Try to take into account:

1. The preliminary nature of the plan: make it as specific as possible

2. Resources: what will I need for it, in terms of support from colleagues, external stakeholders, skills, money, ...)

3. Implementation: do I have the authority to implement? who will I have to get involved?

4. Effects: who will benefit from my action? Will anybody be negatively effected?

5. Environment: can I expect resistance from within my organisation? Whose support will I need?
