Option 2: Create a K-12 school at LDSS site

Pros Cons

Maintains the LDSS site as a school in the Lakefield Community.

Busing distances remain unchanged.

Eliminates one facility and consolidates staff onto one site.

Close proximity for co-operative education opportunities.

Facility meets the needs of secondary students.

Allows Intermediate School to remain intact.

Elementary students would have access to the secondary school facility.

Does not address existing programming concerns at LDSS.

Continues with high number of combined classes at the secondary level – by level and by grade.

Extra-curricular options may be limited.

Low number of staff results in teaching outside of primary teachable (secondary). (e.g. Fewer teachers = less specialized teachers / more teachers teaching outside of their areas).

Low secondary enrolment means staffing is subsidized.

Would require facility alterations. (e.g. Kindergarten etc.)

Several committee members stated their concerns with a K-12 school, therefore did not

support this option.

Option 3: 7-10 – Jr. High, grades 11 and 12 students attend TASSS

Pros Cons

Maintains the LDSS site in the Lakefield Community.

Busing distances remain unchanged for students in grades 7 – 10.

Facility meets the needs of secondary students.

Allows Intermediate School to remain intact.

Does not address existing programming concerns at LDSS.

Continues with high number of combined classes in grades 9 and 10 – by level and by grade.

Extra-curricular options may be very limited for students in grades 9 and 10.

Low number of staff results in teaching outside of primary teachable (secondary).

Low secondary enrolment means staffing is subsidized.

Would require facility alterations. (e.g. kindergarten classrooms)

School still remains underutilized.

Students moving to TASSS in grade 11 may not feel part of the school culture the same as if they started in grade 9.

Difficult for students to reach ahead while in grade 10.

Committee members did not feel this was a viable option.

New Option 4:

Realigning of boundaries and direct more rural students to LDSS

NEW – (Regional) Magnet Program - Broad Based Technology Program

Pros Cons

Increases range of program offerings to meet the needs of more students.

Reduces the number of combined (double, triple and streamed) classes offered for students from LDSS.

More students would potentially be able to select from a wider range of course options and levels including technology.

Integration of technology within all subject areas aligns with board strategic plan.

Potential increased use of specialized areas of the school.

Already presented and supported alignment and partnerships with industry.

Potential of attracting students from other schools or school districts. Additions provided by the committee on November 23, 2015

Blended learning classes are similar.

Location of LDSS and the close proximity of other Peterborough

The building will remain underutilized.

Does not completely address existing programming concerns at LDSS.

Boundary changes, will impact other schools/students

Reduces student population at Adam Scott CVI, thus reducing programming options for students at ASCVI.

This may impact enrolment at other secondary schools.

Disrupts established elementary-secondary school relationships with other communities.

Rural schools are a community corner stone. LDSS is the only secondary school in the area, serving the largest geographical area in the board. Soon a French High School will open Additions provided by committee – January 6, 2016

In other boards, this program is geared toward academic students who are interested in this path.

It takes time to develop a program of this type (Unknown impact initially).

Option 5: Consolidate secondary students at TASSS site

Relocate Ridpath to LDSS site – K-8 School

Pros Cons

Maintains the LDI/LDSS facility in Lakefield.

Provides more facilities for elementary students.

Provides an increased range of program offerings to meet the needs of all students.

Significantly reduces the number of combined (double, triple and streamed) classes offered for students from LDSS.

All students would be able to select from a wider range of course options and levels including technology.

TASSS is an updated school that will provide secondary students with an upgraded school facility and field.

Students will have greater variety of extra-curricular activities.

TASSS is 11 km away from LDSS.

Eliminates one transition for elementary students.

Allows for students at Buckhorn to combine with Ridpath and Intermediate students.

Provided by the committee on November 23, 2015

Removes a secondary school from the village of Lakefield

Community concerns: Traffic issues need to be addressed.

There would be a transition from the Ridpath facility to the LDI/LDSS facility.

There will be a significant cost to make the facility alterations.

Facility remains underutilized.

Local businesses will lose some of their student employees.

Option 7: Close LDSS, NDSS and Kenner and open an amalgamated new school

on a site east of Peterborough

Pros Cons

Rural emphasis remains for the communities of Norwood and Lakefield

Opportunity for Curve Lake First Nation (and Hiawatha) to help to structure the Environment in the new school to respect their culture and reflect their needs

New facility to compete with the ‘Newer Facilities’ that other boards have, and programming that they don’t have

Favourable location for ‘Trade School’ – close to some major industries on #7 and easy commute to Fleming and Trent

With a satellite ‘Co-op Office’ at the feeder schools in each community, we can still facilitate local coop placements

This would be an amalgamation of three schools. Opportunity exists to bring past memorabilia from each school to recognize their heritage, while also creating a new identity.

Government funding may be available to accommodate new schools where old schools are being combined and underutilized space is removed.

This discussion has not been part of any prior Pupil Accommodation Planning – Trustees have not given us a mandate to examine this option

Bussing all Kenner students where now almost all are not

Potential loss of students to TASS from Keene and Douro areas

Increased bus time for many Norwood and Lakefield students

Changes the ARC process dramatically and timing may be a challenge

Needs to be marketed correctly and aggressively to persuade other communities to get involved

Will take time to achieve building a new facility

Loss of 3 facilities, 2 of which are community hubs

The school is not located in a community

All students would be bused to this new school

Not all students are likely to come from Norwood (i.e. Havelock is 16 km from CDSS that is under enrolled

An opportunity for the Board to offer an alternative program (IB and Trades) ‘outside of the city’ when all other alternatives are at city schools.

Option 8: Adjust Scope of Review to include City and County of Peterborough

Potentially close a city school to allow rural students to remain in a

rural school

Pros Cons

Allows for a further review of long term accommodation planning for secondary schools in Peterborough City and County – provides more time in thinking about the different options for students in the area

Closing a city school may allow for rural students to attend a rural school instead of travelling into the City of Peterborough

Could potentially balance the utilization of the remaining schools

This discussion has not been part of any prior Pupil Accommodation Planning – Trustees have not given us a mandate to examine this option. It does not reflect prior planning outlined in the Long Term Pupil Accommodation Plan presented to the Board of Trustees in May 2015

Reviewing other schools, changes the ARC process dramatically and timing may be a challenge

Will lead to school changes for an an even larger number of students/school communities

City of Peterborough review occurred in 2012 and PCVS was repurposed
