HoistGroupandHand inHand India (HIH)entered intoaMemorandumofUnderstanding
(MOU) through a Corporate Social Responsibility (CSR) project to support elimination of
child labour by running Residential Special Training Centre (RSTC) for child labourers and
long-time dropouts and to implement Social Mobilisation Program (SMP) in RK Pet,
ThiruttaniandPallipetblocksofThiruvallurDistrict.
ProjectObjectivesHoistGroupprojectwillfocusonthefollowingobjectives:-• Toenrolthechildlabourersandlong-timedropoutsbetween6-14yearsofageinthe
RSTCandpreparethemforschooling.• Toenroll/mainstreamalltheoutofschoolchildrenintheformalschoolsintheproject
blocks• To monitor functioning of local schools effectively through active participation of
communitystakeholderslikepanchayatpresidentsandelectedrepresentatives• To improve the awarenesswithin the community on child rights, children’s education

We are happy to inform that the ResidentialSchoolrunbyHandinHandIndiaatDhamaneryVillage in Thiruvallur district has been shiftedout, to a hired premises with state-of-the-artfacilities at Kaverirajapuram, Thiruvallur in July2016. The new facility has larger ground areacomprising of classrooms, kitchen, andplayground.The schoolhouses62childrenandfacultymembers,whomonitorthestudents.

Note:-Fifty-sevenoutof87childrenweremainstreamedintogovernmentschool.Fifteenelusive children were encouraged to re-register in government schools near theirresidenceandanotherfifteenchildrencontinuetostudyintheRSTCOutofthe57children,mainstreamedintoregulargovernmentschools,37wereenrolledinschoolsnear theirhomes,while21othershailing from incapacitated families (poor socio-economiccondition)wereregisteredintothegovernment-runfreehostels.CLEPfieldstafftrack the performance of themainstreamed students and interactwith their teachers, atregular intervals, to gauge their performance. Thanks to the SocialMobilisation ProgramunderwayinThiruvallur,thefieldstaffisupdatedonthestudent’sfamilyconditiontoknowabouttheirsocio-economicstatus.Thefollowingactivitieswerecarriedoutduringthisreportingperiod:-

Dental Camp
AdentalcampwasconductedinThiruvalankaduRSTCwiththe
supportofKarpagaVinayagaDentalCollege.Thecampaign
aimedatenhancingtheoralhealthofthestudents.Ageneral
check-upwasconductedbythedoctorsandthosedetected
withdentalissueswerereferredtolocalhospitals.Atotalof
72studentswerebenefitedfromthiscamp.
Fire Safety Training Program
Thefiresafetytrainingprogramwas
conductedbyHandinHandIndiaat
KaverirajapuramRSTC,toeducatethemon
thepreventivemeasurestobeobservedin
thecaseofanemergencyandfirstaid
treatmenttobegiventhereof.Theaimwasto
developateam,trainedinfireemergency
planproceduresandwillingtoenforcefire
safetyandpreventionmethodsduringan
emergency.Policeofficialsfromthefiredepartmentandstationmasters,RSTCteachersandnon-
teachingstaffwerepartofthisprogram.Atotalof65membersbenefittedfromthistraining
program.

School Re-opening and Welcome Program
Thewelcomeprogramforschoolchildrenwasorganisedto
encouragethosewhohavebeenenrolledrecently.The
welcomeprogramhelpsparentsexperiencetheambienceof
theschoolandgettoknowtheteachers,whowouldbe
trainingtheirkids.Someoftheeminentmemberswhowere
partofthisprogramincludedtheVillageAdministrative
Officer,PanchayatPresidentandtheCRPCmembers.Around
404participantswerepresent.
World Day Against Child Labour
Every year Hand in Hand India and Ch i ld Labour E l im inat ion P rogramme (CLEP )
observes the World Day Against Child Labour (WDACL) on June12,withaseriesofprograms.
Thisyear,inlinewithUNICEF’stheme‘ENDCHILDLABOURINSUPPLYCHAINS’,severaleventswere
organised including organising child protection committee training, awareness rallies, oath,
signaturecampaign,humanchain,culturalawarenessprogramanddistributionofIECmaterials.The
program was well supported by the district collectors and the district Magistrate. Around 2,430
members participated in the program, which was mutually planned with the support of Labour
departmentandDistrictchildprotectionunit.
CRPC Module 2 Training
In a bid to empower the Child Right Protection
Committee,andtosecuretherightsofchildren,
HandinHandIndiahascreatedtrainingmodules
on various issues including child rights, about
ChildLine India foundation, Child helpline 1098,
Child Protection, POCSO Act. The objection of
the trainingwas to educate the CRPCmembers
on thevariousacts, laws related to child rights.
Over 83 programs were conducted in various
locationswithaparticipationof1023members.

Kalvi Valarchi Nal (Education Enhancement Day
InremembranceoftheformerTamilNaduChief
Minister Kamarajar, every year his birthday is
celebrated as Kalvi Valarchi Nal on July 15 to
highlight the importance of education. The
event, jointly organised byHand inHand India
field staff and CRPCs encourages students to
hold on to education informs them about
several schemes such as Mid-day meal, free
schooluniform,industrialandtechnicalcoursesthatwereexecutedduringhistenure.Around2556
membersparticipatedintheprogram.
Operation Muskaan II Program
OperationMuskaanIIisaprogramformissing
children conducted every year in Thiruvallur
district by the government officials to rescue
missing children in the bordering districts.
Hand in Hand India has assisted the
government officials in rescuing children. In
thethreeprogramsthathavebeneconducted
atotalof160childrenhavebeenrescued.
Cultural Program
On August 25 and 26, a two-day cultural
program was organised in the neighbouring
villages at Thiruvalankadu Block,
Kaverirajapuram RSTC. The awareness and
culturalprogramwereorganised to sensitise
themontheimportanceofeducationandto
reduce the dropout rate of students in the
school.

The district level CRPC volunteers training was
conducted for all the representatives from four
districts.Fromeachblock10to15membersattended
thistrainingprogramthatcoveredthefollowing:

Child Marriage Awareness Program
Child Marriage Awareness Program was
organisedatThiruthanionSeptember22,2016.
The awareness rally, which started from
Thiruthani, covered three blocks namely
Thiruthani, R K Pettai and Pallipat Blockwhich
includes 15 panchayats. Sundaravalli (District
Collector) inaugurated the awareness program
fromThiruthaniBDOofficeanditcoveredthree
blocks asmentioned above. A total number of

Mohanwasoneamong themany children caught in the rutof child labourowing to an alcoholic
father.HailingfromapoorfamilyinAnnanagarvillage,Thiruvallur,Mohanwasthesolebreadwinner
ofthefamilyandhadtodropoutfromschoolbarelyatClass4andworkedasaheadloadworker
alongwithhismotherandbrother.Totopitall,theywereworkingasbondedlabourersunderthe
man,whohadlentalumpsumtothefamily.Duringoneofitsregularfieldvisits,HandinHandIndia
staff identifiedhimandtriedtomakehimunderstandtheneedtorejoinschool.However,neither
himnorhisfamilywereokwiththisidea.“Onlyifwework,wecanrunthefamily”,hismothersaid.
However,itwasafterseveralroundsofcounsellingthatthefamilyfinallyagreedtosendMohanto
school and hewas enrolled in the fifth standard at Dhameneri RSTC in the year 2010. After two
years,MohanwasmainstreamedtoclassVIIIatDhandabaniSchool,Kanchipuram.Hecompletedhis
classXandAthimanjarigovernmentschoolforfurtherstudies.Heiscurrentlystudying ineleventh
gradeandaspirestobecomeateacher.

RSTC. They also met her parents regularly and convinced them to enrol her in RSTC
Dhamanery.In2012shewasadmittedtogradesixattheRSTCandlatermainstreamedinto
Pallipetgovernmentschoolinseventhgrade.Currentlystudyingintenthgrade,Keerthanais
cheerfultoshareherpresentpositionandexpresseshowshewassuccessfullyabletofight
herwayoutofchildlabourwiththehelpofHandinHandIndia.
