BOARD OF DEPARTMENT OF HUMAN SERVICES: Savio House Contract

The Department Head Meeting was called to order at 8:33 AM in the Ambulance

Building meeting room hosted by Grounds & Building, Collin Koop. The Pledge of Allegiance

was recited. Those present were Collin Koop, Della Calhoon, Korena Laue, Tom Ridnour,

Randy Gorton, Paula Weeks, Dawn James, Cory Wall, Dave Hornung, Gary Koop, Stan

Hitchcock, and Susan Corliss.

DEPARTMENT HEADS MEETING

Della Calhoon – OEM – shared that the Northeast Region Mitigation Plan is in the last

stages of the wrap up reports. Northeastern Managers will only be meeting on the September

15th. She has been working on different programs.

Korena Laue – Ambulance – indicated that Marilyn from UC Health will be teaching

EMT class at MCC starting soon. There are three students that are completing classes this week

will be doing ride alongs for clinical training.

Tom Ridnour – Sheriff – reported that currently there are upgrades in dispatch with

text to 911 and new phone lines.

Randy Gorton – Landfill/Coroner – stated that the Landfill going as normal and the

moisture is keeping the dust down. It would be very helpful if boxes coming for shredding are

free of binder clips and all metal items.

Terry Hubbel – Weed District – shared that he was able to attend since the weather

stopped the spraying.

Dawn James – Public Health & Environment Director – indicated that she still fighting

the COVID battle and still getting request for events. The State has come up with "the dial" plan of

how open counties can be open which takes the variances away. Kit Carson County would be

considerate moderate, due to the county’s 11% positive rate by the State's figures. It is hard being

stuck in the middle between the State’s orders and the County’s plans. There will be a nurse going

out on maternity leave and they are short one nurse until the new nurse completes training. The staff

is gearing up for the flu season. October 5th will be the first county drive through for the flu vaccine.

Paula Weeks – Administration – stated that is Budget time and there are still some

department heads need to come in. Grants for the CARE funds are coming in slowly. There has

been about $65,000 given out at this time. Packets have be hand delivered to the businesses. Paula

& Cory will be doing a radio interview tomorrow at 9:00 a.m. promoting the grant applications

for the CARES money. Reminder that evaluation forms need to be back by end of October.

Susan Corliss – Clerk and Recorder – shared that the certified ballot content was

received from the State on Friday and are currently are programming the ballot. Ballots will be

mailed on Friday, October 9th. The office staff did very well beginning short staffed during August.

Collin Koop – Grounds & Buildings – indicated that they have finished cleaning up

from the fair. A new counter has been installed in the Treasurer’s Office. Currently they are

working on quotes and bids for the budget for next year.

Cory Wall – Commissioner District 2 – stated Business as usual for Road & Bridge

District 2 now they are full staffed playing catch up on everything. They are getting ready for

striping about 30 miles. September 26 is the National Day of Prayer; he is working on an invite

for our community for the fairgrounds. Reminder that vouchers need to have documentation for

expenses for audit purposes.

Dave Hornung – Commissioner District 3 – reminded everyone that Budget - assessed

value will see an increase that is known while the county is waiting on the health insurance to

know the expense impact to the budget. Reminder to all Department Heads that all contracts

need to come to the commissioners for signature. It is necessary for the auditor and a best

practice for the county that know what the county is responsible for. District 3 Road & Bridge

has asked crew to take off right now to be able to work roads with moisture over the weekend if

needed.

Gary Koop – Commissioner District 1 – stated that Road & Bridge is busy with the

roads and mowing.

The Kit Carson County Department Head Meeting adjourned at 8:55 AM.

Next meeting is Wednesday, October 14, 2020, with Grounds and Buildings, Collin

Koop as the host.

The Board of County Commissioners meeting convened at 10:00 AM. Those present

were Cory Wall, Dave Hornung, Gary Koop, Lisa Belden, Stan Hitchcock, Paula Weeks, and

Susan Corliss.

VICTIM'S ADVOCATE - 2021 BUDGET & VALE GRANT

Lisa Belden, Victims Advocate Director, presented a request for the 2021 Victim

Assistance & Law Enforcement (VALE) Fund. Lisa presented the 2021 VALE Grant

application for approval for January – December 2021.

Dave Hornung moved to sign the 2021 VALE Grant Application requesting $6,500.00

for personnel and supplies & operating expenses, seconded by Gary Koop. The motion carried

by unanimous vote by Cory Wall.

Lisa Belden presented the Victim’s Advocate requested 2021 budget to the Board of

County Commissioners.

The Board of County Commissioners meeting recessed at 10:30 AM.

BOARD OF PUBLIC HEALTH Dave Hornung moved to go into the Board of Public Health meeting at 10:35 AM, seconded by

Gary Koop. The motion carried by unanimous vote by Cory Wall. Those present were Cory Wall, Gary Koop, Dave Hornung, Dawn James, Valerie Boyd, Paula Weeks, Stan Hitchcock, and Susan Corliss.

PROTOCOL AGREEMENT Dave Hornung moved to approve the Special Event Protocol Agreement for Hi-Plains School

Football Program/Elementary Mini Camp, Kit Carson County Little Britches Rodeo, Ramig Wedding Reception, and Kit Carson County Road & Bridge CTSI Flagger Class, seconded by Gary Koop. The motion carried by unanimous vote by Cory Wall.

LINCOLN COUNTY AGREEMENT – ENVIRONMENTAL – Additional Copies The Board of County Commissioners reviewed the Public Health Department 049 agreement with

Lincoln County to provide Environmental Health/Consumer Protection services through inspections and investigations of public and private establishments and other environmental situations to ensure compliance with local and state health and safety codes. The salary of $10,000.00 will be paid quarterly ($2,500.00) directly to Kit Carson County with all Public Health Specialist expenses and benefits being paid by Kit Carson County.

This agreement was approved at the September 9, 2020 meeting. Additional copies were needed with a wet signature.

OPPI FOR COVID RELIEF FUNDS FOR RURAL AND FRONTIER MONEY Valerie and Dawn explained the additional $35,714.29 received from OPPI for COVID relief funds

for rural and frontier money must be used by December 30, 2020.

PUBLIC HEALTH 2021 BUDGET Dawn James presented her requested 2021 budget to the Board of County Commissioners.

COUNTY ATTORNEY

County Attorney Jeff Cure and Kelly Alvarez met with the Board of County

Commissioners for a phone conversation with a representative of Hemp Depot in regards to their

subdivision exemption application and the county’s request to apply for a land use change to

Industrial. Andrea explained the agriculture use of the buildings. A tour of the facility will be

arranged with Kelly Alvarez for the county.

The Board of County Commissioners meeting recessed at 12:00 PM for lunch.

The Board of County Commissioners meeting reconvened at 1:00 PM. Those present

were Cory Wall, Dave Hornung, Gary Koop, Pam Mills, Kelly Ray, Stan Hitchcock, Paula

Weeks, and Susan Corliss.

RESOLUTIONS ON MINERALS

Pam Mills and Kelly Ray presented resolutions to correct mineral interests that had

expired and should have returned to the land but were sold on a tax sale.

BOARD OF HUMAN SERVICES:

Dave Hornung moved to go into the Board of Human Services meeting at 1:32 PM,

seconded by Gary Koop. The motion carried by unanimous vote by Cory Wall. Those

present were Cory Wall, Dave Hornung, Gary Koop, Tiffany Ramos, Paula Weeks, Stan

Hitchcock, and Susan Corliss.

SAVIO HOUSE CONTRACT

Tiffany Ramos presented the Savio House Contract for the purpose of Child

Protection Community Based Services.

Dave Hornung moved to sign the mutual agreement between Kit Carson County

Department of Human Services and Savio House at a rate of $75.00 per session effective

from September 1, 2020 to June 30, 2021, seconded by Gary Koop. The motion carried by

unanimous vote by Cory Wall.
