The Minister made this observation during her opening remarks at the inaugural meeting of the Ministerial Implementation Committee on the National Economic Council Resolution on the Harmonization of Taxes and Levies across the federation. At the meeting which was held at the Transcorp Hilton Hotel Abuja, Okonjo-Iweala stated that, “Multiple taxation is particularly harmful to the economy because it increases the cost of doing business coupled with the fact that the costs of administering these various taxes is neither beneficial to the government nor the private sector.” The Coordinating Minister of the Economy however, lauded FIRS in the area of revenue collection. She stated that, “Over the past 5 years, revenue collection has increased by an average of 26% per annum. It is my belief that the harmonization of taxes across the federation will yield equally beneficial results for revenue collection.” In his key note address, the Ag.ECFIRS, Kabir M. Mashi stressed that the quest for improved internally generated revenue from revenue authorities over the years is the reason for the wanton imposition of taxes and levies in different states. He explained that the government had tried in the past to harmonize and streamline all tax laws but this had yielded no fruits until the present administration constituted a National Economic Council ad-hoc Committee. The Secretary to the National Economic Council, Ntufam Fidel Ugbo, in his remarks explained that the constitution of the committee is predicated on the complaints of the Manufacturers Association of Nigeria. All the Chairmen of State Boards of Internal Revenue and some Commissioners of Finance were in attendance to give a robust debate on the document that is expected to be delivered to the President and the Federal Executive Council.

Finance Minister Frowns at Multiple Taxation

he atmosphere in the hall and the tone of speech captured the mood of the Ag. ECFIRS Kabir

M. Mashi and Management during the Field Operations Group (FOG) North Central Region TEnlarged Management Meeting. At the meeting, which was held recently at the A Class Park

in Abuja, the Ag.ECFIRS began his speech with a show of displeasure on the collection performance

of the Service when he said “This is not good enough, we need to do more to meet up with our

expenditure”.

Speaking on the backdrop of the report presented by the Coordinating Director, FOG, Bamidele

Ajayi, Mashi maintained that the union needs to sensitise staff on the need to improve on collection

performance. On the report which stated that the Service

has achieved a 78% collection in the oil sector and 106% in

the non-oil sector, Mashi explained that it will be wrong of

staff to ask for better welfare when there are no

corresponding efforts to improve collection performance.

The Ag.ECFIRS also gave a clarification on the rumours

making the round that the Service is recruiting staff. He

said, “Let us stop sending wrong information that we are

recruiting. I have received different text messages on

this. We have recruited over 1,700 in the last exercise, so

we are not recruiting.”

Earlier in his speech, the CD/FOG appreciated the support of Management, especially his

predecessor, who is now the CD/SCG, Samule Ogungbesan, whom he reckoned had laid the

foundation to make his job easier.

He reiterated the feeling of Management on the decline in revenue collection when he stated that

“Report for the month of September shows that N147 billion was collected which is a sharp fall from

the N245 billion and N232 billion collected in the months of July and August”. He stated that this

has put tremendous pressure on the group not only to get a collection that takes care of the back

log, but also to surpass the target.

The CD/SCG also spoke about the need for collaboration between the FOG and SCG. He said,

“SCG is the soul of operations of the Service because we develop policy and content control for

field operations. We should stop frowning at each other and relate as family and friends.”

IMD are the official communications of the Service that designate

authorities, processes, procedures as a guide to internal and external

stakeholders. This includes

The IMD Office is the document control center for FIRS documents. It

has the role to facilitate uniform numbering and format for policies,

operation manuals, guidelines and circulars issued by Management.

Departments and functional Units shall comply with IMD procedures and

process to achieve consistency in processes and service delivery within

FIRS as it relates to management documents.

The ownership of Management Documents lies with the originating

group/department. IMD unit will not alter the content of any document

however; it may bring to the attention of the originators where such

documents require revision

FIRS signs MoU with NLNG

FIRS Signs MoU with NLNGs a major step towards encouraging voluntary tax compliance, the

Federal Inland Revenue Service (FIRS) has signed a Memorandum of AUnderstanding (MoU) with the Nigeria LNG Limited at the Board

Room of Revenue House.

The process for this collaboration started in January 2013 following the

establishment of the NLNG-FIRS Enhanced Relationship Initiative (NERI)

by the Acting Executive Chairman of FIRS, Kabir M. Mashi and the Managing

Director NLNG, Babs Omotowa. This MoU seeks to resolve specific

outstanding tax issues arising from the audit of NLNG's pioneer status (from

October 1999-October, 2009).

Project lead engagement sessions were held as part of the NERI process.

This culminated into conclusions and agreement reached by both parties on

WHT, VAT and finances lease.

Similarly, the Coordinating Director, Direct Reports Group, Queensley

Seghosime mni described the partnership as very good and one which serves

as a medium to address both parties' concerns. She thanked both parties for

the collaboration aimed at the advancement of the country at large.

The meeting ended with the signing of the MoU by the Acting ECFIRS and

the MD/CEO NLNG followed by a presentation by Mashi to Omotowa.

Mr Omotowa expressed NLNG's appreciation to the FIRS for displaying a

high level of professionalism throughout the engagement. ″For us, the aspect

of building a better Nigeria is what we remain committed to, FIRS has

imparted the NERI approach on us and we hope to replicate this model with

other government agencies. Our commitment is to be available and to

deliver our obligation while contributing to the development of the nation as

ever″, he said.
