Background: Electricity system of Ghana
9
The public institutions in the electricity sector: • Minstry of Energy and Petrolium • Energy Comission • GridCo
– System control via national dispatch centre, Tema – Transmission system operator
• VRA – Former all-inclusive utility – Now main generating company (~85%) – Distributor in Northern Regions (NEDCo) – Head office in Tamale
• Energy Company of Ghana (ECG) – Distributor in all regions except Northern Regions – Headquarter in Accra

Background Info VRA
10
• The tradition full-services utility of the country.
• Remained as generation company after the unbundling of the electricity sector
• Operates most larger power plants (water dams, thermal units)
• The slogan: Setting the standard for public sector excellence in Africa
• Means: – Safety during works – Diligent maintenance and nothing
left in disorder – Responsibility for employees and the
energy supply of the nation
Lahmeyer International 2013
Renewable Energy Development Programme (REDP) at a glance
• Since 2010, VRA intensively develops renewable energy projects country-wide based on a formulated policy with the objective of promoting sustainable power generation through renewable energy resources.
• Referring to this policy, the company has chosen to develop – a wind farm project with a capacity of up to 150 MW and – a solar power project with a capacity of up to 10 MW
11
Lahmeyer International 2013
REDP Consultancy at a glance
• Wind Energy – Assistance in wind measuring programme; – review of feasibility studies and wind power feasibility appraisal; – design review; – contract advise; – construction supervision
• Solar Energy: – Design review (PV); – preparation of a CSP feasibility study; – pre-design and tender document preparation; – construction supervision,
• CDM facilitation for the wind and the PV solar projects; • RE Masterplan: Renewable energy development and integration planning; • Training the staff in renewable energies

REDP SPP1: Ghana‘s first MW-sized green-field PV plant at Navrongo, UE
Lahmeyer International 2013
The project in brief
• Location: East of Navrongo, UER • Project development completely by VRA • Capacity: 2.543 MWp
• Tendered in early 2011 • Awarded to CWP, China, in February 2012
• Construction started in March 2012 • Commissioning in February 2013 • Commercial operation since April 2013
• 6 months of joint operation with Contractor • Now fully under control of VRA

Factory Acceptance and review
16
• Large utility companies are used to follow established processes
• Such procedures origin from implementation of complex large scale power plants
• Usually, extensive testing and design review is included
• But is this applicable in PV projects? • Example:
– Do we always need a Factory Acceptance Test?
– Quality can be assured by sending modules to an external lab or testing on-site!

Basic Design: Concept
Characteristics: • Failure resistance by using proven components, set-ups and modularity • Well adapted to site conditions • Planned for remote operation but allowing local control • Employment of local staff for low-level activities during operation • Challenges
– Remote SCADA integration – Interconnection to single-feeder MV grid Load flow analysis and assessment of short circuit conducted The MV network can absorb the generation units and voltage stays within allowed limits.
31
Overall goal – Reliable energy output – O&M friendliness

Expected cost share and commercial set-up
• Expected installation price similar typical to typical PV greenfield installations but the contract will include interconnection works, SCADA integration, O&M facilities and training amongst others.
• O&M – To be conducted by VRA – Contractor to provide remote support
• Contract model – FIDIC Yellow Book – VRA Engineering Services as Engineer
• Time Line – Award of Contract by end of Q2/2014 – Time for Completion: 11 months
Not like to typical investor driven projects Plants are to be regarded as part of the national
energy infrastructure!
