The Kansas Department of Transportation (KDOT) is seeking a consultant to provide road and bridge services for the replacement bridge #009 (Deer Creek) located just west of Sedan. This project to be designed is currently only scheduled for Field Check in January 2020, at that point the project will reviewed for viability.Scope of Services to be Performed
Consultant shall complete the following tasks and pro-duce the deliverables described below:
• Visit the project site location• Perform preliminary road and bridge design for
plans to field check, which will include determining the size, type, and location of the proposed bridge.
• Final Plans (if viable).• Additional deliverables in the final plan stage will
include information for environmental permitting, final electronic plans, and Control CADD indexed DGN files.
• Provide Construction cost estimates bi-annually as well as at every major project milestone.
Evaluation FactorsTechnical proposals will be evaluated based on the factors
listed below, evenly weighted, to rank the most qualified firm in order of preference as first, second, third, etc. Evalua-tion factors: 1) the quality and completeness of the response to this request; 2) qualifications and experience of consultant personnel/manager proposed for services; 3) proposed ap-proach for design; and 4) past performance history for simi-lar projects/services for KDOT. The highest ranked firm will be asked to enter into negotiations with KDOT for an agree-ment. In the event KDOT cannot reach agreement with the ranked firm, it will terminate negotiations with such firm and commence negotiations with the next highest ranked firm, and so on, until either agreement is reached for a sat-isfactory scope of services for a fair and reasonable price, or KDOT decides to pursue other alternatives.Contract Terms and Conditions
A work order may be utilized under your existing on-call agreement (if available) or a new four (4) phase contract with special attachments for the Kansas “Tax Clearance Certificate”, the “Certification of Final Indirect Costs,” and the “Policy Regarding Sexual Harassment.”Instructions for Technical Proposal
Note: No costs shall be contained in the technical pro-posal. Technical Proposals will consist of the technical pro-posals and a completed and signed Special Attachment No. 7 (“Certificate of Final Indirect Costs”), a completed and signed Special Attachment No. 8 (“Tax Clearance Cer-tificate”), and a completed and signed Special Attachment No. 10 (“Policy Regarding Sexual Harassment”). All these forms are attached to the original email announcement.
The main text of consultant’s technical proposal must not exceed 3 pages (including cover sheets, indexes, etc.) to address the topics listed. Describe processes and pro-cedures proposed by consultant to meet the project com-pletion deadline listed above. Describe processes and procedures, including best practices, that will be used to perform tasks and produce deliverables described above under “Scope of Services to be Performed.” Include in the technical proposal items such as:
• Project manager/engineer in charge.• History of projects with similar tasks.• Availability of staff to meet schedule without over-
time.• Cost-effective or cost-reduction practices, processes
or procedures used by consultant, if any;• Any sub-consultant and their role (if any) that will
be performing services on the project. All sub- consultants must complete Special Attachment No. 7 (“Certificate of Final Indirect Costs”), the Special Attachment No. 8 (“Tax Clearance Certificate”), and a completed and signed Special Attachment No. 10 (“Policy Regarding Sexual Harassment”).

The Kansas Department of Transportation is seek-ing a consultant to complete a vision document for the state. The information for the document will come from discussions within the Statewide Autonomous Ve-hicle (AV) Task Force. This group has met three times currently but is expected to meet 10–14 more times for monthly meetings. The plan will be a high level direc-tion for state agencies (Department of Transportation, Department of Revenue, Insurance Commission, etc.). Topics will include vision and goals, industry timelines, stakeholders, possible investments, public/private part-nership concepts, high level direction on what the agen-cies should do to be prepared for the future, and input on a draft executive order and legislative bill for testing autonomous vehicles. The selected firm would attend Task Force meetings, schedule meetings, take notes, and interview members individually. The firm is expect-ed to have knowledge of the direction of Autonomous/ Connected Vehicles (AV/CV) are headed nationally and what is needed to be prepared for the future. They should also have some previous contracts related to AV/CV proj-ects and plans. This project is the first phase which may or may not be followed by a secondary project for imple-mentation strategy.Evaluation Factors

Notice to ContractorsElectronic copies of the letting proposals and plans are
available on the Kansas Department of Transportation (KDOT) website at https://kdotapp.ksdot.org/Proposal/Proposal.aspx. The website will allow the contractor to request approval from KDOT to bid as a prime contrac-tor and be included on the “Bid Holders List,” or to be in-cluded on the “NonBid Holders List” as a subcontractor/

supplier. KDOT’s approval is required to bid as a prime contractor. To bid as a prime contractor, KDOT needs to be notified of the intent to bid no later than the close of business on the Monday preceding the scheduled letting date. Failure to obtain prior approval to bid as a prime contractor on any projects listed below will be reason to reject your bid. The Secretary reserves the right to reject bids that do not comply with all requirements for prepar-ing a bidding proposal as specified in the 2015 edition of the Kansas Department of Transportation Standard Speci-fications for State Road and Bridge Construction.
KDOT will only accept electronic internet proposals using the Bid Express website at http://www.bidx.com until 1:00 p.m. (CST) October 17, 2018. KDOT will open and read these proposals at the Eisenhower State Office Building, 700 SW Harrison, Topeka, Kansas, at 1:30 p.m. (CST) October 17, 2018. Sponsors in Kansas have built more than 800 flood con-trol dams since 1948. Kansas has the third largest num-ber of flood control projects in the United States. Due to age, sedimentation, or changing conditions, many of these dams now require rehabilitation. Many dams
built in rural areas to protect agricultural areas now need upgrading to protect homes and businesses that have sprung up in the flood plain. Some dams now have a higher hazard rating, requiring them to meet more strin-gent safety requirements.
Meeting current safety standards is part of the rehabil-itation construction for Dam No. 2. The proposed work on Dam No. 2 includes flood proofing a downstream habitable structure and limiting development in areas that would be impacted by a potential breach. Work also includes rehabilitating its drain and principal spillway.
Bruce Wells, Kansas NRCS Assistant State Conserva-tionist for Water Resources said, “Having public input helps us make sure we are doing what the communities want. This meeting provides the opportunity for the wa-tershed district and NRCS to explain alternatives iden-tified, the economic cost and benefits, and acquire com-ments to incorporate into the decision-making process.”
In 2017-18, NRCS completed dam assessments on eight (8) other existing dams in Kansas. These assessments were distributed to watershed districts for evaluation and consideration of requesting rehabilitation funds. NRCS can help watershed districts obtain federal cost share assistance to rehabilitate aging dams. Under new rules, rehabilitation funds can also help provide new oppor-tunities such as adding municipal and irrigation water supplies, recreation, and wetland wildlife enhancement.
Through 2017, 258 federally assisted dams in Kansas have met their design life. According to Wells, “Limit-ed funding has been available in the past, but recently, within the 2014 Farm Bill, there is additional funding to help watershed districts get needed work done on their flood control dams. NRCS will be prepared to help wa-tersheds every way we can as we identify rehabilitation needs involving federal assisted dams.”

Proposed EPA and KDHE Final Approval of Revisions to the City of Manhattan’s
Industrial Pretreatment ProgramIn 2018, a Headworks Loading Analysis of the City of
Manhattan’s Wastewater Treatment Plant (WWTP) was completed using data collected in 2017. The purpose of the Headworks Loading Analysis was to determine the maximum amount of pollutants that can be introduced to the City’s WWTP without interfering with the waste-water treatment process.
Based on the 2018 Headworks Loading Analysis, the City of Manhattan is proposing changes to its Industri-al Pretreatment Program, which regulates and controls wastewater discharges from industrial and other non-do-mestic wastewater sources, into the City Sanitary Sew-er Collection System for treatment at the WWTP. The proposed changes would adopt technically-based local limits that resulted from the Headworks Loading Anal-ysis. On May 1, 2018, the U.S. Environmental Protection Agency (EPA) and the Kansas Department of Health and Environment (KDHE) provided a preliminary joint ap-proval of these local limits.
The City has requested EPA and KDHE final approv-al of the proposed changes. The proposed changes have been prepared in a manner that the City believes will re-main fully protective of the environment. You may obtain a copy of the proposed program changes by contacting the City of Manhattan, using the contact information below.
The City and Region 7 EPA will accept comments and views on the proposed Industrial Pretreatment Program changes for a period of 30 days following the date of this publication. All written comments and views will be con-sidered by EPA and KDHE in determining whether it will issue final approval of the proposed changes. If no sub-stantive comments are received, EPA and KDHE will ap-prove the pretreatment program changes, as proposed.
You may also request within the 30-day period that Re-gion 7 EPA hold a public hearing on the proposed revi-sions. Any request for public hearing should be directed to Region 7 EPA and should indicate the interest of the person filing such request and the reasons why a hearing is warranted.

A public hearing will be conducted at 1:00 p.m. Tuesday, November 27, 2018 in the Board of Healing Arts Board Room, 800 SW Jackson, Lower Level, Topeka, Kansas, to review and consider the adoption of proposed permanent regulations of the Kansas State Board of Pharmacy.
This 60-day notice of the public hearing shall constitute a public comment period for the purpose of receiving written public comments on the proposed regulations. K.A.R. 68-13-1. This regulation is being considered for revocation as the result of recent Board adoption of three new regulations governing sterile and non-sterile com-pounding in Kansas (KAR 68-13-2, 68-13-3, and 68-13-4). This regulation is now outdated and moot.
K.A.R. 68-7-10. Pharmacy-based drug distribution systems in long-term care facilities; emergency medi-ciation kits. This regulation is being amended to align definitions with statutory changes and allow nurses and other healing arts professionals to access automat-
ed drug delivery systems in long-term care facilities for administration of medications to patients consistent with their respective practice acts.
K.A.R. 68-9-2. Automated drug delivery systems in pharmacies. This regulation is being amended to align definitions with statutory changes, allow for manual overrides when systems are jammed, blocked, or mal-functioning, and allow nurses to access automated drug delivery systems for administration of medications to pa-tients consistent with their practice act.
K.A.R. 68-9-3. Automated drug delivery system to supply drugs for administration in certain facilities. This regulation is being amended to align definitions with statutory changes and allow nurses and other heal-ing arts professionals to access automated drug delivery systems in medical care facilities for administration of medications to patients consistent with their respective practice acts. In addition, the regulation is being amend-ed to clarify the types of nursing facilities that may uti-lize automated drug delivery systems.
K.A.R. 68-2-23. Notification to board; disciplinary ac-tion. This is a new regulation that would require each owner of a Kansas-registered pharmacy to notify the board within 30 days of any denial, limitation, suspen-sion, revocation, voluntary surrender, or other disci-plinary action taken by the state of Kansas or another jurisdiction against the pharmacy, the pharmacy owner, or any application, license, registration, or permit held by the pharmacy owner.
K.A.R. 68-7-25. Notification to board; pharmacist, pharmacy technician, or pharmacy intern. This is a new regulation that would require either the pharma-cist-in-charge or the owner of any Kansas-registered pharmacy to notify the board in writing within one day of any suspected diversion, theft, or loss of any con-trolled substance and provide a copy of the completed DEA-106 form.
K.A.R. 68-20-15b. Notification to board; suspected diversion, theft, or loss of controlled substances. This is a new regulation that would require each pharmacist, pharmacy technician, and pharmacy student to notify the board within 30 days of any criminal arrest, charge, or conviction rationally related to drugs or the practice of pharmacy, or any denial, limitation, suspension, re-vocation, voluntary surrender, or other disciplinary ac-tion taken by the state of Kansas or another jurisdiction against any professional or occupational application, li-cense, registration, or permit held by the individual.Summary of Economic Impact
It is the mission of the Board to ensure that all persons practicing pharmacy are properly licensed and regis-tered, and to ensure compliance with Kansas statutes re-garding proper compounding, storage, and dispensing of prescription drugs, maintenance of professional stan-dards, and proper manufacture, distribution, and sale of prescription and nonprescription drugs. Thus, the Board is proposing these regulatory changes.
Automation: The Board anticipates minimal econom-ic impact to the Board, its licensees and registrants, or Kansas-registered pharmacies. Amendments will en-
