cannot only be inac-curatebutalsoconstitutecen-sorship.GarethRichards,publisher

that were briefly discussed,but have not yielded new in-formation or progress sincethe lastmeeting included: Erf158, the Kleinmooimaak de-velopment, the Shark Bay de-velopment, the coastal set-backlineprogramme, theFla-mingo Farm land claim, theElandsfontein mining appli-cation and the now legal mat-ter of fishing rights in Zone Bof the lagoon.

Dixon’s work, the eveningwas a tremendous success.“The response to my art

strengthening the family unit,working togetherasa teamandmaking a voluntary contribu-tion to community organisa-tions.The Saldanha Bay Munici-

pality (SBM), other govern-ment entities, community or-ganisations and citizenrymust

unite as a “high per-formance team” tohelp Langebaan reachits full potential. Thiscanonlyhappenwithapositive attitude andthe will to contribute.I addressed the positive

growth in our town in my lastarticle. The SBM is financiallysound andmaking a differencein the region.The public participation ex-

ercise for the finalisation of theSBM Budget for the financialyear 2014–’15 will be conductedonMonday7Aprilat theLange-baan Community TownHall at18:00.It is absolutely imperative

that the community attend andparticipate in this process.Langebaan is in the process ofdevelopment. The IndustrialDevelopmentZone(IDZ)aswellas other industries coming totheregionwillnodoubthaveanimpact on our town.

Weneed to embrace these de-velopments as they ensure eco-nomic growth and prosperityforourregion.At thesametimewe have to ensure balance byprotecting the environmentand our community.I would like to acknowledge

and thank two bodies that areassisting the SBM in this re-gard. The Saldanha Bay WaterQuality Forum Trust, who hasbeen monitoring the “State ofthe Bay” for the past 15 years,and the Saldanha Bay Forumwhich is also monitoring land-ward and atmospheric issues.On 7May South African citi-

zens go to the poles to vote fornationalandprovincialgovern-ment for the next five years.

Asprovedby therecentcensus and various Audi-torGeneralandothergov-ernmental reports, theWestern Cape has, in thelast five years, obtainedthe number one spot for

governance and service deliv-ery in the country. It is thedutyofeverySouthAfricantopartic-ipateinthisprocessthatwillde-termine the future of our coun-tryandprovince.Seeyouthere!My Champion for theMonth

“NEW” JETTIES HAVE BEEN REMOVED: After meetingwith SANParks recently, the Langebaan Yacht Club (LYC) exec-utive committee agreed to remove the jetties in front of theclub within 30 days. LYC moved some of their old jetties andbuilt a new one in front of the club without obtaining priorpermission from SANParks, the lessor of the water area infront of the club. SANParks as well as some club membersand the Saldanha Bay Water Quality Forum Trust (SBWQFT)objected to this action. Both SANParks and SBWQFT wel-comed the outcome of the meeting. Christo van Wyk(SBWQFT) said the SBWQFT regrets that the LYC, throughtheir ignorance of the National Environmental ManagementAct, will be inconvenienced financially, but hopes this incidentserves as a lesson for all users of the lagoon and SaldanhaBay that the law should be obeyed at all times and no onecan do whatever they want. A special general meeting forLYC members was held on Saturday 29 March after whichthe jetties were removed on 31 March.

Teameffort savesdolphinsMARZAHN BOTHA

A successful collaborationon Sunday afternoon 9March between the HOWWildlife Rescue, the Na-tional Sea Rescue Institute(NSRI) and SANParkshelped save the lives of twolong-beaked common dol-phins that were beached atKraal Bay.

A mother and her calf hadbecomestranded ina channelthat drains water at low tide,causing shallow pools of wa-ter that only fill up againwhenhightidecomesbackin.It is not known what causedthedolphins tobeso farupthelagoon.Athirddolphin, thatwasal-

so seen in the area, appearedto have avoided being caughtin the channel and was soon

heading in the direction ofopen water.Kitesurfers and other

beach-goers tried to turn thedolphins around and steerthemtowardsLangebaan,butthemumandbabycameback.MariliePotgieter contacted

HOW Wildlife Rescue whohad dealt with similar situa-tions before.SANParks and the NSRI

were also contacted to assistwith the rescue. Within min-utes the teams were in KraalBay and the dolphins’ condi-tion was assessed by HOW.Mum and baby were

strapped to backboards andloaded onto the NSRI’s boat.“During the trip, the condi-

tion of the two dolphins wascontinually assessed and ba-by was in an extreme state ofdistress,” said Tanya Heald,chief executive officer and

founder of HOWWildlife Res-cue.“The baby was laid next to

the mum, which calmed thelittle one down. They weretaken as far as possible out ofthe Langebaan Lagoon toopen water.“The sea conditions were

extremely rough and we de-cided to release the dolphins

in the area of Jutten Island tominimise thepossibilityof in-jury and stress,” said Heald.The mum was released

Ratepayersgiveprogress reportThismonthwereportontheprogress of: the implemen-tation of Langebaan tour-isminfrastructureprojects;illegal discharge of treatedsewage in the LangebaanLagoon; outstanding criti-cal bulk service projects;2014 – ’15budgetpublicpar-ticipation process; and au-dio recordings atward com-mittee meetings.

There are currently twotourism infrastructureprojects in the pipeline: 1) TheUitsigStreetprojectand2)TheBreë Street boardwalk.

. The reconstruction of theUitsig Street stairs and pedes-trian walkway is currently inthe construction phase. West-landCivils is contractually re-quired to commence work be-fore8April.Theexpectedcom-pletion date of the almostR3 million project is 30 June.

This brings to an end an al-most six-year struggle by theLRRA to bring this project un-der the attention of the SBM.

. ADraft Basic AssessmentReport is currently subject topublic reviewuntil 14April onthe Breë Street boardwalkproject.AECOM, an independent

environmental consultant, ac-cepted the LRRAproposal andoutlay for the boardwalk asthe preferred option.

. The SBM recently soughtrefuge with the National De-partment of EnvironmentalAffairs regarding the illegaldischarge of treated sewage inthe Langebaan Lagoon.Thisstepwas takenafter the

SBMreceivedadirectiveon24December2013 to immediatelycease the illegal discharge oftreated sewage in the lagoon,a Ramsar site and proclaimedMarine Protected Area. For

years the LRRAhas lodged com-plaints on this is-sue. We receivedunconfirmedfeedback that an Ultra Violetscreen is now to be installed tokillE.coliandfaecalcoliforms.

. Theannual floodingof theSuikerkan, March and abut-ting streets remains a prob-lem, despite promises fromSBM that it would soon besomething of the past(Weslander 15 August 2013).The flooding of these streetsresults in storm water over-loading the sewage systems.This has led to raw sewageflowing through people’shomes and in the streetswhere children play.The SBM then illegally dis-

charges the contaminatedstorm water into the Lange-baan lagoon. The LRRA wastold we have to brace our-

selves for yet another year ofthe same.

. The non-spending of the2013–’14 budget in terms of thestrategic development budgetimplementation plan (SDBIP)is a cause for grave concern.The LRRAwas told the spend-ing to date will only be availa-ble towards the end of April.This information is of greatimportance to enable the gen-eral public to sensibly com-ment on the 2014–’15 budget on7 April at 18:00 at the Lange-baan Community Hall.

AsdievislusjoupakAs die snoeklus joubeetkry, het die Wes-kusser altyd ’n ant-woord. Jy ry sommergou en koop ’n snoek-kardoesof ’nvars snoekvir braai, by Saldanhase Charlie’s. Die snoek-boks bly gewoonlik nielank toe nie, en spoedigsit jy met blink lippe en’n glinsterende stuur-wiel.

Daardie eerste happieis die lafeniswatdie ryag-ter vis aan gewoonlik ’ngunstige ervaring maak.

Die braai van die snoekverg egter meer aandagen liefde.

En wyn, en appelkoosen knoffelbotter. Wat wilmens meer hê?

Dis die kombinasie vantyd en aandag, inspan-ning, toewyding, ’n kuier-dingetjie en braaivleisge-sels,wat jyeerderonthou.Dis eerder ’n reis- as ’neindbestemming-erva-ring, en gaan eerder oordie kuier as die snoek.

Wat my uitbring by dieamper winter, wat bete-ken dis snoeklooptyd. In’n dorpie soos St. Helenavlek die visbloed soos diesnoekvlekkers dit oopsnyweer die kaai.

Daardie beeld waar diesnoekvlekkers met hullelang messe sny, dan diederms so vinnig soos ’nvloekwoord uitryg, blyvanoggend voor my.

Dis ’n miernes van akti-witeite hier in Houtbaaivandag.

Die hele snoekervaringis net nie dieselfde nie,want die Weskus is uit opdie R27. Dis ook net aandie Weskus waar ek een-maal engelvis wou braai.Ek en vrinne stap in ’n su-permark en gaan na dievisrak. Mooi en trots lêdie engelvis oopgevlekvir die omstanders enloer.

Een probleem: die en-gelvis het ’n identiteits-krisis. Op die bordjielangs die vis staan daar:“angle fish”. Bestaandaar ’n “angle fish” won-der ek. Ek weet alle visword “ge- angle”, maar ekkon nie oombliklik dinkaan ‘n “angle”-vis nie.Baie verleë vra ek die vis-vrou of sy “angel” vis hetwant ekwilhaarnie indiegesig vat nie. Sy kyk toena haar geskrif en methaar breëbek passiongap-mond skree-bry sy: “heijulle, loep change daaiangle’g na angel’g.”

SEESKULPIE SE GESINS-DAG: Seeskulpie het on-langs ’n gesinsdag aange-bied. Dit was ’n dag volpret waaraan die kleinsteVissie, die babaklas, totdie grootste gr. R-leerdersdeelgeneem het. Die dag isperfek afgerond deur dieouers se entoesiasme enhul deelname. Op die fotois die wenners van die oor-spronklikste kaskar van dieGroen Mamba-span.

Less fish inMarchMarch is thought to be ourprime anglingmonth, how-ever this year it did not liveup to its reputation. Againit is probably weather re-lated as we had “strange”weatherforMarch.Someofthe older folk say it is thecoldest March ever, butthey probably forget thattheir blood is getting thin-ner as they grow older.There are however somesigns that winter may beearly this year. There wasthat22 mmrainthat wehadANDmoreimpor-tantly the snoek have ar-rived off St Helena Bay.

The month started withsome south-easterly windsand this resulted in a coupleof large kob being caughtdownat Spreeuwalle, the bestfish being one of 17 kg caughtby Brian Raffles. However,without a doubt the catch ofthe month was a white steen-bras of 14,7 kg caught by ourjunior angler Nico Coetzee.This story has a lovely turn

to it. A couple of months agoweplacedaphotographofhimwith an undersized steenbraswhichhecaughtandhadtore-turn to the water. His state-mentwas thathedidnotmindreturningit ashewouldcatchit again when it was big andhe sure has done that now.Nico is only seven years oldbut landed this magnificentfishwithoutanyhelp fromhisfather. Even old salts such asJossie Sleigh could hardly be-lieve that such a small anglerhad the skills to land this fishafter a 25 minute fight. Welldone Nico!The other fish were very

sporadic with the odd yellow-tail still being takenaswell asa couple of geelbek and kob.March is supposed to be ourprime angling month for bigelf, however they have been

very few and far between thisyear. A couple of nice sizedfish were caught in the falseKhelbutnotinanygreatnum-bers. The stumpies have atlast made an appearance andduring the last week of themonth good sized fish werecaught around the island.March is to them a secondaryspawning season and this iswhy they aggregate aroundthe island.I have now been living and

fishing in Langebaan for 12

years and I have noticed howthe lagoon has changed inthese years. At the yacht clubso much siltation has takenplace that the one jetty canhardly be used except at hightide. Even the inside of theouter jetty is becoming shal-low and it will not be long be-fore it will also become tooshallow. I ask the question,should there not be a scienti-ficstudydoneaboutthemove-ment of sand in the lagoon?April canstill beagoodang-

ling month and with a bit ofluck the large elf can stillmake an appearance. Our re-liable stumpnose should alsostill be around, depending onthe weather.Two snippets of news. The

first is that Langebaan hassaid good bye to one of its realold characters with the deathofEricStromsoe.Ericwas themedical doctor for manyyears, however I will remem-ber him for his excellent ang-ling stories. He simply lovedangling as a sport and wouldalways try to catch fish in alldifferent ways. Rest in peaceEric, we will all miss yourpipeandgreatanglingstories.Lastly I have donemore en-

PRET MET GIMNASTIEK: Langebaan Stars Gimnas-tiekklub het op 21 en 22 Maart ’n akrobatiese gimnas-tiekkursus vir afrigters en gimnaste gehou. Meer as 60gimnaste en hul afrigters van regoor Kaapstad en dieWeskus-area het die kursus bygewoon in die gemeen-skapsaal in Langebaan. Die gimnaste het afgeskop metopwarming langs die strandmeer.
