Lake Cumberland Area Development District Regional Water Management Planning Council Meeting Thursday, March 5, 2020 @ 10:00 a.m. CDT Chairman Eddie Wesley called the meeting to order at 10:00 a.m. Central Time in the large conference room of the Lake Cumberland Area Development District in Russell Springs, Kentucky with 20 persons attending. Mr. Wesley welcomed everyone, then turned the meeting over to the new Water/Wastewater Coordinator, Mr. Derek Aaron, to present two Project Profiles for Review and Approval. Project #1: Pulaski County, Southeastern Water Association, WX21199134 Dixie Bend Tank Replacement. This project entails replacing the existing sandpipe water storage tank along Dixie Bend Road with a new 100,000 gallon elevated water storage tank. Replacement of the tank is needed due to leaking at the base of the standpipe. Over time, the leak could cause the tank’s foundation to settle or other structural issues if allowed to continue. Total Estimated Costs: $622,000 with a 0-2 year start date. A motion was made by Mr. Billy Bartle to approve the Dixie Bend Tank Replacement Project. Seconded by Mr. Ed. Peretto. All in Favor. Motion Carried. Project #2: Pulaski County, Western Pulaski County Water District, WX21199135 Fishing Creek Area Water System Improvements. This project entails approximately 14,000 LF of 12-Inch PVC water transmission main along the Somerset, Kentucky Highway 914 Bypass from WTLO Road/KY Highway 3261 to Hacker Road at the Cumberland Parkway in Pulaski County, KY. The project also entails replacing approximately 10,200 LF of existing water main with 12-inch ductile iron water transmission main, 2,000 LF of the 10,200 consists of two (2) crossings by directional bore method using 16-inch DR 9 HDPE pipe. In addition, the project will consist of relocating an existing 250 GPM water booster pumping station along Hickory Nut Road. This project will also entail installing approximately 11,200 LF of 12-inch PVC water transmission main from WTLO Road/KY Highway 3261 to and along Kentucky Highway 80 to the Fishing Creek Bridge in Pulaski County, KY. The project will also consist of replacing and upgrading the Lee’s Ford Pump Station to 1,200 GPM. The project included approximately 4,500 LF of 3-inch water line replacement and approximately 3,000 LF of 4-inch water line replacement. Total Estimated Costs: $5,197,000 with a 0-2 year start date. A motion was made by Mr. Ed. Peretto to approve the Fishing Creek Area Water System Improvements Project. Seconded by Mr. Billy Bartle. All in Favor. Motion Carried. Next on the agenda was the election for the Vice Chairman for the Water Council. Mr. Aaron stated that he had received a nomination for Green County Judge-Executive John Frank to be the new vice chairman. With the floor being open and there being no other nominees, Mr. Ed. Peretto made a motion to accept Judge-Executive John Frank to be the new Vice Chairman of the Water Council. Seconded by Mr. Josh Pedigo. All in Favor. Motion Carried.

Regional Water Management Planning Council Meeting

Chairman Eddie Wesley called the meeting to order at 10:00 a.m. Central Time in the large

conference room of the Lake Cumberland Area Development District in Russell Springs, Kentucky

with 20 persons attending. Mr. Wesley welcomed everyone, then turned the meeting over to the new

Water/Wastewater Coordinator, Mr. Derek Aaron, to present two Project Profiles for Review and

Approval.

Project #1: Pulaski County, Southeastern Water Association, WX21199134 – Dixie Bend Tank

Replacement. This project entails replacing the existing sandpipe water storage tank along Dixie

Mr. Aaron then introduced Ms. Heather Stevenson with Kentucky Rural Water Association. Ms.

Stevenson discussed an Apprenticeship program that Kentucky Rural Water launched back in the fall

of 2019. Ms. Stevenson stated that an apprenticeship, at its core, is a training model with two

components, which consist of, On the Job Training and Related Technical Instruction. Ms. Stevenson

also discussed a Registered Apprenticeship which is a nationally recognized credential with a stamp

of approval from the U.S. Department of Labor. Registered Apprenticeship also meets National

Quality Standards. Kentucky Rural Water has registered through the state of Kentucky to be a

Registered Apprenticeship which also gives KRW access to other federal resources including

potential funding. With much discussion, Ms. Stevenson presented a very informative PowerPoint

presentation along with many key things to consider with the apprenticeship program. Ms. Stevenson

commented that if anyone had any questions or needed further information they could contact her. At

that time Mr. Aaron thanked Ms. Stevenson for coming and turned the meeting over to Chairman

Eddie Wesley.

With there being no other business Chairman Eddie Wesley thanked everyone for coming and asked

for a motion to adjourn the meeting. Motion to adjourn was made by Mr. Ed Peretto. Seconded by

Mr. Billy Bartle. All in Favor. Motion Carried. Meeting adjourned at 11:00 a.m. CDT.
