2. US 441 - An environmental study into possible widening along 1.6 miles from SR 44 (old CR 44B) to Lincoln Avenue in

Mt. Dora is planned for FY 13/14 (FM No. 429356). PD&E underway 3. US 27 - Six-laning 6.5 miles from Boggy Marsh Road to Lake Louisa Road (FM No. 238422). Design has been

completed and right of way acquired. Construction is not yet funded. 4. SR 44 - Construct eastbound left turn lane at Royal Trails Road (FM No. 419370). Bids are to be received in FY 13/14.

The estimated cost is $340,000. 5. SR 44 (CR 44B) - Design for four-laning the two miles from US 441 to SR 44 is in progress (FM No. 409870). Right of

way is to be acquired in FY 11/12. 6. SR 46 - An environmental study is being conducted by the Orlando-Orange County Expressway Authority along the

16.5 miles from US 441 to Orange Blvd. in Seminole County (FM No. 238275) in conjunction with their study of the Wekiva Parkway.

shoulders from the Marion County line to Lake Yale Road (FM No. 427480). 11. Rolling Acres Road Sidewalk - $830,000 in grants to the city of Lady Lake through FY 12/13 is to pay for design and

construction of a sidewalk from Vista San Polo to Griffin Road (FM No. 427855). 12. Leesburg/Wildwood Trail - A $2.1 million grant to the City of Leesburg in FY 11/12 is to pay for construction of this

trail from the Sumter County line to US 441 (FM No. 424444). 13. Lincoln Avenue Sidewalk - A $490,000 grant to City of Mt. Dora in FY 13/14 is to pay for construction of a ten foot

sidewalk from Tremain Street to Unser Street (FM No. 429594).

14. CR 561 - $1.1 million in grants to Lake County through FY 13/14 is to pay for construction of a roundabout at the CR 455 intersection (FM No. 429606).

15. CR 470 - A $4 million grant to Lake County in FY 13/14 is to pay half the cost of replacing the bridge over Florida’s Turnpike (FM No. 430238). This is a County Incentive Grant Program (CIGP) project.

16. CR 466A - A $6.9 million grant to Lake County if FY 13/14 is to pay half the estimated right of way costs for widening along the three miles from the Sumter County line to US 27 (FM No. 430253). This is a Transportation Regional Incentive Program (T.R.I.P.) project.

SR 44 is planned for FY 13/14 (FM No. 430132/430133). 5. CR 466 - A $1.6 million grant (CIGP/SCRA) to Sumter County in FY 14/15 is to pay for resurfacing along the 4.5 miles

from US 301 to just east of CR 475 (FM No. 428443). Tentatively to be re-scoped. 6. CR 466/US 301 Intersection - Construct north and southbound turn lanes (FM No. 430187). This is a privately funded

project. Bids are to be received in FY 13/14. The estimated cost is $180,000. 7. CR 475 - A $3.26 million grant to Sumter County in FY 16/17 will pay for construction of paved shoulders and

resurfacing along the 3.7 miles from CR 470 to CR 542, including replacement of the timber column bridge at Jumper Creek with concrete box culverts (FM No. 429944-1).

A. Florida Department of Transportation Ms. Vickie Wyche, MPO Liaison, gave an update on the construction projects in the Lake and Sumter areas.

D. MPO Staff Pam Richmond commented if any members of the committee are interested in seeing micro-surfacing and learning about its benefits and cost-effectiveness, the contractor will be doing some work in Lady Lake said that he will be happy to accommodate anyone. Mike Woods stated that all reports for the Safe Access Study are posted on the web with the exception of Spring Creek Elementary, which is outside of Sorrento. He also said that this Saturday will be the 14th Annual Florida Black Bear & Wildlife Conservation Festival and that the Florida Black Bear Scenic Byway is a partner this year for the event. Olga Marcondes asked the TAC members to review the TIS Review Update Report, which is distributed with the agenda, and update her on the status of projects in their respective areas. Francis Franco pointed out that for those that use the Crash Data System online, he is aware of some of the incompatibility issues from a recent Google Earth viewer update. He said that we are still able to provide the crash reports per request while the viewer is being repaired. T.J. Fish wanted to acknowledge that Dottie Keedy and Ken Harley were appointed to the TAC representing Lake County Public Transportation. He also informed the committee members that Brian Sheahan was appointed as the new Director of Community Safety and Compliance Department.

ACTION ITEM

A. Minutes for the September 11, 2013 Meeting MOTION was made by Denise Lee to approve the minutes for the September 11, 2013 meeting; seconded by Dottie Keedy -- motion passed 8-0. Dawn McDonald arrived at this time, quorum is at nine.

B. Functional Classification System Update Pam Richmond introduced FDOT District 5 Functional Classification project manager Terry Rains, and his staff consultants Cliff Tate with Kimley-Horn & Associates and Simone Babb with GMB. They discussed the federal policy and procedures that must be followed during the update of the urban boundaries and functional classification of the roadway system and presented a draft adjusted urbanized area maps. This update occurs every 10 years following the new Census. The reason that these urban/rural boundaries are important is because of federal funds eligibility. He also discussed the scheduling for finalizing this update. Final comments by the committee are due in November. NO ACTION TAKEN

C. Advise any final comments for the 2013 Transit Development Plan Major Update and Recommend Approval to the Governing Board T.J. Fish explained that the MPO Governing Board will close the public review period. He said that Mike Woods has worked with Dottie Keedy in making some final changes to make the plan cost-feasible. The Lake County BCC will take action on October 22nd, and then the MPO Board will endorse the update on October 23rd. Then this plan will be presented to the Sumter County BCC in November. Discussion ensues on the comments received up to date. DC Maudlin expressed that the comments on the proposed changes on route 2 have not been addressed on the final draft. MOTION was made by DC Maudlin to remove optional changes on route 2 from the implementation plan; seconded by Jason McHugh -- motion passed 8-0.

Fish explained that at the September 25th Board meeting, the consensus was for the MPO staff to draft a letter of request to be sent to municipalities benefiting from the LakeXpress fixed-route transit services to financially partner on the installation and maintenance of transit facilities such as bus stops and shelters. Discussion ensues. The committee members want more information including cost estimates of shelters before making any recommendations to the board. NO ACTION TAKEN

E. Recommend Approval to Amend FY 2018/19 – 2034/35 List of Priority Projects T.J. Fish explained that staff has created an Appendix to the adopted LOPP that is reformatted in order to prioritize projects based on phasing. MOTION was made by Jason McHugh to recommend approval to amend the FY 2018/19 – 2034/35 List of Priority Projects; seconded by Dawn McDonald -- motion passed 8-0.

F. Safe Access Study Matrix Tool Mike Woods explained that one of the final projects for the Lake~Sumter Safe Access Study is the development of a weighted matrix tool to assist with project prioritization and LOPP ranking. He stated that the database is almost finished and they are discussing future enhancements to the database needed. He presented a draft list of matrix variables for consideration. While this is a BPAC project, staff is looking for input from the committee members. MOTION was made by Debbie Nelson to recommend to the board to recognize the Safe Access Study Matrix as an official tool to be used in the prioritization process; seconded by Dawn McDonald -- motion passed 8-0. Dawn McDonald left at this time, quorum is at seven.

G. 2014 Draft Legislative Positions and Priorities T.J. Fish explained that on the September 25th meeting the Governing Board supported a reordering of priorities, moving two funding positions also supported by the Florida MPO Advisory Council. One is the support of indexing local option fuel taxes and the other is to support the direction of motor vehicle registration fees to the State Transportation Trust Fund. He stated that the positions and priorities will be brought back before the MPO Board leading up to the commencement of the 2014 Legislative Session. NO ACTION TAKEN

DISCUSSION ITEMS A. 2013 Horizon Award Nominations

T.J. Fish strongly encouraged the committee members to nominate deserving local governments, people, partners and/or projects that were accomplished during 2013. The awards will be presented at the Seventh Annual Horizon Awards Dinner on January 22, 2014.

PROJECT UPDATES A. Rail Initiatives

Mr. Fish updated the committee on the upgrade of the tracks. He stated that the materials to replace the tracks will be delivered this week. Construction will be ongoing from Plymouth north to Eustis and will be completed by the summer.

B. Lake-Orange Parkway and Wellness Way Sector Plan Mr. Fish stated that we are working with FDOT and Turnpike Enterprise to move the toll feasibility study and the PD&E study forward. Jim Hitt mentioned that they do have a draft plan posted on the Lake County website but they are working on updating the maps.

C. Sumter County Interchanges C-468 and CR 514 Mr. Fish apprised the committee on the two interchanges in Sumter County.

D. Minneola Interchange Mr. Fish commented on the regretful news of the TIGER grant denial but Lake County is pulling funds together to extend Hancock Road by 2016.

WHEREAS, the Lake~Sumter Metropolitan Planning Organization (MPO) is the duly 16

designated and constituted body responsible for carrying out the urban transportation planning and 17

programming process for Lake~Sumter Planning Area; and 18

WHEREAS, Florida Statutes 339.175; 23 U.S.C. 134; and 49 U.S.C. 5303 require that the 20

urbanized area, as a condition for the receipt of federal capital or operating assistance, has a 21

continuing, cooperative, and comprehensive transportation planning process that results in plans and 22

programs consistent with the comprehensively planned development of the urbanized area; and 23

WHEREAS, Florida Statutes 339.175(8)(a), requires that the MPO is responsible for 25

developing, annually, a list of project priorities (LOPP) ranking the transportation needs of the MPO 26

area; and 27

WHEREAS, the prevailing principles that must be considered by the MPO when developing 29

the LOPP are preserving the existing transportation infrastructure, enhancing Florida’s economic 30

competitiveness, and improving travel choices to ensure mobility; and 31

32

WHEREAS, the LOPP must be based upon project selection criteria that considers, in part, the 33

MPO long range transportation plan; the Florida Department of Transportation (FDOT) Strategic 34

Intermodal System Plan; criteria consistent with projects eligible to receive funding from the 35

Transportation Regional Incentive Program outlined in Florida Statutes 339.2819(4); the results of the 36

transportation management systems; and the MPO public involvement plan; and 37

WHEREAS, the LOPP must be used by the FDOT in developing the five-year work program 39

and must be used by the MPO in developing its transportation improvement program; and 40

WHEREAS, the MPO adopted the FY 2018/19 - FY 2034/35 LOPP for state funding for 42

transportation projects on August 28, 2013, and transmitted it to FDOT; and 43

WHEREAS, the MPO amended the FY 2018/19 - FY 2034/35 LOPP on October 23, 2013 to 45

include Appendix “A” as a reformatted LOPP in which projects are prioritized based on project 46

phasing rather than by funding category; and 47

WHEREAS, SR 50 from US 98 to CR 33 is a two-lane road as it passes through Sumter 49

County connecting four-lane segments on both east and west termini; and 50

51

WHEREAS, SR 50 from US 98 to CR 33 should be studied to determine when additional 52

capacity on this segment may be needed; and 53

54

WHEREAS, CR 466A from the Sumter County Line to SR 25/500 (US 27/441) was split into 55

two phases in FY 2012/13 to be able to use grant funds received from FDOT’s Transportation 56

Regional Incentive Program (TRIP) for both construction and right-of-way in FY 2013/14 then 57

subsequently removed as part of the update of the LOPP because no other state funding would be 58

available; and 59

WHEREAS, the agreements between Lake County and FDOT have not been finalized, and 61

both phases of CR 466A from the Sumter County Line to SR 25/500 (US 27/441) need to remain in 62

the LOPP until the funding agreements are completed; and 63

WHEREAS, the Neighborhood Lakes segment of the Wekiva Trail project extends from SR 65

46 in Lake County to Kelly Park Road in Orange County. 66

STATEWIDE FUNDING 1. Index Local Option Fuel Taxes

The State of Florida has already passed legislation to index state fuel taxes according to the Consumer Price Index. State gas taxes increase in Florida each year due to this indexing. Legislation is needed to provide the same for local option fuel taxes. Fuel tax revenues for local projects have been affected by decreases in fuel consumption and a flattening of the revenue stream. Indexing would allow a more dependable revenue source for local transportation projects.

2. Direct Motor Vehicle License, Registration and Title Increases to the STTF Return Motor Vehicle License, Registration and Title increases to the State Transportation Trust Fund from the General Revenue. Position is one of six supported by the Florida MPO Advisory Council as part of the Revenue Study Advisory Council’s work on transportation funding options in Florida.

3. Amend Statute Regarding Charter County and Regional Transportation System Surtax The current legislation allows an up-to-one-percent surtax, or sales tax, to be taken before voters as a referendum to fund transportation projects. The law has evolved through the last 25 years for the voter-enabled surtax to now be eligible to all 24 charter counties, as well as to any non-charter county that is part of a Regional Transportation Authority, resulting in 33 eligible urban counties. The transportation surtax is an appropriate referendum option for all Florida urban counties and, as a matter of statewide equity, should be extended to all urban counties served by a metropolitan planning organization. This would raise the number of eligible counties to approximately 40, including Lake and Sumter counties. The position has been supported by the Florida Association of Counties. During the 2013 session, the Florida League of Cities supported a bill that would expand eligibility to municipalities with a population of at least 150,000.

4. Enhance and Protect the State Transportation Trust Fund In recent years, the Florida Legislature diverted massive funding levels from the State Transportation Trust Fund to balance the General Fund. $6 billion in FDOT projects were deleted, totaling more than an entire fiscal year worth of projects. Such diversions of funds will result in the degradation of the state’s transportation system and will dilute Florida’s ability to be globally economically competitive.

5. Enhance and Protect the Transportation Disadvantaged Trust Fund The Transportation Disadvantaged Trust Fund provides Florida’s most vulnerable population access to medical services, nutrition, jobs and educational opportunities. With state-mandated changes in the coordinated system forthcoming regarding Medicaid trips, Florida counties have challenges ahead that will be exacerbated by funding diversions.

STATEWIDE POLICY 1. Close the Gaps – Coast-to-Coast Connection of Central Florida Regional Trails for

Eco-tourism Support state funding for completing the Central Florida Coast-to-Coast Trail from Titusville to St. Petersburg, 75 percent of which already has been constructed. This would include closing the gap between the South Lake Trail and the Van Fleet Trail and the gap through south Sumter County between the Van Fleet Trail and the Withlacoochee State Trail. Additionally, seek approval of proviso language from the legislature for the Florida Department of Transportation and the Florida Department of Environmental Protection, Office of Greenways and Trails to work with the Florida Greenways and Trails Foundation and appropriate metropolitan planning organizations to “Close the Gaps” in the statewide trail system with a plan submitted to the legislature by December 30, 2014 and progress reports submitted each year for the next three years.

2. Weight Limits Maintained for Commercial Trucks on State Facilities

In 2010, the Florida Legislature raised truck weight limits on state roads from 80,000 to 88,000 pounds. Nationwide, “pilot projects” continue to push the envelope in terms of allowable weights on state and federal roads, with some states allowing 97,000 to potentially as much as 110,000 pound truck weights – this is without the provision of additional funding to mitigate the impacts of heavier vehicles on roads and especially bridges. The MPO supports maintaining the current weight limits and encourages an assessment of fiscal impact of the recent increase in allowable truck weights on the FDOT.

3. Support a Statewide Comprehensive Rail System

Florida is in need of a comprehensive rail plan that maximizes economic development potential of freight rail while planning for the provision of expanded passenger rail services in urban metropolitan areas and between metro areas.

4. Transportation Related Legislation

With the removal of state-mandated transportation concurrency, the MPO supports legislation that strengthens home-rule rights of local governments regarding regional transportation partnerships and empowers local governments with funding and financing options.

Lake~Sumter MPO 2014 Legislative Positions REGIONAL PROJECTS 1. Hills of Minneola – Employment Center and Interchange

State grant funding is needed through the State Economic Enhancement and Development (SEED) program or the Transportation Regional Incentive Program (TRIP) for transportation network infrastructure to connect the county roadway network to the proposed Minneola interchange at Mile Post 279 on Florida’s Turnpike. The City of Minneola created a Community Redevelopment Agency (CRA) to assist in financing infrastructure supporting the needed interchange.

2. Lake-Orange Parkway (connector between US 27 Clermont, and SR 429, Orange County)

Funding is sought through the State Economic Enhancement and Development (SEED) program to plan for and construct infrastructure to support a proposed employment corridor that would be developed along a future arterial roadway connecting US 27 south of Clermont in Lake County to SR 429 in Orange County. The corridor would include multi-modal transportation facilities and land uses that target the health and fitness industries. The initiative would be a private-sector-driven partnership supported by the public sector including Lake County and Orange County.

3. Sumter County CR 514 Interchange with I-75 State support is sought for an economic development initiative tied to new access in Sumter County via a potential interchange with I-75 just west of Coleman. With state support in planning and funding the infrastructure to make the new connection to I-75, a major landholding would be catalyzed for private industrial development centered around freight rail and interstate access. The CSX S-Line runs through the property adjacent to the potential interchange at CR 514.
