Theconditionofexistingirrigationcrossoversmustbeevaluatedpriortoincorporatingintoahighwayplantingproject.Generally,iftheexistingcrossoverisover15yearsolditisadvisabletoinstallnewcrossovers.

Valves and SprinklersLocatecontrolvalvesadjacenttoaccessgates,maintenancevehiclepullouts,maintenanceaccessroadsorotherareasawayfromtraffic.

Controllers and Backflow PreventersThelocationoftheseitemsshouldbereviewedwithmaintenanceinthefield.

Controllerenclosurecabinetsshallbelocatedsothattheuserisfacingtrafficwhenworkingoncontrollers.Controllerenclosurecabinetsshallbelocatedoutsidetheclearrecoveryzonewheneverpossible.

Backflow PreventersTheuseofreducedpressureprinciplebackflowdevicesisrequiredforhighwayplantingprojects.Masterremotecontrolvalvesshouldbeusedatallpressuredwatersourcesdirectlydownstreamofthebackflowpreventers.Backflowpreventersshallbelocatedinenclosures.

Gate Valves and Ball ValvesGatevalvesaretobeusedtodividelargeirrigationsystemsintosmallersectionssowhenthereisamalfunctionthebadsectionmaybeisolatedtokeeptheremainingsectionsfunctional.Gatevalvesaregenerallyinstalledoneachsideofirrigationcrossovers.

BallvalvesareusedinfrontofElectricRemoteControlValvesthathavebeenmanifolded(clustered).Thisallowsmaintenancetoservicethevalveswithoutthemainlinehavingtobedrainedandfloodingthevalveboxes.

DoNOTuseballvalvesatirrigationcrossovers.Ballvalvesthatareclosedrapidlycancausewaterhammer.

Irrigation Restoration ProjectsIn the debate of whether to specify an all new irrigation system vs. using existing facilities, is it cost effective to utilize existing lateral facilities?

Inordertomakeaneducatedassessmentofthevalueofusingexistingfacilitiesvs.installingnewfacilities,onemusthaveanunderstandingofthetypeofcostsfacedwhenperformingextraworkonaforceaccountbasistorepairexistinglateralfacilities.

Lookupthecurrentstraight-timehourlyrateforutilizingtheservicesofalandscape/irrigationlaborer,normallyusedforthistypeofwork.Thiswageratemayvaryfromdistricttodistrict,butisfairlyaccuratethroughouttheState.Ontopofthisrate,wearerequiredtopayalaborsurchargeof18%tocompensatethecontractorforstatutorypayrollitemsstipulatedbyvariousgovernmentalagencies.Anadditionalmarkupof33%isrequiredtocoverthecostsofoverhead,insurance,bondingandprofit.Sometimes,wehavetopaysubsistenceandtravelallowance,furtherincreasingtherate.Equipmentandmaterialusagealsomustbeconsidered.Assumingastandard3/4tonorsmallerpickuptruckisusedinperformanceofthework,lookupthecurrenthourlyrate,andaddamarkupof15%.Anymaterialsincorporatedintheworkwillbepaidatinvoicepriceplus15%markup.Insummary,thisparticularoperationwillendupcostingtheStatethetotaloftheaboveperhourforlaborandequipmentusage+theaddedcostofthematerials.Pleasekeepinmindthatifthelandscapecontractorisasubcontractor,anadditional5%mustbepaidontopofeverythingelse!

Consideringalloftheabove,theconditionandageoftheexistingfacilitiesmustbethedeterminingfactorindecidingthe‘new’vs.‘old’debate.Ifextensiverepairsarenecessarytotheexistingirrigationfacilities,thecostsaregoingtoincreaseatasignificantrate.

Calculateaweek’sworthofrepairsinlaborandequipmentusage.Materialcostsareextra.Itmaybefarcheapertoabandontheexistinglaterallines,duetothelaborintensiveefforttomakealltheidentifiedrepairs,whilesalvagingtheexistingsprinklerstobeincorporatedintothenewlines.However,iftheexistinglineswerejustrecentlyinstalled,nottoomanyrepairsmaybenecessary,anditmaybedeemedlessexpensivetoreutilize.Sincewearedealingwithanexistingsystem,futurerepairsmaybecomenecessaryandwillberequiredtobepaidforbytheState.DesignersmustcommunicatewithMaintenancepersonneland‘fieldcheck’toascertainthemostcost-effectivealternative.Concurrently,thedesignermustconsidertheadministrativedutiesassociatedwithextraworkthatmustbeperformedbyconstructionpersonnel.
