September 29-‐ October 1, 2016 Dear Ladies, “Because it is very useful for all holy communities to meet together from time to time in some appropriate place to treat their spiritual advancement and … to treat the matters that concern the good of the poor and the maintenance of said confraternity.” (St. Vincent de Paul, Rule of the Confraternity of Charity of Châtillon, November 1617). It is our pleasure and privilege, to join the Ladies of Charity of St. John’s University and the Northeast Region to invite you to attend the 2016 Annual National Assembly of the Ladies of Charity USA in Queens, NY “Ladies of Charity: Women of Mercy.” Following the teaching of our founder, we gather annually to: 1. provide unity and cooperation among the associations of the Ladies of Charity 2. animate the Catholic and Vincentian spirit by sharing our rich history, tradition, and
prayer; 3. develop leadership, management and governance skills to assure best practices in the
associations; 4. encourage the activities of the associations in charity, education and advocacy,
individually and in collaboration with the Vincentian family to achieve systemic change;
5. and, advance our understanding of poverty
You will be experiencing the “Big Apple” and her wonderful people-‐-‐ from the fabulous keynote speakers and workshop presenters, to some very special guests and prayer leaders. Most importantly you will meet “Women of Mercy” from all parts of the USA and the new leadership you will elect to cross the threshold of the future as we begin the celebration of our 400th anniversary! Your presence is important to the success of the Assembly. Program Highlights Ladies of Charity: Women of Mercy
As Vincentian women we will explore in this Extraordinary Jubilee Year of Mercy, the gift of God’s mercy and our mission of mercy. To love is to show mercy and it is the primary experience we have of God. The corporal and spiritual works of mercy highlight actions that bring God’s reign to the world.
Keynote Speakers First the Heart: Praying with the Spiritual Works of Mercy (Friday, September 30 morning) A Vincentian heart honors the vulnerable places of life, our own and others, where we are sure to meet the God of infinite mercy. A Vincentian heart knows that prayer and service become one movement when our eyes are fixed on Jesus Christ. Through image and word, quiet and sharing, with Saints Elizabeth Ann Seton and Louise de Marillac as our mentors, this presentation invites us to tenderize our hearts and grow in giving and receiving mercy.
Sr. Regina Bechtle, SC is a theologian, spiritual and retreat director, educator and poet. A Sister of Charity of New York, she currently develops resources to foster awareness of the Vincentian spirit of charity. With Sister Judith Metz, Sister Regina co-edited a 4-volume collection of St. ElizabethSeton's writings. She holds a Ph.D. in theology from Fordham and a certificate from the Vincentian Formation Program for Spiritual Directors.
Solidarity Embraces Justice and Mercy (Saturday, October 1, afternoon) A true community of solidarity is one which embraces mercy and justice. As Pope Francis urges “True mercy, the mercy that God gives us and teaches us, demands justice. It demands that the poor find the way to be poor no longer.”
Meghan Clark, Ph.D. is an assistant professor of moral theology at St. John’s University. She also serves as a faculty expert for the Holy See’s Mission to the United Nations. In addition, she is a frequent contributor to America Magazine and on the Board of Directors of America Press, Inc. Dr. Clark serves on the faculty advisory board for Catholic Relief Services “CRS University” Global Solidarity Network. She is author of The Vision of Catholic Social Thought: the Virtue of Solidarity and the Praxis of Human Rights (2014) that received first prize in CST from the Catholic Press Association in 2015. A Fulbright scholar, Dr. Clark recently returned from teaching in Kenya, Africa.

1) CARE FOR THE SICK: THE NEXUS OF JUST WAGES AND QUALITY CARE Michael Elsas, President and CEO of Cooperative Home Care Associates (CHCA), a licensed home health care agency located in the South Bronx. With over 1900 paraprofessional workers and an administrative staff of nearly 100, CHCA has been nationally recognized for its unique worker-centered philosophy, which links quality jobs to quality home care services. Mr. Elsas has nearly 40 years of experience in the home care industry. His professional affiliations include: trustee of the 1199 SEIU Home Health Aide Benefit Fund, Catholic Charities and the Medical Society of NY.
2) BURY THE DEAD: UNDERSTANDING END OF LIFE CARE ISSUES AND THE ROLE OF HOSPICE Kathy Lavigne, RN is a graduate of St. Vincent’s Hospital School of Nursing and has been with The Community Hospice for over 25 years. She is a Patient Care Supervisor for Central intake and responsible for admissions to home care serving eight counties in Upstate New York. Kathy is a Lady of Charity of Albany.
Pat Spreitzer is a registered nurse with over 35 years of nursing experience. Pat presently serves as Provider Relations Specialist /Community Nurse Liaison at The Community Hospice. She focuses on providing both the healthcare provider community and community members with accurate and complete information
about Hospice philosophy of care and program services. Pat is also a Faith Community Nurse and works closely with the St. Peter’s Health Partners Faith Community Program.
3) SHELTER THE HOMELESS: WHAT WILL IT TAKE TO END HOMELESSNESS? Rosanne Haggerty, President and CEO of Community Solutions, an organization that assists communities throughout the US in solving the complex problems facing their most vulnerable residents by leading large-scale change initiatives. She is an internationally recognized leader in developing innovative strategies to end homelessness and strengthen communities. Rosanne is part of the Institute of Global Homelessness, a DePaul International and DePaul University initiative. She is a MacArthur Foundation Fellow, an Ashoka Senior Fellow and a Hunt Alternative Fund Prime Mover. She was awarded the Jane Jacobs medal for new ideas and activism from the Rockefeller Foundation.

4) VISIT THE IMPRISONED: THE FACE OF GOD'S MERCY BEHIND BARS Sr. Tesa Fitzgerald, CSJ, the Founder and Executive Director of Hour Children®,offers a welcoming home and support services to formerly incarcerated mothers and their children upon reentry. Prior to that, she was responsible for NYS curriculum oversight for Catholic elementary schools for the Diocese of Brooklyn, and was both a school Principal and teacher at various Catholic elementary schools. In addition to being an educator, she is a Certified Foster Care Trainer. Sister Tesa has been named a CNN Hero (2012), a White House Champion of Change (2013), and is the 2014 winner of the Opus Prize.

The Courtyard by Marriott at NY LaGuardia Airport is a non-‐smoking facility located within minutes of LaGuardia Airport and 10 miles north of Kennedy Airport. Nearby attractions include the National Tennis Center, City Field—Home of the Mets, Queens Zoo, World’s Fair Marina, Museum of the Moving Image, and much more. ROOM RATE: $155 for a single or double; $165 for a triple; $175 for a quad plus applicable sales taxes (8.875% state and 5.875% local) and $3.50 Occupancy fee. Approximate cost is $181.26 per day for a single or double. 3 days pre and post meeting may be booked at the group rate, subject to availability.
This rate includes a breakfast buffet in the Big Apple Cafe, Complimentary Internet, Fitness Center.

RESERVATION DEADLINE: WEDNESDAY, SEPTEMBER 7 is the deadline to make reservations and receive the group rate. Rooms will not be held in our block after that date. However, we encourage you to book early as total registration for this Assembly is limited to the first 200 people. Attendees are responsible for arranging and paying for their own hotel accommodations.

In 2015, NYC a-racted 60 million visitors. Ladies of Charity Na?onal Assembly a-endees are invited to experience the BIG APPLE with a selec?on of specially created tours and an evening event designed exclusively for them.

Tour Highlights: Rockefeller Center is a city within a city, with 19 buildings located on 24 acres in midtown Manha-an. Visit the world famous Radio City Music Hall with a backstage tour; enjoy the art that adorns the interiors and exteriors of the buildings. Lunch on your own in the Rockefeller Center Promenade or Concourse. Cross Fijh Avenue to view the beau?ful St. Patrick’s Cathedral followed by a stroll along Fijh Avenue towards the Plaza Hotel at Central Park South.

Tour Highlights: Take a tour of the borough’s most exci?ng neighborhoods, Long Island City and Astoria, with their incredible views of Manha-an’s East Side and more. Long Island City is noted for its rapid and ongoing industrial growth and gentrifica?on, its waterfront parks, and has one of the highest concentra?ons of art galleries, art ins?tu?ons, and studio space of any neighborhood in New York City. Astoria is named ajer fur magnate John Jacob Astor, who acted as front-‐man investor for the development of a village here in the early nineteenth century. In 1910’s Astoria became home to the first American silent film studios—a heritage celebrated at the Museum of the Moving Image—but today the neighborhood is more locally famous for the large Greek community that began its migra?on here in the 1960s.
Included in the tour is a stop at Socrates Sculpture Garden, a visit to the Noguchi Museum and lunch at the Astor Room, the former commissary in the Kaufman Studios. Walk across the street to the Museum of the Moving Image where a museum educator will help rekindle memories of great achievements in the film industry.

One community that boasts of its interna?onal essence is Jackson Heights, which was originally planned as a suburban community with low-‐rise apartments and interior gardens. Stroll along the busy streets and taste some interna?onal favorites or visit shops that feature their fashions or delicacies Next, ride to Flushing, aka Li-le Asia, and see Flushing Town Hall, Quaker Mee?ng House, Temple Ganesh, (a Hindu temple) and more. Rounding out the tour is a stop at Flushing Meadows, the site of two former World’s Fairs, and a visit to the Queens Museum. Assembly in Queens, NY September 29th-October 1st. Visit our website for all the

To assist active members, the Ladies of Charity USA are offering scholarships to help
defray the cost of registration, travel, or hotel stay. Attached for your information are
the guidelines and the application. Completed scholarship applications must be
returned to your regional vice president by June 1, 2016.

LCUSA NATIONAL ASSEMBLY SCHOLARSHIP GUIDELINES
1. In early May, the LCUSA president will send the Scholarship Application Form and
Guidelines with a letter to all association presidents, individual members, and former LCUSA
Board members. Current LCUSA Board members will be notified when sent.
2. The LCUSA president will state in the letter that the applications be returned to the
applicant's regional vice president by June 1st, 2016. ALL INFORMATION IS TO BE
KEPT CONFIDENTIAL.
3. The regional vice presidents along with their directors will make the decision of awarding
the funds based on need and merit. Factors to be considered include the extent of the
member’s activity within the organization, including leadership, length of membership and
need.
4. Each region is allocated $1,000 in funding to assist members in their overall region to
attend the national assembly.
5. Qualified members must be in good standing.
6. Scholarship recipient must be a member of the Ladies of Charity.
7. If the association president applies for a scholarship, then Part B of the application
recommendation is filled out by the immediate past president of that local association.
8. Regional vice presidents and their directors will collaborate on the distribution of funds for
members that are recommended by their association president.
9. Determining the distribution of scholarship funds should take into consideration location,
where assembly is being held, hotel and transportation costs, etc.
10. Scholarship awards cannot exceed $500 for an applicant.
11. Applications must be received by the regional vice president by June 1st, 2016.
12. Approval and recommendation by the regional vice presidents must be forwarded to
LCUSA’s president by June 10th, 2016.
13. Written notification will be sent by the regional vice presidents to the scholarship
recipients by June 20th, 2016. Include in the letter that recipients using the scholarship for
registration only need to fill out the registration form and indicate that they have been awarded

a scholarship for registration. No money passes hands when using the scholarship funds for
registration.
14. LCUSA president, president-elect, and treasurer will be copied on the letters awarding the
scholarships.
15. Board members and directors will be copied on the letters awarding the scholarships in
their particular region.
16. Scholarships cannot be transferred or shared among Ladies of Charity association
members.
17. Scholarship amounts awarded cannot exceed the requested amount.
18. Funding will be applied directly to the national assembly account. If the expenses are paid
by the scholarship recipient, receipts have to be forwarded to the regional vice presidents for
their signature approval. Once approved the regional vice president fills out and emails the
reimbursement form to the LCUSA treasurer. Receipts are to be either faxed or mailed
separately to the treasurer for the files.
19. Accountability of distribution of funds will be the responsibility of the regional vice
presidents and LCUSA treasurer.
20. Funding may be used for registration, partial room costs, and/ or transportation to the
assembly.
21. Encourage the use of these scholarships to members who demonstrate the true meaning of
Ladies of Charity.
22. Regional vice presidents and their directors will be held responsible for adhering to the
above guidelines.
