This parking demand tool has been compiled by West Sussex County Council. If you have queries relating to the information provided or require

the box. The spreadsheet will automatically show the District and Ward of this location. If the ward is not known please input postcode into the Ward

Finder. The tool will allow input up to 3 wards in the boxes below. Please refer to notes for more details.

Ward data used can be checked by the user by referring to the District-Ward Data Tables. The Ward Data

Tables highlight if the Census data does not include data for certain dwelling sizes. In such cases car

ownership values have been obtained using the nearest sized dwelling with same tenure and ward. For

example, if no data is available for a private house with 1 room then data for a private house with 2 rooms

has been used. The Car Ownership Data is highlighted in purple where such an approach has been used.

Where Census data contains small samples for certain sized dwellings this is highlighted in red if <20, and

green if <50 in the Total Demand column. In such cases, other wards should be selected to achieve a higher

sample size.

Note:

No special provision need be made for visitors where at least half of the total parking provision associated

with a development is unallocated. In other circumstances, it may be appropriate to allow for additional

demand for visitor parking of up to 0.2 spaces per dwelling.

In areas of parking constraint, levels of provision below predicted demand may be applicable.

The tool is expressed as number of Rooms (Per Unit). If data is not available in this format and number of

Bedrooms is used this will need to be converted. A general guide for conversion is as follows but may differ in

some cases.

Garages will count as 1 space when allocating spaces.

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just

above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus

departures). Within each of these main columns are three sub-columns. These display the number of survey days where

count data is included (per time period), the average value of the selected trip rate calculation parameter (per time

period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of

the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days

that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals

(whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated

time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated

calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip

rates are then rounded to 3 decimal places.

1. INTRODUCTION

1.1 This report results from a Stage 1 Road Safety Audit carried out on the preliminary design

of the highway works to a residential development off Kilnmead in Crawley, West

Sussex, at the request of the Design Organisation, Waterman, Crown House, 2-8

Gloucester Road, Redhill, Surrey RH1 1FH.

1.2 The Road Safety Audit Team membership was as follows:

1.3 The Road Safety Audit took place at the Oxted office of M.B.Projects Ltd during

February 2017. The Audit was undertaken in accordance with the audit brief in Waterman

emails dated 24th January 2017. The Audit comprised an examination of the drawings and

documents provided and these are listed in Appendix A.

1.4 The site was visited by the Audit Team together on the afternoon of 6th February 2017

when weather conditions were dry and sunny. Traffic conditions on Kilnmead were

moderate and several pedestrians and one cyclist observed in the vicinity.

1.5 The terms of reference for this Road Safety Audit are as described in HD19/15 Road

Safety Audit. The Audit Team has examined and reported only on the road safety

implications of the scheme as presented, and has not examined or verified the compliance

of the designs to any other criteria.

1.6 Each problem identified has been given a location reference and these are indicated on the

A3 location plan in Appendix B.

1.7 The proposed works includes using an existing car park access road to access the site, to

serve 35 residential units. Three driveways are shown on to Kilnmead.

1.8 No details of any Departures from Standard have been provided by the Design

Organisation.

1.9 Reference to the ‘Crashmap’ injury accident database shows no recorded accidents on this

section of Kilnmead for the 2008-2015 period.

2. ITEMS RAISED AT THIS STAGE 1 ROAD SAFETY AUDIT

2.1 GENERAL

2.1.1 PROBLEM

Location: A (drawing 15048/P120 P1) – Site Roads

Summary: Risk of hazardous parking

It was observed that the local roads had parking controls (Permit Holders Only Mon-Sat

9am-5pm). Lack of controls within the proposed development could result in hazardous

parking affecting safe movement for residents.

RECOMMENDATION It is recommended that parking controls are introduced for

the development.

2.1.2 PROBLEM

Location: B (drawing 15048/P120 P1) – Site Roads

Summary: Risk of vehicle/vehicle conflicts

The drawing appears to show a hedge between the site road and the Army Reserve Centre

road. This will obscure a vehicle heading towards the exit in each road, such that their paths

could cross at the exit on to Kilnmead and conflict result.

RECOMMENDATION It is recommended that the centre strip remains ‘open’ in

terms of intervisibility.

2.2 LOCAL ALIGNMENT

2.2.1 No problems identified in this category at this Stage 1 Audit.

2.3 JUNCTIONS

2.3.1 PROBLEM

Location: C (drawing 15048/P120 P1) – Site Entrance

Summary: Risk of vehicle conflicts

Three new private driveways are proposed on to Kilnmead. Kilnmead was observed to be a

busy distributor road with a pedestrian flow along the south footway. There is on-street

parking available opposite the east drive and the junction with ?? is located opposite the

west drive. A resident reversing back out on to Kilnmead therefore runs the risk of conflict

with other road users.

RECOMMENDATION It is recommended that the houses are realigned to be within

the development where driveways on to the site road would provide safer access

arrangements.

2.4 NON-MOTOR VEHICLE PROVISION

2.4.1 PROBLEM

Location: D (drawing 15048/P120 P1) – Site Entrance

Summary: Risk of pedestrian/vehicle conflict

For a pedestrian crossing the double access, there is an area of asphalt where they must

stand when in the middle, possibly at risk of conflict with a passing vehicle. With the

proposed design it appears that the east kerbline of the site access road is being moved west

a metre or two such that this central area may be increased.

RECOMMENDATION It is recommended that the Designer checks whether a kerbed

area can be provided (ie extend the site east kerbline and Army Reserve Centre west

kerbline) in order that pedestrians have a safe defined area in which to wait prior to the

second part of their crossing.

2.4.2 PROBLEM

Location: E (drawing 15048/P120 P1) – Site Housing Area

Summary: Safe pedestrian routing

Pedestrians will need to reach the main housing area via a safe route.

RECOMMENDATION It is recommended that a pedestrian crossing point is

incorporated into the western build-out between the car parking bays.

2.5 SIGNS AND LIGHTING

2.5.1 No problems identified in this category at this Stage 1 Audit.
