Definisi E-Government
“government-owned or operated systems of information
and communications technologies (ICTs) that transform
relations with citizens, the private sector and/or other
government agencies so as to promote citizen empowerment,
improve service delivery, strengthen accountability, increase
transparency, or improve government efficiency” [1]
Tujuan dari E-Government [World Bank]
• Pelayanan yang lebih baik pada masyarakat
• Peningkatan pelayanan pada dunia bisnis
• Transparansi dan anti korupsi
• Pemberdayaan melalui informasi
• Efisiensi pemerintahan (contoh: pengadaan barang)
Penerapan E-Government
• Penggunaan ICT untuk memberikan layanan yang lebih cepat dan berbiaya terjangkau
• Menghubungkan agensi/departmen/dinas dan berbagi informasi
• electronic polling and voting.

Kepemilikan seluler naik 54% di 2010 dari 20% di 2005, penggunaan landlines berkurang dari 25% to 11% pada waktu yang sama.
• Pelanggan seluler melewati 185 juta pada Oktober 2010.
• Diperkirakan mencapai 246.1 juta pada akhir 2011, penetrasi 97.8%.
• Pengguna semakin muda
