Initially, KSPDCL is establishing 2000MW Pavagada solar park in 5 villages of Nagalamadike Hobli, Pavagada Taluk, Tumkur Dist, Karnataka. 3. The Pavagada solar park will be developed in 8 segments with a capacity of 250 MW each. One pooling substation of 220/66kV or 220/33kV is proposed for each 250MW segments for onward transmission of solar power. 250 MW segments is further subdivided into 5 blocks each having capacity of 50 MW. Each 50 MW block shall be connected to the solar park first at either 220/66kV or 220/33kV pooling substation through 66kV/33kV double circuit underground cables wherein the voltage will be stepped up to 220kV which will be further stepped up to 400kV at 400kV/220kV PGCIL station at solar park. Subsequently, the 400kV/220kV PGCIL station will be connected to 765kV/400kV PGCIL station located at Vasanthanarasapura in Tumkur and 400/220kV substation at Gooty in Andhra pradesh. Further, KSPDCL has established 66/11kV substation for providing power supply to auxiliary transformers and street lights in Pavagada Solar Park.

Tender for carrying out Maintenance of 220kV lines, 66kV line, 220/66kV, 220/33kV &66/11kV stations, 11kV UG cables, RMUs, ODs, 11kV DTC and LT Lines in 2000MW Pavagada solar park, Pavagada Taluk, Tumkur Dist.

1. Bid Enquiry No. KSPDCL/F-144/2017-18/24 dated 18-01-2018.

2. Background:- KSPDCL, a joint venture company of KREDL and SECI has been constituted

for establishing solar parks in the state of Karnataka by providing infrastructure works

like internal pooling stations for evacuation, road connectivity, drainage etc for

generation of solar power by SPDs under plug & play model. Initially, KSPDCL is

establishing 2000MW Pavagada solar park in 5 villages of Nagalamadike Hobli, Pavagada

Taluk, Tumkur Dist, Karnataka.

3. The Pavagada solar park will be developed in 8 segments with a capacity of 250 MW each.

One pooling substation of 220/66kV or 220/33kV is proposed for each 250MW segments

for onward transmission of solar power. 250 MW segments is further subdivided into 5

blocks each having capacity of 50 MW. Each 50 MW block shall be connected to the solar

park first at either 220/66kV or 220/33kV pooling substation through 66kV/33kV

double circuit underground cables wherein the voltage will be stepped up to 220kV

which will be further stepped up to 400kV at 400kV/220kV PGCIL station at solar park.

Subsequently, the 400kV/220kV PGCIL station will be connected to 765kV/400kV PGCIL

station located at Vasanthanarasapura in Tumkur and 400/220kV substation at Gooty in

Andhra pradesh. Further, KSPDCL has established 66/11kV substation for providing

power supply to auxiliary transformers and street lights in Pavagada Solar Park.

4. Out of 8 nos. of 220kV stations, 2 stations of 220/66kV are commissioned during Dec

2017 & balance 2 Nos of 220/66kV stations are expected to commission by Jan 2018

(Phase I) and remaining 4 stations of 220/33kV are to be commissioned by Feb 2018

(Phase II). Likewise 66/11kV substation of 2x8MVA has been commissioned on 22-11-

2017.

5. Out of 4 nos of 220/66kV substations, One substation at Thirumani village is master

substation with SAS & SCADA facility having control room and the other 3 substations

are unmanned and the proposed 4 nos. of 220/33kV stations are also unmanned and it

is proposed to control all the 8 nos. of 220kV substations from master substation at

Thirumani (Substation no. 5). The proposed 66/11kV substation is also at Thirumani

village adjoining to 220/66kV substation and is manned.

6. From 66/11kV substation at Thirumani power supply to auxiliary transformers at 220kV

stations are fed through 11kV UG cable and RMUs. 11kV / 440 volts distribution

transformers are provided for feeding streetlights etc.

7. Following are covered in the present scope:

a. 4 nos. 2x150MVA, 220/66kV stations

b. 220kV transmission line on multi circuit towers for a distance of about 30 kms.

c. 4 nos. of 4x80MVA, 220/33kV stations

d. 2x8MVA, 66/11kV station with 66kV line from Nagalamadike

e. 11kV UG cable for a distance of 67 kms.

f. 11kV 100kVA distribution transformers: 26 nos.

g. RMUs and ODs: 38Nos.

h. LT Lines: 150kms

8. Each of 220kV substation is connected by 5 blocks each of 50MW solar generation from

the Solar Power Developers through either 66kV or 33kV UG cable connected to the

gantry of 220/66kV or 220/33kV stations.

9. Hence, it is proposed to avail service from Agency/Contractors for providing monthly,

quarterly, half yearly, yearly maintenance and breakdown maintenance for the system

outlined in the Single Line Diagram at Pavagada solar park, Pavagada Taluk, Tumkur Dist

in the state of Karnataka. However, the maintenance of 66kV or 33kV UG from gantry of

220/66kV or 220/33kV stations to the pooling substations of SPDs is the responsibility

of the SPDs.

10. Number of persons to be engaged, academic qualifications and monthly rate of minimum

wages payable to each staff engaged by the contractors in carrying out scope of KSPDCL

The tenderer should furnish the details of previous experience of this nature duly

supported by copies of documents, and performance certificates issued by the

concerned Executive Engineers (Elec.), TL &SS of KPTCL/ POWERGRID.

11. Contractual Period: Initially the Period of Contract is for two years from date of DWA and

may be extended for a further period, if the performance is satisfactory, but entirely at

the discretion of KSPDCL.

12. EMD (Refundable): Bids shall be accompanied by bid security (EMD) amount of

Rs. 80,000/- and shall be paid through e-payment mode of e- procurement portal. Any

other form of payment will not be accepted.

13. Tender Processing Fee:- Amount as mentioned in e-procurement portal through e-

payment mode. Any other form of payment will not be accepted.

14. Schedule of Events :

15. The prospective bidders can download blank tender documents from e- procurement

portal free of cost either by logging on to https://eproc.karnataka.gov.in. However, for

participation in the bidding process, they need to pay the tender processing fee as

prescribed by the e-procurement portal. Bids not accompanied with the requisite tender

processing fee and bid security are liable for rejection.

16. The bidders shall submit all the documentary evidences/supports in respect of qualifying

requirements and other requirements through electronic mode only.

17. Failure to furnish the documentary evidences/supports electronically would result in

outright rejection of their offers.

18. The prospective bidders are advised to register in https://eproc.karnataka.gov.in by

clicking on hyperlink “Sign up”.

19. The bidder is required to ensure browser compatibility of the computer well in advance

to the last date and time for receipt of tenders. The department shall not be responsible

for non-accessibility of e-Procurement portal due to internet connectivity issues and

technical glitches.

20. Any clarifications, if necessary, can be had from the office of the undersigned, during

office hours on all working days prior to the date of submission of Tender.

INSTRUCTIONS TO BIDDERS

1. The Eligibility Criteria / Qualifying Requirements:

Technical:

a. Bidder should have Valid Super Grade Electrical License as on date of bid

submission.

b. Engaged in construction of 220kV KPTCL/KSPDCL Station as a Turn Key

contractor and should have completed at least one Station successfully.

OR

Bidder as a contractor should have experience in executing similar works i.e

Maintenance of Minimum Two (2) nos. Sub-station(s) for Solar Power

Evacuation in 220kV and above voltage level as on date of bid submission and

have successfully completed minimum one year of satisfactory maintenance for

at least one sub-station(s) from the above works without any adverse

remarks as on the date of bid submission.

The tenderer should furnish the details of previous experience duly supported by

copies of documents, and performance certificates issued by the

concerned Executive Engineers (Elec.), TL &SS of KPTCL/ Concerned authorities

from POWERGRID.

Financial:

a. The bidder shall have achieved minimum annual turnover of Rs. 500 lakhs in the

preceding 5 financial years (2016-17, 2015-16, 2014-15, 2013-14 & 2012-13)

duly certified by chartered accountants.

b. Profit and Loss along with balance sheets for the preceding 5 financial years duly

certified by chartered accountants.

c. Income Tax returns for the preceding 5 financial years.

2. In case the bidder is an individual, he should possess a minimum qualification of Degree

in Electrical Engineering recognized by any of State Government and in case of firms, the

proprietor should possess a minimum qualification of Degree in Electrical

Engineering recognized by any of the State Government or a person with a minimum

qualification of Degree in Electrical Engineering recognized by any of the State

Government should be in his employment apart from the maintenance staff.

3. The prospective bidders can download blank tender documents from e- procurement

portal free of cost either by logging on to https://eproc.karnataka.gov.in. However, for

participation in the bidding process, they need to pay the tender processing fee and the

bid security as prescribed by the e- procurement portal.

4. The bidders shall submit all the documentary evidences/supports in respect of qualifying

requirements and other requirements through electronic mode only within the

stipulated time. Failure to furnish the documentary evidences / credentials / supports

electronically would result in outright rejection of their offers.

5. The Tender form of qualified agencies will be opened electronically on the date stipulated

in the tender notification document. The tender form will be opened electronically at the

office of the undersigned in presence of the bidders who choose to be present.

6. Contractors are requested to submit the list of Stations specified in 1of ITB above and

furnish a declaration in this regard. The number of Stations already awarded by

KPTCL/POWERGRID at the time of submitting Tenders should also be furnished. Any

false declaration furnished by the Contractor/firm found at a later date, will result in

termination of contract apart from recommendation to the Inspectorate Authorities for

cancellation of the license.

7. The awarded contractor shall carryout the assigned duties and in case of failure to do so,

will result in termination of contract apart from recommendation to the Inspectorate

Authorities for cancellation of the license. The intending Contractors are required to note

that they should abide by the detailed instructions and conditions of the Tender

Documents. The tenderer should produce a certificate to the effect that the tenderer

possesses the list of Tools and equipments indicated in Departmental Manual No. KPTCL-

2/SD/April 2001.

8. Deployment of Man Power:

a. The Contractor shall provide necessary manpower with minimum

qualification as specified and they will be tested for their knowledge for

various Operations and maintenance activities in the Substation connecting to

the transformers, breakers, isolators, issuing of line clear, etc., before actually

engaging them by the Company;

b. Attendance copy of the manpower deployed duly certified by the office in-

charge of KSPDCL shall be submitted along with invoice.

c. The Contractor shall ensure that manpower shortage shall not occur.

d. Workmen compensation insurance policy, Personnel accident policy, EPF &

ESI Chalan copies shall be submitted along with invoice.

9. Insurance:

a. Insurance for the manpower: The Contractor has to provide insurance

coverage for the staff employed by him against any accidents that may arise

not only while carrying out the maintenance works at Sub-station and

connected 220kV Lines but also during transport to and fro as well, during

the contract period. The KSPDCL is in no way responsible for any of the

accidents.

b. Insurance for the equipment: KSPDCL shall obtain necessary insurance

cover for the equipment in Pooling Substation and connected 220 kV line as

per the procedure in vogue. However, Contractor will do liasoning with the

Insurance Company for claiming insurance.

10. Accidents:

a. The Contractor is responsible for any accidents caused to the personnel and

damage to equipment during the period of contract. The Contractor is

responsible for the loss sustained by KSPDCL due to damage to the equipment.

b. The Contractor shall be responsible for payment of compensation in case of

accidents while carrying out the maintenance works at Substation and

transmission lines. KSPDCL is in no way responsible for any of the accidents.

c. The Contractor shall note that incase of carrying out the work in the

vicinity of equipments in service, care must be taken to avoid any accidents.

If any work is to be done on any of the equipment, the Contractor/its

representative shall ensure that such works will be carried out only after taking

proper line clear. It may clearly be noted that in no case KSPDCL shall be

responsible for any accidents that may occur and for any compensation to be

paid arising out of the accidents.

11. Statutory Rules, Acts & Regulations:

a. The Contractor shall indemnify KSPDCL against all claims which may be

made under the Workmen’s Compensation Act or any statutory modification

thereof or rules there under or otherwise in respect of any damage or

compensation payable in consequence of any accident or injury sustained by

any workman engaged in the performance of the business relating to this

work contract. In all cases of personal injury to workmen employed by the

Contractor on the work for which the Contractor is liable to pay compensation

under the Workmen’s compensation Act, the Contractor shall pay the prescribed

medical fee to the Medical officer for issue of ‘C’ –‘D’ forms as prescribed.

b. The Contractor shall indemnify KSPDCL against all claims which may be

made under the Minimum Wages Act and Child Labour Act or any statutory

modification thereof or rules there under or otherwise in respect of any

damage or compensation arising in consequence of any dispute under these

Acts.

c. The Contractor shall indemnify KSPDCL against all claims, which may be made

in respect of any person employed by the Contractor on these works towards

insurance charges or claims whatsoever.

d. The Contractor has to make insurance coverage of accidents that may arise

while carrying out the duties of the Substation.

e. The Contractor should follow all statutory rules, Acts and Regulations that are

relevant and necessary for carrying out the maintenance works of the

Substations.

f. Weekly off shall be given as prescribed under Minimum Wages Act to all the

labour employed, leaves and holidays shall be given to labour as per contract

labour Act 1972.

g. The Contractor shall follow the provisions of Industrial Disputes Act in case of

any dispute with its labour.

h. For any failure of implementing the statutory rules and regulations by the

Contractor the KSPDCL will be at liberty to recover such amounts from the bills

of the Contractor/Performance Guarantee furnished by the Contractor.

i. No child labour should be employed

j. The Contractor shall be responsible for recruiting employees on its

own. Under no circumstances, the employee of the Contractor shall be

considered as KSPDCL employee and claim remuneration on par with scales

of KSPDCL employees. The Contractor shall make it clear to the employees

engaged by it that they are the employees of the Contractor and KSPDCL has

nothing to do with their employment or any other claim.

k. The Contractor shall provide all statutory requirements and facilities to the

man power engaged at its own cost.

l. All registration and statutory fees if any in respect of contracts work pursuant

to this contract shall be payable by the Contractor.

m. The Contractor shall submit periodical returns as required under various

labour laws in default whereof; the Company shall be solel y liable for any

actions as contemplated under the respective laws.

12. Notice

All notices, consents and approvals to be given under this Agreement shall be in writing

and signed by authorized signatories of the parties, unless otherwise notified. Each

such notice shall be deemed to have been duly given if delivered or served by

registered mail/facsimile/speed post of Department of Posts with an

acknowledgement due to the other parties to the last known place of business.

13. Force Majeure:

Neither party shall be liable for any claim for any loss or damage whatsoever

arising out of failure to carry out the terms of the Agreement to the extent that

such a failure is due to Force Majeure Events such as war, rebellion, mutiny,

civil commotion, riot, forces of nature, accident, terrorism or any other reason

beyond the control of concerned party. Any party claiming the benefit of this clause

shall reasonably satisfy the other party of the existence of such an event and give

written notice within a reasonable time to the other party to this effect.

14. Termination of Contract:

KSPDCL reserves the right to terminate the contract during the term of the

agreement by issuing notice 15 days in advance without any liability to KSPDCL in

case of following events.

a. If the performance of the Contractor due to frequent breakdowns or equipment

damage etc due to reasons attributable to the Contractor is not satisfactory.

b. Non fulfillment of any of the terms and conditions of the Contract

c. If any complaint is received from the contract labour engaged by you for

non-payment of wages, EPF, ESI etc as per the rules in vogue.

d. KSPDCL reserves the right to terminate the contract without assigning any

reason when the contract is not required during the period of contract and no

compensation will be paid for the balance period of contract.

15. Arbitration

a. All differences or disputes between the parties arising out of or in connection

with this Agreement shall be mutually discussed and resolved amicably within

60 days.

b. In the event that the parties are unable to resolve any dispute, controversy

or claim relating to or arising under this Agreement, as stated above, the same

shall be settled in accordance with the provisions of Indian Arbitration and

Conciliation Act, 1996 and its amendments thereon.

c. The place of arbitration shall be Capital City of State of Karnataka. The language

of the arbitration shall be English.

16. Jurisdiction

The Agreement shall be governed by and construed in accordance with the Laws

of India. Any Legal proceedings in respect of any matters, claims or disputes arising

out of or in connection with this Agreement shall be under the jurisdiction of

appropriate courts in Bengaluru.

17. General:

a. The contractor shall comply with Quality, Safety and Legal requirements

according to the industry practices.

b. The contractor shall return the testing equipment provided by KSPDCL in

usable condition on expiry on termination of this agreement.

c. Contractor has to maintain the stores containing major spares provided by

KSPDCL. Contractor shall take necessary permission from KSPDCL before

consuming the spares and any material/spare consumed from the stores shall

be replenished by KSPDCL within shortest possible period.

d. The Contractor is responsible for transportation of men and materials

required to carry out maintenance of the sub-station and connected lines.

NOTES TO TENDER NOTIFICATION

1. Tenders shall be uploaded in the stipulated form. The name of the tenderer should be

distinctly noted and signed. If, it is in the name of the firm, it should be signed by the

authorized representative of the firm who shall also sign and write his name.

2. The Contractor shall quote individually the rates in figures and in words in the Price sheet

uploaded and the same shall be valid for 90 days from the date of submission of the

tender. On the request of the KSPDCL, bidder may extend the validity of the bid. The rates

quoted should include provision for payment of incidental expenditures or any other

expenditure that may be incurred by the Contractor as per any rule or statutory

regulation of State or Central government.

3. Conditional Tenders will not be accepted and will be rejected summarily. Each Tender

shall be accompanied by bid security (EMD) amount of Rs. 80,000/- and shall be paid

through e-payment mode of e-procurement portal. Any other form of payment will not

be accepted.

a. Unsuccessful Tenderer’s EMD will be refunded & returned after finalization of the

tender.

b. The Successful Tenderer’s EMD will be discharged upon furnishing the

Performance guarantee.

c. The successful Tenderer shall furnish a Bank Guarantee equivalent to 10% of the

contract value as performance guarantee to ensure due performance of the

Contract within 15 days from the date of Letter of Award. The performance bank

guarantee will be discharged without any interest after 30 days from the date of

expiry of the contractual period. The performance bank guarantee shall be valid

for a period 30 days more than from the date of expiry of the contractual period.

No interest shall be payable by KSPDCL on the EMD and Performance guarantee

under any circumstances.

4. The bidder shall sign and return the LOA within 7 days of its date to signify acceptance

of the contract. All the stipulations in the LOA shall be fulfilled within the stipulated

period failing which KSPDCL reserves the right to cancel the offer and forfeit the EMD

deposited by the bidder.

5. The Contractor/Tenderer shall prepare a detailed maintenance schedule and finalise the

same with the prior approval of the Chief Executive Officer, KSPDCL

6. The successful Contractor shall bind himself to abide by the rules and conditions in force

and shall execute a necessary agreement in a Non Judicial Stamp Paper of Rs.200/- value

as per Format enclosed within 15 days from the date of LOA, failing which KSPDCL

reserves the right to cancel the offer and to forfeit the Earnest Money Deposit. Further

the works may be entrusted to the next lowest Tenderer, at the L-1 rate at the discretion

of KSPDCL. The final acceptance of any tender will rest with the KSPDCL

7. All corrections & overwriting should be duly attested by the Tenderer while submitting

Tender.

8. The bid of the Contractor shall be accompanied not only with the following documents

but also with the documents listed in the uploaded Checklist:

a. Name of the firm/Contractor. (Copy of PAN card should be scanned & attached).

b. Licence No. and Validity of the License. (Copy duly attested should be scanned &

attached)

c. Details of EPF / ESI Code number assigned by the concerned authorities along

with the relevant documents. (Copy duly attested should be scanned & attached).

d. The tenderer should furnish the details of previous experience regarding

operation & maintenance of 220kV and above voltage class substation carried out

if any, duly supported by copies of documents, and performance certificates

issued by the concerned Executive Engineers (Elec.), TL&SS of KPTCL/concerned

authorities of POWERGRID.

e. The tenderer should furnish the details of previous experience in construction of

substation of 220kV and above voltage class if any, duly supported by copies of

documents, and performance certificates issued by the concerned Executive

Engineers (Elec.), TL&SS of KPTCL/KSPDCL/POWERGRID.

f. Consent letters of the proposed staff and their medical certificate from Govt.

Doctor on their general health and suitability for duties before taking up the duties

in the solar park.

g. The successful bidder shall furnish the following documents in respect of the

individual manpower who will be deployed to KSPDCL before the commencement

of work:

i. List of manpower shortlisted by agency for deployment at KSPDCL

containing full details i.e. name, date of birth, marital status, address etc.

ii. Bio-data of the person deployed.

iii. Character certificate from a gazeted officer Central / State Govt.

iv. Certificate of verification of antecedents of persons by local police

authority.

h. Any other licenses / permits required under the State / Central Act applicable to

the contractor.

9. The wages to the staff engaged by the Contractor shall be notified from time to time.

10. The Contract is liable for termination by KSPDCL by giving 15 days notice in the event of

breach of contract or non-performance or improper performance of the duties to the

satisfaction of KSPDCL Engineer in charge.

11. The successful Tenderer/Contractor shall carry out the maintenance Duties in the

manner applicable in the schedule of duties (the list of duties to be carried out is broadly

indicated in Annexure “1”).

12. For any damage caused to the station equipment on account of negligence and willful act,

the Contractor/ firm shall be directly responsible to compensate the KSPDCL for such

damages/losses.

13. The Contractor shall have Insurance Coverage to his workers to meet any liability arising

under Workmen Compensation Act or under any decree etc., against all risks including

against electrical & mechanical accidents while performing duties and operations. The

Contractor or his staff are not eligible for any compensation from KSPDCL in this regard.

It shall be the sole liability of the Contractor only.

14. The Contractor shall ensure that all the personnel engaged by him are adequately trained

in the use of Fire Fighting Equipments maintained in the Station and the contractor shall

provide the fire-fighting certificates from the recognized agency before taking the work.

15. The Contractor shall maintain all the Fire Fighting Equipments of the Station properly.

Consumable items in this respect shall be provided by KSPDCL. The contractor shall

preserve the fire-fighting certificates from the recognized agency before taking the work.

Further, the contractor shall maintain records of dates of filling of firefighting

extinguishes and other details and inform KSPDCL in advance to take up refilling of the

same.

16. The Contractor shall properly maintain all the necessary FIRST AID KITS in the Station

and should ensure that all the personnel engaged by him are adequately trained in

administering First-aid services in case of emergencies.

17. The Contractor shall provide all the personnel engaged with color Photo Identification

Card duly signed by the CEO, KSPDCL and the Agency within two weeks from the date of

the award of the Contract and ensure that staff should always wear the Photo-Id on duty.

The Agency shall display the chart indicating the names of staff along with their color

photos in the notice board of the Sub-Station. In case of any change of personnel, the

same should be intimated to the CEO, KSPDCL within three days of such occurrence.

18. The Contractor shall ensure that all the personnel engaged by him should be capable of

handling and rectifying normal trouble shooting QUICKLY and EFFICIENTLY so as to

keep the duration of interruption at the barest minimum levels.

19. The Contractor shall ensure that all the personnel engaged by him have sound knowledge

regarding “PERMIT TO WORK SYSTEM” and “ACCIDENT REPORT” procedures as per the

prescribed proforma. The Contractor should issue and receive work permits observing

all safety measures and intimate the same to immediate supervisory officer in KSPDCL.

20. For the acts of negligence/mal-operation /deliberate acts of misconduct by the

personnel engaged by the Contractor, the Contractor is liable to pay penalty. The

Contractor can offer his explanation for consideration by KSPDCL.

21. The Contractor may further appeal to the Chief Executive Officer, KSPDCL for final

decision on payment of penalty levied by Review Committee. The decision of Chief

Executive Officer, KSPDCL in this regard shall be final and binding.

22. The Contractor shall ensure meticulous observance of the HEALTHINESS of Station

auxiliary, AC & DC system of the Station.

23. The Contractor shall “STRICTLY ADHERE” to the schedules prescribed by KSPDCL in

carrying out routine, OPERATIONS and shall be punctual in recording equipment wise

works carried out in the assigned register / log books etc, which shall be available for

inspection by KSPDCL Authorities.

24. The Contractor shall maintain ‟OBSERVATION‟ and “INSTRUCTION” Registers for

effective communication between his Staff.

25. The Contractor shall diligently record all the details of Station Operations in the logbook,

kept for the purpose in the Station.

26. Period of Contract: Period of Contract is initially for two years from date of DWA and may

be extended, if the performance is satisfactory, but entirely at the discretion of KSPDCL.

If Contract is not extended prior to the completion of contractual period, the contractor

shall continue the scope of work as per the awarded rates until further written notice

from KSPDCL.

27. The contractor shall designate a co-ordinator out of the deployed personnel who would

be responsible for immediate interaction with KSPDCL so that the optimal services of the

persons deployed by the agency could be availed without any disruption.

28. The Contractor shall ensure that specified numbers of staff are maintained throughout

the Contract period. In case of less number of staff found working, proportional wages

shall be cut in the bill and the contract shall be liable for termination.

29. Contractor shall alone be responsible for paying monthly wages to his employees before

5th of each month. The contractor shall pay the monthly wages to the employees engaged

by him only through cheques by depositing the necessary amount to their Bank accounts

opened in each employees name and produce the copies of cheques through which

payments were arranged together with his bills claiming the tender amount for the

subsequent month regularly.

30. The Contractor shall submit the list of candidates at the time of bidding along with

relevant uploaded documents like copy of final year marks card / degree certificate /

diploma certificate / ITI / ITC / JOC (Ele)/ SSLC or 10th standard marks card / experience

certificate if any while applying to the tender. The Contractor can also furnish details of

fresh graduates / diploma holders possessing the relevant degree / diploma certificates

at the time of tender.

31. The Contractor whose work is not satisfactory and in whose tenure electrical accidents

(attributable to the contractor) have taken place will not be considered for KSPDCL

tenders.

32. The minimum rate of the tender should be worked out by the Contractor/Tenderer

considering Wages to be paid to the Engineers/personal, Helpers with other Statutory

Payments required under Law such as, contributions towards EPF, ESI, Taxes, Statutory

charges and any other charges, etc.

33. The amount payable per month to the contractor for the services rendered shall be

minimum of Rs. 3,30,307/- for maintenance of subject scope of work.

34. The Contractor shall provide all the personnel engaged by him with Uniform and shoes

to be worn while on duty.

35. The successful contractor shall provide the list of candidates (finalized by the tendering

authority) who will be for particular station, certified Xerox copy of Adhar or Voter ID

card along with the agreement. They should also furnish back to back agreement signed

by candidate with the contractor indicating the amount of salary that is going to be

deposited and details of EPF and ESI which will be deposited in their account.

36. The contractor shall provide candidates bank account nos. EPF and ESI account numbers

in back to back agreements.

37. The contractor shall provide guarantee that the person provided will serve for at least

two years.

Nature of maintenance works in 220kV and 66kV substations proposed to be carried

out by Contract Agency under the Supervision of KSPDCL Engineer.

Contractor Scope (General):

a. To carryout regular maintenance, preventive maintenance and breakdown

maintenance by providing required manpower.

b. To coordinate with the OEMs/Contractors/AMC Service providers for any

breakdown and preventive maintenance activity.

c. To carryout transformer oil filtration and its replacement if required based

on the oil sample test result. The Oil will be arranged by KSPDCL.

d. To carryout Tan delta testing of Transformers, if required BDV test of

transformer oil and earth resistance.

e. To engage additional manpower/gangs/outside agencies in case of major

breakdowns.

f. To carryout compliance work of CEIG findings during annual inspection.

g. To submit monthly/yearly reports to concerned authorities as per requirement.

h. To keep record of incoming materials and materials replaced.

Operation & maintenance of Transmission Lines:

Routine Maintenance of the line:

a. Contractor shall carry out on behalf of KSPDCL normal Operation &

Maintenance of the “8 nos. 220kV drake ACSR Transmission line from

Terminal tower at POWERGRID 400/220kV station in Pavagada solar park

of POWERGRID to 220/66kV and 220/33kV stations of KSPDCL and 66kV

transmission line from 66/11kV substation of KPTCL at Nagalamadike to

66/11kV substation of KSPDCL at Thirumani in Pavagada solar park. The

services rendered by Contractor shall be as detailed below:

i. Routine and preventive maintenance of the above Transmission Lines i.e.

work not requiring shut down as detailed below:

1. Routine patrolling of the Transmission lines at regular intervals

and maintaining the records for the same as per

KPTCL/POWERGRID standardized norms, including pre and post

monsoon inspections.

2. Inspection of the foundation and checking the completeness of the

tower members.

3. Looping & Chopping and bush clearance not involving tree cutting

/ Chopping in right of way issues.

4. Attending to minor repairs of chimney and removal of excess soil.

5. Replacement of missing tower members / damaged tower

members.

6. Tightening of fasteners in the towers up to same working

level/height.

7. Visual inspection of Jumper and insulators

8. Special patrolling of the line in case of any tripping or Auto reclose.

ii. Minor shutdown nature works such as:

1. Replacement of missing spacers / spacer dampers, conductor

vibration dampers and Arcing horns.

2. Attending to displacement of conductor vibration dampers.

3. Repair to conductor,

involving tower collapse.

8. Rectification in respect of jumper cut.

9. Breakdown rectification works due to natural calamities/act of

god or otherwise involving decapping of insulators, snapping of

conductor, collapse of towers/foundation failure etc., which are of

capital nature.

10. Labour Cost towards breakdown maintenance shall be payable to

the contractor in accordance with KPTCL SR from time to time.

iii. Responsibilities of M/s. KSPDCL:

1. M/s. KSPDCL shall have to arrange for the shut down as required

or as requested by Contractor for attending to the shutdown

nature defects as brought out above. The list of spares for the line

including towers which are available with M/s. KSPDCL shall be

furnished to Contractor (list is provided as Annexure “2”) and the

same shall be utilized by contractor in case of requirement for

liquidating the defects. These spares shall be kept under the

custody of M/s. KSPDCL shall be issued to Contractor’s

coordinator upon receipt of the requisition.

2. M/s. KSPDCL shall submit at least two copies of all the drawings

such as Foundation drawings, Tower drawings, Hardware fitting

drawings etc., Tower schedule, Profile, Route alignment, Tower

BOM, Specification and other relevant documents / drawings to

contractor for their reference.

3. All Right of Way (ROW) and the compensation issues, court cases

encountered in the subject line throughout the entire corridor

before or after entering the agreement are to be settled or

4. KSPDCL shall procure materials and handover the same to the

contractor for carrying out maintenance works.

iv. Periodical reporting:

1. Monthly reports of maintenance and testing as per KSPDCL

formats carried out by Contractor shall be furnished to the Main

Coordinator and Local Co-ordinate of KSPDCL. The details are as

given below.

a. Patrolling report.

b. Details of shutdown & Non shutdown nature defects, tree

growth requiring chopping / lopping etc., noticed during

the month.

c. Details of maintenance activities carried out during the

month.

d. List of spares requested and consumed.

e. Plan and programme for planned shutdown maintenance

works, if any, for the ensuing month.

f. Special patrolling report in the event of tripping / auto

reclose during the month.

g. The programme of periodical testing of equipments /

insulators/hardware if any, in KSPDCL Transmission line

will be informed to KSPDCL in advance in order to enable

the later to send its representative for witnessing the

tests/works if so desired by KSPDCL.

Nature of maintenance works of 11kV UG cable, 11kV DTC, RMU and LT line to be

carried out by Contract Agency under the Supervision of KSPDCL Engineer.

Contractor Scope:

l. To carryout regular maintenance, preventive maintenance and breakdown

f. Insurance of all the equipment in Sub-station

Scope of work:

1. Operation & Maintenance of substations: a) Maintaining records of all the operations and records of loads such as voltage,

current, power factor, frequency, connected load, energy consumption on

daily/weekly/fortnightly/monthly/quarterly/half yearly and yearly basis.

b) Maintaining records of power failures with reasons.

c) Observing the yard and control room continuously and reporting any problem or

faults to the Officer In-charge which require major / minor improvements/repairs.

d) Maintaining records of maintenance.

Taking preventive maintenance such as maintenance of insulators, lightning arrestors,

cables, transformers, Isolators, Breakers, HT panels, LT panels, Station Transformers, CT, PT,

Battery chargers, Battery bank, control room wiring etc., Contractor has to maintain a check

list for preventive maintenance & upkeep the system accordingly. However contractor has

to prepare a detailed check list covering all the required items and submit for Engineering

Officer Cum Officer In-charge approval before being implemented.

Co-ordination with KPTCL/BESCOM/Inspectorate

a. Co-ordination with KPTCL/BESCOM officials for all related works and giving

reports to Officer In-charge regarding, information from KPTCL/BESCOM and Co-

ordination with Electrical Inspectorate in all relevant activities.

TECHNICAL AND GENERAL SPECIFICATIONS

OPERATIONS: Daily: 1. Checking the operation of compressors of Circuit breaker. 2. Visual inspection of Isolators contacts for proper position. 3. Checking oil levels of all bushings, Main & OLTC Conservator, CTs and PTs, etc. 4. Checking oil leakages if any for Transformers, CTs & PTs & taking appropriate action for

its timely repair. 5. Checking air / gas / oil leakages if any for Circuit Breakers. 6. Checking the condition of Silica gel. 7. Checking of Battery & Charger DC voltage. 8. Cleaning of premises, Control relay panels etc. 9. Maintaining log books and daily check list.

10. Grass removal from yard and surroundings of the substation 11. Checking Deposition of dust and dirt on Insulators. 12. Checking Locks and doors of substation are in good condition. 13. Checking no leaks have developed in the roof. Ventilating systems. 14. Checking the heating systems are working normally. 15. Checking the prescribed safety aids are in place and in good order.

conditions. 22. Checking Yard and control room lighting. 23. Inspection of 220kV and 66kV line corridors. Weekly: 1. Checking Yard and control room lighting circuit.

2. Checking of individual battery voltage, liquid level, specific gravity, contacts, applying of

petrolium jelly, etc.

Monthly: 1. Checking Auto/ Manual operations of OLTC.

2. Checking earthing points and their contact tightness wherever required.

3. Checking and sealing of cable entry holes.

4. Preparation of monthly checklist and events log for the month.

Events: 1. Logging auto / manual operations of OLTC.

2. Logging the breakdown events with relay indications etc.

3. Logging shut down events, log of operations during shut down period.

4. Logging of on /off of feeders in the 220kV, 66kV, 33kV & 11 kV distribution system.

5. Maintaining visitor registers along with their comments and details of their visits.

MAINTENANCE This Maintenance scope (includes both preventive and breakdown maintenance) is

indicative only and shall include other maintenance activities required for satisfactory

operation. Preventive Maintenance shall be routinely carried out as per the details provided.

Breakdown maintenance shall be provided as and when the situation warrants with a

failure/fault in the system. The breakdown maintenance shall be attended at the highest

priority so as to make good the faulted system and putting into operation. For breakdown

maintenance, the contractor shall coordinate/liaison with Engineering Officer cum Officer

In-charge and the original equipment manufacturer for replacement of parts and services as

necessary. Infrastructure, tools and tackles and site support shall be provided by the

contractor for such jobs with priority and without unnecessary delays. OEM parts and

services, if any, required for the completion of breakdown services shall be approved,

cleared for execution by appropriate authorities. During the preventive (routine)

maintenance, the contractor shall carry out the following as listed for various system

components:

Though the list contains several individual jobs they could be executed in a combined scope

as in the servicing or overhauling of the component.

A. Transformers: Daily:

a) Observation of oil levels in (i) main conservator tank (ii) OLTC conservator (iii)

bushings and examining for oil leaks if any from the transformer.

b) Checking the colour of silica gel in the breather and also oil level of the oil seal. If silica

gel colour changes from blue to pink by 50% the silica gel is to be reconditioned or

replaced.

c) Visual check of explosion vent diaphragm for any cracks.

Monthly: a) Physical examination of diaphragm of vent pipe for any cracks.

b) Cleaning of bushings, inspect for any cracks or chippings of the porcelain and checking of

tightness of clamps and jumpers.

c) Measurement of IR values of transformer with suitable megger according to the rating of

the transformer. Recording of the values specifying the temperature at which

measurements are taken

d) Cleaning of Silica gel breather.

e) Checking of temperature alarms by shorting contacts by operating the knob.

d) Checking of all connections on the transformer for tightness such as bushings, tank

earth connection.

e) Lubricating / greasing all moving parts of OLTC mechanism.

Yearly: a) Testing of oil for dissolved gas analysis, acidity, tan delta, interface tension specific

resistivity.

b) Tan delta testing for Bushings.

c) Calibration & testing of oil & winding temperature indicators.

d) Measurement of magnetizing current at normal tap and extreme taps.

e) Measurement of winding resistance.

f) Turns ratio test at all taps.

g) Overhaul of tap changer and mechanism.

h) Calibration of tap position indicator.

i) Filtration of oil or replacement of oil in the main tank/OLTC when the BDV of the oil is

found less than the acceptable limit.

j) Changing the gaskets at all locations as and when leakage is found or the gasket is

damaged or else yearly.

k) Replacing of Buchholz relay, OTI, WTI if found malfunctioning

l) OLTC mechanism shall be completely over-hauled for smooth and trouble-free operation.

m) Replacement of bushing if required.

n) SFRA test

B. Circuit Breakers: Daily:

a) Check the operation of compressors /motors. Check timing and sound.

b) Check gas density in each shift.
