The mission of the Ketchikan Gateway Borough School District is to provide high quality
instruction to every student within a positive environment reflective of our community needs.
The vision of KGBSD emphasizes every student will acquire the skills and knowledge to
succeed. Students at KGBSD are provided with an education that begins as early as pre-
kindergarten years and progresses to the 12th grade with college and vocational opportunities
available prior to graduation.
The first step step to continuous school improvement plan is to set goals ensuring we are
progressively working toward high quality instruction. The district and schools all have STEPP
plans in place that address academic teaching and learning, RTI, PBIS and a continuum of
services for student success. Alaska STEPP, which stands for Steps Toward Educational

Plans
Progress and Partnership, is an online, school improvement planning tool based upon Indistar, a
software template. Twenty-four states, including Alaska, currently use the software program to
serve school, and district-level, improvement planning. Ketchikan Gateway Borough School
District uses the STEPP planning process to drive decisions and assure goals of the district and
schools are aligned with current initiatives, academic progress and school safety.
Alaska STEPP is a tool that facilitates a shift in the improvement planning process from one
year plans addressing only compliance-related requirements to a continuous process of assessing,
planning, and self-monitoring.
• It assists teams in setting up plans that are strategic because key areas are assessed first
• It assists teams in avoiding the planning whirlpool with a built in self-monitoring
mechanism
• It adapts to the changing nature of schools by allowing for revisions based on the results
of the monitoring

Through teaching and learning, RTI and PBIS and a continuum of services students at
Ketchikan Gateway Borough School District are growing. Students are growing in their
academic achievements, social and emotional skills, and becoming productive citizens in an ever
changing world. Some of the many steps taken this year to address our student academic
progress are:
• Ongoing district, school, grade level, department level meetings, trainings and
collaboration
• Scheduled parent teacher conferences
• Ongoing core academic and vocational trainings:
o Math
o Discovery Education training at Schoenbar
o Meetings with University of Alaska and Vigor to enhance our CTE
opportunities.
• Implementation of a one-to-one laptop initiative at Ketchikan High School
• KOA/PBIS training
• Technology training for teachers and students
o Intro to Digital Teacher Course through UAA
o Digital Citizenship lessons with students
• Social Emotional Assessments DESSA
• Social and Emotional Trainings
• Suicide prevention training
KGBSD teachers and staff are dedicated to teaching and providing a high quality
education to every student. Daily teachers and staff are reviewing data through multi means and
making informed decisions on providing lessons that are differentiated to the needs of their
students, addressing the state standards and identifying areas of growth. Parents and students
share the same decision making process about education working diligently with teachers and
staff to make sure a high quality education is taking place. It is the goal of everyone that all
students acquire the skills and knowledge to succeed.
Each year an annual district and school report is provided to the public to view
descriptive statistics and analyses across a series of standardized assessments (PEAKS, ACT,
SAT, Workkeys, and Advanced Placement Exams). An academic achievement and growth
report focuses on a review and analysis of several standardized assessments that serve as
“assessments of learning” received after the test is administered to provide “lagging
indicators”, “bubble indicators” and/or “excelling indicators” of student achievement at a
snapshot in time. The reports also focus on measures of school effectiveness and learning
that include school climate, participation in extracurricular activities, graduation rates,
attendance post-secondary readiness, and more.
The annual district and school report serves the purposes of providing measures that
assist schools and districts in the evaluation of the effectiveness of their educational programs.
Districts use annual reports as a tool to: 1) inform goal setting, planning, and allocation of
resources to improve student achievement; 2) compare performance of one school to other
schools; and 3) communicate school performance to various communities.

Career and Technical Education (CTE) provides our students the opportunity to have experience that will prepare them for life after
high school. Our CTE program aims to provide students with the skills today’s employers demand of our graduates.
Ketchikan students starting in 2020 will have to have a minimum of one CTE credit to meet local graduation requirements.
Our schools are provided 9 different industries for students to explore, learn about, and earn certifications in.
Students will have the option of taking advance course work and possible industry level certification in their chosen career and technical pathway.

1. Full Academic Year (FAY) = Students enrolled continuously from October 1 through the first day of testing.2. Individual student performance on PEAKS is reported in one of four achievement levels: Advanced, Proficient, Below Proficient, or Far Below Proficient. The percentages in this table include students at the Advanced and Proficient levels.3. Students with Disabilities (SWD) and English Learners (EL) subgroups include assessment scores of former SWD and former EL students that are being monitored for two years.4. The participation rate target is 95 percent if the number of enrolled students is greater than 40. If the number of enrolled students is 40 or less, all but two students must test. Workkeys
What is the Workkeys?The Workkeys is an indicator that measures transitional skills required for successful transition to post-secondary institutions and/or the work force after high school. This program provides a National Career Readiness Certificate (NCRC) to students with qualifying scores.
WorkkeysBeginning with the class of 2019, all Ketchikan Gateway Borough School District students must take the WorkKeys assessment to be eligible for graduation.
In the event of a rare and unusual c i rcumstance, the Superintendent may waive this requirement. A rare and unusual circumstance may include, but is not limited:
• The district fails to administer the assessment on the scheduled administration date.
• The student transfers to the district after the assessment window has closed.
• The student is unable to take the assessment or receives an invalid score due to a technology failure.
A disability arising too late in the student’s high school career to a p p l y f o r m e a n i n g f u l accommodations.
