Historically, in the pre-independence era, Ghatal P.S. and Chandrakona P.S. remained in Jahanabad (Arambagh) sub-division in Hooghly district and were included in Midnapore district in 1872. After the establishment of Ghatal sub-division in 1876, Ghatal P.S. and Chandrakona P.S. came under Ghatal sub-division and Daspur P.S. later on came under it in 1877. Ghatal and Chandrakona Municipalities established in 1869 and Khirpai & Ramjibanpur Municipalities established in 1876 came under Ghatal sub-division and Kharar Municipality later on established in 1888 came under it. Ghatal town as the head quarter of Ghatal sub-division became the centre of correspondence. Economically, Ghatal town developed through its river-way. Shilabati river, bisecting the town into two banks, confluences with Darakeswar at Bandar. The joint rivers in the name of Rupnarayan confluences with Hooghly river at Gneokhali. As a river-belt town—it inherited a rich potentiality in agriculture, trade and commerce. Inspire of its rich potentiality, developed socio-economic condition, broad coverage with five municipalities, and thick population, Ghatal sub-division was deprived of an institution of higher education and learning. Immediately after independence, the people of Ghatal established a college at Birsingha. lt came to function but unfortunately after 2 years. Ceased to exist owing to some dim reasons. The situation aggravated and pressed the demand for a college in Ghatal sub-division. To full the aspiration and demand of the people, a number of stalwarts, academicians and social workers came forward with a view to utilising extremely the human resources available in the area and the dream came true through the establishment of the college on 14th August, 1961, in the name of Rabindranath Tagore in his birth centenary year. In fact, in its embryonic stage, the college was not built by the patronage and donation of a single man or a few people. On the other hand, it might be said, without exaggeration that it was built by the generous help of all people of Ghatal sub-division. Since the establishment of the college it started to walk from its rough plain and reached the pinnacle of its glorious existence through the expert and esteemed leadership of Sri Rabindranath Das,—the founder Principal of the college. The college was recognised in 1961 by Calcutta University. It was enlisted u/s 2(f) and 12 (B) of the UGC Act. Since the establishment of Vidyasagar University, the college perma-nently came under its jurisdiction. The college has completed 55th years of its glorious existence and already earned reputation as one of the leading centres of advancement of teaching and learning in the area. It is the demand of the time that the institution should show excellence in teaching and learning in the emerg-ing areas of science & technology. Presently the college is running with 4 PG departments, 16 honours degree courses and 20 general degree courses. The college is also enriched with a spacious 10 acre greenery campus, a green garden , an open air stage and a seminar hall, separate well-equipped departmental rooms with departmental library facilities, well-equipped science laboratories, UGC network resource centre with internet facilities, NCC and NSS as co-curricular activities, equal opportunity centre, remedial coaching centre, coaching classes for entry in services to assist SC/ST/OBC (Non-creamy layer) /Minorities/BPL card holders´ students etc.

About Commerce Department:

Ghatal Rabindra Satabarsiki Mahavidyalaya is located in the bank of river ‘Shilabati’. As a river belt town it inherited a rich potentiality in agriculture, trade and commerce. It is to utilize the extreme human resources available in the area and the dream came through the establishment of the commerce department in the college.Mainly this college is situated in a rural and backward belt. The main intension should be fixing up the goal in the line of “The background of the students-first college goers and or from poor background”. The commerce department lights up the view of the locality to inspire students to agriculture, service opportunities, small scale, cottage and hose industry. In this backdrop the department of commerce is glorifying the college in the locality. The department started on 1974-1975 under Calcutta University. Hence the department came under “Vidyasagar University” in 1987. In this year only general courses were studied in the college. The honours course opened on 1994-1995, and the tradition is continued to date. One full time, four govt. approved part-time and five guest teachers are serving in the department. Computer, LCD projector and modern appliances are brightening the department. All the teachers are very much competent, sincere, dedicated and cordial to students. Teachers’ left no stone unturned to students for academic counselling and inspire them in debate, industrial field visit, industrial training programme, seminar, quiz,writing of wall magazine, participation in drama, sports, indoor and outdoor games etc.

About Indian Accounting Association (IAA), Midnapore Branch:The Indian Accounting Association is an interface between academicians, professional and practitioners from various universities, business, industry and government. The main function of IAA is to promote and disseminate the knowledge of accounting and the related subjects in India and abroad. The Association was founded by academicians and professionals in accounting on March 17, 1969, and inaugurated on February 14, 1970 by the Accountant General of Uttar Pradesh. It is a member organization of the International Association of Accounting Education and Research (IAAER). It is also held in high esteem by American Accounting Association (AAA). At present, IAA has a network of 47 branches in India with more than 4400 life members and Midnapore Branch is one of them having more than 168 members. IAA also brings out a biannual research journal 'Indian Journal of Accounting' in the months of June & December to give wider publicity to research findings. The Association also gives IAA Young Research Award and IAA fellowship.

For any developing country like India financial inclusion is recognized and treated as a most powerful tool for the inclusive economic growth and can help achieve the goals of eliminating extreme poverty and building shared prosperity. Sound economic health and steady growth rate no doubt becomes first priority for any emerging economy. It has been realized by the government of emerging economies that the financial soundness can’t be ensured without a vibrant and well developed financial system which will covers people of every economic classes. Access to financial services plays a critical part in facilitating economic growth and reducing income inequality. Inclusive financial systems allow poor people to smoothen their consump-tion and insure themselves against economic vulnerabilities they face from illness and accidents to theft and unemployment. Financial inclusion enables poor people to be a part of the formal financial system of a country that ultimately helps them to improve their quality of life. Inclusive finance especially benefits disadvantaged groups such as women, youth, and rural communities. Financial access can contribute to poverty alleviation and can help people better manage risks. For all these reasons, financial inclusion has gained prominence in recent years, across the world, in many countries as a policy objective to improve the lives of the poor. More than 50 countries, including India, have made ambitious commitments to financial inclusion targets. Consequently, the Government of India established the BhartiyaMahila Bank to serve financial needs of women and awarded bank license to a MFI.Seminar on “Financial Inclusion in the Pursuit of Poverty Reduction and Growth” will provide a platform to deliberate on issues relating to financial inclusion, financial education, financial stability and policy recommended in this regard.
