The regular quarterly meeting of the Board of Trustees of the
University of Wyoming wes called to order by President Bond at 9 o'clock
a.m., Monday, June 7,1937, with the follOWing members present. Mr. C. H. 7i'.i1Friday, Mr. J. A. Guthrie, Mr. D. P. B. Marshall, Dr. S. H. Diggs, Mrs.
Evelyn S. Plummer, Mr. Victor Facinelli, end Vice-President J. F. Soule.
The minutes of the March meeting of the Board of Trustees end

the various meetings of the Executive Committee since that time were
approved "as read.
Dean Soule presented the following list of candidates for
degrees and diplomas as recommended by the Faculty and the President
of the University. Upon the motion of Mr. Facinelli, seconded by Dr.
Diggs and carried, the various degrees and diplomas were awarded in
accordance with this list.

*Graduation with honor depends upon spring quarter record.
The Trustees then recessed to take part in the Semi-Centennial
parade. They reconvened at 11 o'clock a.m.
Upon the motion of Mr. Facinelli the City of Laramie '<6S
granted permission to tap the University Stock Farm water main where
it crosses Riverside Park, with the understanding that the University
shell always have its prior water right. The motion was seconded by
Dr. Diggs end cerried.

Upon the motion of Mr. Guthrie, euthority was granted for
the sale of obsolete opera seats released 'from the Li ttle Theatre and
the old auditorium. The motion \ffiS seconded by Mr. Facinelli and
carried.

It was moved by Mrs. Plunnner that authority be granted for the
sale of the old blue-print machine in the College of Engineering. The
money received is to be deposited in the DraWing Department Revolving
Fund, end made available for the purchase of a new machine. Mr. Marshall
seconded this I!lotion and it was carried.

Then followed election of officers. Mr. Marshall nominated
Mr. Bond for reelection as President. The nomination wes seconded by
Mr. Guthrie. Mr. Guthrie then moved that Dominations be closed and that
Mr. Bond be reelected President of the Board by acclamation. This
motion was carried.
Dr. Diggs then nominated Mr. Marshall for Vice-President.
The nomination was seconded by Mr. Friday. Mr. Guthrie moved that
nominations be closed and that Mr. Marshall be elected Vice-President

Mr. Friday nominated Mr. Guthrie as Treasurer. Mr. Marshall
seconded t~e nomination and moved that nominations be closed and that
the Secretary be instructed to cast a unanimous vote for Mr. Guthrie
as Treasurer. The motion was carried.
Mr. Marshall then moved the reelection o~ the present Executive
Committee, namely: President Bond, Mrs. Grieve, Mr. Guthrie, end Mr.
Friday. This was seconded by Mr. Facinelli, who moved that nominations
be closed and that the Secretary be authorized to cast a unanimous ballot
for the reelection of the present Executive Committee. This motion was
carried.
It was moved by Mr. Facinelli, eecandea by Mr. Marshall and
carried, that Mr. Smith be reelected Secrete~r of the Board for the coming

The Trustees recessed at noon to attend the Alumni luncheo~.
The meeting was again called to order at 7 o'clock p.m., Tuesday, ~une
8th, vJith the sema members present as the preVious session, and Dr. Crane.
Upon the motion of Mr. Friday it wes voted to take a half-page
advertisement in the premium list of the Wyoming State Fair at a cost of
$13.00. The motion wes seconded by Mr. Facinelli end carried.
It was moved by Mrs. Plummer, seconded by Mr. Marshall end
carried, that the Trustees extend a vote of thanks to the Semi-Centennial
Commi ttee.
Upon the motion of Dr. Diggs, seconded by Mr. Facinelli end
carried, the wages for student labor were raised to thirty-five cents
end forty cents per hour, effective July 1, 1937.
It was then moved by Mr. Marshall that a leave-or-absence
wi thout pay be granted Wilmer E. Stevens, Instructor in Th.glish, to en-
able him to accept a posi tion for the year at the University of Colorado.
The motion wes seconded by Mr. Guthrie and carried.
Mr. Facinelli then moved to approve an extension of leave to
June 30, 1938, for Harry W. Pearson, State Land Planning Specialist for
the Resettlement Administration. The motion was seconded by Mrs. PlUIIml8r
and carri ed.
The Trustees recessed at 10: 30 p.m. I until the following morn-
ing at 9 o1clock.
The matter of the University offering credit for instruction
in religious sUbjects was placed before the Board by President Crane.
After discussion Mr. Guthrie moved that we continue our present policy

for the blsuing year, with regard to the two churches now offering such
instruction, end that if others qualify they may be admitted to the same
privileges. The motion was seconded by Mr. Facinelli and carried.
Then followed a di scussion of the proposal by the Bureau of
Biological Survey of the United States Department of Agricultura and the
Wyoming State Game and Fish Gommission for e cooperative project with
the University of Wyoming for the establishment of e Wild Life Research
and Game Management Station. Mrs. Plmmner moved that we lend ell en-
couragement possible to this proposal end present the matter before the
Board tor further consideration at the September meeting, when additional
information is available. Dr. Diggs seconded this motion aDd it was
carried.

Dr. Diggs then moved that six changes be made in the new
bUdget, effective July 1, 1937, as follows:

An appropriation 9f $5,500 for the Department ofAthletics. This raised the total appropriation forthis department from $12,500 to $18,000.
An appropriation of $3,000 to assist in the organization, establi sment, end maintenance of Alumni records under such restrictions as may be approved bya committee of Trustees to be appointed by the Prasident of the Board.
An appropriation of $175.00 for a C. C. C. EducationalAdVi ser l s Short Course.
An appropriation of $1,500 for an additional clerkin the President I s Of'fice.
An appropriation of $1,273.00 for the purchasa ofmaterials for various W.P.A. projects on thecampus.

President Bond then appointed President Crane~ Mrs. Plummer,
end Mr. Fucinelli to be members of the Alumni Committee to confer With
e like committee from the Alumni Association. Upon the motion of
Mr. Marshall, seconded by Mr. Guthrie and carried these appointments
were confinned.
Mr. Facinelli then moved the following salary increases..... in
the new budget:

This motion was seconded by Mr. Marshall and carried.
Dean Morris of the Law School then appeared before the Trustees
for a discussion of the proposal of Delta Delta Delta Sorority to erect
a house in Fraternity Park. Upon the motion of Mr. Marshall, the Pres1-
dent of the University was euthorized to proceed with negotiations with
the Sarori ty and the preparation of documents covering this transaction
which Will be submitted to the Attorney-General and the Trustees for
approval. The motion was seconded by Mrs. Plunnner and carried.
Mr. Marshall moved, it was seconded by Mrs. Plummer and
carried, that the leave-of-absence of J"ack Neale, who has been released
to act as Head of the Resettlement Office, be extended to September 1,
1937.
