May 2016 is National Community Action Month. We are also celebrating our 52nd Anni-
versary of Community Action. We have several events
planned for the celebration this year.
We are following closely both the federal and state legisla-
tion that will determine the funding of our Community Action
programs for the coming year. At this time it appears that our
federal funding will remain flat until congress and the Presi-
dent can agree on a budget which will probably after the Pres-
idential election. We remain hopeful that our programs will
receive only minor cuts. Due to revenue decreases in the State
of Oklahoma we are expecting large cuts again next year in
our State Appropriated Funds.
Most of our KI BOIS Community Action Head Start Class-
rooms will be closing for the summer in the next couple
of weeks. Our Head Start employees are now employed
on a year around contract except for vacation time. Due
to Head Start classes being closed some of our KATS drivers will be off for the summer.
SSVF continues to reach homeless veterans across Oklahoma. SSVF continues to make a
difference with at risk veterans in Oklahoma.
Congratulations to Linda Amos, Foster Grandparent Volunteers on her DHS State Volun-
teer of the Year award for her continued service to the at risk youth of our service area. Con-
gratulations on your service and your well deserved recognition.
Our prayers go out to our long time board member Kenny Monroe who has serious health
issues. After a hospital stay in Poteau he has been moved to the Veteran’s Center in Talihina.
His wife. Catherine, is traveling daily from their home in Leflore to be by his side. Kenny is
one of the founders of our organization.

ROMA Next Generation This month we are going to discuss ROMA Next Generation. What is ROMA Next Generation? What does it do?
- ROMA Next Generation builds on the foundation of ROMA
- ROMA Next Generation is about strengthening the performance management culture of Community Action.
The original ROMA framework was designed to support continuous growth and improvement
among more than 1,000 local community action agencies. It created a system of performance manage-
ment that included standardized national indicators and annual reporting tools that have been widely
used within the Community Services Block Grant (CSBG) network and adapted over the years to re-
spond to changes in the way the network addresses a wide variety of services and populations. ROMA
Next Generation will introduce new tools and a new framework to support the analysis of services and
strategies provided and the impact of these services and strategies on individual and community
change. It will create robust data analysis and enable agencies and states to increase understanding of
what services produce the best outcomes for specific populations, family types and communities.
While some elements of ROMA Next Generation will be familiar to us, there have been substantial
updates to CSBG National Performance Indicators for individuals and families, and new tools have
been added to capture community level change which often takes more than one year to achieve.
To reach its full potential at
all levels, ROMA Next Genera-
tion will require ongoing effort
among leadership, management,
supervisory, and data-focused
staff at local, state, and national
levels over the next several
years. It requires a shift in orien-
tation from a compliance-based
model, in which agencies collect
and report data within required
time periods, maintain records,
and report data, to a learning
model in which agencies rou-
tinely look at data, conduct their
own analysis and interpret out-
comes based on agency-wide
and community-wide priorities
and goals.
In conclusion, ROMA Next
Generation is a system for con-
tinuous quality improvement of
CSBG services, strategies, and
outcomes. It will require us to
make some changes in the way
we assess, plan, implement and
evaluate what we do as a com-
munity action agency. It may
be difficult at times, but, if it
improves outcomes for those we
serve then it is well worth our
effort.

Welcome Home Men….. It was a beautiful day, pride in the air but also a sadness as Viet Nam Veterans gathered to receive their “Welcome Home.” Hun-
dreds of family, friends, comrades and military dignitaries were on hand to give these Veterans the event they so deserved fifty
years ago. Men and women returned with no applause, no parades, but to an angry America. It has been recorded one Veteran stat-
ed, “We had more enemies in America than we
had in Viet Nam.” The war began on Novem-
ber 1, 1955 and ended on April 30th, 1975. A
total of 58,220 young men and women were
killed with an average age of 23.11 years.
One of those special Veterans who returned
home was Roger Bartlett. Bartlett graduated
high school in May 1970 and joined the Air
Force June 1970. He was assigned to Europe-
an Security Region and volunteered for lan-
guage school. This took him on a new adven-
ture where he attended Defense Language
School in Ft. Bliss, TX for 47 weeks. Here
Bartlett learned the language and culture of the
Vietnamese people. He was later assigned to
the Air force Security Service as a Vietnamese
Linguist.. He served from 1971-1973 and re-
turned home with an Honorable Discharge.
Bartlett's medals included the National Defense
Service medal, Vietnam Service Medal, Vi-
etnam Combat Medal and Air Force Good Con-
duct Medal.
After the war, Bartlett worked with refugees
for 10-15 years. He was honored by California
State Senator Milton Marks for his work as
Executive Director of a San Francisco Refugee
Center for Southeast Asians. Bartlett has also
worked with numerous Community Action
agencies since 1978, one of those being
KI BOIS Community Action. Today, Bartlett
lives in Muskogee and continues to lead the
fight for Veterans Rights.

Veterans were honored on Tuesday, March 29th for their service in the Viet
Nam War and to their Country.

Poteau Pre-K/Head Start students are shown participating in activities at a Child Abuse Awareness/Teddy Bear Parade. The event
was sponsored by the Leflore County Advocacy Center. Lots of activities were provided for the children by other local area agen-
cies.
Tahlequah West Head Start children were eager to show off their ribbons from a track event held on May 6th. Parents
and staff were there to cheer them to Victory!
It’s a Boy….. Samuel Leland Ward was born April 16, 2016,
weighing six pounds and 13 ounces. Parents are
Kirk & Shianna Ward. Samuel is the grandson
of Head Start Director Donna Carolan and her
husband, Jerry.

Mr. Baldwin was employed with KI BOIS Community
Action for 20 years in the Labor Manpower Program.
