As the agronomy manager for Cronins Farms, Dan Forgey is responsible for maximizing yields on more than 9,000 acres of farmland

near Gettysburg, S.D.

To accomplish this feat, Forgey utilizes many tools to intensely manage the six-crop rotation of spring wheat, winter wheat, corn, sunflowers, field peas, soybeans and lentils. He relies on variable rate tech-nology, RTK, satellite Imagery and since 2005, cover crops.

“Cover crops are a big part of what we do. They pro-mote soil health,” says Forgey, who has managed these fields for 42 years.

Because of their ability to reduce weed and disease pressures, manage soil moisture, break up soil com-paction, increase water infiltration, fix nitrogen and build organic matter - cover crops have essentially become the seventh crop in his rotation.

“We really push our farm ground to produce. If you want the soil to work for you, you have to feed its microorganisms and keep them happy,” says Forgey, who plants cover crops into his winter wheat stubble each summer. “If I didn’t plant cover crops, then those fields would sit idle until spring when I plant corn.”

with the Natural Resources Conserva-tion Service.

“Cover crops mixtures keep the soil bi-ology move forward. They diversify the microbes’ diet. You can’t live on pizza alone,” Miller says.

Every acre on the farm Forgey man-ages is 100 percent no-till. By moving to no-till, in 10 years Forgey increased his soils’ organic matter by 1 percent – which he says is equivalent to apply-ing 30 pounds of nitrogen. By planting cover crops, he has increased the speed at which his soils build organic matter.

“By planting cover crops, we’re trying to speed up the time it takes to increase soil organic matter. Instead of 1 percent in 10 years, we’re aiming for 1 percent in 7 years,” Forgey says. “If you let the land do this, without putting on man-made fertilizer, it’s better for everyone.”

Along with building soil health, cover crops can mine the soil for nutrients and moisture that have been lost deep in the soil profile, making them avail-able for the next year’s crop, says Justin Fruechte, cover crop specialist with Millborn Seeds, Brookings, S.D.

“Depending on the mixture, cover crops can add nitrogen to the soil and prevent nutrient leaching. Some have such deep taproots that they will find nitrogen and other nutrients lost in the soil profile and make them avail-able,” says Fruechte, who helps growers’ select cover crop mixtures that will best increase their soil’s health.

It’s important for growers to understand what they want their cover crops to accomplish before selecting a mixture to plant says Dwayne Beck, manager of Dakota Lakes Research Farm and a pro-fessor of Plant Science at South Dakota State University.

“This is the first thing I tell guys, decide what you want to do before making plans to plant cover crops,” Beck says. “Some guys plant cover crops to use up excess moisture; others plant cover crops to capture moisture.”

He adds that the concept of planting cover crops is not new – he remembers

being told about his grandpa broad-casting dwarf Essex rape seed as he cut grain with his horse-drawn binder.

Beck has researched cover crops and their many benefits for more than 20 years. Forgey, Fruechte and Miller all reference Beck and his research when discussing cover crops.

Forgey took Beck’s advice, and plants a cocktail of cover crops each year. He explains that every plant in his mixture

has a specific purpose. Oats were select-ed for their fibrous root and ability to grow late into the fall; radishes for their

large, deep tap root which will drills down 10-inches into his soil’s profile, breaking up soil compaction, increasing water infiltration and mining the soil for nutrients; canola he plants because of its ability to take in carbon; field peas are selected to fix nitrogen; and flax for its ability to Mobilize phosphorus in the soil and capture and retain snow during the winter.

In the last five years Miller has seen a dramatic increase in the number of farmers and landowners planting cover crops. He says excess moisture and Environmental Qualities Incentive Pro-gram (EQIP) have been the motivating factors. Many landowners are planting cover crops in prevented plant acres to keep the land from standing idle and planting cover crops in high moisture areas to use up fall moisture.

“A number of guys have had issues planting corn into their wheat in a timely fashion. By utilizing cover crops to use up some of that late summer, early fall moisture, it allows them to effectively utilize the moisture next spring,” Miller says.

Although growers in more arid regions of the state may be nervous to plant cover crops for fear that they will need the moisture next spring, Miller says research conducted at Dakota Lakes Research Farm and on test plots across the state show cover crops that used up fall moisture didn’t interfere with spring moisture readings.

“We took moisture readings on fields with cover crops and compared them with moisture readings on fields that didn’t have cover crops in the fall and saw 1 to 2 inches less water in the fields with cover crops. In the spring, in those same fields, we saw identical moisture readings,” Miller says.

Each plant in the cover crop mixture that Dan Forgey plants has a purpose. The main mix he plants on the Cronins Farm includes; oats, flax, radishes, canola and field peas.

Although some growers are worried cover crops will use up too much soil moisture, research conducted in plots throughout the state show that there is relatively no difference in spring soil moisture levels between a field that has had cover crops and one that has not had cover corps planted.

With more than 125,000 Conservation Reserve Program (CRP) acres expir-ing in South Dakota as of Setptember

2011, and another 225,000 scheduled to expire in 2012, wildlife specialists are eager to evaluate alter-native habitat for the state’s pheasant population. Winter wheat might be one solution, says Charles Dieter, professor of natural resources management at South Dakota State University.

“Winter wheat is green and growing early when pheasants are looking for nesting cover,” Dieter says.

For years wildlife experts have known that in order for South Dakota’s pheasant population to thrive, they primarily need acres of undisturbed cover for nesting, brood rearing, and protection from preda-tors. The thousands of acres of native prairie, CRP grassland, and even well managed haylands found in central South Dakota fit the bill.

Interest in pheasants’ ability to nest in winter wheat was spurred by the recent declines in CRP acres in South Dakota as many farmers continue to convert native grassland to farmland. Although CRP and

1other grassland acres were diminishing at a rapid rate, South Dakota Game, Fish & Parks data showed that pheasant numbers showed a slower-than-expected decline, explains Travis Runia, senior upland game

biologist with South Dakota Game, Fish & Parks.

“Typically, the limiting factor to pheasant populations is available grasslands, so we expected numbers to decline as CRP acres were lost. Pheasant populations remained relatively stable in much of central South Dakota,” Runia says. “We assumed we were getting pheasant production from other land uses. There is a lot of winter wheat produc-

tion in that part of the state.”

To better understand if pheasants use winter wheat for nesting and reproductive purposes, and how well winter wheat supports this activity, South Dakota GF&P funded a two-year research project conducted by a SDSU natural resources management graduate student Brian Pauly.

“There hasn’t been a lot of research conduct-ed in this area, and we need research to con-firm our assumptions, and this seemed like the perfect project to hand off to a graduate student,” Runia says.

An outdoorsman and avid hunter, Pauly was eager to conduct research on a project that he sees as the future of wildlife management.

“There is an ever-growing gap between agri-culture practices and wildlife management – these two fields tend to butt heads, but they can work so well together,” Pauly says. “Any-thing that I can do to help close that gap I see as the future of wildlife management.”

Pauly’s study focuses on pheasant nesting habits as they relate to landscape habitat.

“I recorded if they nested in CRP, versus a winter wheat field, versus a road ditch and then we looked at things like what day the nest was started, what day the chicks hatched, how many chicks were hatched and the survival rate of the chicks,” Pauly explains.

Pauly began the research last January by capturing 130 wild pheasant hens, collecting biological measurements and putting radio collars on each bird so he could track their movements.

“To find out where they nested and discover how successful they were, we kept tabs on where they were and what they did over the course of the whole summer,” says Pauly of

the project which tracked the nesting habits of native hens in Lyman County.

Jerry Mundlien, a winter wheat producer who farms near Kennebec, S.D., is very interested in Pauly’s research. Like many Lyman County landowners, Mundlien enjoys the economic benefits that come from owning land in a pheasant rich region of South Dakota. He leases acres of grassland to hunting guides each year.

“Now that so much land is coming out of CRP, it will be interesting to see what hap-pens to pheasant populations,” says Mund-lien, who feels strongly about the importance of landowners like himself, maintaining their CRP acres. “They still need habitat after the wheat’s cut.”

Ready to begin the second year of research in January, Pauly says that although the re-search data collected is preliminary, it seems safe to say that when it comes to nesting in winter wheat or CRP acres, pheasants aren’t choosy – about the same number of birds nested in winter wheat as nested in CRP. Nest survival rates were also similar – until harvest, that is.

“Until wheat harvest the survivability of the nests was about the same. Once wheat har-vest began, the survivability dropped to zero in winter wheat fields,” Pauly says.

Pauly says most years there is enough time between the time a hen starts her nest and winter wheat harvest for her to raise her young to an age that they can fly and safely leave the wheat acres before harvest. How-ever, during a wet spring, like 2011, many hens started their nests later in the season setting the hatch date back and putting her young at risk during harvest.

“Obviously CRP and native prairie are the best nesting habitats out there – hands-

down. Th is was really obvious after wheat harvest,” Pauly says.

Runia is encouraged by Pauly’s fi ndings thus far.

“We know that economics drive what farmers’ plant in their rotation. Having research that shows how important winter wheat is to pheasant populations may give some a reason to start planting it,” Runia says, adding that if the research concludes that winter wheat provides valuable habitat to pheasants, incentive programs may be developed to encour-age farmers to add winter wheat to their cropping rotation.

He reiterates Pauly’s comment on the value of CRP acres.

“We don’t want this research to downplay the importance of CRP. We know how important CRP has been to pheas-ant populations,” Runia says. “Winter wheat fi elds within a diverse landscape of CRP grasslands, native grasslands, hayland, and other crops likely represent the most benefi t to pheasants. It is unreasonable to expect winter wheat alone to sustain our pheasant populations, but our research suggests it is a valuable nesting habitat within diverse land-scapes such as central South Dakota.”

Research Shows Winter Wheat also Provides Duck Habitat

Johann Walker, director of conservation planning for Ducks Unlimited’s Great Plains Region, is coordinating a 3-year research project in central North Dakota and north-central South Dakota to deter-mine if winter wheat provides ducks with secure nesting cover.

Like Pauly’s research, his preliminary data shows that winter wheat provides many of the same benefits as CRP.

“It looks like planting winter wheat is a beneficial practice for ducks, especially

in landscapes where there is little alterna-tive nesting cover,” Walker says, of the two years of data collected so far.

Walker hopes the data will help Ducks Un-limited better promote practices that are

beneficial to both ducks and agricul-ture producers.

“We hope that it will help us make better decisions on

when, where, and how to promote winter wheat as a practice to landown-

ers in the eastern Da-kotas in landscapes withboth abundant wetlands and pro-ductive agriculture

land.”

The only farm Lora Hubbel had spent much time on with was her grandparents – until this harvest.

Hubbel was one of 14 urban legislators who road in a com-bine with South Dakota farmers as they harvested corn and soybeans this fall, as part of the Secretary of Agriculture’s “Harvesting with the Ag’s Stars” program.

“Until now, the farm for me was going to grandpa’s house and hav-ing a lot of fun. I didn’t understand the working aspects of the farm,” says Hubbel, District 11 representative, who works with constituents in Minnehaha and Lincoln counties. “I learned so much spending those hours riding in the combine with Walt Bones; about commod-ity markets and the technology today’s farmers use.”

Hubbel’s experience was exactly what Secretary Bones had in mind when he introduced the idea this year.

“Riding in a combine gives Legislators a great bird’s eye view of what goes on across our state during harvest,” Bones says. “It provides farmers with a captive audience to visit about the state’s number one industry and the challenges or issues it faces.”

Bones came up with the idea for Harvest-ing with Ag’s Stars after leaders from sev-eral of the state’s agriculture organizations listed “public awareness and public educa-tion” in their top seven issues facing South Dakota’s agriculture industry, during the Key Leaders Roundtable held in conjunc-tion with the Governor’s Ag Development Summit, this summer.

“With each generation, a greater per-centage of our state’s population gets further and further removed from the farm. Harvesting with Ag’s Stars is about establishing relationships between legisla-

tors and those in production agriculture and educating urban legislators about the lives and business of South Dakota’s producers,” says Bones, who was among 14 farmers who hosted Legislators during the 2011 harvest.

Colin Nachtigal is a Pierre farmer who participated in the program this harvest. He says connecting with a state legislator was a highlight of the time he shared with Representative Tad Perry.

“It opened up lines of communication that I didn’t have before,” says Nachtigal, 23, who farms with his brother, Jason, dad, Gary, and uncles Don and Dave Nachtigal.

Together, the family raises corn, soybeans and wheat and operates a cattle operation. Nachtigal is responsible for managing 2,700 acres of irrigated corn and soybeans. Colin Nachtigal farms near Pierre. He was one of 14 South Dakota farmers who

had an urban legislator ride in along in their combine this harvest.

“It was my plan all along to return to the farm after I graduated from college, says the 2010 South Dakota State University agriculture business major. “I spent the summers managing this farmland when I was in high school and during college. I really love this place.”

Rep. Tad Perry says spending a day harvesting with Nachtigal gave him a great opportunity to become familiar with today’s farming practices. Perry didn’t grow up on a farm, but did spend time on his wife’s family’s farm when he was younger. He says a lot has changed.

“This was a great opportunity put myself in a farmer’s shoes for a few hours and see what today’s farming operation is like,” Perry says. “Today’s farming operations are big business. It’s not like the small family farm I was familiar with.

“I was impressed by Colin, and how significant his skill and knowledge set is and how important those skills are to him being able to operate this complex family farm that is really a piece of the international economy,” he says.

A retired executive director of the South Dakota Board of Regents, Perry serves constituents in Stan-ley, Hughes and Sully Counties. Like Nachtigal, he appreciates the networking opportunity Harvesting with Ag’s Stars provided to him.

“Every legislative issue comes to me in a little dif-ferent framework. When I address the issues, I rely on my experience and knowledge base. After this experience I have a more clear perspective of today’s production agriculture and know I can contact Co-lin if I need insight,” Perry says.

Bones says the 2011 Harvesting with Ag’s Stars program is just the beginning.

“This is just the first step. I’d like nothing better than to get legislators out on ranches and hog and dairy farms,” Bones says. “We have such a long way to got to get people in positions of influence know what those of us in agriculture are doing and why we’re doing it.”

Mitchell Farmer Harvests Corn & Pheasants

Like many South Dakota farm kids, Paul Hetland, 44, grew up hunting.

“I started out hunting with my dad and then began hunting with friends. Pheasants are just one of the natural resources on our farm that we have and enjoy,” says Hetland, who farms corn, soybeans and winter wheat with his brother, Mark, on their farm northwest of Mitchell.

When the opportunity arose for him to return to his family’s farm in the late 90s, Hetland and his brother, Mark, decided to capitalize on this natural re-source to supplement their farm’s income and opened Hetland Hunting Haven in 2000. Hetland came up with the idea while he was working in Denver, Colo., as an accountant.

“I took for granted the hunting and fishing opportunities that we had grow-ing up – they were always available,” Hetland says. “It seemed that anyone I met, once they realized I was from South Dakota, they immediately associated me with pheasant hunting. That made an impression that maybe this would be something to get into if I ever returned to the farm.”

The first year the brothers converted an unoccupied farmhouse into a bunk-house, talked to a friend about guiding hunts, and hung up a few fliers around town. Since that time, word of mouth

has lead to Hetland Hunting Haven hosting about six hunts and 100 hunters each year.

Although operating a hunting lodge and a large family farm comes with its challenges, Hetland says there are many synergies created between the two enter-prises

“Pheasants have been a part of the land-scape in this area since I was young – it’s always had healthy pheasant popula-tions,” Hetland says. “It made sense to us to use acres of marginal land that our cattle used, when we had cattle, and make that into productive hunting land by planting a few food plots.”

Over the years Hetland has increased the number of food plots on his land, put in tree belts for additional habitat and en-rolled other marginal acres in Conserva-tion Reserve Programs. He also noticed pheasants using his winter wheat acres.

“We’ve definitely noticed that the birds like to nest there and seem to like the stubble in late summer and early fall,” Hetland says.

“Hetland Hunting Haven is diversifica-tion – it’s another line of business that helps us utilize marginal acres,” he says.

During harvest the brothers rely on a friend they hired as a fulltime guide to run the hunting operation.

“Farm work is first,” Hetland says.

BROOKINGS, S.D. - The recent confirmation of bovine tuberculosis in a beef herd in Hutchinson County by the South Dakota Animal Industry Board presents an opportunity for cattle producers and others to review important aspects of this uncommon animal disease, according to SDSU Extension Veterinarian Russ Daly.

“While tuberculosis in U.S. cattle is very uncommon now compared to when eradication efforts began in 1917, the disease still shows up periodically. State officials investigated tuberculosis in two South Dakota herds in early 2010. As will be done with the current case, the 2010 cases were extensively investigated by the

South Dakota Animal Industry Board,” said Daly. “Because of quick, effective action on the part of state and federal officials, South Dakota was allowed to keep its ‘TB-Accredited-Free’ status.”

“Bovine tuberculosis is a long-term, slowly developing disease of cattle. Its incubation time ranges from months to years. Most often, infected cattle will show little to no outward signs of infection,” Daly said. “When signs are present, they will often be vague, such as weight loss, depression, and sluggishness.”

“Transmission of tuberculosis between animals occurs when

susceptible animals are in close contact with respiratory secretions or aerosols from infected

animals. Close contact is necessary for transmission;

the infection is not considered to spread easily between cattle

separated by any distance,” he said.

Cases of bovine tuberculosis are usually diagnosed on the basis

of tell-tale abnormalities found on slaughter inspection. Tuberculosis in live cattle is diagnosed using the caudal fold test, where a small dose of tuberculin is injected into the skin around the tail and subsequent swell-ing around the injection site indicates infection. When infected animals are identified, state and federal officials trace them back to their herd of origin and work to identify other infected herds that may be associated with the infected animal.

Tuberculosis also occurs in people, however the bacteria that usually infects humans is Mycobacterium tu-berculosis, which is different than the bacteria causing bovine tuberculosis (Mycobacterium bovis).

“Every year there are cases of human tuberculosis reported in South Dakota-an average of 15 cases per year over the past five years. But these cases are due to the human bacteria, Mycobacterium tuberculosis, and have nothing to do with tuberculosis in animals,” said

Daly, who also serves as State Public Health Veterinarian.

Bovine tuberculosis can be transmitted to other species such as wildlife and humans, and as such, does present a slight public health concern. However, people would have to be in very close contact with infectious animals in order for transmission to occur.

“The general public is protected from bovine tuberculosis by the federal and state meat inspection system identify-ing TB in slaughtered animals. In addition, cooking and pasteurization will easily kill the bovine tuberculosis bacteria in meat and milk,” he said.

“Transmission of bovine tuberculosis to and among wildlife has been signifi-cant to the ecology of the disease in certain areas. For example, in Michi-gan, white-tailed deer are considered to be significant in the persistence of bovine tuberculosis in certain areas of that state. As with people and cattle, close contact is necessary for transmis-sion,” Daly said.

Although surveillance for tuberculosis in wildlife in South Dakota has not shown the disease to be a problem in the state, hunters are always encour-aged to look for abscesses or other suspicious lesions and report unusual findings to the SD Game, Fish, & Parks Department.

BROOKINGS, S.D. - The U.S. EPA has proposed a new rule which could increase the amount of information owners of concentrated animal feeding operations report.

The new rule is referred to as the concen-trated animal feeding operations (CA-FOs) 308 rule, under a settlement with the Natural Resources Defense Council, Waterkeeper Alliance and the Sierra Club.

The rule was published Oct. 21, in the Federal Register. It is currently in the 60-day comment period.

“If this proposed ruling becomes law, it could impact South Dakota livestock pro-ducers. We strongly encourage everyone to become involved in the process,” said Erin Cortus, SDSU Extension Air Qual-ity and Waste Management Specialist. “The window of time in which producers’ comments can make a difference is short. Don’t wait.”

Key points of the new proposed rule: The proposed rule is an information col-lection rule, and would not change which CAFOs need NPDES or Surface Water Discharge permits in South Dakota.

EPA’s proposal would require CAFOs to provide five elements of basic information which include: facility contact informa-tion, production area location, whether the CAFO has a NPDES or Surface Water Discharge permit, the number and type of animals at the CAFO and the number of acres available for land application of manure, litter, and process wastewater.

CAFO owners and operators ultimately would submit information through an online form.

The proposal contains two options re-garding which CAFOs would be required to submit information to the EPA. One option would require every CAFO in the United States to report this information to EPA, unless states with authorized NPDES programs choose to provide this information on behalf of the CAFOs in their state. The second option would require CAFOs in “focus watersheds” that have water quality concerns associated with CAFOs to report information to EPA.

EPA will take comment on both options as well as alternative approaches to gather information. The proposed rule, a fact sheet and common questions and answers about the rule can be found at: http://cfpub.epa.gov/npdes/afo/aforule.cfm. The comment period closes December 20, 2011. The EPA plans to take final action on this proposal by July 2012.

Organic Agriculture Conference Dec. 5 & 6BROOKINGS, S.D. - The 2011 Sioux Falls Or-ganic Agriculture Conference will be held at the Ramkota Hotel in Sioux Falls on Dec. 5 and 6. Partners in sponsoring the event include; SDSU Extension and the USDA's Integrated Pest Manage-ment (IPM) and Sustainable Agriculture Research and Education programs.

"We're including a strong lineup of speakers and guests for the conference. Along with organic producers we encourage anyone who is interested in organic agriculture to consider attending the conference," said Peter Sexton, SDSU Plant Sci-ence professor and one of the conference organiz-ers. "We always put an emphasis on research-based information blended with farmer experience. In this year's conference we are trying to focus more

on adding value to crops by considering specialty varieties, on-farm processing, dairy production and vegetable production. Of course weed control is always an issue, so we have included presentations on some of the latest technologies being developed for organic agriculture. Organic production in the U.S. has expanded greatly over the last 10 years and we expect this trend to continue, so all these issues are relevant."

The conference includes presentations on weed control; on-farm processing of oilseeds for feed and fuel; vegetable production and marketing. There will be two tracks at the conference, one focused more on agronomy and livestock, and the other focused more on horticulture.

On Dec. 5, Bob Quinn, a Montana farmer who has built a large enterprise producing a specialty wheat variety, will present the keynote address. This will be followed by Chris Blanchard, an Iowa farmer, who will address values and opportunities in the local foods marketplace. Themes of Dec. 5 include adding value to crops and food safety regulations in direct marketing.

One way to add value to organic crops is through feeding them to organic dairy cattle. The confer-ence will include a presentation on the potential for expansion of organic dairies in South Dakota.

On Dec. 6, the agronomy session will include pre-sentations on flaming for weed control, strategies for weed control and parasite lifecycles in cattle.

BROOKINGS, S.D. - Th e recent, state-wide Extension reorganization brings new programming opportunities to South Dakota's Federally Recognized Tribal Extension Programs (FRTEP).

Although their offi ce locations, person-nel and the services they provide did not change Oct. 24, when SDSU Extension underwent a state-wide restructuring to comply with state budget cuts, South Dakota FRTEPs are taking advantage of the new iGrow online service as well as the learning communities introduced through the new SDSU Extension reor-ganization.

Because FRTEP is funded by federal

grant dollars, the 10 percent state budget cuts set by the Legislature and Gover-nor Daugaard earlier this spring do not impact them.

"We want to remind those we serve that the recent reorganization will not impact how we operate, but it will enhance the programming we off er," said Rachel Lindvall, SDSU Extension Field Spe-cialist, Community Development, who works out of the FRTEP offi ce on the Rosebud Reservation.

A service she is eager for community members to become familiar with is the iGrow online educational platform developed by SDSU Extension to deliver

information over the internet 24-7.

"Distance is a big issue out here. iGrow provides users with information at their fi ngertips anytime, anywhere," Lindvall said. "Digital divide challenges have been big news in Indian Country for a long time, but smart phones are helping to alleviate this for many community mem-bers. We're seeing an increasing number of people accessing information this way. Th e iGrow format works well on smart phones."

Th e FRTEP offi ces work to help pro-vide expanded information literacy and greater Internet accessibility to those who do not have access in their homes;

at the Rosebud offi ce they have extended their offi ce hours to include at least one evening each week for community members to use FRTEP computers to both access the internet and learn more about Extension resources available to them online.

Lindvall also says the regional focus brought on by the new reorganization will enhance the programs FRTEP of-fi ces off er on the Rosebud Reservation, Pine Ridge Reservation and the Chey-enne River Reservation.

the new Extension model," she said. "Since no Field Specialist can be everything to everyone, we are looking forward to working with Field Specialists from across the state."

Considering the unique needs found within tribal communities, and tailor-ing traditional Extension programs to fit those needs, FRTEP Field Specialists offer programs in 4-H and Youth Development, Agri-culture, and programs that focus on building financial assets and stability, while at the same time evaluating entrepreneurship opportu-nities.

"Our office has oper-ated within the community structure of the reservation since 1991," Lindvall said. "Although our programs are similar to traditional Extension programs, they are modified to serve the unique needs found within tribal communities."

Even though the FRTEP offices are located on three of the state's Reservations, Lindvall is quick to clarify that the programs they offer and services they provide are for everyone.

"Our programs serve all youth and adults - whether they are affiliated with the tribe or not," she said.
