Message from the Director General
Functions of the Department of Manpower and Employment previously carried out by the Career
Guidance Division and Employment Planning Division. The major objectives of establishment of this
department were drafting and implementation of national manpower and employment policy
,handling all functions previously carried out by the “Jobs net” ,jobs creation and promotion,
collecting , analyzing, dissemination of labour market data .Further, overall functioning of the
department aims at minimizing unemployment, under employment, and optimizing and managing
country’s manpower in line with future trends.
Accordingly the department has launched many programs through all divisions to achieve it’s goals.
Such contribution includes various measures such as providing small scale entrepreneurs loan facilities
under micro credit supports extended by Peoples Bank ,the technical consultancies in formalizing
businesses , upgrading the quality of businesses and knowledge on entrepreneurship development.
These programs were stimulated with the foremost expectation for empowerment of micro level
entrepreneurs, and purpose of job creation also was succeeded. The department has been able to
contribute to job promotion by carrying out various programs related to different fields for job seekers.
Facilitation and guidance of job seekers in obtaining gainful job opportunities in private sector through
employment services center was a significant measure taken by the department of manpower and
employment. Career Guidance division of the department has conducted a number of career guidance
programs benefitting number of school and university students, teachers, and job seekers.
Role of the Department of Manpower and Employment has had highlights with it’s functioning
specially focused on raising awareness of beneficiaries. Motivation for self employment programs
were conducted to uplift the quality of life in rural community. Awareness programs for jobseekers on
career pathways in contemporaneous socio economic trends t were very helpful to jobseekers to
organize their occupational behaviors.
The department of Manpower and Employment has kept a proactive pace regarding the issue of
graduates employment, by taking a research approach , namely Survey on Career Outcome of
Graduates who pass out from Universities in Sri lanka. Survey on Unemployment was another survey
conducted contemporaneously.
Publications such as Hasara Quarterly. L.MI. Bulletin, socio economic data hand book for school
students can be introduced as intensive efforts to enlighten beneficiaries on particular information and
data related to latest labour market trends. The Manpower Planning Development and Research

Division has al ready disseminated varies information regarding current socio economic environment
through it’s website.
The department’s contributions at “ Deyata Kirula “ national exhibition in buttala in 2011 and special
programs to encourage new entrepreneurs , conducted at “Deyata kirula’ national exhibition held in
Anuradhapura in 2012, seemed very praiseworthy in the context that it produced nearly 400
entrepreneurs.
A steady and proactive plan for year 2012, referencing various implications in previous year, will
cover all spheres in departmental activities as to give the best service to it’s beneficiaries viz,general
public in sri Lanka.

Department of Manpower and Employment
The Department of Manpower and Employment has been established in terms of the extra-
ordinary gazette of 1640/31, dated 12/02/2010 and activated with effect from 01/01/2010.
This Department has been established in order to perform duties and functions related to
the following subjects.
1. Drafting and implementing “National Manpower and Employment policy”
2. Employment Creation and Promotion
3. Career Guidance
4. Collecting labour market information data, analyzing and dissemination
5. All services provided by the “ Jobs net’
This institute is a major department which is functioned under the purview of Ministry of
Productivity Promotion.

In order to minimize unemployment and to generate decent works, the department of
Manpower and Employment is eager to optimize human resources and carries out various
programs.

The Department of Manpower and Employment is functioned in three major divisions
The Department of Manpower and employment shifted to the premises of Ministry of
Productivity Promotion, located at No: 249, Stanley Thilakarathne Mawatha,Nugegoda,
from it’s previous office situated at No:264,Main Street, Battaramulla.
This transition occurred due to the ministry’s consciousness to provide the best of public
friendly service by bringing all the institutes belong to the Ministry of Productivity
Promotion, with the Hon. Minister’s office, the Ministry of Productivity Promotion, The
Productivity Secretariat, and the Department of Manpower and Employment under a same
roof.

According to the appointment letter dated 25/05/2011, bearing no: MPP/HRM/1/2,
received from the secretary to Ministry of Productivity Promotion,
Mrs.C.P.W.Gunathilake(S.L.A.S.-Class1) assumed the duties as the Director General
of the Department of Manpower and Employment from 26/05/2011.
