Since it is inevitable that there will be lands to be damaged as this proposedproject commenced the ational Irrigation Administration have engaged withseries of negotiations with the )ocal 7overnment 8nit of +acalelon%0arangay 3aptains of the 0arangays that will be aected by the project andmost especially to those Project Aected Families in order to assess and

evaluate the primordial concerns and outcome of the project"

 #his customary approach e&ercised by the State through the ationalIrrigation Administration encourages harmonious relation between the Stateand the Project Aected Families% in which the State will have no moreremorse over the delivery of services to its citi-ens% this will be substantiatedby a +emorandum of Agreement between the Project Aected Families
