 1. PURPOSE

 The purpose of this document is to establish the power energizing procedure to be performed prior to initial operation of the electrical systems of KHABAT THERMAL POWER PLANT UNIT 1 & 2 according to the following schedules,

 1) 132KV AIS Power Receiving : Jul. 2, ’15 (Official Completion of Power Receiving)

 2) Power Plant Energizing : Sep. 1, ’15

 

 2. EXTENT

 Power receiving shall be carried out after completion of site test of the following equipment in accordance with each test procedure.

 1) 132KV AIS

 - 132kV AIS CB, DS/ES, CT & PT - 132kV AIS Protection & Relay Panel - 132kV AIS Control Panel - 132kV AIS Metering Panel - 132kV AIS 400V AC Panel (temporary power supply) - 132kV AIS 220V & 48V DC Battery Charger, Battery & DC Distribution Panel (temporary

power supply) - 132kV AIS Common Signaling Panel - 132kV AIS SCADA & Telecom Panel - 132kV AIS ECS (if not, control panel operation) - 132kV AIS Grounding & Lightening Protection System - 132kV AIS Lighting System (temporary power supply) - 132kV AIS HVAC System (temporary power supply) - 132kV AIS Fire Fighting / Alarm System (if not, temporary installation)

  

2) POWER PLANT

 In general, the sequence of events is as follows,

 

A. Part 1 (132kV AIS Energizing)  

- Step 1 (DC System Energizing) - Step 2 (132KV AIS Energizing)

 B. Part 2 (Power Plant Energizing from GSUT / UAT to LV Switchgear/MCC)

 

- Step 1 (DC System Energizing) - Step 2 (UPS System Energizing) - Step 3 (GSUT/UAT Energizing) - Step 4 ( 6KV Switchgear Energizing) - Step 5 (Station Service TR Energizing) - Step 6 (400V LV Switchgear Energizing) - Step 7 (MCC Energizing)

  

3. PRECAUTIONS AND LIMITATIONS   

a) All individual feeder breakers of 6 kV switchgear, 400V switchgear, 400V MCCs and LV dist boards shall be tagged out in accordance with single line diagram prior to initial energizing.

b) All checks and tests specified in site test plan or commissioning procedure submitted by manufacturer shall be performed prior to energizing the equipment.

c) Provide warning barriers around the equipment to be energized first for the protection of plant personnel.

d) Ensure that circuit breakers and disconnecting switches are open and SF6 pressure correct. e) Check all panels and electrical equipment are connected to earth. f) Check the lighting and HVAC are available (if not, temporary installation).

 4. PREREQUISITES

  

a) The main and auxiliary power systems have been turned over to the commissioning team and the commissioning engineers are to be aware of the electrical distribution system of the plant.

b) All the factory test report and operation manuals are to be available for review. c) All the test equipment shall be prepared to fulfill the complete test and commissioning d) 400V AC power supplies are available for energizing the 220V DC system and 230V UPS

System. (Temporary power supply). e) For 132KV AIS energizing, 132KV Substation should be installed completely, also all pre-

energizing tests should be done. Coordinate with MOE for power energizing of 132kV AIS Breaker.

f) Earthing switches of 132kV AIS, 15.75KV GCB and 6KV switchgear are on correct position (closed for pre-energizing checks, opened for energizing)

g) Ensure that all circuit breakers are in power off position initially h) All protective relays have been set as per Protective Relay Setting Table prepared.

 

 The Contractor will be responsible for all the safety measure necessary to the taken before, during and after the commissioning tests. The works will be carried out in accordance with the PLANT HSE PLAN.

Detailed attention must be given to:  

- Ensure that erection of transformers and concerned 6KV switchgear is completed including earthing installation.

- Surrounding of the testing area shall be cordoned off and access restricted to authorized person. Safety warning sign boards shall be provided.

- Ensure that all the testing equipment and tools are in good handling conditions, calibrated and certified.

- Fill in formats the test results and forward them to competent authorities. - A restricted area is appointed and indicated by a partition. - The display of a dangerous place. - The door of a control panel and the board is locked. - Fence for 132KV AIS is completed. - Communication with MOE is available.

 5. TEST AND ENERGIZING OF 132KV AIS

 5.1 TEST AND ENERGIZING OF DC SYSTEM

 5.1.1 Reference Drawing - Single line diagram - Schematic diagram - Vendor drawing

 

 5.1.2 220V/48V DC system 1) Complete the pre-energizing checks of 220V/48V DC systems as per the test plan and

procedure of manufacturer. - Battery charger unit (DC 220V, 48V) - DC 220V & DC 48V switchboard - Battery bank (DC 220V, 48V)

 2) Initial energizing of 220V/48V DC power supply system

- Temporary install and check the 400V AC power supply to the battery chargers - Verify that all breakers are open - Energize the battery chargers and place the mode selector switch in the floating charge

mode. Adjust the float charge voltage as per manufacturer recommendations Note : After the batteries are fully charged, the DC power systems are available to supply

power to the connected loads - Upon completion of initial charge, measure and record individual cell voltages and ambient

temperature as per manufacturer’s field test plan and procedure. - Energize DC 220V/48V switchboard

 5.2.2 Prerequisites 1) 132KV CB, DS/ES, CT & PT

- Verify that the factory test data is available for review - Verify all CB, DS open - Verify all equipment are grounded properly. - Verify all function test completed - Verify all local indications are correct - Check SF6 gas pressure - Verify all lightening protections are correct - Verify 220V DC control circuits have been checked out and they are functional. - Perform pre-energizing checks in accordance with field test plan and procedure.

 

 2) 132KV Protection relay panels, Control Panels, Metering Panels, Common Signal Panels,

SCADA Panels, ECS and Telecom Panels - Verify that the factory test data is available for review - Verify all equipment are installed correctly - Verify all equipment are grounded properly. - Verify all protection relay settings are correct and tests completed - Verify all function test completed - Verify all interlock, inter-trip test completed - Verify all indications are correct - Verify all communication are correct with MOE - Perform pre-energizing checks in accordance with field test plan and procedure.

 

 3) 132KV Lighting, HVAC & Fire Fighting /Alarm System

- Verify all equipment are installed correctly - Verify all equipment are grounded properly. - Verify all function test completed - Verify all indications are correct - Perform pre-energizing checks in accordance with field test plan and procedure. - If permanent facilities are not available, temporary solutions will be applied.

 

 5.2.3 Initial energizing of 132KV AIS - Excepting CB/DS of feeder for west Erbil T/L #1 all other CB’s and DS’s should be open, so

this status must be confirmed again before energizing. - Open ES Q8 of feeder for west Erbil T/L #1 - Open ES Q52 of feeder for west Erbil T/L #1 - Open ES Q10 of busbar #1 PT - Open ES Q20 of busbar #2 PT - Open ES Q51 of bustie - Open ES Q52 of bustie - Energize feeder for west Erbil T/L #1 by MOE - Check incoming voltage and phase rotation of 132KV at metering panel - Close DS Q15 of bus #1 PT - Close DS Q9 of feeder for west Erbil T/L #1

 - Close DS Q1 of feeder for west Erbil T/L #1 - Close CB Q0 of feeder for west Erbil T/L #1 - Check voltage and phase rotation of 132KV busbar #1 at metering panel - Check status of the all indication values and protection relay - Check graphic display status at ECS (if available) - Check communication status with MOE - Check status of all outdoor equipment (CB, DS, ES, CT and PT) - After energizing of 132KV AIS, according to work progress of power plant electrical system,

this 132KV AIS may be de-energized during some period.

 6. TEST AND ENERGIZING OF POWER PLANT ELECTRICAL SYSTEM

 6.1 TEST AND ENERGIZING OF DC & UPS 6.1.1 Reference Drawing

- Single line diagram - Vender drawing

 

 6.1.2 220V DC system

1) Complete the pre-energizing checks of 220V DC systems as per the test plan and procedure of manufacturer

- Battery charger unit (220V DC) - DC 220V switchboard - Battery bank (220V DC)

 

 2) Initial energizing of 220V DC power supply system

- Install and check the 400V AC temporary power supply to the battery chargers - Verify that all breakers are open - Energize the battery chargers and place the mode selector switch in the floating charge mode.

Adjust the float charge voltage as per manufacturer recommendations Note: After the batteries are fully charged, the DC power systems are available to supply

power to the connected loads - Upon completion of initial charge, keep the battery floating at the desirable float voltage.

Measure and record individual cell voltages and ambient temperature as per manufacturer's field test plan and procedure

- Energize DC 220V switchboard  

 6.1.3 230V UPS System

1) Complete the pre-energizing checks of 230V UPS system as per the field test plan and procedure of manufacturer

- Inverters, voltage regulator transformer (bypass), Static transfer switches - 230V vital switchboard

2) Initial energizing of 230V UPS - Install and check the 400V temporary power supply to the bypass transformer - Energizing inverter from DC 220V distribution board - Check the output voltage of the bypass unit - Check the inverter output - Energize 230V vital switchboard

 6.2 TEST AND ENERGIZING OF GSUT AND UAT

 6.2.1 Reference Drawing

 - Single line diagram - Schematic diagram - Vendor drawing

 

 6.2.2 Prerequisites

1) Generator step-up transformers and Unit auxiliary transformers - Verify that the transformer factory test data is available for review - Verify all oil coolers and conservator isolation valves are open - Verify transformer is grounded properly. - Check 132KV CB Q0, DS Q9 open for outgoing feeder to GSUT - Check and verify the tags for each parts of transformer and open or close position of neutral

checkout have been completed - Verify protective relays have been calibrated and breaker protection circuits functional

checkout have been completed - Verify proper oil levels for the transformer tank, bushing and on load tap changer. - Verify radiator valves and buchholz pipe are open. - Check the top of the tank and verify no loose objects. - Verify initial on-load tap setting is at nominal position with temporary power supply. - Verify 400V AC and 220V DC control circuits have been checked out and they are functional. - Perform pre-energizing checks in accordance with field test plan and procedure. - If permanent HVAC, Lighting, Fire Fighting / Alarm systems are not available, temporary

solutions will be applied.

 2) Isolated phase busducts

- Check 15.75kV isolated phase bus ducts as outlined in the manufacturer's erection instruction - Verify the proper operation of the pressurization system with air pressure for IPB - Check firm connections between IPB and Generator step-up transformer, Unit aux. transformer

and Generator circuit breaker (GCB). - Check the contact and the tightness of earth connectors on framework and short circuit sheets. - Check and verify open position and lock out of incoming circuit breaker of 6 kV switchgear.

 

 3) Generator circuit breaker

- Check test result of LA, Capacitor, ES and PT for GCB - Check and verify open position of ES Q10 at GSUT side - Check and verify open position of the CB Q2 and DS Q1 of GCB with LOTO - Check and verify close position of ES Q20 at Generator side - Check the contact and the tightness of earth connectors of framework.

 

 4) 6KV Switchgear

- Check and verify open position of ES Q10 of Incomer - Check and verify open position of ES Q10 of busbar

 6.2.3 Initial energizing of GSUT and UAT

- Verify open position of incoming CB of 6 kV switchgear again - Open ES Q8 of outgoing feeder of 132KV AIS - Open ES Q52 of outgoing feeder of 132KV AIS - Close DS Q1 of outgoing feeder of 132KV AIS - Close ES Q9 of outgoing feeder of 132KV AIS - Close CB Q0 of outgoing feeder of 132KV AIS - Check the voltage and phase rotation of 132KV at metering panel - Check status of the transformer energizing and record the result - Check all protection relay status - Perform AVR and on load tap changer test at local - Keep energizing minimum 12hrs with monitoring temperature and voltage

 

 6.3 TEST AND ENERGIZING OF 6kV SWITCHGEAR

 6.3.1 Reference Drawing

 6.3.2 Prerequisites

- Perform inspections and tests as outlined in manufacturer's field test plan and procedure. - Perform functional tests of the breaker control circuits to verity proper operation of the

switchgear protection circuitry - Verify proper operation of the incoming breaker and switchgear bus earthing switch and

interlocks - Verify the control switch operation to open and close all breakers - Check the contact and the tightness of earth connectors on framework.

 

 6.3.3 Initial energizing 6kV switchgear

- Check and verify the open position of incoming breaker of 6 kV switchgear - Check and verify the open position of all feeder breakers to station service transformer - Check and verify the open position of all outgoing breakers (except station service TR) with

LOTO - Verity the open position of switchgear bus earthing switch - Check correct connection of 6kV power from Transformers. - Energize 6 kV switchgear by closing the incomer breaker at local - Verity the voltage and phase rotation of 6kV switchgear and record the result on the checklist

- Verify that the transformer factory test data is available for review - Perform pre-energizing checks as per the field test plan and procedure - Perform any additional requirements specified in the manufacturer's instruction manual - Verify transformer is grounded properly

 

 2) 6KV Switchgear

- Verity the control switch operates to open and close all breakers. - Perform inspections and pre-energizing tests of the 6KV switchgears as per manufacturer's

field test plan and procedure. - Verify outgoing feeder ES open

 

 3) 400V Switchgear

- Verify incoming CB open - Verify all outgoing feeder breakers open

 

 6.4.3 Initial energizing Station service transformers

- Close outgoing feeder breaker of 6KV switchgear at local - Check status of TR - Check temperature of transformer - Check voltage and phase rotation at 400V switchgear

 

 6.5 TEST AND ENERGIZING OF 400V SWITCHGEAR

 1) 400V Switchgear

- Check outgoing feeder breaker open 2) MCC

- Check incoming breaker open - Check all outgoing feeder breakers open and LOTO - Perform inspections and pre-energizing tests of the 400V MCCs as per manufacturer's field

test plan and procedure

 6.6.3 Initial energizing of MCC

- Close 400V switchgear outgoing feeder at local - Close MCC incoming breaker at local - Check voltage and phase rotation

 

 Establish 220 DC system with permanent configuration. - Remove 400V AC temporary power on the battery chargers, and supply permanent power to

the battery chargers from 400V essential switchgear - Checkout 230V UPS System and place in service - Remove 400V AC temporary power on the bypass unit, and supply permanent power from

400V essential power switchgear. - Verify the manual bypass switch in the bypass unit to supply the permanent power. - Energize inverters as per the operation and maintenance manual. - Check the difference between the inverter voltage and bypass voltage. - Line up the manual bypass switch for the normal service position (Inverter unit). - Energize AC static Safe AC 230V System switchboard through the Inverter and the static

transfer switch. - Close the disconnect switch for the bypass unit connection
