Coastal hazard mapping lines affecting1800 property owners weren’t robustenough, an expert panel has concluded.
In 2012, council released predicted 50and 100-year flood lines and placed theinformation immediately on to propertyowners’ LIM reports.
Several residents formed CoastalRatepayers United, which questioned thedecision and challenged the sciencebehind the predictions.
It led to council appointing an expertpanel to review the lines.
The panel’s report, issued on Friday,said the existing hazard lines weren’t‘‘sufficiently robust for incorporation intothe Proposed District Plan’’.
But it felt the work by Coastal Systemsand John Lumsden was ‘‘generally of highquality and could be easily modified and
updated to produce best practice for agiven scenario’’.
‘‘Should these modified hazard linesimpact the built environment, a range ofmanagement options should beinvestigated in the formulation ofplanning policies, prior to theimplementation of any changes to theregulatory regime.
‘‘The feasibility of management optionsshould consider social, environmental andeconomic factor in assessing how best toaddress the risks from coastal hazards.’’
Mayor Ross Church said the reportseemed thorough and sound and there was‘‘three weeks for the community to discussthe report so sensible decisions can bemade’’.
‘‘That’s something we have to look atvery thoroughly and carefully.
‘‘It will obviously need some changes.‘‘We don’t want to make any kneejerk
decisions.‘‘We want to talk to the community.‘‘What tended to happen last time was it
went straight from the process and intopolicy.
‘‘This time, we’re going to talk to peoplebefore we do the policy stuff.
‘‘I always talk about people beforeprocess and this is the ideal opportunity todo that.
‘‘The whole thing is to talk to the peopleso we get it right this time.’’
Coastal Ratepayers Unitedspokeswoman Salima Padamsey said ‘‘ifCRU hadn’t actively challenged the reportover the last 18 months, the wholeProposed District Plan, had it go throughthe way it had, would have been based ona substandard report, and people wouldhave suffered mortgages, insurances, allkinds of things would have had animpact’’.

An eyecatching clock hasbeen installed in CoastlandsShoppingtown.
Following feedback fromcustomers that they wanteda clock, Coastlandsmanagement decided tomake it an iconic clock, andbegan the hunt forsomething different.
‘‘We approached theAustralian creator of theword clock and after much
consultation he decided itwould be too hard to make itand ship it across,’’ centremanager Jan Forrest said.
‘‘So we went to a NewZealand sign maker whoimported the electronicsand made the word clockhere.
‘‘It has been quite a longprocess but we areextremely happy with thefinished look of the clock
and I am sure it will be atalking point here atCoastlands.’’ The clock islocated in the Garden Courtarea on the large end wall.Its 3m long and 1.2m high.
‘‘Its great and alreadyquite a talking point,’’ Jansaid.
‘‘As it was being liftedinto place we had about 20tourists here all who weretaking photos of it.’’

Council’s budget cuts predicted rates riseCouncil’s Draft Annual Planfocuses on cutting costs andkeeping rates down, Mayor RossChurch says.
The Draft Annual Plan wasadopted by council on Thursdayand it outlines a programme ofconsolidation and prudence thathas resulted in a lower thanprojected rates rise for 2014/15.
‘‘We completed some bigprojects in the last year, such asthe Coastlands Aquatic Centreand the civic buildingrefurbishment,’’ Mr Churchsaid.
‘‘Now it’s time to take abreather, slow down and takestock.’’
He said councillors had goneover every aspect of spendingfrom stormwater andwastewater management tolibraries, economicdevelopment, and social support.
‘‘The result is a draft annualplan that focuses on cutting costsand keeping rates down.
‘‘It lays out a blueprint for asteady-as-she-goes approach thathas resulted in reducing theaverage rates rise to 4.95 percent
against 6.8 percent identified inthe Long Term Plan.’’
‘‘The savings and lower thanprojected rates rise is the resultof a huge drive by staff to reducecosts.
‘‘A considerable effort hasgone into reviewing allexpenditure and making somehard decisions.
‘‘This has resulted in a $3.4million reduction in capitalworks and more than $2 millionshaved off operationalexpenditure.
‘‘We’re also proposing to defer
a second hydroslide for theCoastlands Aquatic Centre anddelay the refit of the old Raumatipool building.
‘‘We’re also concentrating ondebt repayment with a proposalin the plan to commenceadditional repayments of$150,000 from 2014/15.’’
But Mr Church says justbecause council is beingfinancially prudent it didn’tmean things weren’t happening.
‘‘We are still planning to forgeahead with our plans to deliver along term water solution for
Kapiti through the introductionof water meters and developingthe Waikanae River Rechargescheme.
‘‘The aging Waikanae WaterTreatment Plant is about toundergo a major upgrade, weplan to establish a youth centrein Paraparaumu and planningfor new town centres inWaikanae and Paraparaumu iswell underway.’’
The Draft Annual Plan willnow go out for publicconsultation and submissionsfrom today to April 28.

Harsh words clears council chamber

Councillors walked out of ameeting after a member of thepublic criticised the workperformance of chief executivePat Dougherty.
During public speaking timeon Thursday, Dale Evans, ofParaparaumu Beach, said thecommunity was getting fed upwith ‘‘this unacceptableperformance of council staffand elected members’’.
‘‘One thing that is veryapparent and is mentioned tome on a regular basis — theCEO has to go for his never
ending bad performance in allaspects of his job.
‘‘The mayor needs to get outof his ceremonial robe and startgiving some direction aspromised.
‘‘For one, the mayor has tofire the CEO over this lastdebacle or I feel the communityat large will be calling for youboth to resign.’’
He said he had becomeirritated after learning of apotential conflict of interest inan independent panel createdby council to review the coastalhazard mapping lines.
Mayor Ross Church
suspended the meeting andasked councillors to leave thechambers, which they did.
Mr Evans, who suggestedthe mayor call the police,eventually left the meeting.
Mr Church said he wouldn’tstop anyone from publicspeaking but would if they wererude, antagonistic and bullyingtoward staff.
‘‘I felt he went over the topagain.
‘‘He was very demeaningand it just drags staff down.
‘‘It’s just not fair when heuses that aggressive language.’’
Mr Church said the incident
was sad as Mr Evans oftenattended council meetings andraised some good issues. ‘‘Andhe can be very sensible at timesbut when he goes over the topand attacks staff in such averbally aggressive way youcan’t allow that to happen.’’
Mr Evans said ‘‘I’m not thereto cause havoc or the ratepayermore expense.
‘‘I was there to voice anopinion and I was definitely notrude or bullying.
‘‘I was stipulating whatneeded to be said from thecommunity,’’ Mr Evansasserted.

Firefighters and an SPCA inspector cameto the rescue as a Waikanae Beach dogstarted giving birth in a deep hole.
Molly, a two-year-old Shih Tzu, wasexpected to give birth in a bedroom of aFlaxmere St house.
But when owner Laura Ilsley opened adoor late Friday afternoon to let herCocker Spaniel, Toby, out for a wee, Mollytook the opportunity and raced outsideand disappeared down a bank.
Laura discovered Molly had creptunder a large wooden doll’s house andwasn’t coming back out.
‘‘I heard her crying and thought ‘oh no,she’s having a baby’.’’
Laura, who was home alone, wasconcerned and called her daughterJemma who came over from Otaihanga
with partner Jeff.Jeff started pulling up some
floorboards and soon discovered a longhole, possibly a rabbit hole, which Mollyhad gone down.
Laura put her arm down the hole andher fingers suddenly grasped a newbornpuppy which she handed quickly toJemma and said ‘‘put it skin to skin’’.
Meanwhile the Waikanae VolunteerFire Brigade and SPCA Kapiti inspectorPeter McCallum arrived and startedtrying to get Molly out.
‘‘It was a bit full on,’’ Laura says.Molly peeped outside he hole and Jeff
managed to get her and carry her into thedoll’s house where she had her secondpuppy straight away.
About 45 minutes later, she had herthird and final puppy.
‘‘Peter, the SPCA man, had to revive
them as they were in shock,’’ Laura said.‘‘It was a panicky situation.’’The volunteers also put an infrared
camera into the hole to see if there wasanymore puppies in the hole.
‘‘We want to thank the WaikanaeVolunteer Fire Brigade and Peter fromthe SPCA because they calmed the wholesituation,’’ Laura said.
The puppies are a mix between a ShihTzu and a Bichon Frize (the father’s nameis Max).
Molly and her three puppies are doingwell.
‘‘They’re good and healthy — a verygood outcome,’’ Laura said.
The first puppy is called Sandy,because she was born in the sand, thesecond puppy is called Buster becausehe’s full of energy. The third puppy is yetto be named.
Hunt forseedsPlanting work on the Mackays to PekaPeka Expressway will create up to 60local jobs and will use more than onemillion indigenous plants from locally-sourced seeds.
Transport Agency Wellingtonhighways manager Rod James says a $7million contract has been awarded toKiwi company Natural Habitats, andthat the landscaping and planting projectwill be the largest of its kind locally.
He says Natural Habitats will be eco-sourcing seeds from local areas topropagate the plants for the landscapeworks.
‘‘The scale of landscaping andplanting on this project is huge.
‘‘It’s one of the largest plantingprojects the lower North Island has seen.
‘‘The work involves an area ofapproximately 140 ha of almostexclusively indigenous, locally-sourcedplanting that will leave a long-termcorridor and improve ecologicalconnections with other forest andwetland remnants on the Kapiti Coast.’’
He says every hectare of wetland thatis lost or modified will be recreated tofive times the size, ultimately resultingin 9.5 ha of new or restored wetlands.
Existing trees and vegetation from thedesignation will be used to manufacturemulch. The project team will also use thesand and peat from the excavations tomanufacture planting soil.
Natural Habitats will be setting upshop in Kapiti with its project managerand two supervisors, and would then aimto hire close to 60 staff locally.
The company has previouslyprovided landscaping services for majorprojects such as the Manukau HarbourCrossing and the NgaruawahiaExpressway.
‘‘This landscaping and plantingproject just goes to show there’s a widerange of skills and opportunities beingsought for this project, and this contractis the tip of the iceberg,’’ Mr James said.
‘‘We’ve engaged actively with localbusinesses and residents to ensure theregion is ready and willing to takeadvantage of this four-year programmeof works that will provide a massiveboost to the local economy.’’

I know this personally becausefor 10 years I worked for Alan,and his mantra became mine.
Now, it is that precise messagethe council and Kapiticommunity need to focus on,when it comes to moving aheadwith coastal properties andhazard assessments.
The panel of internationalexperts the council engaged toreview the science behind coastalerosion hazard assessments,reported last week.
It did so unanimously andchair James Carley presented thepanel’s thorough andconstructive findings on Friday.
I also appreciate the time hetook to explain the material tosubmitters in everyday terms. Itis important that technicalmaterial is interpreted for thelayperson, so all communitymembers grasp the main points.
The panel’s recommendationsgive us a way forward, both short-term and long-term.
While the detail of the reporthas to be studied in depth andabsorbed, I reaffirm the council iscommitted to supporting the wayahead suggested in the report.
That will involve the whole ofthe community working together
with the council in what must bea constructive way.
I stress the word‘‘constructive’’. There has beendivision and conflict and I acceptthat some criticisms of councilprocess are valid. We havelearned from this process, as hasthe community.
The panel’s report points tothe areas where consultation andagreed decision-making arerequired.
On the immediate horizon isthe independent review of theProposed District Plan. That willbe unveiled in a couple of weeksand it will give us the newframework in which toincorporate changes toproperties affected by coastalhazards.
Our community and councilvision should therefore focus onthe point in a few weeks when wehave both the coastalrecommendations and thebroader Proposed District PlanReview recommendations.
Constructive dialogue isbeginning immediately, and Ihave committed to work with allinterested parties on a way toachieve a District Plan that issound, fair and workable.
It’s time to focus on solutions,replacing the past with thefuture. Like Alan Martin said,‘‘it’s the putting right thatcounts’’.
‘Bloody mess’ has costKapiti ratepayers $2mIn April last year, fourcouncillors, pressuredby a volatile publicreaction, revoltedagainst a majority ofcouncillors.
We moved a motion toditch the coastal hazard linesand pull out the relevant sectionfrom the Proposed District Plan.
That April 18 briefing was ablitzkrieg. We were ‘‘advised’’by officers that the Shand reporthad been through a sufficientlyrobust review process.
‘‘The council has extensivein-house planning expertisesufficient to provide councillorswith assurance that from a land-use planning perspective thework is fit for purpose,’’ staffclaimed.
Staff said the chosenmethodology was robust, theanalysis was robust and fit forpurpose to establish land usemanagement policies andcontrols for the proposedDistrict Plan. We lost but agreedto a compromise theestablishment of a panel ofscience experts to review thecontroversial Shand Report.
Last Friday, the panel tabledits draft report. It concluded theexisting hazard lines ‘‘are notsufficiently robust’’ forincorporation into the PDP. Inother words, it is not fit forpurpose! They noted councilshould investigate a range ofpolicy options ‘‘prior’’ to theimplementation of any changesto the regulations.
This was not the only kick-in-the-pants. During the April
briefing, staff supported DrShand’s methodology in using azero-value for accretion. It wasthe accepted practice with arobust and dependable base,they said.
The panel, however, has heldthat accretion should beincluded. Another blow to theShand methodology was thedouble counting. There areseveral other significantshortcomings that collectivelyconcluded the Shand Report wasnot and is not fit for purpose, asclaimed by staff.
Elected members were,therefore, given shoddy adviceby staff. The panel’s report,however, has a twist. It says DrShand’s work provided a ‘highquality assessment’. How can itbe high quality and not fit forpurpose at the same time?
Given the recent revelationthat the chair of the panel had ahistory of collaboration with DrShand and this was not revealedby staff to submitters andcouncillors as far back as Julylast year, this and otherquestions may support thosewho have claimed a perceptionof a conflict of interest.
As a council, we have givenCRU [Coastal RatepayersUnited] a strategic heads-I-win-tails-you-lose position in thebattles ahead.
The panel’s conclusionswill have a tsunami effect.The whole PDP chapter oncoastal hazards may nowhave to be removed. Coastalprocesses are integrated viaobjectives and definitions
with tentacles reaching intomultiple parts of the PDP.
That’s not all, an immediateissue is whether everythingneeds to be removed from theLIMs of affected properties.
The judge in the Mike Weircase had directed council towork with Mr Weir on anacceptable wording. If thescience behind the hazard linesis lacking, the information maybe inaccurate and legally cannotbe left in the LIMs.
If council concedes, propertyowners claiming negativeimpacts on their houses may suecouncil for damage. Someowners in the so-called hazardzones have also had Section 72hazard alerts registered on theirtitles by KCDC affectinginsurance and house values.What happens to them now?
We have spent a conservative$2 million of ratepayer dollars toget into this bloody mess.Getting out means additionalcosts.
Finally, Kapiti is at thecutting edge on managingcoastal hazards. We have blownbuckets of ratepayer money,alienated good people, andcaused the suffering of many.
We have shown the rest ofNew Zealand how coastalmanagement should NOT bedone.

Fundamental to the Kapiti Retirement Trust beingable to carry out our charitable purpose - providingaged care services in our hospital at Sevenoaks,is having a successful and desirable village – ourSevenoaks-Midlands Gardens RetirementVillage. Media reports recently have been focusedon how retirement villages operate but nowhere isit mentioned that various models are out thereand as with all consumer choices, it pays to exploreall options.
The Trust’s model is quite different to that ofcommercial villages. Instead of returning profits toshareholders, as we have none, we use the returnmade from the sales of village accommodationto give capital gain back to exiting residentsand to support our charitable acts. These coverThe Lodge at Sevenoaks which includes ourpremier dementia unit – Kauri House and ourone-of-a- kind specialist block respite unit, theMatai Wing. Additionally, the Trust’s most recentaddition to our provision of aged care optionsis theNikau Club. Located in the grounds ofSevenoaks Village this boutique day respite centreprovides a personalised care option in a homelikeenvironment to those who want to give their carer abreak during the day.
People move into a retirement village for manyreasons. There is no single ‘right’ reason or a ‘right’age to make such a move but for many, it’s aboutgetting rid of the tasks in life you no longer want todo. To have time to spend on what you do want todo and to live in a community where you know yourneighbours and there are people around during theday – not everyone away at work. There are just somany choices available today and it can be quitea mission to work out where is best. I have said itbefore and totally believe that information is power.Whatever living option people choose, the keyfactor is that the decision made is the right onefor them.
With so many retirement options available inKapiti, it is wonderful to see those in the variousretirement villages around our communitygathering annually for the Kapiti inter-village sportsday. I believe we are one of the few places in thecountry where not-for-profit and commercialvillages come together for such an event. Earlierthis month, it was the Kapiti Retirement Trust’sturn to host this annual event.While the occasionwas postponed for a week, thanks to the first rainin a month, the day was a great example of whatthe very best in retirement village living should be.Great organisation, fun and fellowship with a goodmeasure of kiwi competitiveness.
Like all such events, it required significantco-ordination which was ably provided by MidlandsGardens resident Ray Richards who, along with histeam of residents, many of whom are members ofthe village’s Residents’Association,made the dayhum.Trust staff provided administrative support;with the grounds and maintenance teams not onlypreparing the various venues for the events butalso providing the much needed muscle on the day.They set up venues,managed the traffic and the otherhundred and ten things such an occasion requires.The day culminated in afternoon tea followed bya prize-giving. The strapline under the Trust’s logoreads; “A Lifestyle to Enjoy” this day was a trueexample of this.

Closer ties with ChinaLast week Prime Minister JohnKey was in China discussingtrade and the future of ourexports.
The trip was a huge successand reinforced the importance ofNew Zealand’s link with China asour major trading partner.
This was personified by the primeminister and Chinese President XiJinping setting an ambitious new goalfor two-way trade of $30 billion by 2020.
Our two-way trade runs at more than$18 billion, so it’s an ambitious butachievable target.
An agreement was also signedallowing direct trading of the NewZealand dollar against the Chineserenminbi.
This will make doing business withChina easier by reducing the costs ofconverting between the two currencies,and will stimulate trade and investment.
The importance of China to oureconomy has strong roots in our localarea.
We have a strong, multiculturalcommunity. Chinese ancestry hasbecome a hallmark of the region’sidentity and economy.
This is apparent in the strength of themarket garden businesses that are vitalto the horticultural industry of thewhole of the lower North Island.
This influence is symbolised by thebronze market gardener statue in Levin.The statue was unveiled by theGovernor-General in 2005 and is atribute to the hard work put in byChinese people in the development ofHorowhenua and Otaki.
Another positive contribution madeby the Chinese community was theirsupport of Te Takere Library in Levinthrough the Chinese Poll Tax HeritageTrust Fund.
Through their help, and many others,the project was able to get off the groundand become the success it is today.
While making up a small number ofthe population in the region, theChinese influence has had a strong andpositive impact.

Police dog handlers Senior ConstablePaul Fleck and Constable Rob Campbelltook the children through an entertaininglesson about the role of dog patrol teams inNew Zealand, who respond to more than30,000 police-related incidents annually.
As well as getting up close with theGerman sheperds, who have been trained
at the Police Dog Training Centre in UpperHutt, children were invited to see the backof a police dog car, and taught how toapproach dogs in the street.
Role play also had children witness aburglar caught in the act, with five-year-oldEpic making a quick and exciting capture.
It was the first public outing for11-month-old Quita, who is training as apatrol dog in a six-stage development andqualification process that will see hergraduate at 18 months.
Mr Fleck said the visit was a niceopportunity to introduce Quita to thepublic, as well as to show children the goodthings police do in the community.

An impartial mind?Guru is a thoughtful, articulate andpassionate councillor who brings adistinctive and valuable perspectiveto the governance of our district.Through his newspaper column heis able to fulsomely communicatehis views, most recently about thecoastal hazards report. HoweverGuru needs to be careful to applythe same ethical standards to hisown role as he does to Mr Carley(the report has not been released as Iwrite this letter). He has raisedissues about the perceived bias andlack of impartiality of Mr Carley.However Guru himself ran a politi-cal campaign strongly criticisingthe councils handling of the hazardlines. He is on record as saying he
saw the Shand report as seriouslyflawed. Therefore his questioningthe credibility and impartiality ofMr Carley’s report raises questionsabout his own behaviour. Does hehave an open impartial mind on thefindings of report? Is he biased inthe way he is viewing this report?Does he have a preconceived agendaabout this review? Perhaps Guruyou might remember to not ‘throwstones in glass houses’.

The aim of a collective visionis that it will provide aframework, or touch stone for
options and actions for thefuture.
It is this vision andframework that will enable thecommunity to grow so thatinvestments are planned andsustainable.
The outcomes we are seekingto achieve need to be informedby the community as they willbe a significant driver of ourvision.
As a result it is importantwhen the time arises that youparticipate in any consultationexercise to ensure your viewsand aspirations are considered.Better still, liaise with your
local community board memberso they have an enhancedunderstanding of thecommunity’s needs.
Not only do we need to thinkof the long term, we also need tothink of the short term and howwe can engage local groups andthe community to makeWaikanae a more vibrant place.
Whereby the communityputs on events for thecommunity.
Some of the activities couldbe the co-ordination of a jazzfestive, farmers’ market,grandparents day or arts andcraft fair, or the reincarnationof the Waikanae show.

Plan to succeed but enjoy the process‘Some people work better ifthey have a goal but purelyfocusing on that can add
undue stress and pressure.’There is a process to achieving anything.
If you are going to cook a wonderfulmeal for your loved ones you must firstbuy the ingredients, then follow therecipe, cook the meal then finally sitdown and enjoy.
This process maybe fun for somepeople, or it could be energy sapping andmonotonous for others.
Often, if the process is enjoyable, thefood tastes better.
Some people watch cooking showswhere the judges say they can feel the
love in the meal.If someone slaps together a meal with
no real care, attention or enjoyment themeal, no matter how hungry you are, isoften a let down.
The more enjoyment and attentionthat is paid to the process of cooking themeal the better the outcome will be.
I recently visited a friend’s house fora roast dinner. She cooked chicken andbeef with two different gravies, one foreach meat (attention to detail indeed,though her Yorkshire puddings were alet down).
The same enjoyment must be found inthe road to getting and staying healthy.
If you can enjoy the process ofbecoming healthy by finding whatmakes you happy and what makes youtick, then the end results will reflectyour journey.
I have made the mistake of beingsolely focused on the outcome, the endresult or the race, while almostforgetting the enjoyment of the process.
Some people work better if they havea goal but purely focusing on that canadd undue stress and pressure.
Having a goal body weight or goaldress size does add motivation but theenjoyment and challenges in the processthat it takes to get there are theimportant lessons.
The new habits you create, the peopleyou meet along the way and the new-found ability to not get down or upsetabout every little set back.
Once people have reached their finalgoal, or final, event it can’t just end.
They must have learned somewherethrough the process that this is longterm, otherwise it’s just a slippy slopeback to the beginning.
If you have learned something fromthe process it should be that it’s notalways plain sailing, there are often upsand downs and that is just part of life.
Those ups and downs in the processmake us stronger and make you theperson you are today.
Yes — set goals, yes — aim to behealthier, yes — plan to succeed butplease, please, please enjoy and learnfrom the process.

Preparations are in full swing forthe Paraparaumu CollegeCommunity Fair, which has seenstudents play a significant role inorganising the event.
Taking place on theParaparaumu College Field onSaturday, April 12, or inside thegymnasium depending on theweather, the fair is raisingmoney for Kapiti Youth Supportand the Kapiti Food Bank.
Also raising funds forindividual school projectsincluding the Japanese trip andAustralian sports exchange, thefair has welcomed dedicatedassistance from students,including the recording of a30-second ad for Radio NetworkKapiti, by Year 10 Media Studiesstudents Marshall Harrison andBen Milligan.
Budding chefs have also beenbusy pitching in for the event,making pickles, chutneys andsauces for the student-runpreserve stall.
Food and catering teacherCatherine Smith said it is afantastic opportunity forstudents to make items otherscan enjoy, rather than simplyeating the creations themselves.
‘‘The students will be runningthe Pavilion Cafe at the fair,serving up tea and scones,’’ shesaid.
Staff and students have alsobeen collecting second-handclothing and books for stalls, aswell as growing plants inhorticulture and creatingartworks and crafts.
‘‘Aside from the great schoolstalls, many outside stallholdersand community groups havesigned up for the event, andparents are getting involvedtoo,’’ media studies teacherEvelien Hofkens said.

Grants for youthsUp to $300 is available for individuals, and$500 for groups, thanks to Kapiti CoastYouth Council.
In its Youth2U Dollars scheme, a grantset up to help young people develop skills,hobbies and interests, the youth council isaccepting applications for 12-24-year-oldpeople from Otaki to Paekakariki.
The grant is to pay for sports trips andgear, music lessons, school camps andtraining programmes.
Young people with ideas for developinga business are also encouraged to apply.
Youth council member CameronWislang says applicants must becommitted to their activity or idea, andhave already tried to raise funds.
‘‘To get a Youth2U grant you don’t have
to be top of your field, just passionateabout what you do, and wanting to takeyour hobby, interest or good idea furtherto reach your potential,’’ he says.
Grants will be announced for recipientsand their families at a formal ceremonyduring this year’s Youth Week, May 17-25.
The 2014 Youth2U Dollars grantsprocess is open until 4pm on April 17.
‘‘This is an opportunity for youngachievers in Kapiti to be recognised byother young people in their community,’’Cameron says.

BUILDINGASENSEOF COMMUNITYCouncil is encouraging the district’sresidents to get to know each other thisweekend.
‘Over the Fence Cuppas’ are being heldthe district as part of Neighbours’ Dayweekend — a nationwide event which is allabout turning strangers into neighboursand streets into neighbourhoods.
The initiative has received lots of localinterest with 30 people volunteering theirtime and opening their houses/gardens tohave cuppas with their neighbours.
‘‘This sort of act makes ourneighbourhoods fun, friendly and safer
places to live, and we’re thrilled to have somany households involved,’’ Mayor RossChurch says.
‘‘It’s all about building a sense ofcommunity.’’
He says knowing your neighbours alsohelps in civil emergencies, as they are oftenfirst on the scene in a crisis.
‘‘Make sure you pop over next door andintroduce yourself if you don’t know yourneighbour.’’

In an amateur KapitiPlayhouse production of theIrish comedy, directed byWellington’s Simon Boyes andwritten by Irish dramatistBernard Farrell, HappyBirthday Dear Alice brings aquirky take on the issue ofhearing loss.
Exploring the dilemmafaced by ageing widow Alice,as she tries to meet thedemands of her selfishchildren who want to put herin an old person’s home, thetwo-act comedy incorporatesflashbacks from the 1960s,through which her deafneighbour of many yearsJimmy Heffernan regularlyappears.
For Mr Tait, whose hearingloss became a problem 20-25years ago, the story draws tiesto the issues faced in hispersonal life.
‘‘Jimmy’s main problem ishis deafness, caused by a shellexploding during the war,’’ MrTait said.
‘‘He wears a hearing aid,and continuallymisunderstands what is beingsaid because of his deafnessand his batteries runningout.’’
Mr Tait said because ofJimmy’s sporadic hearing, heis referred to as madHeffernan, though he isneither mad nor stupid.
‘‘It is not surprising howlittle sympathy the partiallydeaf get; after all, there is noobvious visible indication ofit.’’
At the time his hearingbegan to deteriorate, Mr Taitwas working as a computerconsultant, and the issue
became an escalating problem.Entering the world of
hearing aids, he was fitted forhis first set by Janet Houghtonfrom Kapiti’s CourtenayHearing Centre, who in a twistof fate got on board to supportthe play by supplying differentmodels of hearing aids asprops.
‘‘My role requires I mustwear hearing aids to show aprogression in the style over aperiod of 40 years, from theoldest box on the chest type tothe current small in the earpieces,’’ Mr Tait said.
‘‘This was initiallyperceived as a problem, untilJanet kindly offered to lendme her collection of hearingaids.’’
Mrs Houghton, who hasrun the clinic on the coast for20 years, said she was pleasedto support a play featuring ahearing-impaired actor,playing a character withhearing loss.
‘‘The lack of good hearingaids in the 1950s results inquite devastatingrepercussions for Mr Tait’scharacter, which affect himfor the rest of his life,’’ MrsHoughton said.
‘‘Luckily the aids todaysolve many of the problemsJimmy faces, as they do formany people with hearingimpairments, becausetoday’s models are soadvanced.’’
Mr Tait’s experience bringsauthentic understanding tohis role in Happy BirthdayDear Alice, which will beperformed at Kapiti Playhousefrom April 2-12 at 8pm,Wednesdays to Saturdays.
‘‘Battling to be in aconversation without havingto concentrate would be soenjoyable,’’ he said.

STIRRING: Women’s dance company Crows Feet Dance Collective is bringing acommemorative full-length dance work to the coast next month.

Dancing to the beat of warIn commemoration of the 100thanniversary of World War I, Crows FeetDance Collective presents the stirringand poignant full-length dance piece, TheArmed Man.
With 14 local dancers among theexperienced Wellington cast, thecommemorative work will take place atthe Otaki Civic Theatre at 7.30pm April 12and 3pm April 13.
In preparation for this project, whichis supported by the Kapiti Coast CreativeCommunities Fund, Crows Feet dancersresearched their own families’ World WarI stories, which have helped to form anarrative thread throughout the piece.
‘‘Since we are a female dancecompany, we have focused on the impactof war on families; on women andchildren who coped with separation andthe huge sense of loss that impacted onsubsequent generations,’’ director andchoreographer Jan Bolwell said.
‘‘Many of us in Crows Feet had
grandfathers and great-uncles who foughtin the First World War, so this is a verypersonal work.’’
Included in the cast is a group of malestudents from Whitireia Polytechnic’sperforming arts programme, who willdance in sections of The Armed Mandepicting men at war.
The Armed Man will also be presentedat the Genesis Energy Theatre in UpperHutt’s Expressions Arts andEntertainment Centre on April 5 and 6 at3pm, prior to Otaki performances.
Reflection, a 20 minute site-specificdance theatre performance, will alsoserve as a prelude to The Armed Man, setto be performed in the Cenotaph Park, 35minutes prior to The Armed Manperformances.

Digging outmedals forAnzac DayMore than 20 Kapiti families have dug outthe three medals of ancestors who served inWorld War 1 so they can wear them onAnzac Day (April 25).
Paraparaumu RSA vice-president ChrisTurver says it’s been heartening so manywant to recognise the looming centenary ofWorld War 1 by honouring their relatives,many of whom never came home.
‘‘It would be great if more local familiescould track down the 1914-14 Star, the1914-18 War Medal, and the Victory Medal sothat they can be put together and worn onthe right breast by a member of the familyin the Anzac Day parades.’’
Mr Turver says it’s all about respectingthe service of those who fought through themost appalling conflict in history.

Doctor inspires Otaki students

Students were mesmerised by avisit from an Otaki Collegegraduate last week, whosejourney from a science madschool dux led to an exciting sixyears studying in the field ofmedicine.
Caitlin Northern, who leftOtaki College in 2008, spoke tosenior students about herexperience studying to becomea doctor, which is seeing herspend 31⁄2 weeks as an intern inher home town.
Set to travel overseas in Mayfor a three month stint inUganda and New York, MissNorthern will spend theremainder of the year atChristchurch Hospital, beforegraduating in December.
‘‘It was great to talk to thestudents about what I’ve beendoing in the hospital,encouraging them and sharingsome of the things I have
experienced,’’ she said.Miss Northern shared a
range of heart-racing hands-onexperiences with students,including the time a standardvein operation ended in herseeing a leg amputated.
Answering questions andpassing on advice, MissNorthern encouraged studentsinterested in health and sciencecareers to continue studyingthree science subjects.
‘‘When I was at OtakiCollege, everyone was so lovelyand supportive in the sciencedepartment.’’
‘‘All the teachers went out oftheir way to help me with what Iwanted to do, and to achieve mygoals.’’
For Otaki College head girlAlana Fraser, Miss Northern’svisit was inspiring.
‘‘It made me excited aboutmedical school, because that iswhat I want to do when I leavecollege,’’ she said.
Night roadworkshelp traffic flowAs part of a $5 million seasonalroadworks safety programme,the Transport Agency will bere-surfacing three sections ofState Highway 1 in Kapiti thismonth and in April.
The roadworks extend fromthe Kapiti rail overbridge tothe Otaihanga roundabout.
The work is scheduled to bedone at night so as not to causedelays to daytime trafficheading up and down the coast.
Crews will be on site from7pm to 6am, until Thursday,April 17.
‘‘The crews deserve realcredit,’’ regional performancemanager Mark Owen says.
‘‘Working through the nightisn’t everyone’s idea of aperfect day at the office, but itcertainly beats holding uppeak-hour traffic.’’
While the agency does notexpect any major delays, it willbe monitoring traffic flows andwill take action if anysignificant disruption occurs.
‘‘We expect to have the roadfully open each morning, anddrivers should not have anydelays to their journey,’’ MrOwen says.
‘‘Should you be driving hereat night, there will be trafficmanagement in place, withreduced speed limits.
‘‘For your safety, the safety
of our road crews and toprevent damage to your vehicleplease stick to the temporaryspeed limits.
‘‘Full traffic managementwill be in place, howeverdrivers should expect delays ofup to 10 minutes at times.
‘‘Again, please drivecarefully here while theroadworks are going on.
‘‘We know that speed limitsat roadworks can be a bit of apain, but people must stick tothese limits for three importantreasons — to protect yourvehicle, to protect you, yourpassengers and othermotorists, and to protect ourcontractors.
‘‘Road contractors areworking hard throughout thenight in dark and ofteninhospitable conditions tomake our roads safer, and weask that drivers return thefavour and keep them safe too.’’
Mr Owen says daytimeroadworks are also scheduledalong the busy Mana Esplanadefrom Monday, March 31 toFriday, April 11 to undertakepavement repairs andmaintenance.
To keep disruption to aminimum, no roadworks in theWellington region will bescheduled over the Easterbreak.

MenzShed Kapiti hosted the 2014national conference recentlywhich tackled communityissues and was opened by formerPrime Minister Jim Bolger.
Held at Waikanae’s ElRancho Christian Holiday Park,with around 45 men from 17MenzShed groups betweenWhangarei and Christchurch,the theme for the 2014conference was MenzShed in theCommunity.
MenzShed New Zealandtreasurer Peter Blackler said theweekend conference coveredtwo main components,including ways in whichMenzShed can help benefitdiverse areas withincommunities.
Also uncovering ways toprovide health and wellbeingbenefits for individual men, theconference saw Dr Herman VanKrandenburg and Dr AndrewEdwards from Waikanae HealthCentre provide a commentary
on men’s health issues.Other guest speakers
included deputy mayor MikeCardiff, and former mayorJenny Rowan, who offeredknowledge and experience abouthands-on communityinvolvement.
Kapiti Coast District CouncilCivil Defence’s Scott Drayoffered suggestions for
MenzSheds’ approach inassisting the community withpreparations for an emergencysituation.
Lisa Clapcott from theDepartment of Conservation putforward ideas for establishingpartnerships with DOC, to helppreserve and enhance theconservation estate.
Mr Blackler said the weekend
included a Friday social eveningat the MenzShed Kapiti Shed onRangihiroa St, Waikanae, aswell as a visit from theWaikanae Fire Brigade, whichprovided a demonstration aboutfire safety in the home and shed.
Saturday saw the men led onvisits to three sheds on the coast,including the Southward CarMuseum workshops, and
Paekakariki’s SteamIncorporated workshop.
At a Saturday conferencedinner, 2012 Wellingtonian ofthe year and adventurer NevilleJordan captured diners’attention with accounts ofpersonal workshop experiences.
‘‘He shared his ownexperiences of tinkering in ashed, starting with some of hisearly childhood experimentswhich would make mother’shair stand on end these days,’’Mr Blackler said.
‘‘He described how theexperiences came to the fore inlater life, as he recounted someof his adventures around theworld.’’
Mr Blackler, who was re-elected treasurer for MenzShedNew Zealand at the conference,said the weekend was anenjoyable event.
‘‘It was a very successfulweekend for the Kapiti Coast,MenzShed Kapiti, and theMenzShed movement in NewZealand,’’ he said.

Kapiti Coast Pipes and Drumscontinued their winning wayswith success at their regionalcompetition.
The band competed in theWellington-Hawkes Bay CentreContest held in GovernmentHouse grounds on February 22.
The contest was attended bythe Governor-General who tookthe salute during the streetmarch and participated in the
presentation ceremony.Under trying windy
conditions the band was placedfirst in the set, second in themedley and first in the streetmarch.
In an individual opencompetition, Drum Major RobHiddleston was placed third inthe drum major championshipagainst nine other bands.

This month the Rotary Club ofWaikanae hosted a 40thanniversary celebration for a1970s Tongan project, which sawRotarians from Kapiti and thelower North Island build a largedining and assembly hall atTupou Methodist College.
A dinner and film event onMarch 12 gave highlights fromthe six-month community aidproject.
Rotary Club of Waikanae’sthree-time past president, SteveBotica, said 70 Rotarians joinedforces for the volunteer project40 years ago, giving about $40,000from vigorous fundraisingefforts and sponsorships.
Each put in two weeks’ work,six days a week. Rotarianscompleted a range of jobsincluding building the hall forthe biggest boys’ secondaryschool in Tonga, which housed750 boarders.
‘‘Planning for the projectcommenced in 1973, but it tooknearly three years to raise the
funds, get a block makingmachine on site, and get theRotarians on the ground tocomplete the job,’’ Mr Boticasaid.
‘‘A funny story brought up onWednesday night was theshipment of nails for the roof,which was confiscated byTongan officials.
‘‘Rotarians were told by localsnot to pay the fee to release them,and to wait until they wereoffered for sale by auction.
‘‘Behind the scenes Tongansleading the project told locals notto bid for the nails, andsubsequently Rotarians were theonly bidders, purchasing thenails for the pricey sum of $1.’’
Mr Botica said Rotary Club ofWaikanae’s 1973-74 presidentGeorge Hodgson, and 2013president Dave Murton, wereresponsible for organising andshipping the block makingmachine to Tonga.
Used by Tupou MethodistCollege boys to dig and crushcoral for the aggregate, it enabledthe creation of thousands of
concrete blocks for the hall,which replaced a rusty iron-cladshed and dirt floor.
A significant contributionduring the trip was fixing thecommunity water tank, whichparticipant and Rotary Club ofTawa member Russell Smithsaid had rusted through.
Another stand-out momentwas Tongan PoliceSuperintendent and president ofthe Tongan Rugby Union, PaulaVavili, taking the men to theremote village of Nukuleka, witha population of around 400.
‘‘Paula Vavili (Paul) had afantastic personality and waspart of many organisationsincluding Red Cross, Corso,handicap children’s society, andof course Rotary,’’ Mr Smithsaid.
‘‘He showed us the village,which had filthy water, no doorson many houses, inadequateclothing, no electricity orschools, and children with soresand disease.
‘‘Some of the conditions wereappalling.’’

Stock blamed for E.coli levels

Massey University microbiologyand communicable diseases seniorlecturer Stan Abbott writes aboutthe recent publicity surroundingPaekakariki’s Wainui StreamAs a Paekakariki resident and awater quality scientist, I would liketo respond to some of the concernsraised by the Friends of PaekakarikiStreams regarding the water qualityof the Wainui Stream.
We at Massey University inWellington have carried out
extensive monitoring and sanitarysurveys on the Wainui Stream forwell over a year.
When our environmental healthstudents first discovered thealarmingly high levels of E.coli in thestream in February last year, theKapiti Coast District Councilimmediately erected health warningsigns along the stream.
Alerts were also published in thenews media, as well as on the KCDC’swebsite. One release correctly stated
the Greater Wellington RegionalCouncil (who is responsible formonitoring recreational waters) donot (and cannot) monitor everystream in the district other thanpopular swimming spots in rivers inthe Wellington region.
Tamsin Evans (KCDC’scommunity services manager) andthe region’s Medial Officer of Health,Dr Jill McKenzie also warned that . . .it is not uncommon for small streamsin urban and rural areas to contain
high levels of bacteria . . . andswimming and playing in streamswith high bacterial levels increasesthe risks of developing health issuessuch as nausea, vomiting and/ordiarrhoea, and eye, ear, throat orskin infections’’.
As the high bacterial levels in theWainui Stream were suspected asbeing caused by unusually hightemperatures and low flows in thestream — combined withagricultural runoff from furtherupstream — the KCDC then had allthe rotting logs and other debriswhich impeded flows removed fromthe stream.
While low flows certainly canincrease bacterial levels oursubsequent testing at many sitesalong the stream showed thatextremely high bacterial levelspersisted and that these were evenhigher (many sites above 2419 E. coliper 100 ml) after heavy rainfall, andespecially so at sites near thefarmland adjacent to the littlewooden bridge leading into QueenElizabeth Park.
Significantly, all very highbacterial levels were found at sametime that cattle and sheep seen in thetwo paddocks had access to the twounfenced Wainui ‘feeder’ streams inthe farmland.
Sean Mallon, KCDCinfrastructure manager, is spot onwhen he said stock runoff was theprobable cause of the high bacteria inthe stream. I can concur with this
since our January and Februaryresults show the levels of E.coli havedropped markedly since the animals(sheep and cattle) have been kept outof the two paddocks. All samplesresults are well below the Action RedMode (greater than 550 E.coli per 100ml) and those few samples that showAmber Alert Mode results (greaterthan 260 E.coli per 100 ml) are fromsites that are ‘‘low flow’’ (stagnant).
We have not seen any stock in thepaddocks for many months andMassey University’s results clearlyshow the faecal pollution was fromnon-point sources — in other wordsagricultural run-off which wasexacerbated by heavy rain, especiallywhen cattle, sheep and horses werein the paddocks.

About 9000 people turned up to theKapiti Sustainable Home andGarden Show at the weekend.
‘‘It was a great family eventwith lots of happy people, a recordnumber since the first show in2005,’’ event co-ordinatorMargaret Sweetman said.
‘‘The weather was fantastic andpeople were saying it was the bestshow yet.
‘‘There really was somethingfor everyone.
‘‘Our first Lego eco town was ahuge drawcard with kids andadults alike, celebrity chef MikeVan de Elzen’s fooddemonstrations were packed andthe workshops were very wellattended.
‘‘Of course, there was lots ofinterest in the eco-friendlyproducts on display in all the stallsand many people had a go atheritage crafts in the school hall.
‘‘We also had 14 school gardens,including early education, takepart this year, a record number. It
was fantastic to see so many youngpeople participating.’’
Mayor Ross Church says he wasimpressed by how many peopleturned up to the show.
‘‘It was wonderful to see somany locals and visitors to thedistrict enjoying themselves,’’ hesaid.
‘‘The fact people showed suchan interest, demonstrates howkeen they are to find out how tolive more sustainably.’’

Swimming New Zealand’s recentchanges to the division twocompetition worked in favour ofRaumati Swimming Club swimmer NicCecioni.
Usually division two is held after thenational age group championships butthis year Swimming New Zealand heldthe event earlier, hoping to giveswimmers a better chance to make thestep up to qualify for the much tougherdivision one event.
Cecioni, 14, rose to the challenge,smashing his own best times to easilyqualify in the three backstroke eventsand won gold in the 50 and 200 back anda silver in the 100.
Tawhiti Tomomo, 15, wasdisappointed to just miss out onqualifying in the 400 free, but won silverin the 200 fly, and in the 200 and 400 free.
Deaflympic swimmer SantanaChapman made a fourth place in the 50free but was pleased along with DesireeGrout, Josh McFarlane, Cecioni and
Tomomo to be selected for the Wellingtonregional relay teams.
Head coach Jon winter was pleasedwith the results, especially as the clubfinished 24th out of 74 New Zealand clubs
on points with only five swimmers,where many other clubs took very largeteams.

Cash prizes given for awardsUnder a new scheme, three prizes of $1000will be presented at the Pak’n Save KapitiSportsperson of the Year on May 15, atSouthward Theatre.
Open for nominations until March 31,the event will see the successful recipientselected by a panel of judges fromvolunteer, contributor, administratorand coach categories.
Project manager Joe Franklin saidLions will present the winner of theSportsperson of the Year trophy with apersonal cheque for $500, as well as afurther $500 for their Kapiti-based club,code or sport of choice.
Lotto Sport Makers and Sport NewZealand, working in partnership withLions, will also donate $1000 worth ofgoods, which will be split between thetwo.
Mr Franklin said a third grant of $1000will be presented at the awards night toan emerging athlete.
‘‘This grant is part of Lions’ objectivein organising the sports awards, torecognise and celebrate bothorganisations and individuals whocompete in and support sport in Kapiti,’’he said.
James King, Sport Wellington’s eventsdirector, says its role in the event
supports the foundation andsustainability of volunteering incommunity sport.
‘‘It’s about recognising, rewarding andcelebrating clubs and regional sportsorganisations who have built a solidfoundation for their volunteers,’’ he said.
While being unpaid is a criterion inPak’n Save Kapiti Sportsperson of theYear, Mr Franklin said someone whoreceives an honorarium for their workwould not be excluded.

Levin farmer Brad Lewis will be battlingfor the title of ANZ Young Farmer of theyear in July after winning the Taranaki/Manawatu Regional Final for a secondtime.
The event, held in New Plymouth,attracted eight contestants who werechallenged on all aspects of farming frompractical tasks to theory and businesscomponents.
Brad, 28, holds a Bachelor ofAgricultural Science (Honours) and is amember of the Opiki Young FarmersClub.
He managesa herd of 500friesian-crosscattle on thefamily farm,Lewis Dairies,Levin.
Brad won themain title andalso the AgriBusinessChallenge.
‘‘Thehighlight of myday waswinningoverall, but mysuccess in thetechnicalaspects wasvery pleasing,’’he said.
‘‘I knew there would be stiffcompetition and there were timesthroughout the evening that I thoughtsecond best was going to have to do.’’
His prize pack was worth over $10,000in cash, scholarships, products andservices.
Brad will represent the region at theANZ Young Farmer of the Year GrandFinal in Christchurch on July 3-5,carrying a prize package of $300,000.

Alan Dempsey, welfareofficer of the ParaparaumuRSA, said he had beenapproached by GirlGuidingin Paraparaumu with anoffer to help with ‘‘pinningpoppies’’ in preparation forPoppy Day, Thursday, April17.
‘‘The RSA is extremelygrateful to the Guides,Rangers and Venturers forgiving up their time to pinpoppies and help theveterans in our area whohave given so much for us,’’he said.
‘‘On Poppy Day thewearing of a poppy is a wayfor Kiwis to connect to and
honour the Anzac values ofcompassion, comradeship,courage and commitment.
‘‘The poppy remindspeople of sacrifices made forthe greater good and are asymbol of remembrance andhope.
‘‘Veterans from WorldWar 2, now in their 80s and90s, face a range of health-
related issues and need anincreased level of care andthe RSA also providessupport and assistance to themen and women involved inmore recent conflicts.’’
About 50 volunteers willbe at various locationsthroughout theParaparaumu district onApril 17 offering poppies for
a donation.Those donations will
remain in the area and beused locally for the supportof war veterans, ex-servicemen and women andtheir dependents.

The New Zealand DefenceForce drew attention onThursday, attending with heavyequipment transporter andpinzgauer vehicle from Lintonmilitary camp. Students weretreated to rides in the pinzgaueraround the field and wereeducated by Sgt DarrynWilliam, who spoke about hisrole in the army and suppliedcareer information.
Friday stole the show, withan interschool rugby sevens
tournament and a free sausagesizzle, sponsored by Pak ‘n Save.
