Current Policies Proposals - LACNIC

As a result of the Open Policy Forum at LACNIC XI four policy proposals are in “LAST CALL” ending in July 28th.

Also, the Policy Edition Group has come up with a new policy manual to be available shortly.

LAC 2008-01: Global Policy for the Allocation of the Remaining IPv4 Address Space.

In LAST CALL until July 28th.

Global Policy that needs to be ratified by all RIRs.

Refers to IPv4 allocation units (/8) from IANA to RIRs.

IANA to reserve 1x/8 for each RIR.

Last /8 to be allocated when IANA pool is empty.

Status in other RIRs:

ARIN: Approved. AFRINIC: Last Call.

APNIC & RIPE: Under Discussion.

LAC-2008-04: Special IPv4 Allocations/Assignments Reserved for New Members

In LAST CALL until July 28th.

When the IANA Pool is empty and LACNIC only has left am equivalent of a /12:

No allocation to organizations that already have IPv4 addresses.

Allocation sizes, max: /22 & min: /24. /22 only to new ISPs with needs for at least a /24 in

12months. /24 to /22 for critical infrastructure.

LAC-2008-02: Provider‐Independent (PI)IPv6 Assignments to End‐User

Organizations with PI IPv4 Assignments

In LAST CALL until July 28th.

Until now, only IPv6 Policies for: ISP, IXP, Critical infrastructure and experiments. No policy for End-User Organizations.

Under this policy every organization that has IPv4 assignments will qualify for receiving an IPv6 PI assignment.

Assignment size: Min: /48, Max: /32.

Announcement needs to be done as one aggregate.

LAC-2008-03 IPv6 Provider Independent (PI) Assignments for Organizations-End Users

In LAST CALL until July 28th.

When the organization does not have IPv4 assignments, in order to receive an IPv6 assignment it needs to:

Provide detailed information showing how the requested block will be used within the following three, six and twelve months.

Submit subnetting plans for a minimum of one year, and host counts for each subnet.

Submit a detailed description of network topology. Prepare a detailed description of the network’s routing

plans, including routing protocols to be used as well as any existing limitations.

Policies that did not reach consensus at LACNIC XI and still under discussion:

LAC-2007-06 Assignment of ULA-Central IPv6.

LAC-2007-01 Modification of the IPv6 Block Announcement Policy:

Remove the need of announcing IPv6 blocks as one only prefix.

The creation of a WG has been suggested at LACNIC XI.

prop-050: IPv4 address transfers

prop-055: Global policy for the allocation of the remaining IPv4 address space;

prop-056: IPv4 soft landing. Waiting for a new version from the author.

prop-061: 32-bit ASNs for documentation purposes

prop-062: Use of final /8. LIR may receive exactly one /22. New LIRs may apply for and receive this allocation. A /16 is held in reserve for some future use

prop-063: Reducing timeframe of IPv4 allocations. Changing allocation timeframe from 12 to 6 months.

Policy Proposals under discussion at ARIN (partial).

2008-2: IPv4 Transfer Policy Proposal.

2008-4: Minimum Allocation in the Caribbean Region. Reduce initial requirement for Caribbean countries and territories under ARIN.

2008-5: Dedicated IPv4 block to facilitate IPv6 deployment. A /10 reserved with min. size allocation of /28 and a max. size allocation of /24.

ARIN is also reviewing its PDP process.

2008-04 - Using the Resource Public Key Infrastructure to Construct Validated IRR Data.
