Noise and Air Quality Noise sources have been identified from traffic along the A31, West Street, Hazell Road, Crondall Lane and other local accesses. A detailed noise assessment will need to be undertaken however it is anticipated that a buffer will be provided along the site boundary with West Street. It is likely that some dwellings will require enhanced glazing and ventilation and that the orientation of buildings and boundary screening will be important considerations when working up more detailed plans. A modelling exercise has been undertaken to consider effects upon the Farnham Air Quality Management Area arising from anticipated highway movements. Any application would be supported by a Construction Environmental Management Plan and lorry routing agreement preventing construction vehicles entering the town centre. Ecology An extended phase 1 habitat survey was originally undertaken by WYG in 2014 with an update survey completed in 2015. A further updated Ecological Appraisal was conducted in 2018. » The Thames Basin Heath SPA is located 2.6km north of the site. » The closest SSSI to the site is Bourley and Long Valley SSSI located approximately 2.8km north of the development. » Farnham Park Local Nature Reserve (LNR and SANG) is located 1.26km north east of the site. » There are four Sites of Importance for Nature Conservation (SINC) within 2km of the site. » There are six Sites of Nature Conservation Importance (SNCI) within 2km of the site. » Mitigation for increased recreational pressure is to be sought through Farnham Park SANG. Field surveys for protected and notable species were conducted previously in 2014 and 2016 and identified that the application site was potentially suitable for a range of species. Further surveys were undertaken to determine whether Great Crested Newts, reptiles, bats, badgers, dormice, otter/water voles, birds and invertebrates were present. These concluded that out of the species, only a small number of common species of bat were noted utilising the site. These species surveys will be updated to support a planning application and the production of an Ecological Mitigation and Management Plan will inform the masterplan layout. Heritage There are no World Heritage Sites, Conservation Areas, Registered Battlefields or Registered Parks and Gardens within the vicinity of the site. There are however over 100 listed building within 1km of the site, this includes the following three listed building immediately adjacent to the site at Coxbridge farm: » Coxbridge Farmhouse The Cottage, Coxbridge Farm (Grade II); » Kilns and attached outbuildings at Coxbridge Farm (Grade II); and, » Milestone in front of Bushy Reeds Farm (Grade II). A Heritage Assessment will inform the future layout of the site to ensure the heritage assets are suitably protected as appropriate to their level of significance. Ground Conditions Phase 1 and 2 ground investigation have been undertaken and confirms the local presence of made ground, the existence of a backfilled and redeveloped gravel pit to the west of the site, but nothing which would preclude development of the site. Lighting The development will incorporate street lighting in accordance with Surrey County Council requirements and residential street lighting will be provided within the remainder of the development. A Lighting Strategy will be produced in consultation with ecological consultants to ensure there are no adverse impacts to sensitive ecological receptors. Drainage The River Wey is located approximately 400m south east of the site and a secondary tributary of the River Wey runs beyond the western boundary of the site from north to south. Land to the west of the site (landscape buffer) and the far north western edge of the site falls within Flood Zone 2 and 3. The remainder of the site is located within Flood Zone 1 and therefore all development will be directed towards the areas of lowest probability of flooding. A Flood Risk Assessment (FRA) will be undertaken for the proposed development and alongside this a Drainage Strategy will be developed, incorporating SUDS (sustainable drainage) and attenuation features that will ensure that surface water run-off is minimised and that the proposals do not result in an increase in off-site flood risk.
