American and German soldiers teamed up on Baumholder’s Military Training Area March 24 to 27 to hone their tactics, techniques and procedures associated with convoy operations.

With a German SWAT team providing all the explosions and smoke, members of the 421st Multifunctional Medical Battalion, 30th Medical Brigade and the 950th Bundeswehr Tactical Psychological Operations unit ran the gauntlet of force protection procedures in a convoy environment. Across the United States, April is recognized as Sexual Assault Awareness Month. Throughout the month, the Department of Defense calls on service members to recognize and understand the issue of sexual assault in the military.

On Ramstein, the Air Force Sexual Assault Prevention and Response offi ce has joined with Army counterpart Sexual Harassment/Assault Response and Prevention to educate the KMC about the realities of sexual assault. In accor-dance with the 2014 SAAM theme of “Live Our Values: Step Up to Stop Sexual Assault,” SAPR and SHARP will raise awareness by urging ser-vice members to “step in” against sexual assault.

“We need to prevent by educating,” said Carmen Schott, SAPR sexual assault response coordinator. “We need to spread the message to Airmen that when you put this uniform on, you’re being held to a higher standard. You’re in the United States Air Force. Protect your wing-men, and look out for each other.”

Schott said the main focus of SAAM is teach-ing preventative measures.

“Step up, step in and don’t be a bystander,” she said. “Make smart decisions, drink (respon-sibly), be smart about who you trust. Most peo-ple that come forward know their attacker. It’s not just strangers.”

SAPR and SHARP personnel will also edu-cate KMC service members on the resources

available for victims of sexual assault. An individual who has been sexually harassed

or assaulted may seek help from the SARC at any time. Victims have a choice between two types of incident reports when fi ling. A restricted report allows a victim access to counseling ser-vices, medical care and the assignment of both a sexual assault response coordinator and SAPR victim advocate without the notifi cation of chain of command or the authorities. In contrast, an unrestricted report will not be kept confi dential, and an investigation of the alleged attacker by law enforcement may occur.

No matter what route a victim chooses to take, the SARC will provide care and further resourc-es for an individual who suffers a sexual assault.

“We want to get the word out and encourage more people to come forward,” Schott said. “We want them to feel comfortable they can trust the resources that are available to them.”

On Ramstein, SAAM events began April 1 at the Kaiserslautern Military Community Center with information tables and the signing of a proc-lamation to fi ght sexual assault by command.

the photo booth event will take place at the KMCC.• April 19: Self-defense seminars will be held

at the Ramstein Southside Fitness Center with

occur in the KMCC food court.

After numerous complaints from service members, families and civilians, construction to fix the huge potholes and uneven pavement on Pulaski Road is finally underway.

“I use this road at least once every day. I’m very pleased that the road work has begun. It was in very bad condition,” said Mary Murphy, a community member who frequents Pulaski. “I’ve nearly crashed a few times try-ing to avoid all the potholes.”

Pulaski Road was initially designed for low volumes of traffic and to accommodate sedans. The road began to deteriorate after the closing of the Vogelweh main entrance due to addi-tions to the Kaiserslautern High School cam-pus. As a result, Pulaski Road became the main entrance to all traffic, including heavy tractor trailers hauling supplies on post.

“It was designed for sedans (and) moder-ate use, not for 40 ton tractor trailers on a regular basis,” said Jason Dickerson, chief of the operations and maintenance division, U.S. Army Garrison Rheinland-Pfalz, Directorate of Public Works.

Over the last couple of years potholes and uneven pavement began to form. This led to numerous complaints from community mem-bers during garrison town hall meetings, on social media sites and even phone calls to the American Forces Network.

DPW received calls every week asking for repairs to be made, and workers did their best to patch the roadway, but the problem was not as simple as new asphalt.

“It’s the top surface and the subsurface as well,” Dickerson said. “We have to go down more than two feet for foundation work.”

The most cost effective way to solve the problem was to launch a project that would permanently fix a one kilometer stretch from Pulaski Gate to the shoppette. The $75,000 project will continue throughout the sum-mer and will be completed in stages to allow patrons access to services, such as the Auto Skills Center, car wash and the sports field.

“We kept in mind people that need access to resources and amenities out there,” Dickerson said.

“I’m really glad I will be able to bring my family to these facilities,” Murphy said. “It would have been a real pity if they were shut down.”

Public works directorate tackles Pulaski Road

Construction and Training Squadron, they can lay con-crete and construct build-ings while the 435th Security Forces Squadron ensures the safety of all personnel.

The three squadrons in the CRG, who are always in motion, including the air adviser branch, work togeth-er to build partnerships with countries all around the world.

“In the air adviser branch we share ideas and knowledge with our NATO Allies,” said Master Sgt. Albert Black, 435th CRG air adviser branch operations NCOIC. “We just got back from Hungary doing a building part-nership event. We were able to brief and discuss some of our better practices, so they can improve on their programs.”

Being in a unit where you

work with people from differ-ent AFSCs offers 435th CRG Airmen a chance to see the big picture Air Force.

“We get the opportuni-ty to step out of our bubble and work with other career fields,” Mehaffy said. “I have gained knowledge from my fellow Airmen and have more respect for what others do for the mission.”

The knowledge they gain from each other gives them the ability to conduct mis-

sions and exchange informa-tion anywhere in the world.

“With our (building part-nership) missions we can go anywhere,” Black said. “Every country we visit is dif-ferent, and they have diverse views. We must be constantly aware of their culture and do our homework on their cus-toms and courtesies.”

To become a “forward, ready, now” Airman with the CRG and its unique mission can be as simple as looking at the equal plus listings or talk-ing to a supervisor.

“I used to be in a sup-port unit as fuels,” Black said. “Now I feel like I am part of the actual weapons system, and there are people out there who are supporting me and my Airmen’s mission. It’s a good feeling to be part of something this big.”

April marks the 27th annual National Child Abuse Prevention Month, a time dedicated to child abuse education, awareness and prevention activities.

The Ramstein Family Advocacy Program staff would like to invite members of the KMC to join the fight against child abuse.

In April, Ramstein Family Advocacy will be available to provide child abuse prevention briefings upon request and a variety of educational materials and blue ribbons, the national symbol for child abuse prevention.

The Ramstein Family Advocacy Program’s goal is to help reduce the incidence of family violence and can help if vio-lence or abuse does occur. But we can’t do it alone. Family Advocacy offers prevention programs and other family sup-port programs, as well as a variety of information, seminars, workshops and counseling.

AFA scholarshipThe Air Force Association has renamed its

spouse scholarship, The Mike and Gail Donley Spouse Scholarship, as a lasting tribute to the former secretary of the Air Force and his wife. The scholarship is designed to encourage Air Force spouses worldwide to pursue associate, bachelor or graduate/postgraduate degrees. The AFA would like to award one scholarship to each of the Air Force Major Commands and possibly to spouses of Airmen who are not cur-

rently assigned to a MAJCOM depending on the quality and number of applications received. Recipients of this scholarship will be awarded $2,500, which may be used for any reasonable cost related to pursuing a degree, including tuition, books, transportation or child care costs. throughout Europe. It can be dialed free of charge and without a prefi x in every European country.

Sports physicalsAnnual health screening physicals are

required for students who wish to participate in sports. The 86th Medical Group will be conducting sports physicals by appointment only May 31 for youth ages 6 to 18 years old enrolled at the Ramstein Clinic. Appointments are open for scheduling May 6. The physicals will be performed at the Ramstein Clinic, Bldg. 2114 (main clinic) from 8 a.m. to 3:45 p.m. and are valid for one year. Appointments can be made by calling 479-CARE (2273) or 06371-46-2273 starting May 6. The MDG will provide all necessary paperwork for this examination. Families need to arrive 30 minutes prior to the scheduled appointment to complete paperwork and the necessary pre-examination testing. If a child wears glasses, bring them to the appoint-ment and have your children wear comfortable

clothing, such as a T-shirt and a pair of shorts. If you are unable to attend the event, there will be another opportunity for sports physicals in August.

Recall issued for baby cerealBased on a voluntary recall by Mid Valley

Products, the Ramstein Public Health offi ce is working with Ramstein and Vogelweh commis-saries to ensure that select boxes of Beechnut Oatmeal Baby Cereal are removed from shelves. The product is being recalled, because they may contain larvae of the dermestid beetle. Affected products may cause gastrointestinal or allergic reactions if consumed. Customers who purchased the cereal should stop using it. If purchased at the Ramstein or Vogelweh commissary, the product can be returned to either commissary for a full refund. For products purchased elsewhere, con-tact the location of purchase. Consumers should contact their health care provider if they have experienced any problems that may be related to using these products.

Pulse on AF force managementby Secretary of the Air Force Public Affairs

WASHINGTON — Regular force management updates are now being published at www.af.mil, including program updates, reports on voluntary program applications received at AFPC and changes to program eligibility.

Also, in response to Airmen’s feedback to the secretary of the Air Force, chief of staff and chief master sergeant of the Air Force, Airmen can now access the latest program details, such as the eli-gibility matrices, through a force management hot button on the Air Force Portal.

“From initial notification and implementation, we’ve discussed the dynamic nature and fast pace of our force management programs,” said Lt. Gen. Sam Cox, Air Force deputy chief of staff for manpower, personnel and services. “With volumes of available information, necessary real-time adjustments and national-level budget uncertainties all colliding, it is understandable that we have sincere angst in our force. While the heightened concern is natural and reasonably expected, we want to help mitigate it with a consistent effort of communicating to our Airmen.”

Updated eligibility matricesToday, updates to the enlisted and officer eligi-

bility matrices were published on the myPers web-site, available via the Air Force Portal. The new matrices highlight adjustments based on the already approved retirements and separations, as well as adjustments to the overall manpower requirements. Updated Air Force Medical Service officer matrices are still under revision and will be posted in the near future. Approximately 100 enlisted categories have already been removed from the original eligi-bility matrix. As additional AFSCs and grades or year groups close out, we eliminate the need to hold retention boards for those particular categories.

Enlisted Temporary Early Retirement Authority The established window for Temporary Early

Retirement Authority closed March 26. The Air Force Personnel Center has received more than 4,000 enlisted applications, of which approximately 70 per-cent meet eligibility criteria. In some cases, Airmen with less than the required 15 years of service or Airmen serving in a non-eligible Air Force specialty code had applied. To date, 470 enlisted applications have been approved with notifications already sent to Airmen. Approximately 1,850 additional enlisted TERA applications have been approved with notifi-cations to Airmen going out this week. Applications and additional notifications will continue to be pro-cessed in all eligible AFSCs and grades.

Officer TERAThe Air Force Personnel Center has received

more than 1,000 officer TERA applications, of which approximately 60 percent meet eligibility criteria. To date, 66 officer TERA applications have been approved with notifications already provided. Approximately 250 additional officer TERA appli-cations have been approved with notifications to Airmen going out this week. Applications and addi-tional notifications will continue to be processed in all eligible AFSCs and year groups.

Officer active-duty service commitmentsLate last week, AFPC received expanded authori-

ties to support additional waivers for rated, educa-tional and health professions’ active-duty service commitments. These authorities eliminate previ-ous limitations to the existing voluntary programs. AFPC will publish additional guidance next week on the myPers website, available via the Air Force Portal, informing officers of exactly which ADSCs can be waived as it applies to the current VSP win-dow. In addition, because the TERA window ended, the Air Force will open another TERA window to ensure those previously affected Airmen have an opportunity to apply for a voluntary program. Details are being developed and will be released next week.

Officer and enlisted VSPAbout 8,600 VSP applications have been sub-

mitted (7,200 enlisted and 1,400 officer), with approximately 50 percent meeting eligibility cri-teria. In most cases, the ineligible applications are from Airmen who currently serve in a non-eligible AFSC. Even though the VSP window does not close until May 1,750 enlisted VSP applications have been approved thus far with notifications going out this week. Officer approvals will also begin this week now that updated eligibility matrices and overage estimates are published. Applications and additional notifications will continue to be pro-cessed in all eligible AFSCs, enlisted grades and officer year groups.

Civilian workforce managementThe second round of civilian workforce man-

agement programs was recently announced. Those programs start with surveys gauging employee interest in Voluntary Early Retirement Authority and Voluntary Separation Incentive Pays. These programs will run parallel with military force man-agement programs. Unlike the military programs, the civilian voluntary programs are tied to certain locations, occupations and the ability to prevent involuntary separations. VERA/VSIP surveys are underway at many, but not all bases. Civilians whose voluntary departure could not make a job opening for a local civilian facing involuntary sepa-ration will not be included in the survey effort. The Air Force’s goal is to use all tools available to maxi-mize voluntary opportunities and only use involun-tary programs as a last resort.

Working alongside German soldiers, the American Soldiers learned there is more than one way to achieve an objective.

“The way the German forces react to getting out of a vehicle is different from what I’ve ever been taught. They stack on the vehicle differ-ently and have different positions when stacked on the vehicle as far as where every person goes, what order they get out, how they get out and the firing positions they’re at when they get out. It’s all very organized and very disci-plined,” Speers said. “It helps put what we learned into perspective, and it gives you a different idea of how tactics can be altered, and it gives you ideas on how you can better yourself as a Soldier.”

Sgt. Maran Shaker, team leader, also assigned to the 421st MMB, 30th Medical Brigade, agreed that training with foreign armies reaps benefits for everyone involved.

“I enjoyed it very much. I think I gained a lot of experience from it. The types of teams that we

were training with are more specialized toward psy-chological operations, therefore their tactics were targeted more toward their goal and the types of missions they carry out. It’s also very differ-ent from what we do in general, so it was a new experience to see how they did things. It was more targeted toward going in, talking to the villagers and things like that,” Shaker said.

Their German counterpart, Andreas Kremer, who was a vehicle commander and second patrol leader

during the four-day exercise, echoed the com-ments of Shaker and Speers.

“The training today had very complex situations, and it was very impressive to see how well we can work together just after a few days. It was great. There was great (camaraderie) within our team. The whole training was successful, because we worked together as a team from the first day to the last day. We saw that all the training we did together works. So we can make sure that when we go on foreign missions with our American friends we can do a good job together,” Kremer said.

Shaker summed up the four days of training by pointing out the benefits of training as a mul-tinational force.

“That we are stationed in Germany is an excellent opportunity for many Soldiers to encounter different types of military training. Training together with other armies gives us a different perspective on how they view the same missions. Being that we have joint mis-sions downrange now, this training gives us the experi-ence we need to work with foreign nation armies dur-ing deployments. I think it’s an excellent opportunity. We develop a lot of bonds on the personal level and on the professional level as well,” Shaker said.

The Ramstein Fire Department recently received the Air Force Fire Department of the Year Award.

Members of the Ramstein Fire Department proved their strong work ethic accomplishing daily tasks puts them above the competition.

“There were several areas where the Ramstein Fire Department stood out,” said Master Sgt. Mark Belton, 86th Civil Engineer Squadron deputy fire chief. “The biggest item we accomplished was being named an accredited agency by the Center for Public Safety Excellence. We were not only one of eight fire departments in the Air Force to achieve this award, (but) we were also the largest fire department in the Air Force to do so.”

As one of the biggest firehouses in the Air Force, members of the department play a vital role in the large mission Ramstein Airmen carry out.

“We have such a large mission here that we get to be involved in a lot of different areas,” Belton said. “We cover a few primary areas, including Ramstein, Landstuhl, Landstuhl helo pad, Vogelweh (and) Rhine Ordnance Barracks, and we have mutual aid agreements with the Army installations and over nine local communities off base.”

The approximately 200 members of the fire department haven’t let their abundance of daily tasks get in the way of helping others learn. Sharing their knowledge and passion for their job opens doors to building bonds with others outside of the fire department.

“We currently run the U.S. Air Forces in Europe and Air Forces Africa regional aircraft live fire trainer, where we have trained more than 525 joint services firefighters, as well as Air Force active duty, Guard and Reserve firefighters for Silver Flag deployment training,” Belton said. “We work closely with the local communities in responding to mutual aid calls off base and provide excellent customer service to more than 57,000 people in the Kaiserslautern Military Community. We also focused on life and safety issues and initiatives to improve our effectiveness and efficiency, as well as in our day-to-day operations — all this while

immersing ourselves in the community with station tours and outreach programs throughout the KMC.”

While covering such a large community, mem-bers of the department work closely with local nationals. Their capacity to work with German civilian firefighters ensures their ability to protect members of the KMC.

“It’s interesting working with the military and civilians, because everyone is really knowledgeable about their specific job,” said Senior Airman Stephen Cingel, 86th CES driver operator. “When you go to the different stations, a person at that station will be able to show you exactly what to do.”

Having a variety of different roles and responsi-bilities in one department adds to the complexity of the large mission the Airmen undertake. Using their dedication and specialized knowledge of fire protec-tion, the Airmen are able to provide high-quality fire protection.

“How could you not be proud of the members of our fire department?” Belton said. “Each one brings

a set of qualities and professionalism every day to work, and receiving this Air Force-level award proves that. These are the guys on the ground doing the work to make this mission successful, and that’s what you need in a fire department — a group that is determined to accomplish their tasks and see the mission through. The joint working relationship with the military and German nationals makes it an outstanding environment to work in.”

For newer Airmen, being a part of such an accomplishment can be exciting.

“We came into work and our chief made an announcement over the intercom that is connect-ed to all the stations saying that we had won the award,” Cingel said. “It’s pretty cool to receive an Air Force-level award while being at my first duty station.”

From the first-term Airman to the seasoned vet-eran, members of the Ramstein Fire Department are burning through their competition with hard work and dedication.

of housing. “We manage the expecta-tions of so many people, and we have a team with a lot of experience who are able to provide the best support.”

As the second largest Air Force housing operation, winning an award of this level was an amazing feat, Perez said.

“We are wowed by this achieve-ment,” she said. “It’s all about the team that work their tails off every day to pro-vide good customer service.”

The award winning housing office, located on Vogelweh, provides ser-vices to civilian members as U.S. Air Forces in Europe and Air Forces Africa’s largest housing flight, sup-porting Air Force, Army, Department of Defense and NATO personnel.

The housing flight comprises resource assistants, on-base facilities, dorms and furnishing management sections.

“It was a huge team effort,” Keener said. “There’s a lot of pride knowing we are recognized for doing some-thing we couldn’t accomplish without the efforts of the entire team.”

The flight is a valuable quality of life asset utilized by many service members and is a staple for military living.

Building upon a long history of cooperation between the United States and Hungary, members of the 435th Air Ground Operations Wing,

U.S. Air Forces in Europe and Air Forces Africa staff and 493rd Expeditionary Fighter Wing spent three days with partners from the Hungarian air force at Kecskemét Air Base.

The combined team conducted a successful expeditionary air capabil-ity event, working closely with their hosts from Hungary’s 59th Tactical Fighter Wing. During this event, the teams evaluated and assisted future plans for the Hungarian air force’s participation in Baltic Air Policing mission.

“The trip to Kecskemet Air Base is a great opportunity to further strength-en our partnership with our NATO allies,” said Lt. Col. Mark Sadler, 493rd Expeditionary Fighter Wing commander. “Conducting cross-talk with the Hungarian Defense Force

over the past several days better pre-pares their personnel and ultimately achieves mission success for Baltic Air Policing. USAFE Airmen are postured for such visits because we are already forward and ready for critical discussions.

“Not only do these visits strength-en the mission of ensuring air sov-ereignty over the Baltic region by sharing lessons learned, but they con-tinue to build stronger partnerships throughout Europe,” he added.

The event included informative presentations from the Hungarian air force, in addition to a tour of the JAS-39 Gripen and MIG-29 Fulcrum air-frames stationed at Kecskemét. The Gripen is a leased Swedish airframe the Hungarians intend to use during BAP missions. The presentation of capabilities and mutual exchange of ideas during this event were crucial in developing Hungary’s BAP capa-bilities.

“Deploying our aircraft and sup-port packages is something we do on such a regular basis, it’s good to take a step back and see the process from a different perspective,” said Capt. Austin Deeney, USAFE logis-

tics officer. “I was very impressed with the Hungarians’ planning.”

During the event, the air adviser team met with several subject matter experts of the Hungarian air force, discussing topics ranging from air base security to supply management. They also discussed the mission planning process and considerations while deploying to the Baltics.

“Bringing three different organi-zations together to form a success-ful event was great,” said Master Sgt. Simon Merfeld, 435th CRG Air Adviser Branch superintendent. “We each brought something different to the event, which really made for a well-rounded view on how we accomplish our mission.”

This Hungarian mission, the second this year and one of many planned in upcoming years, was another successful event for the dedicat-ed Airmen of the 435th CRG’s Air Adviser Branch and the subject mat-ter experts on the USAFE/AFAFRICA staff.

The development and enhance-ment of a NATO partner aids the Air Force’s goal of building mutually beneficial partnership capacity.

Transitional health care benefits for service members, families

The Department of Defense has several transitional health care programs to assist service members and their fami-lies as they prepare for civilian life.

Transitional benefits bridge the gap between military and civilian life and allow time for members to research and explore other health

insurance options. While eligibility varies, it is normally associated

with the type of separation and the characterization of the service member’s discharge. The 86th Force Support Squadron can assist members in determin-ing their specific eligibility.

Preparation is crucial when transitioning to civil-ian life, particularly if you have family members with special needs or if they are enrolled in the Exceptional Family Member Program.

On March 23, 2010, the Affordable Care Act was signed into law to ensure access to affordable health insurance options for all individuals.

Under the Affordable Care Act, insurance carri-ers cannot limit or deny benefits/coverage because of pre-existing conditions for a child, however, it is vitally important members research available health care options.

Below is a list of available health care options, not all-inclusive, with a summary of the program and links to additional information:Transitional Assistance Management Program, www.tricare.mil• Provides 180 days of transitional health

benefits to separating members and their families.• You are not eligible for TAMP while on termi-

nal leave or permissive TDY.• On terminal leave/permissive TDY, you con-

NOVO SELO TRAIN-ING AREA, Bulgaria — Soldiers and civilians from the 7th Civil Support Command, 21st Theater Sustainment Command, along with hun-dreds of additional partici-pants from the United States, Bulgaria and 10 other NATO countries, officially marked the beginning of a multina-tional exercise designed to test the capabilities of allied nations in response to real-world emergencies March 31.

Operation Saber Guardian 14 is an exercise intended to prepare countries to assist one another, as requested, during potential humanitarian assis-tance or disaster response missions.

“The whole idea is to be able to work together as a

coalition,” said Brig. Gen. Paul M. Benenati, com-manding general of the 7th CSC and the exercise’s Joint Task Force-Consequence Management. “Every one of the nations has different kinds of strengths that they bring forward.

“As long as we can start working together and identify who has what strengths in a particular area and by bring-ing a team together, it then becomes a single European team that works toward what-ever the solution set is,” Benenati added.

Working at a rapidly setup operations center at the Novo Selo Training Area, the 7th CSC’s JTF-CM team is using Saber Guardian to test its Mission Command capabili-ties for responding to poten-tial foreign consequence management missions in the European Command areas of responsibility.

“The 7th CSC and the 21st TSC have become the core of (JTF-CM) for (U.S. European Command) and, in the event of one of these situations, either a disaster response, humanitarian assistance or a consequence management incident, the joint task force could be activated to pro-vide mission command for any forces that would support a host nation with that activ-ity,” Benenati said.

Other members of the JTF-CM team agree that suc-cess of Saber Guardian relies heavily on the ability of ser-vice members and civilians to come together as a team.

Getting to a duty station fresh out of technical school, a young Airman might not know where to begin when it comes to moving into the dorms.

This is where the Dorm Reception Center steps in. Providing new Airmen with all the essential infor-mation about dorm life, Airmen dorm leaders help make the transition a little easier.

“We cover dorms on Ramstein and Kapaun,” said Randi Stine, 86th Civil Engineer Squadron ADL. “We have 16 buildings with a total of 1,250 Airmen.”

The 12 ADLs are responsible for helping these Airmen with their dorm needs. Along with this, the DRC offers different services to dorm residents.

“As far as services are concerned, we loan out carpet cleaners, vacuums, do a one-for-one exchange on lights just in case one goes out, so they don’t have to purchase them,” Stine said. “They have work orders if they need anything fixed in their rooms.”

The ADLs of the DRC also offer something any new Airmen could need: mentorship.

“I love working with Airmen,”

Stine said. “All of our ADLs are NCOs, so we have a mentorship role we play — giving the Airmen any information they need to have a suc-cessful career.”

Being able to assist an Airman in need of help is something the ADLs enjoy doing. Seeing an Airman come in with a problem and leave with a solution is gratifying to NCOs like Stine.

“I enjoy when Airmen come to the DRC, even when they just would like to talk,” Stine said. “It gives them a safe place to talk outside of their unit and their supervisory chain, for them to just be able to learn and talk about their career. We help them with what-ever questions they have.”

By mentoring young Airmen so they can do better, the ADLs also teach the power of being a lead-er among their peers. The DRC has established leadership roles in each dorm.

“We have a bay chief program where there are one or two Airmen in each hallway of the dorms to make sure things are running smoothly,” Stine said. “We also have our dorm council where each building has its own group and also an installation council. Airmen are able to run for presidency within those councils to

help work one-on-one with ADLs to establish better ways to provide an improved living space for dorm resi-dents.”

The different councils are able to come up with different events like morale events and getting guest speakers or other services around the base to talk to members of the dorms to help build a better foundation for other Airmen.

Along with mentorship, ADLs and dorm councils are here to pro-vide information that members of an Airman’s unit might not know.

“We are here to make sure Airmen

are getting the correct information, so they can succeed while living in the dorms,” said Master Sgt. Jerry Speraw, 86th CES unaccompanied housing superintendent.

To receive the correct information, an Airman can call the DRC at 480-3676 or stop by during their new operation hours of 7 a.m. to 10 p.m. With new times for Airmen to stop by, dorm residents are able to get more of their issues solved.

British, French and U.S. airmen wrapped up the inau-gural Exercise Tonnerre Lightning 14-1 Friday on Ramstein and other operating locations.

The tri-lateral exercise, which replicates a coalition response to a contingen-cy operation, developed as a method for the U.S., the United Kingdom and France’s air forces to strengthen their combined interoperability.

“We are always looking for ways to exercise and improve our methods as allies,” said Brig. Gen. Christopher J. Bence, Joint Forces Allied Air Component command-er for the exercise. “We are extremely fortunate that our forward-based presence allows us to constantly train with our French and British allies.”

The first of these multiple tri-lateral exercises, which has been in the planning phase for over six months, focused on communications integration and interoperabil-ity to support air operations.

Partner nations synchro-nized command and control efforts at the 603rd Air and Space Operations Center at Ramstein while deployed

forces conducted training operations off the coast of England.

“This exercise allowed us to test and refine secure commu-nications with our close partner nations,” said Maj. Jan-Peter Linch, U.S. Air Force action officer for the exercise. “In a short amount of time, our three nations’ teams effectively vali-dated significant capabilities that are crucial to the success of our tri-lateral operations.”

Planners coordinated and directed a large-scale air cam-paign including aircraft from the 48th Fighter Wing and the 100th Air Refueling Wing along with allied strike, refu-eling and airborne control air-craft.

Friendly forces conduct-ed strikes against simulated enemy targets while simul-taneously fighting enemy air forces, all played by allied fighters.

The overall goal for the exercise was to smooth out complications that arise when communicating between air forces, Linch said.

“The training is aimed at reinforcing a common understanding between part-ner nations,” he said. “This allows for more effective operations at any given time while strengthening our com-bined capabilities.”

During contingencies, allied

air coalitions can be quick-ly assembled to meet desired objectives, which can range from delivering humanitar-ian assistance to launching air strikes.

The U.K., France and the U.S. have continuously col-

laborated over the years to provide airpower assistance on numerous occasions, including Libya in 2011, and the recent crises in Mali and the Central African Republic.

“Based on past experiences with our allies, I have seen

our effectiveness at quickly putting teams together and achieving the objectives,” said Squadron Leader Gordon Ferguson, U.K. action officer for the exercise. “But this

scenarios and command tasks through coordination, cooperation and commu-nication.

As members of the 7th CSC hone their skills during Saber Guardian, ser-vice members from their partner nations are also learning how to operate in a multinational environment.

“I believe our partner nations are really learning so much from us, and we are learning from them,” Moore said. “We have formed a relationship that will allow us to call on each other at any time if we run into any difficulties.”

Being centrally located in Europe puts the 7th CSC in the best possible position to deploy to a crisis in a timely manner.

“The thing with the 7th CSC is that we’re here in Europe, and we have the opportunity to work with our partners,” said Col. Paul Rosewitz, director of operations for the 7th CSC. “We’re in multiple locations, working with our

partners in building our capacity to interact with them throughout our area of operations.”

By working together now in a vari-ety of simulated situations, participating countries will be better prepared to com-plete real-world missions should they arise in the future.

“Disaster response operations are immediate response types of events,” Benenati said. “If an incident happens today, the whole idea is being able to save lives, to minimize loss, to minimize damage and then restore essential infra-structure, so that the nation can then take it back over themselves.”

Above all, it’s the service members and civilians of the 7th CSC and participating units and nations that are the key to the successful completion of Saber Guardian.

“These Soldiers are doing an abso-lutely unbelievable job,” Benenati said. “They are highly motivated to do this thing. They’re trained, and they are pro-fessional.”

INGREDIENTS:150 grams nougat125 grams margarine, softened200 grams brown sugar4 medium egg yolks200 grams hazelnuts, ground4 tablespoons milk1 teaspoon Zitronschale (lemon zest)125 grams white fl our, sifted2 teaspoons Backpulver (baking pow-der)4 medium egg whitesButter or spray to coat pan50 grams Kuvertüre (chocolate for melting)

DIRECTIONS:• Heat oven to 350 degrees Fahrenheit/175 degrees Celsius. • Cut nougat into small cubes and place into freezer for 30 min-utes to harden.• Cream together the margarine and the sugar. Stir in the egg

yolks, one at a time.• Alternately mix in the hazelnuts, milk and Zitronschale (lemon zest). Sift together the flour and Backpulver (baking powder). Mix into the dough, blending thoroughly. Beat the egg whites until stiff and fold into the dough mixture. Stir in the chilled nou-gat cubes.• Prepare a Napfkuchen* pan by thor-oughly coating with butter or spray. Pour the batter into the pan. Bake for about 60 minutes.

• Invert the pan to remove the cake. • Melt the 50 grams of Kuvertüre (chocolate for melting) in a water bath or double boiler. Do not get any water into the choco-late. Spread or drizzle over the warm cake. • Allow the cake to cool before cutting.

* A Napfkuchen pan is similar to a bunt or fluted pan.

The Easter holidays are just around the corner.

In Germany, Easter week starts with Holy Thursday, which Germans call “Gründonnerstag,” or green Thursday. The word green is not associated with the color but rather with the old German verb “grienen,” which means “to bemoan.” Some people keep up the tradition and eat green vegeta-bles that day, preferably spinach.

The following day, Good Friday (April 18), is an official German holiday. For Protestants it is one of the most important religious holi-days, while Roman Catholics strict-ly observe it as a day of fasting.

Germans celebrate Easter on two days: Easter Sunday and Easter Monday.

Several weeks before Easter, decorations are put up inside the house and outdoors. It is common to hang up Easter eggs and other ornaments on branches from for-sythia, willow catkins and other trees, which are put up in vases or grown in backyards. In some towns and villages, Easter trees are put up in public squares, fountains are decorated with eggs, flowers and garlands, and Easter markets are held with selling booths and merry-go-rounds.

Easter Sunday usually starts with the hunt for Easter eggs and Easter baskets — the big-gest joy for children who believe the Easter bunny delivers eggs, chocolate and candy. Parents hide the Easter surprises in the most spectacular places, such as the

Tonnerre Lightning is planned to be held twice a year with the command rotating among the three nations.

While this iteration was led by the U.S., the next Tonnerre Lightning will be led by France later this year.

“The goal for each exercise is to become progressively more complex than the previ-ous one,” said French Lt. Col. Pascal Sotty, director of the French JFAC in Lyon. “For

this iteration we focused on communications and creating the products needed for forces to effectively talk, plan and

execute the mission. We look forward to the next opportu-nity together to test our pro-cedures.”

oven, washing machine, closets and, of course, in the gardens. Another tradition is the Easter walk through the woods, where little ones may find some more eggs the Easter bunny acciden-tally “lost.”

A popular meal served on Easter is roast lamb. According to Christians, the lamb is the symbol for the crucifixion and the sacrifice of Jesus Christ. The Easter lamb has its origin in a 2,000-year-old Jewish custom, and in 1265, the lamb appeared as a pastry for the first time. Today, bakeries offer Easter lamb pastries as well as Easter leavened wreaths with a hard-boiled colored egg in the middle.

The Easter egg had its beginnings in the ancient past. Early philosophers gave special significance to the oval shape of elemental things, from the raindrop to the seed, and the oval Easter egg is an outgrowth of ancient pagan rites associated with the rebirth of nature.

For the Egyptians, Greeks and Romans, the egg was a symbol of fertility and life. They put clay and marble eggs in graves to facilitate the dead passing into another world.

In China 5,000 years ago, it was tradition to give away decorated eggs for the beginning of spring. In Finland, people claim that the uni-verse derived from one giant egg. In Persia,

eggs were only combined with spring festivi-ties, because during the season of the new sun, poultry started laying eggs again.

It has not been explored why eggs play such a big role on Easter. A reason might be the strict prohibition by church to eat eggs dur-ing Lent.

In former times, decorated eggs were given as gifts throughout the year. Later it was just done on Easter. It was not only the Easter bunny giving away eggs, but also storks, foxes and donkeys were the bearers of eggs in mythology. In 1682, the Easter bunny was mentioned for the first time. When the produc-tion of Easter chocolate and bunnies as well as the printing of Easter picture books and postcards began around 1850, the long-eared bunny became an Easter trademark.

In some towns, Easter markets are set up, where vendors sell handcrafted decorations, candles, artificial flowers, stuffed animals and candy. The Easter market with merry-go-round in Kaiserslautern is set up around Stiftskirche through April 19.

The Kaiserslauten Gartenschau will have a life-size Easter bunny passing out Easter treats to children from 1 to 3 p.m. April 20.

The zoo in Kaiserslautern-Siegelbach will celebrate the zoo season with an Easter fest April 20 and 21.

Awards luncheon recognizes volunteersby Capt. Royal Reff10th Army Air and Missile Defense Command Public Affairs

Ask any military com-munity volunteer about their work and one of the first things you’ll

hear are expressions of char-ity and gratitude. Volunteerism can often be thankless and quiet, behind-the-scenes work. However, like many military organizations, Soldiers with the 10th Army Air and Missile Defense Command held a vol-unteer recognition ceremony April 2 at Armstrong’s Club on Vogelweh to express their own gratitude for the selfless service of the unit’s many vol-unteers.

The ceremony, designed to highlight the important work of military and civilian vol-unteers, also featured themes focused on notable women volunteers throughout history in recognition of Women’s History Month and family

member volunteers, a nod to April’s Month of the Military Child.

During the luncheon, the 10th AAMDC commander, Col. Gregory Brady, and other unit leaders presented certifi-cates and personal thanks to volunteers who went above and beyond in support of the 10th AAMDC and the KMC for their efforts and generos-ity.

In thanking the volunteers, Brady highlighted the impor-tance of their work in uncer-tain times.

“During these times of financial constraint, draw-down of units and person-nel, and ongoing deploy-ments, there is still a powerful force of everyday people who push these issues aside and remain focused on taking care of our Soldiers, families and greater community,” Brady said.

The event was planned several weeks before and was spearheaded by the 10th

AAMDC Family Readiness Support assistant, Amaryllis Diaz, and Master Sgt. Douglas Middleton, operations ser-geant with Headquarters and Headquarters Battery, 10th AAMDC.

Individuals recognized dur-ing the semiannual luncheon included eight Soldiers and seven civilians who showed extraordinary effort in giving of their time and energy in support of the unit’s missions and operations.

Eating right and staying healthy may seem diffi cult at times, but the Ramstein Health and Wellness Center specialists are here to help members of the KMC. They now provide a healthy lifestyle class to teach people the information they need to get their body in tip top shape.

“We teach people about healthier options they can select for themselves when eating,” said Staff Sgt. Anthony Eberly, 86th Aerospace Medicine Squadron HAWC fl ight chief.

By learning these healthier choices, attendees can improve their health. During the class, they are also able to get advice from experts in living a healthier lifestyle.

“The classes are by request,” Eberly

said. “We can come out to command-er’s calls, fl ight meetings or lunch and learns. The class is designed to be 20 to 30 minutes long. They can sign up by giving us a call at 480-4292, email-ing us or just stopping by.”

During the class, members learn hands on by actually seeing different menus from restaurants. Instructors also bring model food and plates so members are able to see the correct portion sizes of the foods they eat.

“My favorite part of the class is where I show them a food selection, menu and its healthier option,” Eberly said. “The looks I receive after show-ing the members how many calories are in each food or portion are very interesting because the person is usu-ally surprised.”

Learning about healthier options, a better lifestyle and tips from experts in health can be a step forward in get-

ting in shape. Though this step can be diffi cult, the HAWC is one phone call away to being a better person.

Paws & PalsThe Paws & Pals program helps children improve their literacy skills by

The 95th Military Police Battalion hosted its final combatives tourna-ment March 29 at the Sembach Fitness Center.

“The main emphasis of the event was enhancing Soldier resiliency. With the many stressors affecting all service members and their families today, being resilient is more impor-tant than ever, and the Modern Army Combatives Program is a key compo-nent of building resiliency and fitness,” said Lt. Col. James H. Walker II, 95th MP Bn. battalion commander. “This event gave Soldiers the opportunity to compete as well as provided a venue to show-case the numerous services offered by the Army to improve and maintain resiliency,”

The combatives tournament consisted of 54 Soldiers, several NCOs and officers, plus three Airmen, representing 11 different units within the community. Soldiers were grouped into one of seven different weight classes ranging from fly-weight to heavyweight. The tournament was double elimination and tested each service member’s phys-ical and mental resiliency while providing some friendly unit competition.

“I joined because I personally like combatives. I think it’s something everybody should do and learn. I think it’s really good training; it’s good for

everybody to always be ready, to always be on your feet,” said Pfc. Angel Lobbestael, military police-man assigned to the 92nd Military Police Company.

The Resiliency Day/Combatives Tournament was the last major event before the 95th MP Battalion’s inactivation, scheduled for June 10. The day prior to the event, battalion Soldiers par-ticipated in other resiliency-based training, includ-ing the Comprehensive Soldier and Family Fitness Character Strengths module, the Center for the Army Profession and Ethics module on Honorable Service and Stewardship, suicide prevention train-ing, and concluded with battalion commander- and command sergeant major-led professional development.

“One of the chief of staff of the Army’s strategic priorities is to devel-op adaptive Army leaders for a com-plex world. I see the Modern Army Combatives Program as an integral component of achieving the chief’s directive to ‘continue to foster the individual toughness, battlefield skill and fighting spirit that have always typified the American Soldier.’ But it’s not all about building just the physi-cal, but also the mental, spiritual and emotional well-being of our Soldiers,” Walker said. “This is the reason for the additional resiliency training the day before. Also, ensuring our family members are also resilient is vitally important. No matter how hard we try, we cannot leave our family stessors at home; they affect how we work. If we can assist families to solve or better

cope with stress, then our Soldiers become more productive at work, which translates into units that are more ready.”

Staff Sgt. Colton Smith, special guest of the tour-nament, Ultimate Fighting Championship fighter and senior instructor at III Corps, Fort Hood, Texas, was invited to come to Germany by Walker to talk to Soldiers about resiliency and how combatives can build resilient Soldiers.

“I care as a noncommissioned officer as well as a UFC fighter about them being resilient, especially nowadays in the Army,” Smith said. “Resiliency is definitely something the Army is pushing right now. The Army is finally realizing how to make more resilient Soldiers through combatives.”

With a mission to honor and empower Wounded Warriors, WWP offers programs that are specifically structured to engage warriors, nurture their minds

and bodies, and encourage their economic empowerment. Warrior families and caregivers are provided comfort, care, and education to help support the recovery of their Wounded Warriors.

JOB OPPORTUNITY:Wounded Warrior Project is seeking qualified applicants for a full-time, salaried Outreach Coordinator (OC) position to support WWP Alumni and outreach programs in the LRMC and Ramstein area. The OC is responsible for regularly communicating, networking, mentoring, and conducting outreach to warriors located in the major military facilities/installations. The successful candidate will also coordinate with family members and the DOD/VBA/VHA offices to ensure warriors’ needs and medical care are met. This position assists with the planning of WWP Alumni events (recreational activities, Project Odyssey, etc.) and also serves as a WWP representative at events benefitting the organization (i.e., media opportunities, fundraising events, etc.).

REQUIREMENTS: Current work residence permit or SOFA status to work in Germany. Bachelor’s degree or 2 years relevant military work experience required. Experience with military treatment facilities and/or military medical

separation/retirement process. Experience in relationship-building with military organizations, veterans

associations, and other targeted constituents. Experience in organizing and coordinating events. Must be able to travel 25% to 50% of the time

(both domestically and internationally). Valid U.S. driver’s license.
