We initiated to redesigning the local policy for effective Disaster Management. The tough process of motivating national policy makers towards our local policy begins then. The long seven years journey of the tiny community upto the strategic dialogue of UNISDR, Geneva, 10-11 February 2014 with few firm positions was full with ocean of pain and drops of joy. One of the drops was deposited when Madam Margareta Wahlstrom promised to hand over the “Banner of a Tiny Wish” to The UN Secretary General. Although, the banner arrived on time from the local tailoring shop, colors from Bthe market far. The tiny hands were waiting eagerly to imprint their wish. But the color was not fixing properly on the fabric. Some passersby advised to mix some glue to the color. The shop for glue is far away. Handful aromatic rice was collected from a farmer’s house. The tea stall owner boiled the rice in a small pot and prepared the glue. A boy from neighboring community stuck hours with the activity- as he was told by his friend “There will be a magic show”. I immediately rushed towards the capital Dhaka to catch the plane. With the support of Ms. Regina, the banner was placed at a corner of the meeting room. It immediately raised some questions, especially in minds of the dialogue participants. At the end of two days- the message of the tiny community was briefed. Nobody was unhappy to stand firmly in front of the “Banner of a Tiny Wish”. Ms. Aurelia carried it with great affection to UNISDR office. In fact, the banner contains the “Wish of Determination” of some tiny minds from a tiny local farming community to empowering UNISDR with a fleet of ships- roaming throughout the oceans, packed up with disaster rescue gears- equipments and volunteers to react as one of the first respondent in any disaster event at any local community of the Globe. It will really be a magic to the boy, if he does see, prior to a cyclone, a ship at his hand distance to join their struggle. The presence (of the ship) itself will increase the strength and emotional liabilities a thousand fold to Prevent, Mitigate, Reduce, Adapt and Advance through the Disaster Risks- very often risks his life to save lives of all forms .
