Moira Day and her husband Colin—a for- mer City of Kelow- na councillor—are one of two property owners who have a restrictive covenant covering the CN Rail corridor on their property, giving them first-right-of-re- fusal to purchase the cor- ridor should it not be used as a railway. e Day’s finalized their agreement with CN in 2010 after years of negotiation, after moving to the lakefront property in Oyama in 1985. e rail tracks run just a few metres away from the Day household and splits their property. Day says the re- strictive covenant the two property owners have isn’t the only issue residents in the area are concerned about. “I just wish Lake Country would be total- ly honest and recognize the issues that are out there,” said Day. “Un- less the public knows all the issues and the poten- tial costs how can anyone make an informed deci- sion? at’s democracy. An Oyama home-owner whose property is split by the CN Rail cor-ridor says it’s time the District of Lake Country put all of its cards on the table and tell people the true costs of purchasing the CN Rail corridor.

Moira Day and her husband Colin—a for-mer City of Kelow-na councillor—are one of two property owners who have a restrictive covenant covering the CN Rail corridor on their property, giving them � rst-right-of-re-fusal to purchase the cor-ridor should it not be used as a railway.

� e Day’s � nalized their agreement with CN in 2010 after years of negotiation, after moving to the lakefront property in Oyama in 1985. � e rail tracks run just a few metres away from the Day household and splits their property.

Day says the re-strictive covenant the two property owners have isn’t the only issue residents in the area are concerned about.

“I just wish Lake Country would be total-ly honest and recognize the issues that are out there,” said Day. “Un-less the public knows all the issues and the poten-tial costs how can anyone

make an informed deci-sion? � at’s democracy. It’s not democracy when things are withheld.”

Lake Country is go-ing to referendum on April 25 asking taxpay-ers to authorize the bor-rowing of $2.6 million to go towards purchasing the trail in Lake Coun-try. Kelowna will pay the other $2.6 million of Lake Country’s por-tion of the deal. � e dis-trict will have to pay that

back, over no set time-line and without interest for the � rst three years. � e total negotiated cost to buy the corridor from CN is $22 million.

Lake Country director of engineering Michael Mercer said the over-all purchase price of the corridor includes the two properties with right-of-� rst-refusal.

“If those residents ex-ercise their right and purchase the parcels

from CN � rst, the overall purchase price for local governments would be reduced by the equiva-lent amount and these funds can then be used by the municipality to purchase the parcels back from the owners,” he said.

Lake Country also said speci� cs on land and legal negotiations are generally con� dential until concluded.

For Day, a mother of

Kelowna airport o� -cials have unveiled their latest plans for expansion at YLW—a multi-year $55.6 million plan that will see improvements and additions to the bag-gage handling system, plane parking area, de-parture lounge, check-in area and taxiway.

� e work, to be car-ried out over the next � ve years, is part of a $92 million airport improve-ment plan started in 2008.

“� is is our most am-bitious plan yet,” said YLW director Sam Samaddar at a media brie� ng Tuesday.

� e latest round of construction at the air-port will start with the building of a large, state-of-the art outbound bag-gage hall that will han-dle more than twice the number of bags the air-port currently deals with and could be ramped up to handle three times more as the airport con-tinues to grow.

at YLW, said the bag-gage facility will have the most advanced baggage screening equipment available today.

With construction slated to start in June, the baggage hall is expected to be complete by 2018.

As part of that pro-ject, the existing baggage area will be rejuvenated as part of a plan to create more o� ce space for air-lines behind the existing check-in area in the air-port terminal.

Samaddar said the terminal’s check-in area will also be renovat-ed and enlarged. Check-in is located in the old-est part of the termin-al building, which dates back to 1967.

� e total cost of the three-phase, three-year baggage, terminal and check-in area improve-ment work will be $40 million.

In addition, the air-port will also improve the departures area, the plane and runway de-icing plant and three areas on the air-side por-tion of the facility, one taxiway and two air-craft parking aprons. � e

total cost for that will be $15.4 million.

With future growth in mind, the air-side oper-ations will be built to a standard that could ac-commodate some of the largest aircraft currently in use, said Samaddar.

But while YLW will be able to handle air-craft such as the 250-seat

Boeing 787 Dreamliner, he said it is still many years away from welcom-ing such large aircraft. � at could come when or if YLW gets direct air service to Europe.

Currently, the largest aircraft using YLW carry about 180 passengers.

YLW has experienced unprecedented growth

in the last 10 years and is currently riding a 25-month run of rec-ord-breaking numbers. It hit its 2015 target of serving 1.6 million pas-sengers in 2014, one year ahead of schedule.

Samaddar said YLW is expanding as growth dictates and as a self-� -nancing, municipal-ly owned entity, it will pay for the improve-ments by raising revenue through its $15 per out-bound passenger airport improvement fee, not by using city funds.

In addition to the terminal and air-side improvements, another planned addition at the airport, to be started this year, will be a project dubbed the airport plaza.

Costing a total of $5 million and built in two phases, the airport plaza will be paid for by Roy-al Star Enterprises, the company that operates parking and valet park-ing at the airport.

It will include an Esso gas station, two restau-rants and retail space on a one-acre plot of land just o� the Highway 97 entrance.

In the week before Easter, a Bizarro cartoon imagined a

scene in heaven. Sever-al angels in long white robes with wings stood up to their knees in clouds. Two younger an-gels in front, with � edg-ling wings, twiddled

their thumbs helpless-ly. An older angel in the background commented, “Most of the new arrivals

seem incapable of con-versation. � ey just stare at their hands in despair.”

What? � ere won’t be smart phones in heaven?

How about wi-� ? If we don’t have Goo-

gle, how will we be able to look up anything?

Most of the com-mon assumptions about heaven—to the extent that people have both-ered thinking about heaven at all—deal with what we won’t have, and won’t need. We won’t need phones, because we will have instant com-munication with any-one, everyone, anytime. We won’t need Google, because we’ll be direct-ly connected to all know-ledge. We won’t need toi-lets, because we won’t have bodies, and there-fore no bodily functions.

ing increased signs of strain, even before a long-promised boom in heavy construction gets set to ramp up this sum-mer.

Jobs Minister Shir-ley Bond announced last week that B.C. is sus-pending its “provincial nomination” program for 90 days. � is program al-lows the province to rec-ommend people for fed-eral immigration, based on skills in demand in B.C.

� e B.C. provincial nomination program saw its number of applica-tions triple to 1,200 for the month of Decem-ber, as the federal gov-ernment cracked down on the temporary foreign worker program. � ou-sands of temporary for-eign workers who have hit the four-year dead-line are being sent home, with many of them turn-ing to the provincial nomination track.

Bond has been plead-

ing with Ottawa to raise B.C.’s annual provincial nomination quota from 5,000 to 7,000 or more. � e three-month pause is so her ministry can add sta� and speed up processing time. Back-logged applicants will still be considered, and exemptions for health care workers and a northeast pilot program are being maintained.

Even with the cur-rent slump in energy prices and before antici-pated pipeline and lique-� ed natural gas projects start, the labour shortage in the northeast is near crisis.

� e last time I was in Dawson Creek, radio ads were o� ering signing bo-nuses for quali� ed truck drivers. In Fort St. John, grocery and hardware re-tailers have come to de-pend on foreign workers to keep going.

While supposedly educated young people work part-time and re-fuse to leave the com-forts of southern city life, this is the reality up north, and it’s only going to get worse.

� is summer, work is scheduled to start on the Site C dam on the Peace River, the most cost-ly construction project in B.C. history. And a union vs. non-union bat-tle reminiscent of the old Expo 86 labour wars is underway.

� e B.C. and Yukon Building Trades (BCYT) are demand-ing a project agreement that requires all work-ers on Site C to be paid their rates, and are warn-ing of chaos on the huge project if they don’t get their way.

BC Hydro CEO Jes-sica McDonald told me that’s not all they want. � ey are also seeking quotas for members of their unions on a project that will be a small city of 1,700 people at peak construction.

BCYT executive dir-ector Tom Sigurd-son says that while all sides acknowledge the need for foreign work-ers for Site C, he wants to control that too, work-ing with their a� liated unions in the United States.

� ere will be non-union construction � rms, some of them owned by aboriginal commun-ities in the north. � ere will be contractors af-� liated with the Chris-tian Labour Association of Canada. � e BCYT hopes to set wages and conditions for them all, and in� uence Ottawa’s temporary foreign work-er program to boot.

McDonald and Pre-mier Christy Clark have politely told them to pound sand. � eir for-

mula would add mil-lions in costs to the pro-ject, driving up BC Hy-dro rates even more than they are already rising. BC Hydro has already done dam upgrade pro-jects using a “managed open site” model and it’s not inclined to return to the era of W.A.C. Ben-nett as Sigurdson de-mands.

Sigurdson makes a valid point that when two concrete masons compare paycheques on the Site C project and one sees he’s mak-ing $5 an hour less, he won’t be happy. He will want the higher rate, and the BCYT is taking BC Hydro to court to en-sure they can recruit new members on the site.

It looks like a hot summer ahead.

gle, how will we be able to look up anything?

Most of the com-mon assumptions about heaven—to the extent that people have both-ered thinking about heaven at all—deal with what we won’t have, and won’t need. We won’t need phones, because we will have instant com-munication with any-one, everyone, anytime. We won’t need Google, because we’ll be direct-ly connected to all know-ledge. We won’t need toi-lets, because we won’t have bodies, and there-fore no bodily functions.

In all the reading I’ve done about near-death and life-after-death ex-periences, I don’t remem-ber anything about what it was actually like on the other side. Just warm feelings of being loved, of being enveloped in light, and of being able to view events on Earth from a new perspective.

No word about what it’s like to live devoid of time and space, of mass and measurement. Is it a void? Or is the void itself � lled with realities be-yond our imagining?

On Easter Sun-day, Christian church-es around the world cele-brated Jesus’ victory over death. But there is not one word in the Gospels about what he experi-enced between death and resurrection. Not one.

You’d think his dis-ciples might have been curious. Apparently not.

� ere’s a lot about heaven in the book called the Revelation —streets paved with gold, gates carved from gems—but I consider Revelation about as authoritative as

Timothy Leary’s hallu-cinogenic visions.

When I raise such questions in discus-sion groups, people look strangely at me. We don’t have to know these things in advance, they tell me. It will all work out, they say.

Fortunately, the real-ity of heaven doesn’t de-pend on my speculations. If there is a heaven—as-suming I qualify for it—then whatever will be, will be. And if there isn’t a heaven, then my mus-ings won’t matter any-way.

In the meantime, it does lead to some inter-esting conversations.

residents need to vote yes to keep our lakeshore ac-cess public forever.

I was born in Oyama in 1924. I feel truly bless-ed this has been my home for 90 years.

During this time Wood and Kalamal-ka Lakes have provid-ed my family and I with unlimited recreational

enjoyment. � e prospect of losing public access to our lakeshore to private individuals and develop-ers is very unsettling.

If our municipality votes ‘no’ to the purchase of the railway corridor, we will lose the oppor-tunity of a lifetime. � e public access to the lakes we have always taken for granted will be gone for-ever.

Currently the south end of Wood Lake has limited public access. If it weren’t for the generosity and vision of the Beasley Park acquisition, there would likely be no public access to the south end beaches.

If the Rail Trail pro-posal fails, the entire east side of Wood Lake would be unavailable for public use and access.

A developer purchas-ing the isthmus on the north shore of Wood Lake would be able to capitalize on a � nan-cial opportunity like none other but for the residents of Lake Coun-try this would be an ab-solute travesty.

For example, visual-ize the Oyama isthmus overwhelmed with con-dos, townhouses and pri-vate homes restricting access to beaches and a recreational area always enjoyed by the public.

Other than Pelmewash Parkway with its rocky shoreline we are faced with the prospect of los-ing public access to our beautiful beaches forever.

We all have to ask ourselves if this is fair to our future generations? Needless to say, the loss would be equally pro-found along the west side of Kalamalka Lake.

� e sum of money in-volved to secure these lands to preserve public access may seem onerous to those not in favour

now. However, when we consider the price-less value of this unique property, it truly repre-sents an opportunity that warrants the community taking on more debt.

� e return on this in-vestment is immeasur-

able when we consid-er 9,300 residents (and growing) will walk away proud and will all bene� t.

planning councils in place. Consisting of ad-ministrators, parents and teachers, the coun-cils were used as a way for parents to hear about, and have input into, the speci� c plan for their school.

“At our school what we have been doing is looking at all the work our teachers have been doing and how it’s dir-ectly improving stu-dents’ performance and it’s been fantastic,” said Courtney. “It’s the abil-ity to give input but also to hear what is go-ing on in the school. It’s a deeper understanding of the system where par-ents are able to advise the administration about where they see concerns and the administration can advise parents about what is going on in the school.”

Central Okanagan School Board chair Moyra Baxter con-� rmed the school plan-

ning councils have been deleted from the School Act under the proposed legislation announced during the second week of spring break. She says it was an e� ective tool that the local board util-ized; however, she ad-mitted not all districts were using the planning councils.

Baxter says they will still meet with school planning councils this year as the meetings are all scheduled but adds if the changes are passed into law, parents will have to re-think how they become more in-volved in decision-mak-ing at their schools while the board will have to � nd another way to keep

parents involved. “I feel very strong-

ly about this,” said Bax-ter. “In our district some of the planning coun-cils were incredibly in-volved and I’m hoping parents will still want to be involved. Just because school planning coun-cils are removed from the School Act, doesn’t mean we can’t put something similar in place in the school district.”

� e elimination of the school planning councils means local Parent Ad-visory Councils would become the link between parents and schools. Since the inception of the councils in the late 1980s PACs have be-come more of a fund-

raising arm for schools as more and more cuts have been made to programs and parents are forced to help fund certain pro-grams such as music.

Courtney says it’s just another example of the government tak-ing things away from the public school sys-tem and she says teach-ers have been wrongfully vili� ed over the past sev-eral years due to labour disputes.

“� e government is there to represent us, not just tell us what is go-ing to happen,” she said. “We are supposed to tell them what we want to see and we weren’t even consulted. Teachers have been the canary in a coal mine saying there is something going on (with public education). � ey have been so vilifed in the media. Parents and teachers have been pro-jected as two opposing sides but really we share the same concern and the same desire for a bet-ter education system.”

A member of the Central Okanagan Par-ent Advisory Council, Courtney added there are many things in the proposed bill that are concerning to her as a parent and most have not been reported in the media, which has fo-cussed on what the gov-ernment itself released about changes to teach-er professional develop-ment.

She said she has combed through the bill and says there are chan-ges proposed to the re-porting of literacy rates in schools as well as achievement contracts that documents suc-cess rates for students and these changes will have a negative e� ect on schools.

Courtney has joined with other parents to plan a rally for public education for April 12 where parents will meet at Parkinson Rec. before marching over the Har-vey Ave. overpass to try and put the spotlight on what’s happening with education.

“Public education is in need of support and it needs all of us to engage to succeed,” she said.

To say that Okanagan Centre resident Dev Fraser is passionate about trails is more than an understatement. As a member of Walk Around Lake Country (WALC), he has helped build an extensive network of marked trails throughout our community, most recently 17 kms of easy, moderate and difficult trails that criss-cross the scenic Spion Kop recreation area right in the very heart of Lake Country.

“I am very excited about the rail corridor becoming a non-motorized trail,” says Fraser, “and hope that we can unite as a community around this once-in-a-lifetime opportunity.”

Being a civil engineer by trade, Fraser is a practical thinker who analyzes the facts before making a decision and moving to action. “I’m confident that purchasing the rail corridor is good for our community. The 16-km stretch of rail corridor within Lake Country boundaries covers 105 acres and includes 7 km of lakefront property. The acquisition price is $5.2 million, meaning that the cost per acre is about $50,000.”

Fraser believes this is incredible value, especially when you consider that the land purchase will safeguard the corridor from private

development, and will remain public in perpetuity. “Connected with Pelmewash, this will become our Stanley Park Sea Wall.”

Fraser is certain that the rail corridor can be constructed quickly and affordably. “The first step is clean-up, which is the seller’s responsibility,” says Fraser. “CN will remove the gear, rails and ties and remediate the corridor to an industrial environmental standard before the end of 2015. Once funds are available, the remaining ballast rail bed can be easily and quickly converted into a wide gravel pathway between Kelowna and Coldstream for about $4 million. For an additional $3 million the trail can be paved from Kelowna to

Oyama, making upkeep easier and the trail more enjoyable

for cyclists and other wheeled users.”

Fraser believes that rail trail construction costs will not be a burden to Lake Country taxpayers. “The Okanagan Rail Trail Initiative already

has $350,000 of the $5 million it has committed to raising for

trail development between Kelowna and

Coldstream,” says Fraser, “and is prepared to launch a fundraising campaign once the right-of-way is purchased. And using the

Mission Creek Greenway model, we could raise funds by selling a meter of trail for $100, then obtain matching grants from senior governments and other funding organizations. Just think, if 10,000 people bought a meter each, that would be $1 million!”

To the editor:I have lived in Lake

Country for 52 years and feel it is time for me to speak up about the up-coming referendum to borrow money to pur-chase the old CN rail-road.

I think I am like most Lake Country people who just want to know the true cost of this en-deavour. Anybody who thinks it is only going to cost taxpayers $27 per year extra in prop-erty taxes is living in La La Land. � e District of Lake Country tried to sneak this through by telling people this and also by using the alter-nate process instead of holding a referendum.

Here are some costs that they never mention:

1. � e $27 increase is based on a property as-sessed $480,000. We have many properties in Lake Country that are assessed at millions of dollars so these people

will be paying a lot more than $27

2. � e cost of up-grading the rail line into a walking/biking path and the maintenance to keep it up

3. Who is going to pay the legal fees to deal with Okanagan Indi-an Band who have � led a notice of claim in B.C. Supreme Court? � ey also say that the 2.5 km that runs through IR #9 Duck Lake will revert back to them. So are we buying this from them?

4. When are we pay-ing Kelowna back for the $2.5 million they are lending us? How much is the interest on this money?Will the district be asking for another in-crease in taxes to pay this o� ?

5. � e whole purchase of the rail line is based on the provincial gov-ernment contributing $7

“Are you in favour of the District of Lake Country adopting Loan Authorization Bylaw (Okanagan Rail Corridor) 906, 2014 to authorize the borrowing of up to Two Million Six Hundred and Fifteen Thousand Dollars ($2,615,000) to fund the purchase of a 50% share of 16 kilometres of the Okanagan Rail Corridor within District boundaries?”

The Background In September 2013 CN Rail began the process of discontinuing the

Okanagan rail line that runs from Mile 88 in Coldstream to Kelowna. After the Federal and Provincial levels of government declined the purchase it was offered to Municipal levels. The City of Kelowna, on behalf of the Inter-jurisdictional Acquisition Team (“IAT”) composed of Kelowna, Coldstream, Vernon, Lake Country, the Regional District of North Okanagan and the Regional District of Central Okanagan, entered into an agreement with CN to purchase the corridor.

The City of Kelowna and the District of Lake Country then entered into a Memorandum of Understanding where the cost of the 16 kilometres of the corridor within Lake Country, approximately $5,145,000 will be funded 50% by the District borrowing up to $2,615,000 through Loan Authorization Bylaw 906, 2014 ($2,572,500 plus debt financing) and the City of Kelowna buying the other 50% of the land for $2,572,500.

There is no repayment schedule or obligation to purchase Kelowna’s portion back although the intent is to buy the land back through the sale of surplus lands along the corridor.

The annual interest on borrowing is approximately $164,655 per year over 20 years at an estimated 2.94% interest. The tax increase for borrowing, applicable to all properties within the District of Lake Country, will be approximately $27.00 per year on a house assessed at $475,000 (approximately $0.057/$1,000 of assessed value)

This synopsis is not an interpretation of Bylaw 906, 2014 which can inspected on the District’s website and at the Municipal Hall Monday to Friday between 8:30 a.m. and 4:30 p.m. excluding statutory holidays.

Scrutineers Applications to act as a scrutineer for the referendum can be completed online and submitted to the Chief/Deputy Chief Election Officer from March 30, 2015 to 4:30 p.m. April 9, 2015. Applications can be emailed to [email protected] or dropped off at the Municipal Hall. Only one scrutineer in favour and one opposed to the question are entitled to be present at the voting location at one time. If more than one person wishes to be considered for appointment, the choice must be made by lot.

Documents Required to Register All electors must register on the day of voting by signing a declaration and providing 2 pieces of ID (picture ID is not required): one must have your address (proving residency) one must have your signature (proving identity)

Examples of acceptable ID include a BC Driver’s Licence, BC ID Card, Care Card or Fire Arms Licence; a Lake Country tax notice, utility bill, vehicle insurance documents, credit or debit card or passport. If you do not have acceptable ID, you must have at least 1 piece with your signature and the Chief/Deputy Election Officer will provide you with a declaration of residency.

Mail Ballot Voting To vote by mail complete the Application on the District’s website and submit it to the Chief/Deputy Chief Election Officer by 4 p.m. Thursday, April 23, 2015. Mail ballots will be mailed beginning April 15, 2015 and must be returned to the Municipal Hall by the close of voting on April 25, 2015. You can vote by mail ballot if: you are qualified to vote as a resident or non-resident property

elector; you have a physical disability, illness, or injury that affects the ability

to vote on all voting days; you will be absent from Lake Country on all voting days.

I read in the Lake Country Calendar news-paper that infrastructure services director Greg Bucholz says the District of Lake Country is $30

million behind in need-ed improvements to our roadways. He goes on to say we will have to go back to gravel roads or raise taxes to pay for this. I also know that Interior Health is after the dis-trict to upgrade the qual-ity of our water, this is going to cost millions.

All this is adding up to some very steep increas-es in taxes over the next few years and I fear that low income families and seniors on � xed incomes will be taxed right out of their homes.

Voting no and turn-ing down the referen-dum is not such a bad

thing as some people would want you to be-lieve. We still would have the west side of the lake to develop into a bike and walking trail along with some nice beaches. Let the millionaires buy the expensive land on the east side of the lake and build their million dollar

homes. We could then collect the big tax dol-lars from these properties to improve our roads and water quality.

I will be voting no on the referendum and urge all Lake Country residents to do the same.

DRUMMOND, Christopher (Chris) BarclayChristopher (Chris) Barclay

Drummond of Winfi eld, passed away peacefully

surrounded by his family on March 31st, 2015. Chris served 38 years in the

military receiving several commendations throughout his career as well as being appointed a Member of the

Order of Military Merit by the Governor General of Canada. Predeceased by his parents

Dave and Theresa Drummond. Chris is survived by his loving wife Fran; Daughter Angela (Jason) Caron; Son Scott (Stacey); his sister Sue and his fi ve grandchildren Nikolas, Marcus, Demitria, Colton and

Tobin. A Celebration of Chris’s Life was held on Saturday, April 4th, 2015 at 4:00 PM at Chris’s home in Winfi eld. In lieu of fl owers, memorial donations may be made to the Canadian Cancer Society in memory

Pursuant to the provisions of Section 204 of the Community Charter, the District of Lake Country will be holding a Review Panel in regard to parcel tax assessment rolls. Notices are being sent to registered owners of all properties being added to an assessment roll.

The 2015 Parcel Tax Review Panel will sit at 6:00 pm on Thursday, April 23rd, in the Council Chambers at the Municipal Hall. You may make a complaint to the Parcel Tax Review Panel on one or more of the following grounds:

there is an error or omission respecting a name or address on the parcel tax roll;

there is an error or omission respecting the inclusion of a parcel; there is an error or omission respecting the taxable area or the

taxable frontage of a parcel; or an exemption has been improperly allowed or disallowed.

You or your agent must notify the District of Lake Country, in writing, of your complaint. The District of Lake Country must receive written notice of the complaint before 4:30 p.m. on Friday, April 17, 2015. Please address your complaints to the attention of the Collector. The parcel tax assessment rolls will be available for public inspection starting Tuesday, April 7, 2015, at the Municipal Hall during regular office hours (8:30 am to 4:30 pm).

Semi-annual water bills for the period January 1 to June 30, 2015 are due and payable before 4:30 pm on Thursday, April 30. Payments received after the close of business April 30, 2015 will be charged a late penalty of 5% on the unpaid balance.

Payments can be made by mail; in person at Municipal Hall 10150 Bottom Wood Lake Rd; at all major financial institutions; or via internet and telephone banking. There is an after-hours drop box to the right of the main door of Municipal Hall. Municipal office hours are from 8:30 am to 4:30 pm, Monday through Friday (excluding statutory holidays).
