Item #1: - Following the site visit, several items have been added/clarified to the drawings and the Schedule A to further detail the work. These items are also described in the site meeting minutes. Item #2: A revised Schedule A – Rev 1 is attached which changed the Contractor determined backwall repairs to a $50,000 allowance, clarified the repairs to the steel bin walls, added a provision to install backwall ties, added an item for the replacement of deteriorated timber pieces and added the chipping and concrete jacketing of the south abutment rear wingwalls. Item #3: Please find attached a complete revised set of drawings RAM-26.00-1.01 to 1.11. There is a new drawing 1.10 showing the South Abutment rear wingwalls repairs and the Bill of Material drawing has been renumbered as 1.11. Item #4: As mentioned in the meeting minutes, the contractor can clear within the ONR right of way to provide access and then cover the area with seed and erosion blankets when demobbing. The cost of this is to be included in the Mob/Demob cost as the extent of clearing is up to the contractor.

Location: ONR Train Station in Swastika Ontario and the bridge at 26.0 Ramore

Purpose: Site Meeting ITEM ACTION BY: 1. Introduction Everyone met in front of ONR Train Station on Hwy 66 in Swastika,

Ontario at 10 am. The group then proceeded to tour the bridge at 26.0 Ramore that crossed over Hwy 66 starting with the substructure at road level and then proceeded to the deck level. There is access to the track level to the North and South of this bridge. The station road leads to the north which provides a level crossing for hi-rail access. There is also access to the south of the bridge which can be driven to by the first road to the east and then south of the bridge. There is an area to the south for a laydown area and there is a siding directly north of the bridge. There is the typical 99 foot wide ROW for the ONR at this bridge which should only be accessed with the permission of an assigned flagman. The contractors were informed that there is an ONR policy that someone can walk across a bridge, without fall arrest, to inspect it if they remain in the center of the track. However, anytime any work is to take place, regardless of where you are standing, the employee must be tied off. There are currently handrails on the deck of the bridge, however if they were to be removed then all employees engaged in repair work on the bridge must

be tied off. Although the train schedule provided shows scheduled trains, no on-track vehicles are allowed on the track without an ONR flagman present and with proper track protection. The work involved with this bridge is steel and concrete repairs. The steelwork includes adding reinforcing patches on floor beam and girder webs, adding strengthening plates on floor beam flanges, installing bottom of stiffener patches, installing steel pedestals under bearings, grinding smooth notches in the edges of bottom flanges as well as cleaning and painting specified areas. It is anticipated that there will not be any grinding required for the cleaning, therefore the existing paint on the bridge will not be aerosolized. Jacking under the end floor beam is anticipated, therefore changing some rivets for higher strength bolts in the floor beam to girder web connection will be required. For all steel repairs, the pieces must be fully bolted up for a train passage. Contractors are to go through all of the repair details to fully determine the bolting requirements. The bolt list on the drawings only show the final permeant bolts, not any temporary bolts required to access pieces or allow the changeout of the pieces. A survey will be needed for this bridge to determine the proper elevations for the pedestals under the bearings for the span. Elevations for the track on the approaches as well as the top of steel for the girders, stringers and bearings will be required. The concrete work for this project is the removal of a deteriorated concrete/gunnite on the abutments and then adding a reinforced concrete jacket on all the concrete structures. Due to lack of drawings for the concrete substructure, the expected chipping depth was set to a range from 6” to 8” with the quantities given in schedule A for the 8” depth. Additionally, the required backwall repair will be up to the contractor to determine based on on-site investigation. It appears that there might be a concrete slab directly under the track and then a void that was filled in with rubble. The contractor is to determine what the actual backwall structure is and then carry out the necessary repairs using the repairs for the remainder of the abutment as a guide. An allowance of $50,000 will be set in the schedule A with the actual cost of the backwall repair to be negotiated based on the on-site findings. It was also determined on site that there are additional wingwalls behind the abutment, that are not currently shown on the drawings that will need to be added. The drawings will be revised and as well as the Schedule A quantities and re-issued in an addendum. The ONR will show the contractor locations along the ROW to place the chipped concrete. Any steel removed must be disposed of properly. New backwall ties might be required. The ONR will supply the ties and the contractor will determine the size required and then cut the ties and install them on the backwalls.

Additional repairs are required to the steel bin walls on the north-west corner of the bridge. After discussion on site, it was determined that for the top five feet of the wall, the bin infill pieces will be replaced and for the rest of the wall, a contractor designed system featuring side posts and a new facing plate with grout filling the void between the existing wall and the new facing plate. The drawings will be updated indicating this. It was also determined on site that an item will be added in the Schedule A to replace in kind any deteriorated timber piece in the walkways or handrailing. An allowance for this will be included, likely at a cost plus determination. If work is being done on the walkways that leaves them uncrossable, the ends of the walkways should be barricaded. There is a 99 foot wide ONR right-of-way centered on the tracks. Within this ROW, the contractor may clear areas to store materials or work sheds as long as they stay clear of the tracks. The paved platform area between the station building and the tracks can also be used as a laydown area as long as all material is kept at least 9’ from the centerline of the track. All debris must be kept off of the roadway under the bridge at all times. There is a Fibre-optic cable on the bridge as well as utility cables and pipes. The contractor will have to contact Ontera regarding the handling and protection of this fibre-optic and On1call for the other utilities. Ontera will likely require one of their employees to be on site to discuss jacking of the spans. It is up to the contractor to contact and make provision with the utility owners to move or work around these utilities. There is a blue painted pipe that goes up one abutment, crosses over the road on the bridge and then goes down the other abutment which is likely town water. There are also some power lines to lights on the bridge walkway, the ONR will check and verify if these have been disconnected. The contractor can clear out any trees or bushes within the 99 foot wide ONR right of way to better access the bridge. Upon completion the contractor will groom the slopes around the bridge and place seed and erosion protection blankets as per OPSS 804. The current train schedule was included in the tender package showing possible work blocks. If these are not enough to carry out the work, the ONR will listen to the contractor’s requests and see if some accommodation can be made. There is no guarantee that a longer work block can be organized. This bridge crosses Highway 66 and it will be up to the contractor to arrange permission and flagging/roadway protection to occupy parts of the roadway to carry out the work. The ONR contact at the MTO regarding this project has been Titas Mutsuddy ([email protected]) and he could be someone to start with to determine the flagging requirements.

The ONR will have a flagman present on site during the work on the bridges. The ONR flagging protection provides a 10 hour work day and usually a 5 and 2 or 4 and 3 or an 8 days on 6 days off work cycle. The 8 and 6 cycle can be arranged to allow continuous work to be carried out on the bridge. The contractor may propose something different for the ONR to review and approve. The ONR flagging protection is subject to union rules and the work cycles must respect these. The ONR cannot supply any hi-rail vehicles to the contractor. There are hi-rail vehicle rental or leasing companies for example LMS Rail which has a dealership in Kapuskasing and their phone number is 705-372-5103. There is a concrete supplier out of Timmins, Custom Concrete, that has a concrete truck on hi-rails. Please Note: the ONR does not allow rubber wheeled vehicles to travel on the track or the ballast shoulders. The contractors should note that even though the ONR is federally regulated, the Ministry of Labour has jurisdiction over any contractor doing work on ONR property and that the MOL has been active this year with contractors working on ONR bridges. Therefore contractors should be aware of all MOL requirements for work sites and scaffolding.

Note that all questions are to go through Julie Piche of the ONR

procurement department and that the answers will be shared will all potential bidders.

Once the meeting was complete, everyone got in their vehicles and left the

site.
