The year 1984 is an important and historical milestone in the Pensioners movement of our Bank. A Federation of all circle Pensioners Associations was formed on 23.09.1984 with headquarters at New Delhi. It was inaugurated by Sh. B. Bhattacharya, the then Chief General Manager of Delhi Circle. Sh. S.D. Verma was elected as President. The Governing Body of the Federation consisted of President, 4 Vice Presidents (one each for North, East, West and South zones), a General Secretary, a Secretary, a Treasurer and 11 committee members. Byelaws were unanimously adopted and our Federation was registered at New Delhi on 29.08.1986 under the Societies Registration Act, 1960. Our Federation is now the largest organisation of the Pensioners in the Banking Sector with a membership of about 1,50,000 (one lac fifty thousand). It is one of the few organisations of senior citizens having members living in all parts of our country. Our Federation has its affiliates in all the fourteen circles of our Bank. Our Bank has since provided a structured forum for representing and resolving our grievances through periodical meetings. Our Federation, at this stage, is now in a position to address the problems of the pensioners and family pensioners of our bank in an effective manner and serve them in their ageing days. Editorial....

The year 1984 is an important and historical

milestone in the Pensioners movement of our

Bank. A Federation of al l circle Pensioners

Associations was formed on 23.09.1984 with

headquarters at New Delhi. It was inaugurated by

Sh. B. Bhattacharya, the then Chief General

Manager of Delhi Circle. Sh. S.D. Verma was

elected as President. The Governing Body of the

Federation consisted of President, 4 Vice

Presidents (one each for North, East, West and

South zones), a General Secretary, a Secretary,

a Treasurer and 11 committee members. Byelaws

were unanimously adopted and our Federation

was registered at New Delhi on 29.08.1986 under

the Societies Registration Act, 1960.

Our Federation is now the largest organisation of

the Pensioners in the Banking Sector with a

membership of about 1,50,000 (one lac fifty

thousand). It is one of the few organisations of senior

citizens having members living in all parts of our

country. Our Federation has its affiliates in all the

fourteen circles of our Bank. Our Bank has since

provided a structured forum for representing and

resolving our grievances through periodical

meetings. Our Federation, at this stage, is now in a

position to address the problems of the pensioners

and family pensioners of our bank in an effective

manner and serve them in their ageing days.

As our pension issues remains unresolved for many

years, after detailed discussions, a decision was

taken on 24.04.2010 in the Governing Body meeting

of the Federation held at Patna to file a Writ Petition

under article 32 of the Constitution seeking pension

at 50% of pay and the same was filed in the Supreme

Court on March, 2011, after ascertaining that our

Bank could not get the approval of the Govt. for the

revision of pension on 7th Bipartite pay scales even

on the 50%/40% formula unfortunately, when no final

judgement was pronounced by the Hon'ble

Supreme Court, the case was transferred to Delhi

High Court with a direction to adjudicate it within six

months though the legal process appear to have

been completed by both sides as on date

(1703.2017). The Writ Petition is still pending in the

High Court, Delhi mainly due to the delaying tactics

of the respondents.

Recently our Federation was able to achieve few

notable demands viz. one time financial package

for 80 years and above three years back and the

demand to make it permanent for this package on

every year for 80 years and above age pensioners

in the structured meeting with the Corporate Centre,

Subsidy of Rs.6000/- (Rupees six thousands only)

to the pensioner's who took policy "B" w.e.f.

15.01.2017 to 14.01.2018 and most notably the long

pending demand for 5th, 6th and 7th Bipartite

pensioners for 50%/40% of pension w.e.f. May, 2005.

Comrades, we assure you that from time to time we

are apprising the genuine demands of the

pensioners to our Federation leaders and they in

their turn apprises the same to the management at

Corporate Centre. Our Federation leaders are

putting their best efforts to mitigate the problems

being faced by the pensioners with the cooperation/

support of our all SBI Pensioner members throughout

the country. We are sure that our Federation may

achieve many more goals in the time to come as

our Federation under the banner of CBPRO has

already started discussions on a 100% D.A.

neutralisation, Family pension 30%, updation of

pension and the premium to be paid by the Bank

for medical treatment policies regarding our Writ

1875/13, mentioned above. The next date of hearing

is on 11.08.2017, for 50% of pension.

A.G.M. OF THE FEDERATION AT CHENNAI ON

25.03.2017 AND 26.03.2017

The captioned meetings were held at Chennai on

the said dates which was attended by the Governing

Body members and delegates from all the 14 circles.

Long discussions were held regarding Medical

Floater Scheme, progress regarding 5th, 6th and

7th Bipar tite retirees case and subsidy of

Rs.6000/- to be given to Policy "B" holders w.e.f.

15.01.2017 to 14.01.2018 with the efforts of the

Federation, subsidy of Rs.6000/- has since been

credited to the policy holder's accounts and

Government of India has also cleared its

recommendation for 5th, 6th & 7th Bipartite retirees.

Congratulations to the affected retirees. Mr. T.R.

Gupta, our General Secretary, presented his report

of Chandigarh Circle for the year 2016-17.

On 26.03.2017, Sh. D.T. Franco Rajendra Dev,

President AISBOF and General Secretary of

AIBOC, while addressing the participants at the

A.G.M., said that pension is a deferred wage for

services you have contributed and AISBOF &

AIBOC will fully support the cause of pensioners in

the time to come and assured that they will take up

the matter of 100% D.A. neutralisation, family pension

30% and updation of pension of the pensioners,

with IBA alongwith next wage revision for 11th

Bipartite settlement for the working staff. Our

Federation leaders highly appreciating the gesture

of Mr. Franco.

Please refer to Corporate Centre e-Circular No. CDO/P&HRD-PPFG/82/

2016-17 dated 06.01.2017 advising renewal of the Family Floater GroupMediclaim Policy (Policy-B) w.e.f. 16.01.2017 with certain modifications in

the scheme, for a further period of one year.

2. In order to provide easier option to those pensioners including familypensioners who receive low amount of pension, introduction of two new

plans with lower rates of premium in the present policy has been acceptedby the Insurance Co. :

The above plans will run simultaneously with other plans and will be available

prenegotiated rates across network hospitals);iii. Room rent / ICU rent restricted to 1% and 2% of sum insured respectively;

iv. Dental treatment – RCT not covered. “v. Cost of cataract surgery limitedto Rs. 25000/- only;

vi. Psychiatric & Psychosomatic Disorders not covered;vii. Robotic surgery not covered;

viii. Ambulance charges restricted to Rs. 1000/- per trip;ix. Transportation of mortal remains not covered

We also place a comparative chart between the scheme circulated on06.01.2017 and the present scheme in Annexure-I. The window for

enrolment for existing retirees would be open upto 30th June, 2017.

3. Subsidy :As the premium amount for the above two plans is very low, no subsidy

will be allowed to members enrolled under these two plans.4. All other terms and conditions will remain same as per e-Circular no.

Need for Scrutiny of Medical Claims

TYPE OF DEFICIENCY:

1. Details from attending doctor were notsubmitted such as his first

observation, provisional diagnosis.

2. Original Hospital Bills and OriginalPayment Receipts were not enclosed;

3. Breakup of bills was not given Details

of items charged by hospital (Theseare always required);

4. Stickers / invoices of implants/iol/

stents were not enclosed;

5. Original positive Investigation Reportswere not enclosed;

6. KYC Documents i.e. copy ofAadhaar

Card/PAN Card/Election Card/Passport was not enclosed;

7. NEFT details (Bank Account details

with IFSC Code of the Branch forElectronic Funds Transfer) one

cancelled cheque/photocopy of firstpage of Passbook is required for first

payment;

8. Age discrepancy - Mismatch betweenage in medicard and age mentioned

JALANDHAR UNIT

'Yoga', the need of the hour

Our Jalandhar Unit in their monthly meeting held

on 12.04.2017, invited Sh. Kamal Aggarwal, a 'Yoga'

perfectionist to throw light on how to make benefit

our of doing 'Yoga' in a right sphere. Sh. Aggarwal

has been organising 'Yoga' activities for the last 15

years in Jalandhar City. He explained to all the

members present in the meeting that 'Yoga' should

be performed as per the need of the individual

person depending upon the age and flexibility of

his body. Sh. Aggarwal also reiterated that certain

postures which are difficult to perform at an

advanced age should be avoided so that no

untoward thing happens. He gave tips on eating

healthy food and advised to avoid junk food, cold

drinks, alcohal etc. In this connection, he gave

many practical tips in order to keep oneself healthy

and happy which is very essential for senior citizens

to lead a good life. What he meant to say was that

'Yoga' is the need of the hour in this intolerable

atmosphere. All the members enjoyed themselves

to their maximum and derived the fullest benefit

out of it.

In the end, Sh. Y.P. Suri , our Vice President

proposed a vote of thanks and presented a 'Shawl'

to Sh. Kamal Aggarwal for his candid efforts. The

meeting was dispersed followed by tea and snacks.

EXECUTIVE COMMITTEE MEETING OF THE CHANDIGARHCIRCLE PENSIONERS ASSOCIATION ON 17.03.2017.

The above meeting was held at the first floor of

LHO Building which was attended by all the Vice

Presidents of our Circle. S/Sh. O.P. Banga, Haryana

module; Vijay Kalia of Pb.-II module, Y.P. Suri of

Pb.-I module, U.S. Negi of H.P. module and Ujjagar

Singh of J&K module were present. Five office-

bearers from Pb.-I and Pb.-II, Five office bearers

from Haryana, Two office-bearers from H.P. and

our Vice President from J&K attended the meeting.

7 principal office-bearers from the Centre also

attended the meeting under the Chairmanship of

Sh. A.C. Rambani, our Circle President.

2. Discussions were made in a very healthy

manner and main issues were Medical Floater

Scheme of the Bank, Medicines in the Dispensaries

and opening of few more Dispensaries etc. Sh.

T.R. Gupta, General Secretary apprised the

members of the latest developments in the

Federation of SBI Pensioners and requested all

the Vice Presidents to hold pensioners regular

meets where the same have not taken place. The

members suggestions etc. were conveyed to the

management where ever required. The meeting

ended with a vote of thanks by our one of the

senior most Vice President Sh. Vijay Kalia followed

by Lunch.

CHANDIGARH UNIT

During the month of April/May, 2017, few doctor's

talks were arranged for our pensioners at

Chandigarh on our weekly meetings i.e. on

Wednesdays, from various reputed Hospitals such

as Alchemist, Ivy Hospital, PGI, Santokh Nursing

Home etc. for the benefit of our members.

JIND UNIT

Our Jind Unit under the convenorship of Sh. Vinod

Kashyap celebrated the holi festival of colours on

their monthly meeting of March, 2017 in which

about 20 to 25 members took part. At the end of

the function, Brunch was served to the members

in a very cordial atmosphere. The delay for this

information for pensioners mail is regretted by me

as the same should have been appeared in our

May issue.
