Title: Temporary SpaceX Telemetry Antenna at J6-0553A (receive only)

Summary of Project:SpaceX requests to use J6-0553A - Emergency Generator Building on a non-interference basis in support of the Falcon 9 COTSDemo 1 Wet Dress Rehearsal scheduled for 15 September 2010, and again for the C1 launch currently slated for the 18-20 October2010 time frame.

Requests to allow the NASA Launch Services Program to temporarily set up its deployable antenna (receive only) for evaluatingperformance of tracking Dragon and DragonLab applications for long term use. The antenna will be temporarily set up on the groundon the gravel access road to the east of the building. Several indoor electronics boxes will be placed in the building and a few cablesrun from those boxes to the antenna. The antenna will only be receiving data – no transmitting. No digging or staking are requiredfor the antenna setup. Base is a tripod-like structure, approximately 10' x 10' footprint. Dish is approximately 12' x 12'. Total heightapproximately 12'.

Equipment to be in place starting 13 September 2010 and have all equipment and personnel out by the end of 16 September 2010.The same process and equipment and length of time will be used for the C1 launch currently slated for the 18-20 October 2010 timeframe.

3.a.1. POTENTIAL RELEASE (PRL) SITE: This project is located within the boundary of an identified PRL site (#189, C-Band Radar Building) being investigated by the Remediation Group of the NASA Environmental Assurance Branch (Anne Chrest, 867-2056). A PRL designation means a site has had historical operations which had the potential to impact the environment. No excavation was identified for this project and it may proceed as planned. However, if scope changes to include dewatering or soil disturbance, additional evaluation will be necessary.

No other environmental issues were identified based upon the information provided in the KSC Checklist. This Record of Environmental Consideration (REC) does not relinquish the project lead from obtaining and complying with any other internal NASA permits or directives necessary to ensure all organizations potentially impacted by this project are notified and concur with the proposed project.

Due to potential changes in regulations, permit requirements and environmental conditions, statements in this REC are valid for 6 months, and subject to review after this period. It is the responsibility of the project lead to notify the Environmental Management Branch (TA-B1C) if the scope of the project has changed since the original checklist was submitted.
