A legriahanon once again witnessed the joyful, entertaining and memorable celebra- tion for the annual town fiesta, which highlighted by the Kabibo Festival Dance Competition last May 14, 2012. The delay of the event due to the constant rainfall did not stop the fighting spirits of the contingents from the different barangays of the municipality. The Kabibo Dance Competition started with street dances held at the front of San Isidro Labrador Parish church along na- tional highway. After the street dance presentation, the contingents pro- D SWD Caraga successfully organized and con- ducted the Municipal orientation and MOA sign- ing for the KALAHI-CIDSS project last April 23, 2012 at Alegria Development Center, Alegria Surigao Del Norte. Mayor Dominador G. Esma, Jr. warmly welcomed the participants of the activity and stressed out that Alegria was very lucky to be chosen as KALAHI-CIDSS recipient to help the poorest municipalities in the province of Suri- gao del Norte. He also informed the participants that Governor Sol F. Matugas promised to provide an amount of one million pesos intended for the LGU counterpart. was very lucky to be chosen as KALAHI-CIDSS recipient

to help the poorest municipalities in the province of Suri-

gao del Norte. He also informed the participants that

Governor Sol F. Matugas promised to provide an amount

of one million pesos intended for the LGU counterpart. The

said activity participated by the Parent Leaders of 4Ps, the

4Ps staff, Convergence Staff, MIAC Members, NGO

Representative, Religious Sectors, SB Members, Punong

Barangays, RPMO Staff, ACT, MCT, and Community

Volunteers.

The orientation proper started with an overview of

Kalahi-CIDSS presented by Mrs. Esther Villamor. Accord-

ing to her, Kalahi-CIDSS before came from the experience

of CIDSS successful implementation and now it was revi-

P rogressive . . . .That is the Alegria today. Un-

deniably zooming onwards for more improve-

ment and looking ahead for a brighter future of

the municipality. For all the sweat, hardships and efforts,

everything was worth it! This job well done deserves a

celebration. For indeed, this accomplishments are

enough reason that Alegriahanons be jovial and be

merry.

Not only gifted with beauty, the Municipality of

Alegria is also blessed by Almighty God with a large

area of rice field. That is why, before the advancement

of technology, farming has been the main occupation

among the majority residents. Harvest time is their most

awaited events for it is exactly the time for merriment

and enjoyment. After harvesting the rice grains, they

peel rice husks using “lusong ug ayho” (the native mor-

tar and pestle). Instead of treating it as a tiresome work,

they used it as time for amusements through storytelling

while peeling the grains. Instead of complaining of back

pain, they even seize the moment to enjoy. It only justi-

fies that Alegriahanons possess a positive attitude even

amidst a laborious job. That is exactly the basis why

Alegria was dubbed as a lively town, and no one can

argue about it for it is evident among the people living in

it.

“kabibo!”.

Being hail as “Alegre”, the present administra-

tion gives emphasis to it by establishing the Kabibo

festival last year 2011. Kabibo festival shows that Ale-

griahanons have talents pertaining to dance and mu-

sic. Because rice is the main product of the municipal-

ity they put acronym meaning for KABIBO – which

affair so lively that he exclaimed “Alegre!”

KaBiBo! – which stands for Kape, Bingka/Biko,

Bodbod… to promote and endorse Alegria’s

delicacies. This festival also serves as thanks-

giving for the good and fruitful harvest to the

most gracious God Almighty...

Now, we have the given the world the best of

what we are, our municipality is on its way to prosperity

tinued progress of Alegria. Let us keep and enhance

even more Alegria’s culture and tradition. Let us forever

be the living proofs that indeed the beautiful town of

Alegria is a blissful and joyous town.

Municipal Registrar

T he Office of the Local Civil Registrar is

now in the process of implementing the

Philippine Civil Registration System

(PhilCris). The office is equipped with computers and

computer literate personnel needed to operate/ implement

the system.

Moreover, the office is ready to accept and file

registrable documents, legal instruments and judicial

decrees affecting the civil status of a person. Petition for

change of first name, the correction of clerical errors, the

supplemental reporting of missed entries in the docu-

ments, the reconstruction of marriage documents, and the

Esma Jr., the Municipality of Alegria is very

lucky because out of twenty (20) municipalities

under the province of Surigao del Norte, Alegria is one of

the six (6) pilot municipality that avail the Enhanced Elec-

tronic Tax Revenue Assessment and Collection Systems

(ETRACS). This opportunity was made possible through

the province of Surigao del Norte under the leadership of

Governor Sol F. Matugas. The system was provided by the

Coffey International who implemented the Provincial Road

Management Facility (PRMF), which is funded by AusAID

under LGDP.

This system is design to facilitate service effi-

ciency, accuracy and transparency. This is multi-user soft-

ware designed for LGUs to automate the assessment and

out of town reporting are some of the new services the

Registrar’s Office extend to the public clients.

The office aims to achieve 100% timely registra-

tion of all vital events. Civil Registry personnel are dedi-

cated to protect, preserve all civil registry documents and

provides efficient services to the public. Moreover, the

office tried to promote effective civil registry records,

management systems that focus on the shared responsi-

bility to everyone in the registration of all vital events in

the municipality. ♥

which is highly flexible and dynamic computation settings

and controlled transaction (check and balance) in the

sense that the office that are interconnected can look up

and monitor the daily transaction. These will help the

taxpayer/ client for easy access of query as well as pay-

ment of taxes through computerization.

Meanwhile, Municipal Assessor will conduct a

General Revision of all Real Properties taxable or exempt

after the approval of Schedule of Market Values by the

Sangguniang Panlalawigan of Surigao del Norte. Public

hearing of new Schedule of Market Values of all kinds of

Real Properties will be made by Assessor’s office to-

gether with the Provincial Assessor’s Office.♥

breath taking showdown, Municipal Mayor Hon. Domi-

nador G. Esma, Jr. delivered his celebration message

emphasizing the true essence of Kabibo Festival.

Festival Dance Competition 2012 followed by Baran-

gay Anahaw and Barangay Pongtud as the second

and third winner respectively. On the Kabibo street

dancing category, Barangay Poblacion garnered first

place while Barangay Anahaw as the second place

and Barangay Ombong as third place.

Meanwhile, the municipality participate the

Sajaw Surigao Festival 2012 held at Surigao City last

May 13, 2012 in celebration of the 111th Founding

Anniversary of the Province of Surigao del Norte. The pre-

vious Kabibo Festival winner from Barangay Alipao was the

municipality’s delegation on the said festival.

Surely, the KABIBO Festival Dances Competition

2012 and its participation to Sajaw Surigao 2012 were

another successful milestone of the municipality. The days

to cherish overwhelms Alegriahanons for the KABIBO in

the truest sense. ♥

Construction/rehabilitation of the old municipal building Through the initiative and effort of Municipal

Dominador G. Esma Jr., the project for the construc-

tion/rehabilitation of the old municipal building recently

implemented.

The said project supported and funded by Gov.

Sol F. Matugas, who donated Php1,000,000.00 and

from former Senator Miguel Zubiri who gave

Php500,000.00 from his CDF. The LGU-Alegria con-

tributed the amount of Php500,000.00 for the project,

which primarily aims to improve the building structure

and establish favorable offices for all the municipal

departments of the municipality. This will provide satis-

faction and convenience to the employees that make

them more effective and productive to their work.

Construction of Women’s Center

building To emphasize women’s rights and privileges Mayor

Esma initiates the implementation for the construction of

women’s center building together with the support and do-

nors from Gov. Sol F. Matugas who donated one million

pesos and from LGU-Alegria fund of two hundred thousand

pesos.

The said building is located just within the heart of

Alegria Municipality not far from Alegria Municipal Building.

The construction of the said building has started and still

ongoing. The realization of this project only proves that the

local government has priority programs for women and its

development.

Construction of vegetable and

fruit market As solution of our muddy market, Mayor Esma

takes action by implementing the construction of vegetable

and fruit market in the Alegria Public Market.

Sen.Francisco “Chiz” Escudero donated the

amount of Php500,000.00 for the completion of the said

project. The project gain a lot of praise from the town’s

people for it would be of great comfort and convenience to

both seller and consumer where a well-built market will be

most visited and hassle-free.

Construction of Government

Center Meanwhile, the construction of government cen-

ter is currently implemented with the financial assistance

from Cong. Guillermo A. Romarate who donated

Php2,500,000.00. Said project is located at Barangay

Gamuton in this municipality.

Construction of two-classroom

buildings The needs for a new classroom building due to the

increasing number of students today was finally answered

through the efforts of Mayor Esma, Jr. The construction of

one -classroom building at Alegria National High School and

the other one-classroom building at San Pedro Elementary

School is now on the process of construction.

Knowing the importance of a good and quality educa-

tion, former DepEd directress Governor Sol F. Matugas ex-

tended fund assistance with the amount of Php1,386,000.00

to the Alegria National High School and the amount of

Php612,315.00 to San Pedro Elementary School.

The teachers, parents and students are very grateful

for the development efforts providing the students with the

classroom building. Such additional classrooms will provide

conducive space and environment, which is very beneficial for

the students in their learning development processes. Surely,

this new project will make the students more comfortable

thus; it will enhance their learning and make them effective

and productive students of the school and good citizens of the

country. ♥

Construction/ rehabilitation of

municipal development center The municipality through Mayor Esma imple-

mented the construction/ rehabilitation of the munici-

pal development center which starts last February

2012.

The implementation of this project were done

in partnership donors from DILG- SGHK, who con-

tributed Php500,000.00; from Congressman Gui-

llermo R. Romarate who provided Php350,000.00

and from LGU-Alegria who allotted Php350,000.00.

The project has a total of Php1,200,000.00, which

are utilized mainly for the continuation in the

expansion and beautification of the existing munici-

pal development center. The project would benefits

many people since the building is commonly used for

seminars and other gatherings. Hopefully, this pro-

ject will be completed anytime of this year.

Construction of Daycare Center The said project a total cost of Php600,000.00.

The Php400,000.00 of which was donated by Gov. Sol

F. Matugas while the Php200,000.00 came from LGU-

Alegria. The project site is located just near at the

Municipal Development Center.

The MSWDO also facilitated the realization of

this project, which provide significantly on the welfare of

the children especially to those less fortunate ones. The

center will serve as pre-school and for other related

programs including feeding program among others.

Construction of Government

Productivity Enhancement Center The construction of government productivity and en-

hancement center will be implemented with the help and

support of our beloved Congressman Hon. Guillermo A. Ro-

marate, who expected to provide Php1,800,000.00. Finan-

cial fund is expected also from the DILG with

Php1,000,000.00. The municipality has a counterpart of

Php1,000,000.00. The project site will be established just

within municipal compound.

T he present administration of Municipal Mayor DOMINADOR G. ESMA, JR. emphasizes on the organizational performance through or-

ganizational outcome, which is improved performance of employees in achieving the municipal comprehen-sive development plan (MCDP). Thus, the local pro-grams, projects and activities are grouped into five (5) sectors, namely: 1.) social development, 2.) eco-nomic development, 3.) physical/land-use & infra-structure development, 4.) environmental manage-ment, and 5.) institutional development. In order to carry out efficiently and effectively the LGU-Alegria duties and responsibilities to its cli-ents/recipients, the municipal administration en-

hances Human Resources Management and Development (HRMD), which implies that the LGU itself ensures organ-izational effectiveness. This involves the competence of the organization to carry out its duties and functions through its systems and procedures governing its financial and human resources necessary in office operation. It is considered that every official and employee of the government is an asset or resource to be valued, devel-oped and utilized in the delivery of basic services to the public. Hence, the performance of an agency has a rela-tionship with the competency of its human resource. It is then a concern of an agency to establish a continuing pro-gram for personnel and career development at all levels. ♥

S ignificant number of farmers in the Municipality of Alegria adopted to Organic Farming. They left the conventional method of farming and focus instead

to the Organic Farming wherein “NO” to the usage of syn-thetic chemicals and fertilizers. To prove they are committed to the group’s endeavor, they formed an asso-ciation named MUFASA or Municipal United Farmers As-sociation for Sustainability in Alegria to have identity and accreditation. These farmers respond to the call of the Depart-ment of Agriculture to adopt the organic farming technol-ogy for the farmers to cut their expense using compost fertilizers coming from the recycled biodegradable wastes and botanicals extracted from indigenous herbs. This or-ganic farming technology helps revive the natural fertility of the soil in the farmlands, which will provide vital and natural nutrients to our plants - the most crucial compo-nent for plant growth and good harvest. First initial move is to prevent our empty rice stalks from being burned. Most farmers thought that this is a very difficult task to follow since they had been prac-ticing rice straws burning immediately after the harvest. However, the effect of it is that they have contributed to Global Warming, violating R.A. 8749 known as the Phil-ippine Clean Air Act and R.A. 10068 Organic Agriculture

Act of 2010. Moreover, they lost of around two bags of fertilizers, which is the equivalent of one hectare of rice straws that are not burned and incorporated to the soil upon land preparation. Another approach to Organic Farming is the intro-duction of vermi-composting facility. The products of this facility are the vermi-cast and vermi-compost and the vermi-tea. These by-products are good source of Organic Fertilizers. One famous method is using the “Nature Farming Technology System”. Through these, beneficial microor-ganisms are cultured, enhanced, fed with molasses and undergo fermentation process. Results of these are or-ganic foliar fertilizers. These are the only few approaches to Organic Farming but one thing is that we bring back the natural soil fertility by enriching the soil with natural and indige-nous microorganisms. These organic farming methods, which MUFASA is advocating will hopefully adopted and implemented by every farmer in the entire municipality in the long term so that it can facilitate healthy environment and food security in the locality. ♥

Construction of Tourism Center The construction of tourism building with an

amount of Php1,150,000.00 will be taken from fund as-

sistance from Provincial Governor Sol F. Matugas with

Ph850,000.00 and from LGU fund with Php350. The

project site will be at Barangay Gamuton, Alegria, Suri-

gao del Norte.

Construction of Philippine

National Police Headquarters Mayor Esma, Jr. also prioritized the construc-

tion of the Philippine National Police Headquarters.

The present administration realized the need to sup-

port the police forces who ensure the peace and order

stability in the entire municipality.

S ulod sa milabay nga lima lamang ka tuig gikan milingkod sa pan-

gatungdanan si Mayor Dominador “Yoyoy” Esma, Jr. kaniadtong

2007, dako na ang kausaban sa lungsod sa Alegria. Makita kini

diha sa mga inprastruktura nga gitukod sa mga kabaranggayan maingon

man sa lungsod. Ug dili lamang sa mga butang hikit-an ang kabag-ohan,

lakip usab sa pagbag-o ang pagtaas sa atong local income ug ang pabilin

mga kahapsay ug kalinaw sa lungsod ning milabay nga mga katuigan. Kini

nga mga kausaban nagpasabot lamang nga tunhay ang tinguha sa atong

halangdong Mayor alang sa lungsod ug sa mga lumulupyo niini.

Ang maayong pagdumala ni Mayor Esma resulta sa good govern-

ance o ang pagsunod sa proseso sa paghimo ug sakto nga desisyon ug

ang pag implementar niini. Siya usa ka visionary leader nga halayo gayud

ang mga panlantaw. Ug kini nga mga tinguha, iyang gihimo nga ka-

matuoran.

Ang gipakita ni Mayor Esma nagpamatuod lamang nga “…walay

imposible sa kamao modiskarte.” Ang kakulangon sa panalapi sa lungsod

dili maoy babag sa pagpalambo niini. Ang pagsulay sa daghang mga posi-

bilidad ug mga paagi maoy angay buhaton permi.

Uban sa Good Governance and pagka-transparent sa pagdumala

sa lungsod. Pinaagi niini mahibal-an sa mga katawhan ang mga panghi-

tabo sulod sa munisipyo, ang iyang panudlanan, mga aktibidades ug main-

gon man sa mga plano ug umaabot nga kabag-ohan.

Kining unang gawas sa KABIBO publication usa ka timaan sa iyang

pagpakita sa transparency of government. Pinaagi niini mas masayran sa

katawhan ang mga pangitabo dinhi sa lungsod.

Kitang saksi niining mga kabag-ohan, makatagamtam ug dakong

garbo ug kalipay nga sa kataposan naangkon ra nato ang kadaugan diha

sa kalamboan, sa kahapsay ug sa kahamugaway sa atong lugar.

Magpadayon kita sa kalambuan. Aron Kitang anan adunay kalabu-

tan...

Apan daghan pa ang kakulangon sa atong lungsod. Nanginahang-

lan pa kini ug mas taas nga panahon. Isip mga lumulupyo, atong katungod

ug atong obligasyon nga himoon ang atong parte arun nga makab-ot nato

ang dugang pang mga kaayuhan.

Apan luyo niana, ang mas lawom nga kahulogan niining tanan mao

ang ehemplo nga gipakita ni Mayor Esma alang sa tanan. Sa atong tagsa-

tagsa ka kinabuhi, adunay Alegria nga angay atimanon ug amumahon….♥

acceptance on the program with the

promise to follow and obey rules and

guidelines set by the program while the

Vice Mayor Uriarte presented his words to

bring home. The orientation formally

ended at 12:30 in the afternoon. ♥
