    CANDIDATES ARE ADVISED TO READ THE NOTICE CAREFULLY IN THEIR OWNINTEREST, BEFORE APPLYING. Their attention is specifically drawn to subjects inPaper-I.

    F.No. 3/13/2009-P&P . Staff Selection Commission will hold on Sunday, the 21 st March, 2010 ,an open competitive examination for recruitment to the post of Junior Engineers( Civil &Electrical ) in CPWD MES and D/o Posts, a Group B Non-Gazetted, Non-Ministerialpost, classified as General Central Services ( Technical ) Service in the Pay Band of Rs.9300-34800 plus Grade Pay Rs.4200) , at the centres mentioned in Para 8 of the Notice.Analogous posts in other Govt. Departments/Ministries may also be filled up from thisexamination.

    NOTE-I: The above stated posts carry All India Service Liability (AISL) i.e. the selectedcandidates could be asked to serve anywhere in the country.

    NOTE- II:Candidates will be selected and nominated to the posts of JE(Civil)/JE(Elect) inCPWD, MES, Deptt. of Posts and other Govt. Organisations/Departments, subject to receipt of confirmed number of vacancies before the Interviews or declaration of theFinal Results.

    3. NATIONALITY / CITIZENSHIP:A candidate must be either:(a) a citizen of India, or(b) a subject of Nepal, or(c) a subject of Bhutan, or(d) a Tibetan refugee who came over to India, before the 1st January,1962, withthe intention of permanently settling in India, or(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, EastAfrican countries of Kenya, Uganda, the United Republic of Tanzania(FormerlyTanganyika and Zanzibar),Zambia, Malawi, Zaire, Ethiopia and Vietnam with theintention of permanently settling in India.

    Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person inwhose favour a certificate of eligibility has been issued by the Government of India. Suchcandidates may be admitted to the examination provisionally but the Offer of Appointment willbe issued only if the necessary eligibility certificate mentioned above, has been issued to him/herby Government of India.

    by the Competent Authority, in support of his claim. Persons serving in Armed Forces arepermitted to apply one year before the actual completion of the specified terms of engagementsif they fulfill Educational Qualification as on normal closing date of application and availthemselves of all concessions available to ex-servicemen but shall not be permitted toleave the uniform until they complete the specified term of such engagement. The format of certificate/undertaking to be submitted by the candidates in this connection is given in Annexure-IV & V.

    5. PROCESS OF CERTIFICATION AND FORMAT OF CERTIFICATES :

    Candidates claiming reservation , age-relaxation, etc. must submit requisite certificate inthe prescribed proforma, issued by the competent authority, alongwith their application failingwhich their claim for reservation/age-relaxation status will not be entertained and they will beconsidered under UR(General ) category. The nature & format of certificates are as under:

    (i) Annexure-III for Central Govt. Civilian Employees;(ii) Annexure -IV/V for Ex-Servicemen category candidates;(iii) Annexure-VI for SC/ST category candidates;(iv) Annexure-VII for OBC category candidates;(v) Annexure-VIII for PH category candidates.

    NOTE : Candidates fraudulently claiming SC/ST/OBC/PH status may be debarredpermanently or for a specified period from all examinations conducted by the Commission

    The details of the categories of disabilities allowed/eligible for the posts in accordance withextant guidelines of M/Social Justice & Empowerment to be recruited through the instantexamination are as follows:

    6. MINIMUM ESSENTIAL EDUCATIONAL QUALIFICATIONS:(As on normal closing date)

    Diploma in Civil or Electrical or Mechanical Engineering from an Instituterecognized by the Central Government or equivalent qualification.

    NOTE-I : Candidates who do not fulfill at least the minimum educational qualification as on thestipulated date are not eligible and need not apply for the post.NOTE-II: All candidates who are declared qualified by the Commission for taking the Interviewwill be required to produce at the time of Interview, the relevant Certificates in Original as proof of acquiring the minimum educational qualification as laid down in the Notice as a result of which the candidate has claimed to be educationally qualified on the date mentioned above,failing which the candidature of such candidates may be cancelled by the Commission.NOTE-III : Ex-S who have passed various courses conducted by Armed Forces , certified by thecompetent Authority of being equivalent to Diploma in Civil/Mechanical/Electrical Engineering,are also eligible for the Examination.NOTE-IV : Degree/Diploma etc. obtained by candidates from open Universities/DistanceEducation Mode (DEC) will not be accepted unless the same is accompanied by a certificate thatthe course is recognized by Distance Education Council in terms of Ministry of Human ResourceDevelopment Notification No. 44 published in Gazette of India dated 08.04.1995 for the relevantperiod when the candidate has acquired the relevant qualification.

    7. FEE PAYABLE: Rs.100/-(Rupees One Hundred only). Payable by CentralRecruitment Fee Stamps only, available at post offices and to be pasted in the application formin the space provided and got cancelled, clearly indicating the date and stamp of the issuing PostOffice.

    No Fee is payable by Women candidates and candidates belonging to ScheduledCaste/Scheduled Tribe, Physically Handicapped and Ex-Servicemen as per Govt.instructions.

    Fee paid by any mode other than CRF stamps will be forfeited and the application of suchcandidates will be rejected summarily.

    Fee once paid will not be refunded.

    8. CENTRE OF EXAMINATION AND ADDRESS TO WHICH APPLICATIONS SHOULD

    BE SENT: A candidate must select only one of the centres mentioned in Column 2 of the Tableas given below for the examination and must submit his/her application only to concernedRegional/Sub-Regional Office at the address mentioned in Column 3 against the Centreselected by him / her. No action will be taken on application received in any other region.

    NOTE-I : Request for c hange of Centre of Examination will not be entertained under anycircumstances.NOTE-II : The Commission reserves the right to cancel any Centre and ask the candidates of that centre to appear from another centre. Commission also reserves the right to divert candidatesof any centre to another Centre.

    NOTE-1 : Paper-I and Paper-II would consist of Part A(Civil & Structural) and Part B (Electrical& Mechanical) and the candidate will be required to attempt EITHER PART-A OR PART-B of Paper-I and Paper-II, as per option given in the Application Form by the candidate.(In otherwords, the candidates appearing for the post of Junior Engineer(Civil) should attempt Part A(Civil & Structural) of Paper-I and Paper-II and the candidates appearing for the post of JuniorEngineer(Electrical) should attempt Part B (Electrical & Mechanical) of Paper-I and Paper-II

    NOTE-4: Questions in both the papers will be bilingual (English/Hindi). Candidates will havethe choice to answer the questions for Paper II (Conventional Type/ Descriptive) either in Englishor in Hindi. However, if candidate writes the answers partly in one language and partly in

    another language, such answer scripts will not be evaluated and they will be awarded ZEROmarks.

    NOTE 5: Candidates must write the papers in their own hand. In no circumstances will they beallowed the help of a scribe to write the answers for them.

    NOTE-6 : In questions involving numerals etc., only the Metric system of weight and measureswill be used.

    B. Personality Test(Interview): 100 marks

    NOTE-I: Only those candidates who secure at least the minimum qualifying marks in thewritten examination as may be fixed by the Commission at its discretion, will be eligible toappear at the Interview. The interview will be held at places as may be decided by theCommission.

    NOTE-II : SC/ST candidates called for interview will be paid TA as per Govt. Orders.However no TA is payable to any candidate for appearing in the written examination.Canvassing in any form will disqualify the candidate.

    10.SYLLABUS

    The standard of the questions in Engineering subjects will be approximately of thelevel of Diploma in Engineering (Civil/Electrical/Mechanical) from a recognized Institute,Board or University and recognized by All India Board of Technical Education. All thequestions will be set in SI units. The details of the syllabus are given below.

    (i) General Intelligence & Reasoning : The Syllabus for General Intelligence would includequestions of both verbal and non-verbal type. The test may include questions on analogies,similarities, differences, space visualization, problem solving, analysis, judgement, decision

    making, visual memory, discrimination, observation, relationship concepts, arithmeticalreasoning, verbal and figure classification, arithmetical number series etc. The test will alsoinclude questions designed to test the candidates abilities to deal with abstract ideas and symbolsand their relationships, arithmetical computations and other analytical functions.

    (ii) General Awareness: Questions will be aimed at testing the candidate's general awarenessof the environment around him/her and its application to society. Questions will also be designedto test knowledge of current events and of such matters of everyday observations and experiencein their scientific aspect as may be expected of any educated person. The test will also includequestions relating to India and its neighbouring countries especially pertaining to History,Culture, Geography, Economic Scene, General Polity, and Scientific Research, etc. Thesequestions will be such that they do not require a special study of any discipline.

    (iii) General Engineering (Civil and Structural)Part. A: Civil Engineering:

    Building Materials : Physical and Chemical properties, classification, standardtests, uses and manufacture/quarrying of materials e.g. building stones, silicate based materials,cement (Portland), Asbestos products, Timber and Wood based Products, laminates, bituminousmaterials, paints, varnishes.

    Surveying: Principles of surveying, working of prismatic compass and bearings,planetable surveying, theodolite traverse, adjustment of theodolite, levelling and contouring,curvature, refraction correction, permanent adjustment of dumpy level, methods of contouringand uses of a contour map, tachometric survey.

    Soil Mechanics : Origin of soil phase diagram, definitions, of void ratio porosity,degree of saturation, water content specific gravity of soil grains and unit weights, grain sizedistribution curves for different solid and their uses. Atterjerg's limits, ISI soil classification,plasticity chart, coefficient of permeability, effective stress, consolidation of soils.

    Soil: Calculation shear strength of soils, direct shear test, vane shear test, triaxialtest, soil compaction, Lab compaction, Lab compaction test, moisture content and bearingcapacity of soils, plate load test, standard penetration test.

    Hydraulics: Fluid properties, hydrostatics, measurements of flow, Bernoulli'stheorem and its application, floor through pipes, flow in open channels, weirs, flumes, spillways,pumps and turbines.

    Environmental Engineering : Quality of water, source of water supply,purification of water, distribution of water, need of sanitation, sewerage systems, circular sewers,oval sewer, sewer appurtenances, surface water drainage sewage treatments.

    Part.B: Structural Engineering

    Theory of structures : Elasticity constants, types of beams, determinate andindeterminate, bending moment and shear force diagrams of simply supported, cantilever andover hanging beams. Moment of area and moment of inertia for rect. & circular section, bendingmoment and shear stress for tee, channel and compound sections, chimneys, dams and retainingwalls, eccentric loads, slope deflection of simply supported and cantilever beams, critical loadand columns, torsion of circular section.

    Concrete Technology : Properties, Advantages and uses of concrete, cementaggregates, importance of water quality, water cement ratio, workability, mix design, storage,batching, mixing, placement, compaction, finishing and curing of concrete, quality control of concrete, hot weather and cold weather concreting, repair and maintenance of concrete structure.

    RCC Design : RCC beams: flexural strength, shear strength, bond strength,design of single reinforced beams, lintels, cantilever beams, double reinforced beams, one wayslabs, two way slabs, isolated footings, reinforced brick work. T-beams, columns, staircases,retaining walls water tanks (RCC design questions may be based on both Limit State method andWorking Stress method).

    Steel Design : Steel design and construction of steel columns, beams roof trussesplate girders

    14. A candidate must be in such mental and physical health as may not likely to interfere withthe efficient discharge of his/her duties as an officer of the service. Only the candidates whoafter such medical examination as may be prescribed by the competent authority, satisfy theserequirements, will be appointed by the appointing authority.

    NOTE: In the case of the disabled Ex-Defence Services personnel, a certificate of fitness grantedby the Demobilisation Medical Board of the Defence Service will be considered adequate for thepurpose of appointment.

    15 . COMMISSIONS DECISION FINALThe decision of the Commission in all matters relating to eligibility, acceptance or

    rejection of the applications, penalty for false information, mode of selection, conduct of examination(s) and interviews, allotment of examination centres, selection and allotment of posts/organizations to selected candidates will be final and binding on the candidates and no enquiry/correspondence will be entertained in this regard.

    16. No candidate will be admitted to the examination unless he/she holds a valid AdmissionCertificate (AC) issued by the Commission.

    17. The following acts of omission will be considered as misconduct(s).The list is illustrative and

    not exhaustive.(i) O btaining support or canvassing in any form for his/her candidature by any means, or(ii) I mpersonating, or

    (iii) Procuring impersonation by any person, or;iv) Submitting fabricated documents or documents which have been tampered with, or (v)M aking statements which are incorrect or false or suppressing material information,or(vi) Resorting to any other irregular or improper means in connection with his/her candidature forthe examination, or(vii) W riting irrelevant matters including obscene languages or pornographic matter in the script, or(viii) M is-behaving in any other manner in the examination hall, or(ix) Using unfair means in the examination hall, or(x) Possessing Mobile Phones / Cellular Phones / Pagers /Communication devices or any otherunauthorized electronic gadget inside the Examination premises/venue, whether in use or not(mere possession of any of these items will be deemed to have been using unfair means andwould accordingly be liable to disciplinary action as deemed fit, including ban from futureexamination conducted by S.S.C), or(xi) T aking away the Answer Sheet with him/her from the examination hall, or passing it on tounauthorised persons during the conduct of the examination, or(xii) H arassing or doing bodily harm to the staff employed by the Commission for the conduct of these examination, or(xiii) Violation of any of the instructions issued to candidates alongwith their AdmissionCertificates permitting them to take examination, or,(xiv) Attempting to commit, or as the case may be, abetting the commission of all or any of theacts specified in the foregoing clauses, may, in addition to rendering himself/herself liable tocriminal prosecution, be liable:-(a) to be disqualified by the Commission from the examination for which he/she is acandidate as also from any other examination/selection of the Commission in which he/she mighthave appeared but the final result/selection has not yet been declared / made, and / or(b) to be debarred either permanently or for a specified period which may extend upto (Ten) 10years:-

    (i) by the Commission from any examination or selection held by them;(ii) by the Central Government from any employment under them; and

    (c) to disciplinary action under appropriate rules if he/she is already in service under Government; or(d) to any other appropriate legal action.

    18 . MODE OF SELECTION :

    Candidates fulfilling the prescribed qualifications will be required to undergo a WrittenExamination. The Commission holds full discretion to fix minimum qualifying marks for theexamination as a whole or component-wise in Paper-I and Paper-II for different categories, i.e.,UR, SC, ST, OBC, etc. Candidates, declared qualified on the basis of the Written Examination,would be required to appear for the Interview. Final Select List would be prepared on All-Indiabasis in order of merit cum preference as disclosed by the aggregate marks (marks of WrittenExamination& Interview) finally awarded to each candidate as given under this scheme of recruitment and in that order so many candidates as are found by the Commission to be qualifiedat the Examination shall be recommended for appointment upto the number of unreservedvacancies.

    TIE CASES : If there are candidates having the same (total) marks in the writtenexamination plus interview then the tie cases are resolved by referring to the total marks in thewritten examination, i.e. a candidate having more marks in the written examination getspreference over the candidates having the same aggregate marks. If the tie still persists, then thetie cases are resolved by referring to the marks in the first cut off paper, followed by date of birth(candidate older in age gets preference). Lastly, if the tie still persists, the tie is finally resolved by

    referring to the alphabetic order of names, i.e., a candidate whose name begins with the alphabetwhich comes first in alphabetic order, gets preference.

    Provided that SC,ST and OBC candidates who are selected on their own merit withoutrelaxed standards, alongwith candidates belonging to other communities, will not be adjustedagainst the reserved share of vacancies. The reserved vacancies will be filled up separately fromamongst the eligible SCs, STs and OBCs which will, thus, comprise SC, ST and OBC candidateswho are lower in merit than the last general candidate on merit list of unreserved category butotherwise found suitable for appointment even by relaxed standard.

    However, Physically Handicapped category candidates who qualify on the basis of relaxed standards, viz., age limit, experience, educational qualifications, extended zone of consideration, etc. are to be counted against reserved vacancies and not against general vacancies.Such candidates may also be recommended at the relaxed standards to make up for the deficiencyin the reserved quota subject to fitness of such candidates for selection, irrespective of their ranksin the order of merit. Age relaxation to Ex-Servicemen is admissible as per extantGovernment Orders.

    NOTE-I : Candidates, who are appointed on the basis of this selection, shall be on probation fora specified period as decided by the Controlling Authority during the period of probation, thecandidates would be required to undergo such training or pass such examinations as prescribed bythe Controlling Authority. On successful completion of the period of probation, the candidatesshall, if considered fit for permanent appointment, be confirmed to their post by the ControllingAuthority.

    NOTE-II : Success in the examination confers no right of appointment unless Government issatisfied after such enquiry as may be considered necessary that the candidate is suitable in allrespects for appointment to the service / post.

    19 . HOW TO APPLY :

    (i) Application in the format prescribed as in Annexure-I of this Notice, neatly typed on A-4 sizepaper or published in Employment News/Rozgar Samachar alongwith the Notice, duly filled incandidates own hand writing must be sent by post/submitted as per provision of para-8 of Noticeto the concerned Regional/Sub-Regional Office only as shown in column 3 against the centreselected by the candidate, as given in table under para-8 of the Notice.

    Candidates may also download the Application Form from SSCs Website http://ssc.nic.in .

    They must affix their signatures in running script (and not in Capital or Block letters) at theappropriate places / Declaration, failing which the application will be summarily rejected by theCommission without any correspondence with the candidate.

    (ii) Candidates are required to submit alongwith their applications attested certificate(s) insupport of their claims regarding age, educational qualifications, Scheduled Caste/ScheduledTribe/Other Backward Classes and Ex-serviceman etc. The candidates applying for theexamination should ensure that they fulfill all the eligibility conditions for admission to theexamination. Their admission at all the stages of examination for which they are admitted by theCommission (written examination and interview) will be purely PROVISIONAL , subject to theirsatisfying the prescribed eligibility conditions. If on verification at any time before or after thewritten examination and Interview, it is found that they do not fulfill any of the eligibilityconditions, their candidature for the examination will be cancelled by the Commission.

    Candidates have the option to submit either self attested photocopies of various documents or tosubmit photocopies of various documents duly attested by a Gazetted Officer as per extantprocedure alongwith the application form. Similarly, sending more than oneapplication in a single envelope by two or more candidates and/or sending incomplete ordefective application may also lead to rejection of such applications without entering into any

Before submitting his/her application candidatemust carefully read the eligibility conditions for the examinations and satisfy himself/herself thathe/she fulfills all the eligibility conditions.
