Township gained per acreyield of 100 baskets insummer paddy, and 75.55baskets in monsoonpaddy. And the paddystrains it grew commonlywere Hnankha,H s i n t h w e l a t ,Manawthukha andTheehtatyin.

“In order toachieve paddy per acreyield, we choose high-yield strains, andorganize and encouragefarmers to use advancedagricultural methods. Now, we have set up aplot of 200 acres forpaddy seeds to distributethem to farmers in orderthat they come to usehigh-yield strain paddyseeds. In that regard, wewill distribute high-yieldstrain paddy seeds tofarmers at the rate of twobaskets a farmer. Thehigh-yield paddy strain

we choose isTheehtatyin,” he said.

Then, we observedthe plot with theaccompaniment of UAung Than Zaw. To getto the plot, we had to walkon muddy embankmentsof paddy fields filled withirrigation water. There,we saw the thriving greenpaddy plants swayinggently in the breeze.

He explained, “Itis amazing that here theper acre yield of

Theehtatyin strain paddyis as many as 195 basketsif it is grown in summer. Iwould like to prove that ifopportune. That strainyields high, although itslifespan is short, aboutonly 110 days. We cancollect grains in a shortterm. It is suitable for ourregion and resistantenough to pests.”

Last year, KyaiklatTownship put 118,719acres under summer paddyand harvested 11,909,891

Next, weproceeded to HleseikYwama in HleseikVillage-tract in KyaiklatTownship. Along theway, we noticed thrivingmonsoon paddy fields, nurseries, and workerstransplanting paddy. The

paddy fields were foundstretching as far as wecould see.

This rainy season,Kyaiklat Township hasgrown high-yield strainpaddy for paddy seeds. So, the township is certainto achieve the targeted peracre yield of summerpaddy, using the collectedhigh-yield strain paddyseeds, as the previousyear. It is very heartening

8 THE NEW LIGHT OF MYANMAR Saturday, 18 July, 2009

Dear Chief Editor,I am not a writer. As a mother I have written

some articles from a mother’s angle of loving kind-ness and goodwill and view point during the year of1988 and 1989. I write this article as I can no longertolerate the attempts to harm the interest of ourcountry at present.Dear Chief Editor,

After the end of the 1988 disturbances, whilethe so-called four big democracies or five big democ-racies were vying for power, the country was facingvarious kinds of tragedies including looting, beheadings between Myanmars for no particular rea-son and starvation as the people were not able to earntheir living.

The Tatmadaw took over the duties of the Stateon 18 September 1988 while the nation was on theverge of falling apart, facing intrusion of troops fromfive naval ships of a power that were in the Myanmarterritorial waters and facing clashes between trouble-makers creating violence and the people who couldnot accept violence and anarchy.

The Tatmadaw government made continuousefforts for restoring peace and stability of the State, community peace and tranquillity, the rule of law, secure and smooth transportation and freedom ofbusiness and livelihood.

Internal peace, which is the public aspira-tion, was achieved during the years the Tatmadawwas assuming the State duties. The whole Unionwas free from areas which were under the rule ofinsurgency. The unity of national brethren or thenational unity became stronger.

As all the people are witnessing all-rounddevelopment in the entire country, they are enjoyingand knowing the taste of independence with happi-ness. The nation was enjoying peace and stability anddevelopment in all aspects, in the past two decadesduring which the national people and the Tatmadawwere marching forward in harmony. We the peopleknow that the nation will be more prosperous ifthere were no outside disturbances and sanctionsduring the two decades.Dear Chief Editor,

The so-called democrary leaders after using oursons and daughters, who were students, at will foralmost the whole 1988 sent them to border areas throughflatters and intimidation. Many of our offspring faced atragic end at the border. I could not stay idle anymore. So, I wrote articles during 1988 and 1989.

The true aspiration of Myanmar peopleMi Khin Thant

My heart almost broke with sorrow when I reada news report featured in The Bangkok Post and TheNation. The news report appeared together with photossaid that Thai police arrested over 80 young Myanmargirl students at a brothel in Ranong. I wrote my firstarticle with heart-rending feeling.

The so-called democracy leaders told studentyouths, “Now, the soldiers are coming. Even we don’tknow where to hide. So you’d better flee to borderareas”. Some of the youngsters arrived at insurgentcamps and became insurgents, some fell into the handsof human traffickers and were sold into prostitutionand some faced tragic death. All in all, it was so heart-rendering as those youngsters were forced to becomeabsconders fleeing the nation after betraying the State.

Thanks to the cooperation of Thai and Myanmargovernments,we were able to resuce a large number ofyouths who were facing a lot of troubles in the othercountry and convey them back to the enbrace of theirparents. Actually, these youths were too late to learn alesson. Under the influence of the words of the powercraze these youths made wrong judgements. Only afterfacing a lot of troubles, they began to realize the truthand came back to their parents.

The colonialist media including BBC and VOAmade brazen lies concerning the youths who cameback home via Tak district reception camp in Thailand. The West media in their news reports said that themilitary killed these youths with bayonets.

In that way, they stopped remnant students fromreturning home from the hell of insurgency. In conse-quence, they had no choice but to trouble their mother-land for their living and earning dollar. That is reallyawful. So-called democracy leaders at home who in-cited those conditions are unforgivable. Again, thepersons and organizations are resorting to assortedmeans to harm the interest of the nation and thepeople.Dear Chief Editor,

Myanmar, being an independent, sovereign na-tion, the people have the freedom to do and makedecision in the interest of their country. That representsindependence, fundamental right, self-determinationand democratic rights. Fundamental rights bestowedby the nature, international law, United Nations Char-ter, and Principle of Bandung Conference of the Non-Aligned member countries bestow and recognize thoserights.

The following four points are embodied in theUnited Nations Charter formulated in San Francisco,

the United States of America, in 1945.(1) every member country has the right to cast onlya vote in an issue to be addressed with the approvalof other member countries.(2) the vote of the least powerful country is equal tothe vote of the most powerful country.(3) no country has the right to ask jurisdiction overany other member country.(4) courts of a member country do not inquire theofficial acts of another country that fall on thejurisdiction of the latter to know whether they areofficial or not.

All member countries have signed to pledgethat they will honour the principles. The UN Charterand purposes and principles include a point “Noth-ing in the Charter is to authorize the United Nationsto intervene in matters which are essentially withinthe domestic jurisdiction of any State as long as thematters do not pose a threat to regional and interna-tional security and stability”.

According to the obligations manifested inthe UN Charter and UN principles, even the UNis not bestowed with any authority to intervene inthe affairs of any member country, let alone UNsub-organizations such as UN Security Council,UN Secretariat, and a member country does nothave any right to intervene in the affairs of anymember country as long as the affairs do not posea threat to regional and international securityand stability.Dear Chief Editor,

In Myanmar, the ruling government is an offi-cial one, which is recognized by the UN and interna-tional community. So, the countries maintain theirdiplomatic relations with Myanmar. It is recognizedby the world according to international customs andinternational law. It is common knowledge that theTatmadaw saved the Union from collapse in 1988,following the nationwide unrest, and took up Stateduties and since then has been shouldering nation-building tasks day in, day out to restore stability andpeace, and bring about national development.

Now, the government is implementing theState’s seven-step Road Map, and the fourth step hasbeen implemented. The fifth step is to hold electionin 2010, and the sixth step is for representatives-electto form Pyidaungsu Hluttaw and elect the governingbody led by the President. The seventh step is tobuild a modern, developed and democratic nation bythe government and Pyidaungsu Hluttaw.

Now, the State constitution or the fourth stephas been approved by the great majority of thevoters.

The draft constitution (2008), the fourth stepof the Road Map, was approved by the majority ofthe public voters. After Pyidaungsu Hluttaw hasbeen formed, constitutional amendments, supple-ments, removals and substitutions can be carried outin accord with democratic practices if necessary.Such tasks can be carried out with the consent of the75 per cent of Pyidaungsu Hluttaw representatives.

(See page 9)

According to the obligations manifested in the UN Charterand UN principles, even the UN is not bestowed with anyauthority to intervene in the affairs of any member country, letalone UN sub-organizations such as UN Security Council, UNSecretariat, and a member country does not have any right tointervene in the affairs of any member country as long as theaffairs do not pose a threat to regional and international secu-rity and stability.

(from page 8)Some basic principles (articles) on non-disin-

tegration of the Union, perpetuation of sovereigntyand separation of power will be decided by the 75percent approval of Pyidaungsu Hluttaw representa-tives as well as by the majority of the people througha referendum.

Articles on procedures can be amended byPyidaungsu Hluttaw. Basic principles on perpetuationof the Union and public interests can be amended onlythrough the desire of the people. However, no one hasthe right to amend the constitution (2008) of the Repub-lic of the Union of Myanmar approved by the vastmajority of the people before the emergence ofPyidaungsu Hluttaw. Any organization or party cannotdo so. Even a world body like the United Nations hasno right to do so let alone a certain global nation.

If democracy activists, nations wishing to seedemocracy flourishing in Myanmar and interna-tional organizations and persons wishing to see moreprogress in Myanmar believe in genuine democracy, they, even if they are not satisfied, will have to acceptand honour the constitution (2008) approved by the

Myanmar national people of their own volition.Myanmar, a sovereign nation, has the interna-

tionally recognized government. It has its own terri-tory, population and sovereignty. It also has its ownidentity. In this country, everything the government isdoing in the interests of the people is legitimate. Thisis the practice of sovereignty. Outside interference isunnecessary. Here, I would like to firmly say that anynation does not need to interfere in the internalaffairs of our country at all.

In practising sovereign power along with legis-lation and executive, it is always necessary to prohibit, under the judiciary system, those who breach laws, oppose the State and the legitimate government andharm the public interests. All global nations havetheir laws, courts, police stations, confinementsand prisons. I would like to know whether there isany nation in the world that does not take actionagainst, file a lawsuit and convict those breakingthe laws.

Nowadays, tens of thousands or hundreds of thou-sands of people have been killed in bomb blasts in somenations under alien aggression and occupation due to lack

of sovereignty and some nations with civil wars andinternal conflicts due to outside interferences. The build-ings have burned down to ashes, and civilians have to berunning and hiding in fear. No nation wants to invitesuch tragedies. No traitor is welcomed.

We already experienced such tragedies in thecolonialist period. We have learned tragic news aboutsome troubled nations in danger of neo-colonialists.

Today's Myanmar will not tolerate the break-ing up of the Union, her people getting into trouble, losing of independence and harming the alreadyachieved peace and development. Now is the time allthe Myanmar people are to unitedly and cooperativelystrive for the nation to be prosperous and to reach thegoal of genuine democracy.

Here, I would like to present the genuine desireof the people of Myanmar. This is the wish to seestability, prosperity and development.

All in all, through the Chief Editor, I would liketo express the public desire that the entire peopleincluding me cannot accept any act to jeopardize ourefforts to realize the seven-step Road Map.

3-D mapping helps in braintumor’s removal

CINCINNATI, 17 July—University of Cincinnatineurosurgeons say theyused a new technology in-volving the creation of a 3-D map to remove a largetumor from a patient’sbrain.

The surgeons used mul-tiple brain scans that werefused and installed into asurgical guidance compu-ter, whose function is simi-lar to that of a global-po-sitioning system. By re-vealing the fist-sizedtumor’s relationship to allthe functional centres,

electrical pathways, arter-ies and veins in the pa-tient’s brain, the surgeonswere able to chart a safepathway to the tumor.

The surgery was per-formed at Cincinnati’sUniversity Hospital by aneight-member team fromthe Brain Tumor Center atthe university’s Neuro-science Institute.

“This marks the culmi-nation of one of the mostimportant developments inbrain tumor surgery in thelast 100 years,” said DrJohn Tew, a neurosurgeon,

professor and clinical di-rector of the NeuroscienceInstitute. Dr James Leach,an associate professor ofneuroradiology, per-formed the processing andfusion of images.

“The ability to com-pletely map the brain andto understand before weoperate where the tumorlies in relation to importantstructures is a milestone inour use of digital compu-ter technology to heightenpatient safety during com-plex brain tumor surgery,”Tew said.—Internet

Supermarkets slash plastic bagsLONDON, 17 July—Supermarkets are giving out al-

most half as many plastic shopping bags as they werethree years ago after a campaign to slash use of theenvironmental hazards, officials have said.

Shoppers were handed 372 million plastic bags atseven major supermarkets in May this year, down from718 million bags at the same time in 2006, the environ-ment secretary said. The figures suggest supermarketsare now using 346 million fewer carrier bags everymonth than they were in 2006, a drop of 48 percent.

“This is a great achievement by the seven supermar-kets and their customers and it shows that by workingtogether, we really can change our bag habits,” Envi-ronment Secretary Hilary Benn said.

The reduction narrowly misses a voluntary target setby the supermarkets, including Sainsbury’s and Tesco,at the end of 2008 to halve the number of plastic carrierbags handed out compared to May 2006.—Internet

may be lostSTATE COLLEGE, 17 July — US scientists say a rapid

evolution of the Y chromosome carried only by menhas led to a rapid gene loss that might lead to the chro-mosome’s disappearance.

Pennsylvania State University Associate ProfessorKateryna Makova, who led the study, and researcherMelissa Wilson compared the DNA of the X and Ychromosomes in different classes of mammals.

The researchers found that DNA of the human Ychromosome began to evolve rapidly 80 million to 130million years ago.

But while DNA on X chromosomes evolved at aconstant rate, the rapid evolution of the Y chromo-some has resulted in a rapid loss of genes.
