1 INTRODUCTION
1.1 CONTEXT AND PURPOSEThis community engagement report summarises and responds to the feedback received throughout the engagement process, with best efforts made to accurately reference feedback from all contributors.
The engagement process was transparent, accessible and interactive. It aimed to maximise participation from the community. The engagement was promoted through various methods to ensure wider reach.
The Victorian Planning Authority (VPA) considers the community to be integral to achieving its vision of planning great places and as such is committed to undertaking robust and comprehensive engagement with the community and other stakeholders.
The VPA and Glen Eira City Council engaged the community on the Caulfield Station Precinct Key Ideas October 2019 (hereby referred as Key Ideas paper) between 26 October 2019 and 26 November 2019. The purpose of this community engagement was to capture feedback from the community and key stakeholders on the key ideas for the Caulfield Station Precinct and how it will develop into the future. The key ideas responded to community feedback from engagement in 2018 and preliminary analysis of the area.
The top 3 priorities expressed by the community in response to each of the 4 key ideas were:
Key idea 1 – Improved use of land:
• Improve access and use of public parks and reserves
• See Caulfield Village become a vibrant and well-connected place
• Increase public use of the Racecourse Reserve
Key idea 2 – Improved accessibility & movement:
• Create and improve local walking and cycling paths
• Improve safety around intersections
• Improve how you can move between train and other types of transport
Key idea 3 – Quality & site-responsive built form:
• Apply sustainable and environmental design principles
• Create streets and lanes through to the Reserve
• Respect and respond to the character of the surrounding areas
Key idea 4 – Vibrant public spaces:
• Improve the walking experience with trees, art, widened footpaths etc.
• Make the Caulfield Station Precinct greener and cooler with trees and planting
• Improve safety of streets for example through lighting and better design
The community response to the engagement process was as follows:
• 107 people completed the online survey;
• 85 people attended the community session at the Glen Eira College on 7 November 2019;
• 3 submissions were received via email; and
• 5 direct contacts from the community (2 phone calls, 3 emails).

1.2 PROJECT BACKGROUNDThe VPA has been directed by the Minister for Planning to lead the preparation of a structure plan for the Caulfield Station Precinct (the Precinct). The structure plan will set a long-term vision for how the Precinct will develop into the future at a time when there is significant planning and investment underway and proposed.
The Precinct is located within the City of Glen Eira adjacent the City of Stonnington, approximately 10km south-east of the Melbourne CBD and 20 minutes by train.
Caulfield Station is at the junction of the Frankston and Cranbourne–Pakenham rail lines, also providing access to regional passenger services to Gippsland. Following completion of the Metro Tunnel in 2025 Caulfield will be connected to new city stations and Melbourne’s north-western suburbs via the Sunbury– Pakenham–Cranbourne rail line. Travel time and capacity will improve, and Caulfield Station will become a major interchange for commuters.
The Precinct covers 122 hectares of land and includes:
• Monash University Caulfield campus has over 20,000 local and international students;
• Caulfield Racecourse Reserve (Reserve) is a major events and recreation destination for Melbourne residents and visitors. The Reserve incorporates Caulfield Racecourse and public open space;
• Derby Road is an important shopping strip with a unique urban form that serves the local community;
• Caulfield Village is a mixed use development currently underway including housing, a neighbourhood shopping centre, office space and potential for short stay accommodation;
• Glen Eira College is a government secondary school within the Precinct and shares a boundary with the racecourse reserve;
• Council-managed open space of Pawfield Park (The Wedge), East Caulfield Recreation Reserve and Glen Huntly Park providing sports grounds, playgrounds and picnic areas; and
• Freehold land owned by Melbourne Racing Club accommodates horse training infrastructure.

1.3 PLANNING PROCESSThe preparation of the Key Ideas paper was informed by state and local policy and community input from previous engagement in 2018.
Plan Melbourne 2017–2050, the city’s metropolitan strategy, identifies Caulfield as a Major Activity Centre, and Monash University (Caulfield) campus as a State Significant Education Precinct. This specialised economic function should be reinforced to provide opportunity for ancillary services, retail, commercial and accommodation uses.
The Precinct is currently undergoing significant transformation and substantial growth due to changes within the area including:
• the increasing importance of the Caulfield Station transport hub due to the Metro Tunnel project;
• horse training to cease at Caulfield by 2023, freeing up land for other uses;
• preparation of the Caulfield Racecourse Reserve Land Management Plan;
• continued development of Caulfield Village as a mixed-use development; and
• continued development of Monash University’s Caulfield campus.

1.4 PRE-PLANNING & PROJECT SCOPINGThe scope and directions for the Caulfield Station Precinct project have been influenced by rigorous analysis by the project’s team and significant input from the community, government agencies and various stakeholders.
The planning process has included:

1.5 PROJECT PARTNERSThe VPA is leading the preparation of the structure plan for the Precinct. The VPA reports to the Minister for Planning. The VPA is preparing the plan in partnership with a range of government agencies and other key stakeholders.
Glen Eira City Council is the planning authority for the Precinct, responsible for administering the Glen Eira Planning Scheme, including issuing planning permits for the use and development of land within the municipality as well as initiating amendments to the planning scheme under the Planning and Environment Act 1987. Glen Eira City Council is working closely with the VPA on the preparation of the Caulfield Station Precinct Structure Plan.
Other Key Agencies involved in the process and their role are:
• Caulfield Racecourse Reserve Trust (CRRT) is established under the Caulfield Racecourse Reserve Act 2017. Their responsibility includes planning, development, management, operation, care, promotion and use of the Caulfield Racecourse Reserve for racing, recreation and public park purposes.
• Department of Transport is the State government agency responsible for planning for the future of the State’s transport network.
• Stonnington City Council is the adjoining Council north of Dandenong Road, responsible for administering the Stonnington Planning Scheme, including issuing planning permits for the use and development of land within the municipality as well as initiating amendments to the planning scheme under the Planning and Environment Act 1987.
1.6 PREVIOUS ENGAGEMENTIn 2018 the VPA, Glen Eira Council, DELWP engaged the local community and key agencies on visioning and setting key directions for the Precinct. .
The 2018 engagement took place between May and June 2018, culminating in a community workshop on 20 June 2018. The workshop was attended by approximately 170 participants. From the 2018 engagement, six overarching themes emerged across all community and stakeholder engagement. Two additional outcomes have since been added to respond to the state’s Plan Melbourne policy objectives.

The public engagement for the Key Ideas paper was designed to provide an opportunity for the community to let us know if we missed anything or had gaps in our strategic planning.
A survey was created to capture the community’s priorities and feedback about four key ideas to be delivered through this planning process:
• Key Idea 1: Improved Use of Land
This includes offering different types of activities in the area i.e. education, recreation, employment, housing…etc.
• Key Idea 2: Improved Accessibility and Movement
This includes improvement to the streets and intersections to ensure safe and comfortable journeys for pedestrian, cyclists and all users within the Precinct and into the surrounding areas.
• Key Idea 3: Quality & Site-responsive Built Form
This is to ensure new buildings are attractive, contribute to the character of the area and do not unreasonably impact on sensitive adjoining properties.
• Key Idea 4: Vibrant Public Space
This includes enhancing the character of the area and creating vibrant public spaces that are safe and user friendly.
The key objectives of the engagement process were to:
• Report to the community on the current stage of the Caulfield Station Precinct Structure Plan;
• Inform the community on the key ideas for the Caulfield Station Precinct;
• Capture the community’s feedback on the Key Ideas paper; and
• Help the community understand the process moving forward, next steps and the opportunity for future engagement opportunities.
Engagement took the form of:
• An online survey;
• Updated FAQs on the website;
• Updated website content;
• One ‘pop-up’ at Caulfield Station to distribute postcards, promote the information session and answer questions;
• One information session at the Glen Eira College on 7 November 2019; and
• An invitation to make direct contact with the project manager.
These activities were promoted by:
• Direct mail to the landowners within or directly abutting the Precinct notifying them of upcoming engagement events and that the Key Ideas paper had been released;
• 5,000 post cards delivered to a wider catchment around the Precinct;
• Direct email to the project’s 216 subscribers;
• Facebook advertising by the Caulfield Racecourse Reserve Trust;
• VPA website update; and
• Newspaper advertisement within the Caulfield Leader newspaper on 29 October 2019.

2.1 SURVEY RESULTS
2.1.1 OVERVIEW OF RESPONSES
Total responses received = 107
The survey was developed to capture feedback on the four key ideas. The below graphs and tables summarise the responses we received.
We heard from:
• 88 local residents;
• 8 landowners within the Precinct;
• 6 general interest stakeholders;
• 1 agency / organisation;
• 1 university student; and
• 3 unspecified.

Under the theme of Use of Land we tested how important this theme was to the general public as well as their support for 7 key ideas.

Under the theme of Improved Accessibility and movement we tested how important this theme was to the general public as well as their support for 7 key ideas.

Under the theme of Quality & Site responsive Build Form we tested how important this theme was to the general public as well as their support for 6 key ideas.

Under the theme of Quality & Site responsive Build Form we tested how important this theme was to the general public as well as their support for 6 key ideas.

2.1.6 OPEN ENDED QUESTIONS
A series of four open-ended questions were asked to further explore feedback and suggestions from the community on the 4 key ideas presented.

A total of 78 people responded to this question and the feedback can be summarised into the following themes.
− Require a bigger and vibrant shopping area with a nightlife and more eateries − 14 comments

3 VPA RESPONSE TO WHAT WE HEARDBased on the feedback received through the various methods of engagement including open ended questions, pop-up events and direct contact, the VPA has prepared this summary of ideas and issues with a response on how each theme will be considered.
THEME ISSUE VPA RESPONSE
Open space and parks
The community indicated strong support for better use and access to existing parks and an interest for establishing more local parks, public open spaces and sporting fields.
The need for better park infrastructure/furniture including seats, drinking fountain, lighting and bins has been also expressed.
The community further contributed ideas to establish community gardens with potentially native flora and more dog friendly spaces.
The preparation of the draft structure plan will aim to improve access and use of existing open space areas such as the Caulfield Racecourse Reserve, Glen Huntly Park, Pawfield Park and East Caulfield Reserve.
The VPA is also exploring opportunities for new, high-quality public spaces that are well connected to the surrounding area. In working with the Glen Eira City Council and the Caulfield Racecourse Reserve Trust, the draft structure plan will identify a network of well-connected open spaces that will serve different functions and catchments.
The VPA is also working closely with the Caulfield Racecourse Reserve Trust which is currently preparing a Land Management Plan for the racecourse. This plan will identify opportunities to better utilise and develop the reserve for racing, recreation and public park purposes.
Building heights and visual amenity
Some community members have concerns about the potential development of high-rise building in the Precinct that may affect the surrounding local low-rise character.
Given Melbourne’s population growth and the Precinct’s identification as a State Significant Education Precinct, Major Activity Centre and a major transport hub, there is a need to accommodate a mix of uses within the Precinct at relatively increased densities.
At this stage of the planning process, the VPA has identified opportunity sites that may be able to be better utilised for other purposes such as commercial/mixed use, residential or community and education uses.
The VPA has engaged urban designers to investigate and recommend appropriate design controls for the Precinct. Part of this work is identifying how development of opportunity sites can respond to sensitive residential interfaces and respect surrounding neighbourhood character. The structure plan will include requirements and guidelines on built form, building heights, setbacks and how new buildings should relate to the surrounding residential areas.
At this stage of the planning process, potential areas for new development fronting existing residential areas are expected to have an appropriate building setback for landscaping and building heights that does not detract from the neighbourhood character and supports housing growth.

THEME ISSUE VPA RESPONSE
Car parking management and local traffic
The community expressed concerns regarding the loss of parking and indicated the need for more car parking space for visitors to the area.
The VPA and Glen Eira City Council have engaged transport engineers and experts to investigate:
• existing supply and demand for parking in the Precinct;
• traffic impact from potential future development;
• transport interventions to mitigate traffic impacts; and
• opportunities to prioritise active (walking, cycling) and public transport
Recommendations made by transport consultants will be used to inform the planning controls and structure plan for the Precinct.
Public places Community members have contributed ideas to improve the public realm and how public spaces can be better utilised within the Precinct. These ideas include the provision of public seating areas, toilets, bike storage, improved street lighting and overall streetscape improvements.
Preparation of the draft structure plan will aim to include opportunities for improved streetscape and amenity upgrades such as:
• improved pedestrian and cycling paths;
• planting more trees;
• enhanced street lighting;
• creation of public plazas;
• providing seating and resting areas; and
• improve landscaping elements.
Active transport and pedestrian safety
The community generally indicated that the surrounding roads and connections to popular destinations are perceived to be unsafe and disconnected.
Community members provided the following ideas to address these issues, including:
• improve street lighting;
• better cycling and pedestrian connections through the Precinct;
• improve cycling and pedestrian movement across the rail line; and
• the use of CCTV cameras
The VPA in this project is placing a great emphasis on improving the pedestrian experience within and around the Precinct by exploring a network of existing and new public spaces, paths and connections that are well serviced with infrastructure to maximise activity, safety, accessibility and appeal of the Precinct.
The VPA’s transport study will also provide recommendations on how pedestrian and cyclist connections and other movement modes can be improved.
We will be working with Glen Eira City Council and the Department of Transport to recommend a range of upgrades to the movement network in the draft structure plan.

THEME ISSUE VPA RESPONSE
Land Use Survey responses indicated a high level of support for the VPA’s land use ideas for the Precinct. The community has considered these ideas and suggested the inclusion of:
• vibrant shopping areas with a nightlife;
• more eateries;
• healthcare facilities;
• community uses; and
• areas for public events.
Plan Melbourne 2017–2050, the city’s metropolitan strategy, identifies Caulfield as a Major Activity Centre, and Monash University (Caulfield) campus as a State Significant Education Precinct.
The structure plan aims to reinforce this specialised economic function by provide opportunity for complementary services and open space, retail, commercial and accommodation uses around the Caulfield train station.
This mix of uses will promote a lively urban environment that enables the Precinct to be a regional destination for education, employment and events.
Heritage The community expressed concerns regarding how Caulfield’s heritage will be respected and celebrated with respect to new development opportunities. Areas of concern include:
• the interface of future development with surrounding residential;
• preserve and celebrate buildings of heritage significance;
• repurposing heritage buildings;
• future development should use building materials that respond to the area’s heritage; and
• maintaining Caulfield Station’s distinct brick character.
The Precinct includes several heritage places that are of State and local heritage significance within the Glen Eira Planning Scheme including Lord Lodge, Tecoma, Sir John Monash Drive, Caulfield Station and Derby Road.
Glen Eira City Council has engaged a heritage consultant to review the Caulfield Station Precinct and provide updated advice about heritage protection controls, including whether new sites should be added within the Precinct.
The structure planning process will consider existing local character and heritage by working closely with Glen Eira City Council, heritage consultants and urban designers.
The structure plan will provide guidance on how potential development areas can respect existing and proposed heritage places within the Precinct through built form, building controls, building and height setbacks.
It should be noted that any works to heritage buildings or land will require rigorous assessment and approval by Heritage Victoria and/or Glen Eira City Council through a planning permit application process.

4 THE ENGAGMENT PROCESS4.1 METHOD OF ENGAGEMENTThis phase of Community Engagement occurred between 29 October and 26 November 2019. The VPA prepared the Key Ideas paper and shared it with the community:
• online via the VPA website;
• promoted by A5 postcard (appendix 5.1), and newspaper advertisement;
• promoted through Facebook advertising; and
• through hard copies made available at the ‘pop-up’, businesses at Derby Road and Glen Eira City Council office.
4.1.1 DIRECT LETTERS AND POSTCARDS
Direct letters to landowners within or directly abutting the Precinct were sent by the VPA to notify residents about the upcoming engagement events and that the Key Ideas paper had been released. An A5 postcard (Appendix 5.1) for community engagement was also sent by the VPA to approximately 5,000 residents surrounding the Precinct. This helped to inform the local community of the VPA’s upcoming community engagement. The secondary objective of the postcard was to encourage visitors to the website and to the online survey to capture community sentiment on the Key Ideas paper.
4.1.2 ONLINE COMMUNICATION TOOLS
Online engagement was promoted through the following webpages:

• The Caulfield Racecourse Reserve Trust
• Victorian Planning Authority
Advertising was promoted with:
• geotargeted Facebook ads
• email to subscribers
The Survey
The online survey was designed to capture any gaps that the Key Ideas paper may have missed from the local community and key stakeholders.
The survey received 107 responses, all sections were completed by the respondents.
4.1.3 COMMUNITY DROP-IN SESSION
Community engagement culminated in one pop-up session around the Caulfield Station Precinct and one drop-in session that was held on:
Thursday, 7 November 2019, from 5pm – 7pm

85 people attended the community drop-in session who were encouraged to rate our engagement process as well as completing the survey in either hardcopy or online formats.
4.2 REFLECTION AND IMPROVEMENTS The VPA reviews every engagement event it hosts, to build on success and amend processes that did not meet expectations.
The first reflection is that the location of the community engagement event at Glen Eira College, Performing Arts Centre was an excellent location. The venue:
• was easily accessible by public transport and private transport;
• was large enough to accommodate the 130 community members that arrived; and
• provided ample space for Glen Eira City Council to engage on their structure plan.
For future events, the VPA will also consider venues located close to main areas of pedestrian traffic to increase opportunities for intercept engagement and capture community members walking past the venue.
The of use Eventbrite was a good tool to gauge interest with the local community. However, many attendants arrived without signing up for the event. The VPA will try to further encourage the use of Eventbrite for future events to appropriately prepare and allocate staff for the anticipated volume of attendants.
Although the community engagement event had a successful turnout, a large majority of attendees were residents and landowners. Given that the Precinct is an Education Precinct, the VPA had hoped to hear more from students and frequent visitors. To address this, the VPA will explore new advertising mechanisms to engage with a diverse range of demographics. By adopting a diverse range of marketing strategies, we aim reach out to more community members and encourage them to attend our events. In doing this, we will be able to ensure a majority of the community’s views are adequately expressed throughout the planning process for future projects.
Our marketing and communication campaign was successful. After our communication campaign the Caulfield Precinct Structure Plan webpage went from an average of 8 page views per day to 400 page views.
The online submission form allowed community members to leave clear and direct feedback on the Key Ideas paper. The VPA will use this method again in the future to help understand what the community cares about and test our planning ideas and notify us of gaps in our planning process.
We received feedback that the A1 display boards with images and information were clear and easy to understand and had a good amount of information on them.
5 NEXT STEPSThe VPA will now prepare a draft structure plan for the Caulfield Station Precinct. The draft plan will consider technical background reports and community feedback heard during this phase of engagement.
The VPA has the ‘provider’ role for this project which will conclude by handing over a draft structure plan and a draft set of appropriate planning controls to Glen Eira City Council. Council will then determine when to initiate and will lead the future engagement on the project.
