FY11-13 funding ($3.358 million) is significantly short; hence, this request for an additional $6.588 million for repairs/upgrades of Kitoi Bay Hatchery. Project funding will provide: - Planning, management, engineering and architectural plans, permitting, contracting, and site preparation. - Major infrastructure repairs/upgrades to the Kitoi Hatchery dam, bridge, dock, bulk fuel storage and distribution, power generation and distribution, and wastewater treatment systems. - Replace failing pipes and reconfigure hatchery water systems for efficiency and future needs. - Major repairs/upgrades of 4 hatchery buildings, 7 support/storage buildings, and 5 residential buildings to fix interior and exterior structural deficiencies, power and heating systems, energy efficiency, employee safety. - Replace pink salmon incubation building to expand and increase pink salmon production; - Replace 2 structurally deficient buildings to increase sockeye salmon production and increase space for maintenance/mechanics shop, storage, administrative offices and visitor services/educational center. - Replace aged, failing heating systems, transport equipment, incubators, raceways and net pens. KitoiisoneoftheoldesthatcheriesstilloperatinginAlaska.Theoriginalstructurewasbuiltin1954asasockeyesalmonresearchstation.Itwasdestroyedintheearthquakeandtidalwaveof1964,andrebuiltin1965.ItisnowoneofthelargestpinksalmonhatcheriesinAlaska.Itproducesreturnsofabout7millionpinksalmon,200,000chumsalmon,160,000cohosalmon,and50,000sockeyesalmoneachyear.

BigKitoiDamTheconcretedamis12”thickandapproximately40’wide.Thewaterlevelwas27”belowthetopofthedam.Themainportionofthedamdidnothaveanyobvioussignsofdeteriorationorinstability.Thespillwaywallshaveextensivecracksanditwasreportedthatthebackofthespillwayhadsubsidedrecently.Thedamwasinspectedin2008andfoundingoodcondition.ReportwassenttoandreviewedbyADNRDamSafetyEngineerCharlesCobb.

BigKitoiCreekBridgeThe8’widex30’longbridgeconsistsofthebottomofashippingstoragecontainer.Thereisanintermediatesupportcolumnwithanunknownfoundation.Thesteelframinghassignificantcorrosion,andinsomecaseshascompletelycorrodedthrough.ThebridgeisonlysupposedtobeusedbyATV’s,butduetothesignificantcorrosionthebridgeshouldbedemolishedandreplaced.

CivilThewatersupplysystemconsistsoftwo14‐inchsteelpipelinesfromBigKitoiLaketothehatchery.Theshallowwaterintakewithdrawswaterunderanupward‐actingslidegateattheoutletdam.Therearetwodeepintakes,bothusedsimultaneously.Mostareasreciveamixofshallowanddeepwater,exceptthepinkincubatorswhichreceiveallshallowwater.Theintakeshavenotbeeninspectedrecently,buttheoperatinginstructionsatthehatcheryindicatethatoneintakeis50feetdeepapproximately1500feetfromthedamandtheotheris75feetdeepapproximately2400feetfromthedam.

Tomeetcurrentproductiongoals,waterusevariesthroughouttheyearwithshallowwaterusedforsomeprogramsanddeepwaterforothers.Temperatureistheprimaryfactorindeterminingwhichpipelineisusedforwhichprogram.

Thewatersupplyhasintermittentperiodsofhighturbidityandthefiltrationisusedatthehatcherytoremoveparticulates.In‐linepressurefiltersareusedthroughouttheincubationroomsandadrumfilterisusedfortheoutsideraceways.

ThereisalsoIHNVinthelakewaterandwaterforboththesockeyeandchumprogramsisdisinfectedwithUVsystems.

Theoperatorshaveexperiencedperiodsoflowlevelgassupersaturationwhicharetreatedwithascreendeckatthechumincubationheadboxandwithdegassingcolumnsatthesockeyeandcohoraceways.Thereisalsoagasstabilizationtoweratthelakethroughwhichthedeepwaterintakesarepiped.Thecohosilosoffersufficientdepthtoallowfishtoavoidsupersaturatedconditions.

SitePiping:Processwaterdistributionpipinghasbeenmodifiednumeroustimesoverthelifeofthehatchery.Muchoftheprimarysupplypipeisexposed,largediameterPVC.Theoperatorshaveexperiencedbreaksandotherdamagetothepipeasithasaged.Inafewlocations,PVChasbeenreplacedwithHDPEwhichismoredurableandratedforoperatingatlowertemperatures.

Becauseofthenumerousmodificationstothesystem,itisalsorelativelycomplexandnoteasilyunderstoodwithouttrainingorexperience.Replacementofagingpipecouldalsoincludesimplificationofthesystemwherefeasibleandclearidentificationofdifferenttypesofpipesandvalves.

IncubationSystem:FourspeciesofsalmonareproducedatKitoi.Thefacilityispermittedtoincubate215millionpinksalmon,28millionchumsalmon,600,000sockeyesalmonand2.3millioncohosalmon.Thecurrentcapacityislowerthanthis,mainlyinpinksalmonincubationofapproximately185million,buttheoperatorisdevelopingplanstoincreaseproductiontopermittedlevels.

ChumsalmonareincubatedmainlyinNOPADincubatorswithasmallportioninKitoiboxes.Pinksalmon,cohoandsockeyeareallincubatedinKitoiboxes.

MostPinkincubationisconfiguredinsinglepassKitoiboxincubators.Waterissuppliedbyapressurized,closedpipesystem.Thewaterdistributionandfiltrationsystemrequiresapproximately7psiofincomingpressureattheupperlevelofthepinkincubationrooms.Pinkincubationusesmainlyshallowwaterinthefallandwinterandthereislittleornoexcesspressureavailablewhentheshallowwatersystemisflowingatitscapacity.

RearingSystem:Pinkandchumfryaremoveddirectlytosaltwaternetpensfromtheincubationrooms.Cohoandsockeyearerearedinracewaysandsiloson‐site.Sockeyearerearedin(14)aluminumracewaysandcohoarerearedin(4)aluminumracewaysand(4)FRPsilos.

HatcheryWastewater:IncubationdrainwaterisdischargedtotheintertidalsegmentofBigKitoiCreek.Theincubationwaterisgenerallyofrelativelyhighqualitywithlowsolidslevels.Incubatordrainwatercanalsobedischargedtothenetpencomplexwhenfryarebeingtransferredandwhenfreshwaterisrequiredatthenetpens.

CohoracewayandsilodrainwaterisalsodischargedtotheintertidalsegmentofBigKitoiCreek.Sockeyeracewaydrainwaterisdischargedtosaltwaterontheeastsideofthesitenearthefloatplaneandbargelandingramp.Racewaycleaningwaterismixedwiththecontinuousracewayeffluent.

TherewerenoNPDESorotherdischargepermitsavailableatthehatchery.ConsultationwithAlaskaDECisnecessarytodeterminecurrentandanticipatedrequirementsforhatcherydischarges.

DomesticWaterandWastewater:Domesticwateristakenfromthemainhatcherywatersupply,disinfectedwithaseparatesmallUVsystemandtwostageparticlefilteranddistributedtothehousing.

DomesticwastewateristreatedbyfiveindependentsystemsthatcombineintooneoutfalltoKitoiBay.Eachhousehasapackagetreatmentplantwithsettlingandaerationchambers.Thedomesticwastefromthehatcherybuildingandbunkhousecombineintooneoneseptictanknearthebargelanding.DuringtheAugust2011visit,someodorwasobservednearthehousingunitswhentheaeratormotorscycleon.Therewerenotobviousodorsorothersignsoffailureatthehatchery/bunkhousesystem,buttheoperatorwaspreparingforapumpingofthehatchery/bunkhouseseptictank.

ComplianceofthesesystemswithcurrentregulationsshouldbeverifiedwithAlaskaDEC.

ElectricalTheKitoiHatcheryispoweredfromasinglepowerplantwiththreedieselfiredenginedrivengenerators.Twogeneratorsareratedfor90KWloads,andthethirdisratedfora76KWmaximumload.Allproducetheirpowerat480Y/277volts,threephase.Atthetimeofthisplantassessment,theloadsrangedaround35KW,totalwithapproximately22KWfedtothehatchery.Generatorno.1hadbeenoperatedapproximately3,500hours,no.2hadbeenoperatedapproximately15,250hours,andno.3hadbeenoperatedapproximately6,100hoursatthetimeofthissurvey.Reportedly,generatorno.1experiencedproblemsforquitesometimeuntilresolutionwasdetermined,returningittoservice.Thisexplainstheinequityofusebetweenthetwo90KWunits.

Thegeneratorsetsareinfairconditionandwillneedreplacementoramajorrebuildinapproximatelyfiveyears.

Theenginesarewatercooledwithanintegratedsystemofheatexchangersandradiators.Thesysteminvolvestwoaircooledradiatorsmountedontheskidssupportinggeneratorsetnos.2&3,andtwotubeheatexchangersmountedtotheexteriorofthebuilding.Thethreecomponentsareintegratedintoasingleloopwiththeengines.Theheatexchangerextractsasmuchheataspossiblefromtheloopforthebunkhouseandoldhatcherybuildingwiththeexcessheatreleasedtotheairfromtheradiators.Theradiatorsexpeltheheatedairintoalargeboxontheexteriorofthepowerplant.Thecoolingsystemisinfairconditionwithsomeneedfornewpipinginsulationnearthepowerplant.Manyofthecomponentswillneedreplacementormajoroverhaulwithinthenextfiveyears.Theboxovertheradiatorexhaustairexitservesapurposeofreducingsnowaccumulationonthefueltanksinthewinter,howeveritalsoreducestheradiatorcoolingcapacityinthesummer.Thisenclosureisinpoorconditionandanewschemeshouldbedevelopedwithconsiderationforsimilarresults,butallowingforbettercoolinginthesummer.

Thefuelfortheenginesisfedfromanabovegroundtankbehindthepowerplantwithsteelpipemanifoldinsidethebuilding.

Thegeneratorsfeeddirectlyintoaswitchboardinsidethepowerplant.Theswitchboardcontainsallcircuitprotectionforthegenerators,generatorcontrols,parallelingcontrols,andtwomaindistributioncircuitbreakers.Onedistributioncircuitbreaker(200ampere)feedsthehatchery,andtheother(100ampere)feedsthebunkhouseandhousing.Thecircuitbreakersforthegeneratorsaremotorcontrolled.

Thecontrolsarecomprisedofprogrammablelogiccontrollers(PLC’s)fortheengine‐generatoroperations,statusconditions,andalarms.Additionally,theymonitortheelectricalconditionsviasolidstateprotectiverelaysandsecurethesystemappropriatelyforfaultconditions.Theyalsofacilitateparallelingoperationsallowingswitchingofthegeneratorsandtwogeneratorstooperatetogethertopowerthehatchery.ThePLCandaccessoriesisoutdatedandinpoorcondition.SomeofitsfunctionsarenolongerusedduetonewergeneratorsandmotorsnotbeingcompatiblewiththeoldPLCsystem.Althoughthiscontrolsystemwaswelldevisedwhenitwasfabricated,itiscomplexanddifficulttomaintaininaremotelocation.

Alongwithreplacingthegeneratorswithinfiveyears,theswitchboardshouldbereplacedwithoneusingmoderncomponents.However,attentionmustbemadetoselectasimplercontrolsystemwithfewercomponents.Suchsystemsareavailabletoday.

Thepowerplantearthgroundsystemisburiedandcannotbeevaluatedfully.Withanymajorwork,thesystemshouldbetestedandupgradedaccordingly.

Consideringtheneedtomaintainoperationofthepowerplantallofthetime,replacementoftheswitchgearrequiresaspecialstrategytoensurecontinuedoperationofthesystem.Thismightinvolveconstructionofanewpowerplant,anddemolitionoftheoldoneuponcommissioningofthenew.Thedesignofanewpowerplantshouldincludeacarefulevaluationoftheloadstoallowthegeneratorstobesizedforoptimaloperationandeconomicalfuelconsumption.Theefforttoconfigureanewpowerplantmightalsoincludeanevaluationofincorporatingahydro‐turbinegenerator.

PowerDistribution:Twoprimaryfeedersissuefromthepowerplantswitchgearasnotedabove.The100amperefeederforthehousingandbunkhouseiscircuitedtoamaindistributionpanellocatedinthepowerplant.Thispanelalsoservespowertotheradiatorfans,theegg‐takeconveyorhydraulicpump,andthepowerplantbranchcircuitpanel.Thehousingisfedseparatelyfromthefeederforthebunkhouse.Boththehousingandthebunkhousecircuitsarefedundergroundwithsingleconductorsinasystemofconduitsandvaults.Thecircuitsinsidethepowerplantareallsingleconductorsinconduit.Thecircuitsexitingfromthemaindistributionpanelappeartobeinfairtogoodconditionwithtenyears,ormore,ofserviceliferemaining(theexceptionmaybetheundergroundconduitwhichisdifficulttodiscern).

Thebranchcircuitpanelinthepowerplantprimarilysupportscircuitstothepowerplantancillaryequipment,butitalsosupportsfeederstotheeggtakebuildingandstorageshed.Thispanelisfedfromthemaindistributionpanelviaa15KVAstepdowntransformerwithanoperatingvoltageof208Y/120,threephase.Thetransformerisinmoderatelygoodconditionandthepanelisinfaircondition.Thecircuitbreakersshouldbereplacedinthepanelinthenextfiveyears.

Thefeederandpanelintheeggtakebuildingarenewandingoodcondition.

Thefeedertothebunkhouseentersadisconnectontheexteriorofthebuilding,andthenastepdowntransformerinthecrawlspace.Thedisconnectisinpoorconditionandshouldbereplacedwiththebunkhouseremodel.Thetransformerisingoodcondition,althoughitisclosetothefloorjoistsandshouldberepositionedtoallowbetterclearance.Thetransformerfeedsasinglebranchcircuitpanelinsidethebunkhouse.Thisbranchcircuitpanelisinpoorconditionandwillbereplacedwiththebunkhouserenovation.

Thefeedertothehousingunitsistappedinundergroundvaultswithsubfeedersroutedtoeachdwelling.Atthedwellings,thecircuitisroutedthroughadisconnectandstepdowntransformerstoyield120‐240voltpower.Meterswithsecondarymaincircuitbreakersmonitorandprotectthefeederintothepanelinsidethedwelling.Thedisconnects,transformers,andmeter/mainsontheoriginalthreedwellingsareinfairconditionandwillrequirereplacementinthenextfivetotenyears.Theequipmentattheduplexisnew.

Thesecondfeederfromtheswitchgearisdirectedtothehatcheryassingleconductorsinburiedconduit.Thisfeedersupportsamaindistributionpanelintheelectricalroom.Themaindistributionpanelfeedsthreeultraviolet(UV)units,aplasmacutterreceptacle,andabranchcircuitpanelviaa45KVAstepdowntransformer.Thispanelisinfairconditionwithsomenewercircuitbreakers,alongwithsomeoldones.Theoldercircuitbreakersshouldbereplacedwithinthenextfiveyears.

Thestepdowntransformeriscircuitedtoa208Y/120voltmaindistributionpanel,alsoinsidetheelectricalroominthehatchery.Thispanelsupportsfeederstobranchcircuitpanelsintheoriginalandnewhatchery,aswellasasmallmaindistributionpanelintheHangerDockbuilding.Thispanelwasoriginallyconfiguredfora120‐240delta,threephaseconfiguration.Anunconventionalneutralbushasbeenaddedtoconvertittosupportawyeconfiguredsystem.Althoughthepanelisingoodcondition,itdoesnotcomplywiththeNationalElectricalCode(NEC).Thispanelshouldbereplacedwithintwoyears.Note:thefeedertothenewhatcherybranchcircuitpanelisundersizedfortheprovidedcircuitprotectionandshouldbecorrected.

ThemaindistributionpanelintheHangerDockbuildingsupportsfeederstobranchcircuitpanelsintheHanger,intheNetShed,andintheBarn.Thispanelandfeedersareingoodcondition.Thebranchcircuitpanel(loadcenter)intheBarnisnewandingoodcondition.Thepanelinthenetshedisausedpanelinfaircondition.

FuelStorage:Fueloilisusedtoheatthehatcherybuilding,bunkhouseandresidences,andtocontinuouslyoperatethepowersupplygenerators.Fuelissuppliedtothesiteandstoredin(1)20,000‐galself‐containeddikedtanklocatedbetweenthedockandthehatcherybuilding.Fueloilispresentlysuppliedbybargein55‐galdrumsandpumpedtothemainstoragetankwithadrumpump.Usingamostlyanabove‐groundrigidpipingsystem,fuelismanuallypumpedto(2)2,500‐galself‐containeddikedtanksatthegeneratorbuilding,(4)300‐galtanksateachoffourresidences,(1)300‐galtankatthebunkhouseand(1)300‐galtankadjacenttohatcherymechanicalroom.The300‐galtanksaremountedonprecastconcreteleakandspillcontainmentstructures.Duringpumpingoperations,thehatcherycrewstationspersonnelateachtankbeingfilledandthepumpoperatorandthetankmonitorscommunicatebyradio.

Thepipingsystemisvisibleinmostlocations.Whereitgoesundergroundintwolocationstocrossvehicleaccessroutes,thehatcheryoperatorhasinstalledPVCcontainmentpipesleeves.Anundergroundsegmentalsoexistsalongtheroadtothegeneratorbuilding,withnocontainmentsleevesonthepiping.Noleakdetectionsystemwasobserved.Inmostlocationsthepipingisonthegroundsurfaceandnotprotectedfromphysicaldamage.Therewasnoevidenceofrecentspillsorleaks,althoughsomepipejointsdidappeartobemoistwithaslightodoroffueloil.

Thesaltwatersystemusedfordiseasecontrolduringincubationissuppliedbyadiesel‐drivenpumpwithamanually‐filleddaytank.Thedaytankappearstobeacustom‐made,aluminum,single‐walltankwithacapacityofapproximately100gallons.Ahoseanddispenserisusedtopumpfromthemaintankpumproomtothedaytank,adistanceofabout100feet.Thereisnooverfillorspillcontainmentatthedaytankandtheenginefuellinesremovefuelfromthebottomofthetankratherthantop.Anybreaksinthefuellinewouldresultindrainingtheentiretank.Theredoesnotappeartobeaventonthetankwhichcouldaffectengineoperation.

Gasolineisstoredina500‐galdoublewalltankanddispensedbyelectricpumptosmallcontainers.Thetankisfilledbypumpingfrom55‐galdrumsbroughttothesitebybarge.Thereisaspillcontainmentsumpatthetank.

Mostoccupiedbuildingsatthesiteareheatedbyoil‐firedboilers,withtheexceptionoftheincubationbuildingwhichhasonlyelectricwallfansforventilation,andthebarnwhichusesawasteoilfurnace‐forcedair.

DomesticWaterandWastewater:DomesticwateristakenfromabranchoffthehatcherywatersupplyandtreatedwithUV.Domesticsewagefromthehatcherybuildingandfromthebunkhouseispipedtoa3,000gallonseptictankwithapretreatmentcell.Eachresidencehasitsownseptictankwithapretreatmentcell.SeptictankeffluentispipedundergroundtoadischargepointinKitoiBayatadepthofapproximately40feet.Conditionisratedasfair,thoughcodecompliancereviewandupgradesarerecommended.

BUILDINGS:ElectricalPowerGenerationBuilding:Thegeneratorbuildingexteriorenvelopeisinpoorcondition.Theoriginalmetalroofingfailedandexposedfastenermetalroofwasinstalledoveritasastopgapmeasure.Itwasnotdesignatedforwinduplift,lacksflashing,insulationorventilationmeasures.Windowsanddoorsareallbadlydeteriorated.Combustionairintakeandexhaustareinpoorshape,heavilycorrodedandlackingweatherintegrity.Thewallsidingisadualskinmetalsidingwithapproximately1.5”offiberglassinsulationbetweenthepaintedmetalpanels.Itiscorrodedthroughinplaces,lacksweatherintegrityandhasaverypoorprognosis.Thepanelsdostillappeartohavesufficientstructuralintegritytoserveasabackingforreplacementpanels.

Aplywoodplenumwasconstructedthatdirectsradiatorexhaustheattoadjacentfueloiltanks.Thishelpsraisefueltemperaturesothatitdoesnotgelinthewinter.Thesystemshouldbeinvestigatedtoensurethatitdoesnotadverselyaffecttheflowofexhaustairfromthegenerators.Roofingandsidingcouldbereplacedalongwithdoors,windows,louvers,andotherexteriorenvelopeelementsifitisdecidedtoretaintheprimaryequipmentinsidethebuilding(generators,switchgears,etc.)However,ifitisdeterminedtoreplacetheprimarygenerationequipmenttheexistingbuildingcouldbereplacedwithanewgenerationbuildinginstalledonthesitewhiletheexistingplantremainsinoperation.Demolitionoftheexistingbuildingcouldtakeplaceafterthenewbuildingisbroughtonline.Itislikelysomesiteclearing,includingexcavationofadjacentuplandsslopewouldberequiredtoaccomplishalevelsiteonwhichtobuildanewgenerationbuilding.

Electrical:Thepowerplantiscircuitedprimarilywithsingleconductorsinelectricalmetallictubing(EMT)withsomeuseofflexibleconduitattransitionsfromstationarysurfacestoequipment.Thecircuitsareinfairconditionwithmorethanfiveyearsofserviceliferemaining.Withfutureremodelstothespace,inactivecircuitsshouldberemoved.Therearefewreceptacles,andallareinfaircondition.Thelightingisaccomplishedwithindustrialtypefluorescentlampedstripfixturesmountedtotheceiling.Manuallyoperatedwallswitchescontroltheiroperation.Theexteriorisilluminatedwithanold“barnyard”typefixturemountedtoapipeadjacenttothebuilding.Allofthelightingisinpoorconditionandshouldbereplacedwiththenextrenovationorreplacementofthepowerplant.

BunkhouseThedeficienciesofthebunkhousehavebeenadequatelycoveredinpriorreports,includingbidreadyconstructiondocumentsandbidsforconstructionthatestablishavalueforthework.Theworkmayproceedassoonasfundingpermits.Thestructurewasnotinspectedasarenovationandadditiontothestructurehavealreadybeendesigned.

Bunkhouse 

Electrical:ThebunkhouseiscircuitedwithTypeNMorUSEcables,whichareingoodcondition.Receptaclesareadequatelyscatteredthroughthebuildinginmostspaceswithsomeminorexceptions.Theyareinfaircondition,butshouldbereplacedsoon.Thelightingincludesbothfluorescentandincandescentfixtures,infaircondition.Thecircuitsshouldberetainedandsupplementedwiththeprojectcurrentlyplanned.Twoorthreecircuitsmighthavetobereplacedduetothegroundwirebeingcut,iftheycannotbeextendedtothenewpanel.

MainHatcheryBuilding:General:ThebuildingisanAmcopre‐engineeredmetalbuilding,60’x93’.Roofingisa24gagemetalroofingwithexposedfastenersinstalleddirectlytoZeeshapedpurlins.Roofinsulationconsistsofsprayappliedpolyurethaneapproximately1.5inchesthick,with½”cementitioussprayfireproofing,appliedtotheundersideofmetalroofing,purlins,andotherroofmountedelements.EstimatedtobeR‐8,thesprayinsulationappearstobeeffectiveinpreventingroofcondensationasiteffectivelypreventsthroughconductanceatsteelsurfaces.Wallsare24gagesteelsandwichpanels,smoothfacedontheinteriorsideandcorrugatedontheoutsidesothatthepanelthickness

Slope behind hatchery building 

Roof:Metalroofingwaspaintedapproximately2yearsagoinefforttostretchtheusefullifeoftheassembly.Staffstatesthattheroofwasheavilycorrodedpriortothepaintbeingapplied.Corrosionisevidentunderthepaint,especiallyatpaneledges.Thepaintwasastopgapmeasure‐theroofispastitsusefullifeandshouldbereplaced.Theexistingroofingcanremaininplaceandanewmetalroofinstalledontopofit.Insulationcanbeplacedinthevoidspacebetweenexistingandnewroofpanelsasaninexpensivewaytoraisethethermalperformanceoftheroof.Sprayfireproofinghasbecomedislodgedfromtheurethanefoamadhesiveinanumberofplaces.Trowelonfireproofingpatchmaterialshouldbeappliedatallareaswheretheurethaneisexposed.

Canopy:acanopywasinstalledatsomepointinthepastonthenorthsideofthebuildingapproximatelyinalignmentwiththemetalroofofthehatchery.Thecanopywasasitedesignedandbuiltresponsetoaseriousoperationalchallengeandprotectswalkways,doorways,processpiping,fueltank,fueldistributionfromslidingsnowandweather.Itisalightwoodstructureofindeterminatestructuralcapabilityandhasnofoundations.Thecanopyisimportanttothemaintenanceandoperationstakingplaceinthebuilding,butappearstobeatemporarysolutionandisconsideredaliability.Itshouldbereplacedwithagalvanizedsteelcanopystructureshelteringapproximatelythesamegeneralarea.

Floors:Concretefloorswereoncesealedandpaintedovertimethefinishcoatingshavefailed,leavingfissuresandbubbledsurfacesthattrapdebrisandarevirtuallyimpossibletoclean.Fibrousexpansionjointmaterialoriginallyplacedatcertainslabjointshaslargelydisappearedleavinggapsintheflooropentothesubgradebelow.Duringcleaningactivitiesdebrisladenwaterseepsdownintothese½”gaps.Itissuggestedthattheconcretefloorsurfacesbescrabbledtoremoveexistingcoatingsandlooseconcrete,followedbypowerwashingusinghightemperaturepressurewashingequipment.Onceanacceptablesurfaceisachieved,slabtoppingcouldbeapplied,followedbysealerand/orepoxytypecoating.Aspartofthiswork,permanentbootrinse/sterilizingbasinscanbeformedatdoorwaystoeliminatethelooseplasticbasinspresentlyused.

IndividualAreas:Officeareas:CaseworkfurnitureandotherFFEitemsinthisareaarepasttheirusefullifeandshouldbereplaced.MostofthecircuitsinthisareaofthehatcheryarecomposedofsingleconductorsinEMT.ThereissomeNMcableformorerecentlyinstalledequipment.Thecontrolcircuitsutilizeopencablesthatareinpoorconditionandshouldbereplaced.Althoughconveniencereceptaclesarescatteredthroughmostoftherooms,manykeylocationsarewithoutsuchasevidencedbythenumberofextensioncordsroutedaroundroomsandplugstrips.Thesystemofreceptaclesandcorrespondingcircuitsisinpoorcondition.ThelightingincludeslinearfixtureswithT12lampsandwraparoundacryliclensesmountedtotheceilingsurface(someofthelensesaremissingorbroken.Somesmallareasareilluminatedwithopenincandescentlamps.Alllightingiscontrolledwithmanuallyoperatedwallswitches.Thelightingisinpoorcondition.

BreakRoom:Breakroomispresentlyusedforavarietyofpurposes‐asaworkroom,smallenginestorageandelectronicrepair.Theconflictingusescreateconditionsdifficulttomanage.Itissuggestedthatthespacesbere‐programmedtosubdividethespacesandcreateamoredefinedbreakroom,possiblywithitsownentranceanddivestingarea.Onewaytoaccomplishthiswouldbetoconverttheadjacent,sockeyeincubationroomintoaworkroom.Breakroomfurnishingsarepasttheirusefullifeareunsanitaryandshouldbereplaced.Itissuggestedthatplumbingbeprovidedinthebreakroomforahandwashsink.

HatcheryArea:Thehatcheryareaisawetareatakenupwiththevarioustypesoffishincubatortanksandrelatedprocesswatersystems.Surfacesinthisareaarewetmostofthetimeandsubjecttocorrosion.Existingsteelshouldbepreppedandre‐painted,includingtheprimarysteelframes.Theexisting,exteriorlowerwallsshouldbedisassembledandsaturatedinsulationandwetsubstratematerialsremoved.Floorsandwallsshouldberepairedasdescribedelsewhere.Asdiscussedpreviously,considerationshouldbemadetoreconfigurecirculationanddoorlocationswithinthebuildingwhileotherworkisbeingaccomplishedtoreducetheamountofthroughtrafficthatoccursinthisbuildingtoreducethepotentialforcrosscontamination.

Thereisatimberframedcoveredshelteronthesideofthestructurethatisofquestionableconstruction.Theredoesnotappeartobealateralloadrestingsystem.Therealsoarenotanyconnectionsbetweenthetimberpostsandtheconcretefootings,andtwoofthepostshaveverylittlebearingonthefootings.Thesheltershouldeitherbedemolishedorupgraded.

Cooler:Roofinghasreachedendofusefullifeandisrustingthrough.Therefrigeratordoorwaynolongersecure,allowsheattoentercoolerarea.Thelatchisnolongerfunctional,andcouldleadtoapersonbeingtrappedinside.Therefrigerationequipmentdoesmaintainfreezingconditions,butcannotbeconsideredreliableoverthedurationofthisreport.Thecoolerisusedforlongtermstorageoffishfood,andwhileshortshutdownsarenotcritical,theexistinginstallationisnotservingitsoriginalpurpose.Itislocateddirectlyagainsttheslope,withdebris,vegetationandsedimentbuildingupagainstthenorthsideofthecooler.Itissuggestedthatthecoolerbereplaced.Onepossibleconfigurationwouldbetolocateanewcoolerunderthereplacementcanopysothatitisnolongerexposedtotheelements.

Structural:Thecreosotetreatedtimberdockisapproximately16’longby105’widewithanadditional16’longby45’wideextensionontheback.Thedockisframedwith4x12decking,andissupportedby7”x16”stringers,12”x12”pilecaps,and12”diameterpiles.Thedeckingofthemaindockisfairlynew,butthedeckinginthebackextensionneedstobereplaced.Thebullrailwasalsorecentlyreplaced.Thestringersandpilecapsappeartobeingoodcondition.

Thepileswerebrieflyinspected,althoughthebasesofseveralofthepileswerenotaccessibleduetothetide.Acoupleofthepileshavesoftspotsnearthebase,andallfiveofthefenderpilesneedtobereplaced.Thetimberbackwallhascollapsedunderalargeportionofthedock.Steelsheetpileshavebeeninstalledtopreventfurthererosion.

AthoroughinspectionandanalysisofthedockshouldbeperformedbyaprofessionalengineerlicensedintheStateofAlaskaduringlowtide.

AreaLighting:“Barnyard”typefixtureswithmercuryvaporlampsareinstalledonsteelpipesinseverallocationsilluminatingsomeofthepathwaysbetweenbuildings.Thesefixturesareinpoorconditionandshouldbereplacedsoon.Thelightingshouldbeevaluatedandrepositionedtobetterilluminatethepathwaysforsafety.Theilluminationmaybelimitedtolowlevels,buttheuniformityneedstobegreatlyimproved.FixturesutilizingLEDsourcesshouldbeconsideredforthebestenergyeconomy.Controlsincreasingtheilluminationlevelsfromlowtobrightwhenmotionissensedmaybeincluded.Thereplacementofthearealightingshouldalsoincludereplacementofallofthecircuitsutilizingnewundergroundcables.

CommunicationsSystem:ThecommunicationssystemconsistsofaGCIsupportedsatellitesystemusinga1.2meterdishantennafortelephoneandinternet.Thetelephonesystemconsistsofanetworkofinstrumentslocatedinthebunkhouse,residences,andthemainhatcherybuildingwithintercomcapabilitybetweenlocations.ThesystemwasmanufacturedbyComdialwithcapacityfortwooutsidelines.Theinternetsystemhaslimitedbandwidth,limitingcapacityandspeed.Thesystemisinfaircondition.

Thereislimitednetworkinfrastructurewithinthebuildings,andfrombuildingtobuilding.ThisshouldbeupgradedwithanewnetworksystemincludingsmallrackswithpatchpanelsandswitchessupportingEthernethorizontalcircuits,andafiberopticsystemintegratingthebuildingsandrackstogetherasabackbonestructure.Thissystemcanfacilitatebothinternetandimprovedfacilitycommunications.

AlarmSystem:Thealarmsystemutilizesanaddressablefirealarmpanelwithsupportfor72addressabledevices.Theequipmentisrelativelymodernwithcontinuedsupportforcomponentsandservice.Thesystemprimarilymonitorsracewayandheadboxwaterlevelswithdiscretedevices.Thesedevicesintegratetothesystemthroughaddressablemodulesallowingseveraldevicestocommunicatetothecontrolpanelthroughasinglecable.Thedevicesaremountedinjunctionboxesneartothefloatswitchesandmiscellaneousdiscretedevices.Theboxesaretoosmallforthedevicesandretainmoistureaffectingtheirperformance.Thissystemwillperformwellforthenexttenyearsormorewithupgradesasnoted.

1100  West  Ewing  Street  Seattle,  WA  98119    December  26,  2012    The  Honorable  Sean  Parnell  Governor  of  Alaska  P.O.  Box  110001    Juneau,  AK  99811-­‐001    Dear  Governor  Parnell:    I  am  writing  you  today  to  express  my  support  for  the  funding  of  Deferred  Maintenance  and  Upgrades  for  Kodiak  Regional  Aquaculture  Association’s  two  hatcheries.  The  funding  of  the  necessary  maintenance  and  upgrades  will  assist  the  hatchery  in  creating  a  more  stable  annual  production  of  Pink  Salmon  in  addition  to  increasing  production  by  30%.    

KRAA’s  hatcheries  are  dedicated  to  increasing  salmon  production  through  producing  salmon  juveniles.  The  Kitoi  Bay  Hatchery  is  one  of  the  oldest  State-­‐owned  hatcheries  operating  in  Alaska.  The  hatchery  operates  on  a  large  scale  with  a  great  deal  of  responsibility  in  the  community  but  its  structures  have  surpassed  their  intended  lifespan  decreasing  its  intended  ability.  The  Pillar  Creek  Hatchery  has  had  a  great  deal  of  success  as  well  but  the  hatchery  is  not  able  to  live  up  to  its  full  potential  due  to  deferred  equipment  upgrades  and  maintenance.  KRAA’s  salmon  enhancement  projects  at  these  hatcheries  contribute  approximately  $17million  to  the  state  on  an  annual  basis  and  with  your  support;  this  number  can  continue  to  grow.      

Ocean  Beauty  Seafoods  depends  on  organizations  like  KRAA.  The  hatcheries  increased  output  allows  Ocean  Beauty  to  employ  more  community  members  at  our  six  production  facilities  throughout  Alaska.  Currently,  we  employ  about  200  people  year  round  at  our  Kodiak  facility  and  we  would  like  to  see  this  number  grow.  This  goal  can  be  accomplished  through  a  higher  and  more  stable  annual  production  of  salmon.  

KRAA's  contribution  to  the  Kodiak  area  salmon  harvest  continues  to  expand.  Annually,  KRAA  has  provided  an  average  of  over  $5  million  increased  value  to  Kodiak's  commercial  fleet  and  more  than  7.5  million  adult  salmon  to  the  Kodiak  area.  These  contributions  can  increase  with  the  required  upgrades  and  positively  impact  Kodiak  with  increased  jobs  and  much  needed  economic  growth.  

A  large  amount  of  construction  and  equipment  upgrades  are  required  at  both  the  Kitoi  Bay  Hatchery  and  Pillar  Creek  Hatchery.  KRAA  is  grateful  for  past  assistance  received  from  the  State  of  Alaska,  yet  the  funds  have  not  met  the  needs  of  the  aging  hatcheries.  Your  support  of  this  budget  item  will  decrease  the  time  it  takes  to  see  quantitative  improvements  of  pink  production  at  Kitoi  as  well  as  increased  sockeye  and  coho  salmon  production  at  the  Pillar  Creek  Hatchery.  The  opportunity  to  accelerate  the  production
