Update on Phil & Carol Burton

Their cancer treatments continue and their prognosis is excellent. They are looking forward to Spring and all

the wonderful changes of a new season. While both are looking forward to “green grass”, Phil is especially

anxious to “get on the golf course”. (George Wright)

A Note from your Chaplain

Let me begin by once again saying how privileged I am to be able to serve as The Chaplain to the RCMP Veterans

here in Manitoba Division. For me it is not simply a task that I have been asked to perform at certain times when

the events dictate that a Chaplain should be involved, such as a Prayer to open up our regular meetings, for when a

meal takes place. While these are important functions, I have always had the sense that the services of a Chaplain

should go far beyond that.

So let me take a few moments of your time and say again that I am more than willing and able to be involved in

the lives of our Veterans and their families especially during difficult times, such as serious illness and unfortunately

during times of bereavement. Our Welfare and Benefits team does a super job in tracking Veterans who are ill, in

hospital or when a death has occurred. I believe I can come along side this team and contribute to the value they

add during the tough times in all our lives.

Since becoming your Chaplain now some 6 years ago if memory serves, I have made it a point of service not to

interfere in any way when members of our Association have a Church connection and clergy contacts. I can and

want to add value to your lives and so I simply say, if there is need of the services of the Chaplain especially during

the time of bereavement caused by the death of a loved one and or a member of our Association, please do not

hesitate to call either myself directly or through a member of our Welfare and Benefits team. I would add however

that even if you have Clergy connections, especially during the time of death I am able to provide assistance in

terms of “Prayer for the Fallen,” ensuring the Pall is displayed, that kind of participation, but always understanding

that I would simply add assistance to the officiating clergy if that is what you or your loved ones would desire.

Thank you again for allowing me to participate in your lives as the Chaplain.

Bereavement Support

I am a member of the Welfare and Benefits Committee. I have experienced grief on a personal level with the death of my husband.

I am a bereavement support volunteer with Hospice and Palliative Care Manitoba and facilitate four bereavement support groups

in Winnipeg.

Grief is a normal and natural response to a loss, be it through death, divorce, moving, a new job, and is felt by all human beings.

Loss is an inevitable part of life. Grief is part of the healing process. Dealing with loss can be one of the most difficult times in your

life. Feelings of loss are very personal. There is no right or wrong way to grieve. You respond to your loss in your own unique way.

Each person’s experience will be different. This is a reflection of our personal styles, our relationship with the person who died, our

internal and social resources, and our past history of coping.

It helps to understand what can be “normal” when your are grieving:

Grief will usually take longer to resolve or “get over” than most people think it should.

Grief takes more energy than most people imagine.

Grief will show itself in all spheres of your life-social, physical, emotional, spiritual, and in your thought processes.

Grief and how you grieve will depend on how the loss is perceived.

Society has unrealistic expectations about grief.

Certain dates, events, seasons, and reminders will bring upsurges in grief.

People anticipate that you will be back to “normal” in six months to a year. We live in a quick fix world. Your friends, relatives, and

co-workers may become impatient with you as may you with yourself. Why am I not over this yet?

How you deal with your grief is entirely up to you. Some journey alone and prefer it so. Others seek our assistance.

Disabled RCMP veterans reach settlement with the Canadian Government

in disability benefit class action

HALIFAX, March 7, 2014 /CNW/ - Earlier today, Canadian law firms McInnes Cooper and Branch MacMaster an-nounced a proposed class action settlement with the Government of Canada over the reduction of disabled Royal Canadian Mounted Police (RCMP) veterans' long term disability benefits.

The proposed settlement of White and Buote v. Her Majesty the Queen, which still requires Federal Court approv-al, is projected to provide a total of over $31 million in benefits, plus interest, to approximately 1,000 disabled RCMP veterans. The proposed settlement also provides that the reduction will cease for all RCMP veterans cur-rently receiving benefits and RCMP members who are medically released in the future.

The Federal Court is scheduled to consider approval of the settlement in Halifax on June 20, 2014. If it is ap-proved, class members should receive their refund within six months of approval.

This case was initiated on June 6, 2008 by A. Gerard ("Gerry") Buote on behalf of all disabled RCMP veterans whose long term disability benefits were being reduced by the amount of their monthly Veterans Affairs disability pension payments. Mr. Buote passed away after a battle with cancer on August 24, 2009. Shortly thereafter, Da-vid White of Bridgewater took on the role of Representative Plaintiff.

Mr. Buote's widow, Mrs. Sheri Buote, provided the following statement: "Gerry started the class action suit be-cause he felt all medically pensioned RCMP members and their families were being denied, and this was the right thing to do. He'd be incredibly happy today for everyone involved. I'm very proud of him, and Peter Driscoll was amazing through all of this."

The class is represented by Peter Driscoll and Dan Wallace of McInnes Cooper and Ward Branch of Branch MacMaster.

"We are honoured to have been able to represent all members of the class, and very pleased with this result," said lead counsel Peter Driscoll. "We're glad we were able to come to a resolution that will end the offset once and for all, and see disabled members who were subject to the offset benefit from the terms of the settlement."

Order: Tom Larkin chaired and called the meeting to order at 10:30.

Acceptance of Minutes of Previous Meeting: Minutes accepted as reported. M/S Dennis Hawkins/Dave

Dunford. Carried.

Correspondence Received: News letters from Calgary, Vancouver and Toronto Divs. Request from Steve

Walker to have the Vets assist at the upcoming Western Canada Hockey Tournament at the end of this month.

National Office e-mails dealing with: (1) Legion expectations on the new budget and their comments on the budg-

et. Forty two 2014 dues. Correspondence from Bob Parry, thanking our association for the donation made in hon-

or of his son.

Unfinished Business:

(1) Corporate Report: Tom advised the report has been completed and will be sent out later today.

(2) Fort Dufferin: We have not touched base with the Fort Dufferin committee to find out what they would like

from us other than the financial donation.

(3) Awards and Recognition Report to Ottawa: Ray completed the report and Tom will be sending it off to-

day,

(4)Recruiting Posters: Posters have been delivered to the RCMP and they have been strategically placed in

HQ.

Accounts: Trevor could not make the meeting however advised all was well with our accounts.

Committee Reports:

-Trust Fund: George advised Brandon University will be changing the criteria required for the James Lyle

Johnson memorial scholarship award, as they presently have no courses that fit into the present criteria. The uni-

versity has come up with new ideas which involve courses similar to police studies and/or law studies. The

changing of this scholarship criteria will take some time, therefore this past years award will be delayed by one

year. George’s committee will keep us updated. George’s committee is also looking at the possibility of changing

the name of this award fund as well as review the criteria required for the scholarship.

-Credentials and Membership: Transitional member- Kenneth McIsaac, Reg. no 32539, no vote re-

quired. M/S- Wayne Mirrlees/Jack Lawson, to accept Russel Hanna, Reg. no 34412 into our associa-

tion –carried. Will be brought to the next general meeting for final approval. There was considerable

discussion about approving candidates for our association without knowing who these applicants are. -Welfare and Benefits: No report at this time.

-Entertainment: Wayne advised there were 40 people who attended the breakfast meeting. The presentation by

Dave Douglas was well received. Wayne advised we made $50.00 on the 50/50 draw which will go to the Trust

Fund. Wayne advised his committee has a MLCC bartender’s hand book which is required for the bartender’s

course and it will remain with the chair of the social committee.

-Awards and Recognition: Ray has obtained the awards certificates for our upcoming awards meeting in May.

-Communication: No report.

New Business: There were discussions regarding the insurance, we as an association, pay for. Just what it is

and who is covered by it?? This was tabled until the next executive meeting in order that a clear answer can be

given. Suggested that we obtain and supply these answers to the general membership. SUI

Good of the Association: There were questions regarding the correspondence sent out by Ottawa regarding

a representative of our association on a dental insurance plan committee. No one on our executive could recall

a Tim Raddons from this Div. being on the committee as the only Raddons in this Div is not a member of our

vets. No one was even aware that we had a representative on such a committee? Put over until the next execu-

tive meeting to get some answers. SUI

RCMP Western Canada Hockey Tournament: There was a request sent in by Steve Walker to see if the

vets would be able to supply volunteers who might be able to help out at the upcoming tournament here in

Wpg. at the end of the month. Due to the short time before the tournament, Murray will put a full coverage

fan out regarding this request asking anyone interested to contact Wayne Foster Direct. Secretary will advise

Steve Walker what we were doing.

Stem Cell Courier Program: Tom advised the team has completed two missions. One to Germany and the

other to Washington DC.

Meeting Adjourned: 11:50am.

Order: Meeting called to order by 1st. Vice Pres. Tom Larkin @ 19:35 hrs.

We did not have a quorum for the meeting, so nothing was passed. There were: 10 regular members, 7

Executive members and one associate member for a total of 18.

Prayer: Opening prayer was given by Tom Larkin.

Acceptance of Previous Meeting Minutes: Unable to vote.

Correspondence: News letters from Edmonton and Central Vancouver Island Divs. Spring edition of the

Right Marker. Ten thank you cards. Twenty –nine membership dues.

Unfinished Business: Nil

Accounts: Trevor provided a handout of his up to- date financial statement and went over same.

Trust Fund: No report.

Credential and Membership: Dave Dunford advised we had one request from Ken McIsaac, reg. no. 32539

to become a Transitional member. Dave advised there was one other request for a regular membership from

Russel Hanna, Reg. no. 34412, however no vote could be taken to accept membership.

Welfare and Benefits: No report.

Social Committee: Wayne was absent however wanted to remind members up upcoming events which have

been published in KIT

Awards and Recognition: No report. Communications: Tom commented on the correspondence which Murray sent out to the membership regarding

PTSD.

New Business: Nil. Good of The Association: Gunnar Person advised he still had some of the cards and Prints which were made up

from the paintings by Mrs. Gibson, for sale.

Tom advised the membership that he has completed two trips for the stem cell courier program.

Annual General Meeting

RCMP Veterans Association – Ottawa – 2014

At this year’s AGM in Ottawa, the membership will be asked to vote on three separate

resolutions. While the actual text of the resolutions are much too long to be encom-

passed in this publication, we will attempt to provide the gist of them below.

Resolution #1

1. The directors of the Association are authorized and directed to make applica-

tion under section 297 of the Canada not-for-profit Corporations Act to the

Director appointed under section 281 of the NFP Act for a Certificate of Con-

tinuance of the Association;

2. The Articles of Continuance of the Association, which have been submitted to

the members and are annexed to these minutes as schedule A, are approved;

3. Any one of the officers and directors of the Association is authorized to take

such actions and execute and deliver such documentation, including the an-

nexed Articles of Continuance of the Association, the notice of registered of-

fice and the notice of directors in the forms fixed by the Director, which are

necessary and desirable for the implementation of this resolution.

Resolution #2

1. The general operating by-laws of the Association, as amended, are repealed

effective on the date that the Association continues under the Canada not-for

-profit Corporations Act and the new general operating by-laws which have

been submitted to this meeting and are annexed as Schedule B, be approved

to be effective on the date upon which they were accepted.

2. The general operating by-laws of the Association, as amended, are in full

force and effect when the Director, Corporations Canada issues the Certifi-

cate of Continuance pursuant to the Canada not-for-profit Corporations Act.

Until such time as the Certificate of Continuance is issued and on record at

the National Office of the Association, the existing general operating by-laws

of the Association remain in effect.

Resolution #3

THEREFORE,BE IT RESOLVED, that it should only be necessary for four

(4) members of the National BODs to attend the AGMs and have their ex-

penses paid accordingly. It will be up to the BODs to determine the paid at-

tendees(four (4) members) to each AGM: DURING THEIR BUDGETTING /

PLANNING process.
