13. Definitions
Property, plant and equipment are tangible items that:
(a) Are held for use in the production or supply of goods or services, for rental to others, or for administrative purposes; and
(b) Are expected to be used during more than one period.
Depreciation is the systematic allocation of the depreciable amount of an asset over its useful life.
Useful life is either:
(a) The period over which an asset is expected to be availablefor use by an entity; or
(b) The number of production or similar units expected to be obtained from the asset by an entity.

13. Definitions[Cost is the amount of cash or cash equivalents paid or the fair value of
the other consideration given to acquire an asset at the time of its acquisition or construction.
Fair value is the amount for which an asset could be exchanged betweenknowledgeable, willing parties in an arm’s length transaction. IAS 16]
Residual value is the estimated amount than an entity would currently obtain for disposal of the asset, after deducting the estimated costs of disposal . . . .
An impairment loss of a (non-)cash-generating asset is the amount by which the carrying amount of an asset exceedsits recoverable (service) amount.

Recognition
14. The cost of an item of property, plant and equipment shall
be recognised as an asset if, and only if:
(a) It is probable that future economic benefits or service
potential associated with the asset will flow to the
enterprise; and
(b) The cost or fair value of the item can be measured
reliably.

43. after recognition as an asset, an item of property, plant and equipment shall be carried at its cost, less any accumulated depreciation and any accumulated impairment losses.
Revaluation model

Depreciation
66. The depreciable amount of an asset shall be allocated on a systematic basis over its useful life.
76. The depreciation method shall reflect the pattern in which the asset’s future economic benefits or service potential isexpected to be consumed by the entity.

Derecognition
82. The carrying amount of an item of property, plant and
equipment shall be derecognized:
on disposal; or
when no future economic benefits or service potential is
expected from its use or disposal.
83. The gain or loss arising from the derecognition of an
item of property, plant and equipment shall be
included in surplus or deficit when the item is
derecognized. Gains shall not be classified as revenue.

D. Valutazione
D.I.a) il valore originario di un’immobilizzazione materiale è costituito
dal costo per l’impresa, esso include tutti i costi relativi
all’acquisizione del cespite nel luogo e nelle condizioni di utilità
affinché esso costituisca bene duraturo per l’impresa.
Non sono ammesse rivalutazioni al di fuori dell’applicazione di leggi
speciali. La rivalutazione deve essere accreditata nel patrimonio
netto (A.III, riserve di rivalutazione) e non nel conto economico, a
differenza del recupero di valore conseguente al venir meno delle
ragioni di una precedente svalutazione (E.II): con segno inverso
nella voce B.10.c)).
D.I.b) Sono capitalizzabili i costi per migliorie, modifiche,
ristrutturazioni o rinnovamenti se causano un incremento
significativo e misurabile di capacità, produttività, sicurezza o
prolungano la vita utile

D.II.a) Valore originario - Acquisto
Il valore originario è comprensivo del costo di acquisto, degli oneri accessori
d’acquisto e di tutti quegli eventuali altri oneri che l’impresa deve
sostenere affinché l’immobilizzazione possa essere utilizzata. A titolo
esemplificativo:
a) Fabbricati
Spese notarili per l’atto d’acquisto, tassa per la registrazione dell’atto, onorari
per la progettazione dell’immobile, costi per opere di urbanizzazione
poste dalla legge obbligatoriamente a carico del proprietario, compensi di
mediazione
b) Impianti e macchinario
Spese di progettazione, trasporti, dazi su importazione, spese di installazione,
spese e onorari di perizie e collaudi, spese di montaggio e posa in opera,
spese di messa a punto

D.II.d) Immobilizzazioni materiali acquisite a titolo gratuito
Devono essere valutate al presumibile valore di mercato alla data di acquisizione, al netto dei costi – sostenuti e da sostenere – affinché possano essere inserite nel processo produttivo. Il valore netto così determinato va alla voce E.20 del conto economico.
D.III) AMPLIAMENTO, AMMODERNAMENTO O MIGLIORAMENTO DEGLI ELEMENTI STRUTTURALI DI UN’IMMOBILIZZAZIONE
Sono effettuati per aumentare la rispondenza agli scopi per cui essa era stata acquisita. Sono capitalizzabili se si traducono in un aumento significativo e misurabile di capacità, produttività, sicurezza o vita utile.

D.V) ONERI FINANZIARI
Gli interessi capitalizzabili sono solo quelli maturati durante il “periodo
di costruzione” (solo se significativo, non breve), che va
dall’esborso dei fondi ai fornitori fino al momento in cui il cespite è
pronto per l’uso, incluso il tempo di montaggio e messa a punto,
sempre che tali tempi siano normali. Se scioperi, inefficienza e altre
cause protraggono la costruzione oltre il periodo normale, gli
interessi non possono essere capitalizzati. Se la costruzione viene
effettuata a stadi, il periodo di costruzione di ciascuno stadio viene
considerato separatamente.
Si deve assumere come sequenza che le acquisizioni dei cespiti siano effettuate
prima con i finanziamenti con mezzi propri, con quelli a medio e lungo
termine e il residuo con finanziamenti a breve.
Si ricorda che il costo di un bene non deve essere influenzato dai fondi usati
per finanziarlo.

D.V) ONERI FINANZIARI
Il tasso d’interesse è quello realmente sostenuto (anche una media
ponderata di più operazioni), per i finanziamenti a breve va usato il
tasso a lungo e la differenza è costo del periodo.
D.VI) MANUTENZIONI E RIPARAZIONI
Le spese di manutenzione ordinaria sono costi dell’esercizio in cui sono
sostenute.
D. VII) PEZZI DI RICAMBIO
Di rilevante costo unitario, di uso non ricorrente e dotazione necessaria
dell’impianto: ammortizzati sulla loro vita utile
Di rilevante costo unitario e uso molto ricorrente: seguono i principi
delle rimanenze di magazzino
Di basso costo unitario e uso ricorrente: costi di periodo

D. VIII) RIVALUTAZIONE
Non sono ammesse rivalutazioni discrezionali o volontarie
ovvero che non derivino dall’applicazione di leggi speciali
D. IX) PERDITA O RIPARAZIONE DI DANNI
Perdite (p. es. Incendio) sono costo straordinario, rimborsi o
risarcimenti assicurativi sono ricavi straordinari, i costi per
riparare i danni sono costi di periodo
D. X) FONDI RINNOVAMENTO
Non si può ammortizzare un costo che non sia stato ancora
sostenuto. Possono invece essere costituite riserve di utili
“per rinnovamento impianti”

D. XI) AMMORTAMENTO
L’ammortamento deve essere sistematico. La sistematicità è
definita nel piano di ammortamento. Vanno conosciuti:
1) valore da ammortizzare = costo originario – valore residuo
2) residua possibilità di utilizzazione
3) criteri di ripartizione del valore da ammortizzare
Il valore residuo va aggiornato periodicamente, è al netto delle
spese di rimozione e perciò può essere negativo.
La residua utilizzazione è legata alla durata economica e non alla durata
fisica, dipende anche da grado di utilizzo, stime del produttore,
obsolescenza del cespite e del prodotto, piani aziendali,
correlazione con altri cespiti, politiche di manutenzione, ecc..
Va applicato il component approach per pertinenze e componenti.

D. X) AMMORTAMENTO
Il criterio di calcolo delle quote secondo il tempo è quello normalmente usato. Può essere a quote costanti o a quote decrescenti.
I terreni non si ammortizzano e il loro valore va scorporato da quello degli edifici. Il costo di bonifica va stanziato.
Gli immobili civili possono non essere ammortizzati.
L’ammortamento inizia quando il cespite è pronto per l’uso.
Se il cespite non viene temporaneamente utilizzato l’ammortamento non viene sospeso.
Le migliorie su beni di terzi in affitto si ammortizzano sulla più breve fra la durata residua dell’affitto e la loro vita economica.

D. XII) ALIENAZIONI
Si rappresentano profitti e perdite di realizzo
D. XIII) RECUPERABILITA ‘ DEI VALORI
Il valore netto contabile deve poter essere recuperato tramite l’uso
o la vendita dei beni.
In presenza di sintomi di difficoltà, se si è verificata una perdita
durevole di valore, va rilevata una svalutazione.
Esempi sono errori di progettazione e costruzione, cambiamenti
tecnologici, cambiamenti dei prodotti, eccesso di capacità,
mancato sfruttamento.
La svalutazione deve risultare da elementi oggettivi (es. perizie di
esperti, pianificazione)

F. Contributi in conto capitale commisurati al costo di immobilizzazioni
materiali
PRIMA TEORIA: accredito al conto economico lungo la vita utile dei cespiti
(poiché sono concessi per alleviare difficoltà operative); possono
originare imposte anticipate;
primo metodo: imputazione in A.5 e iscrizione di risconti passivi (ovvero come
minore valore dei cespiti); è il metodo preferito dall’OIC 16 poiché tratta
il contributo come un ricavo differito; l’ammortamento è sul valore lordo
secondo metodo: contributi portati a riduzione del costo dei cespiti,
l’ammortamento è sul valore netto
SECONDA TEORIA: parte del patrimonio netto, esposti al netto delle
imposte differite (sopravvenienza attiva ex art. 55, 3° c., D.P.R.
22/12/1986, n° 917), l’ammortamento è sul valore lordo
