June 4, 2020 - Chair’s Summary
1. The UK government hosted the Global Vaccine Summit on June 4, 2020 under the patronage of the Rt. Hon. Boris Johnson, Prime Minister of the United Kingdom of Great Britain and Northern Ireland. The meeting was held by videoconference in light of the ongoing COVID-19 pandemic.
2. The Summit brought together more than 300 people, including 42 Heads of State and Government. 62 countries were represented, notably 14 Gavi implementing countries, all of the G7 nations and 19 governments of the G20. Eminent participants also included H.E. Antonio Guterres, Secretary-General of the United Nations; H.E. Moussa Faki Mahamat, Chairperson of the African Union Commission; H.E. Dr Tedros Adhanom Ghebreyesus, WHO Director-General; H.E. Henrietta Fore, UNICEF Executive Director; Bill Gates, Co-Chair of the Bill & Melinda Gates Foundation; Ministers from implementing and donor countries; CEOs of vaccine manufacturing companies and private sector partners; leaders of UN and other international agencies; senior civil society representatives; and Gavi champions. 3. US$8.8 billion worth of new commitments were pledged by public and private sector donors
towards Gavi’s replenishment, well exceeding the target set in support of Gavi’s investment opportunity for the next 5 years. These pledges will add to the US$1.7 billion previously secured by Gavi1, bringing its resources for 2021-2025 to more than US$10.5 billion. Gavi is now well positioned to accelerate the roll out of current vaccines, reach 300 million more children in developing countries by 2025, and in so doing contribute to saving 7 to 8 million lives.
4. As part of the new pledges, Italy, Norway, Spain and The Netherlands committed US$926 million to Gavi’s International Finance Facility for Immunisation (IFFIm), significantly exceeding the ask to replenish IFFIm with at least US$500 million. In addition, commitments from the Bill & Melinda Gates Foundation, Japan, The Netherlands, Norway and the UK included US$158 million for the Gavi Matching Fund, an innovative finance instrument which doubles the impact of private sector partnerships in immunisation, doubling the level of funding for this instrument compared to the previous period.
5. In addition to the replenishment funding, more than US$0.5 billion of additional resources were pledged to fund the newly launched Gavi COVAX AMC, an innovative financial instrument to accelerate access to COVID-19 vaccines to fight the pandemic in developing countries.

for Immunisation (IFFIm), investment income, and a drawdown from Gavi’s cash and investment reserve.
6. Besides receiving strong endorsements from long-standing Gavi donors, the Summit welcomed
eight new sovereign donors who made pledges to Gavi for the first time, including Bhutan, Burkina Faso, Cameroon, Finland, Greece, New Zealand, Portugal and Uganda.
7. Participants recognized the significant commitment of implementing countries, that will invest an expected US$3.6 billion in domestic co-financing and self-funded vaccine programmes, more than double the amount for the previous five-year period. This investment may be impacted by the economic effects of the COVID-19 pandemic. Participants also welcomed new commitments made by the pharmaceutical industry to further invest in R&D and production and supply a range of vaccines in significant quantities to Gavi. With active work between Alliance Partners including HPV vaccine manufacturers, Gavi will have the potential to increase its HPV vaccination reach from 50 million girls to 84 million girls between 2021-2025 – averting close to an additional 500,000 future deaths thanks to improved supply availability during Gavi’s next strategic period.
8. Throughout the Summit, donor Governments confirmed their strong endorsement for Gavi and pledged their financial support. Messages were shared by many donor Heads of State and Government, including the Prime Minister of Australia; the President of Burkina Faso; the Prime Minister of Canada; the Premier of the State Council of the People’s Republic of China; the President of the European Commission; the President of France; the Chancellor of Germany; the Prime Minister of Iceland; the Prime Minister of India; the Taoiseach of Ireland; the Prime Minister of Italy; the Prime Minister of Japan; the Prime Minister of Luxembourg; the Prince of Monaco; the Prime Minister of The Netherlands; the Prime Minister of New Zealand; the Prime Minister of Norway; the Emir of the State of Qatar; the Prime Minister of Spain; the Prime Minister of Sweden; the President of Switzerland; the President of Turkey; the Prime Minister of the United Kingdom; and the President of the United States. A number of donor countries were also represented by their Ministers.
9. In his welcome address, Prime Minister Johnson noted the importance of the Global Vaccine Summit at a critical moment in time. He expressed his enthusiasm to continue working closely with Gavi in its next strategic period and reminded the audience of the need to build on successful existing innovative partnerships such as Gavi, which were particularly important in addressing emerging issues such as COVID-19. Dr Ngozi Okonjo-Iweala, Gavi’s Board Chair, recapped Gavi’s significant impact over its first 20 years and delivered a message of hope for the future. The United Nations Secretary-General reiterated the UN’s support for Gavi’s work to immunise millions of children in lower income countries. H.E. Donald Trump, President of the United States, praised the transparency in the Gavi model and H.E. Erna Solberg, Prime Minister of Norway, expressed Norway’s long-term commitment to the Vaccine Alliance. The Chairperson of the African Union Commission called on participants to provide significant support to Gavi’s work. Summit participants heard about the critical role played by civil society organisations who partner at every step of the Gavi model.
10. Participants underlined Gavi’s critical mission to prevent disease. Dr Tedros Adhanom, Director-General of WHO and H.E. Nana Akufo-Addo, President of Ghana shared their reflexions. The Rt. Hon. Anne-Marie Trevelyan, UK Secretary of State for International Development, Dr Seth Berkley, CEO of Gavi, and Dr Emma Walmsley, CEO of GlaxoSmithKline, debated the importance of Gavi’s role in shaping markets to ensure an equitable access to essential vaccines. H.E. Sheikh Hasina, Prime Minister of Bangladesh, offered reflections on Gavi’s impact on the ground. H.E. Faustin-Archange Touadéra, President of the Central African Republic, H.E. Mahamadou Issoufou, President of Niger, H.E. Macky Sall, President of Senegal, H.E. Gotabaya Rajapaksa, President of Sri Lanka, and Joyce L. Kilikpo, Executive Director of Public Health Initiative Liberia, exchanged thoughts on Gavi’s role in protecting the world against health insecurity and pandemics. Participants listened to testimonies from the front line in the fight against Ebola. Dr Ngozi Okonjo-Iweala, Gavi’s Board Chair, shared her views on Gavi’s impact.
11. Gavi’s ability to protect communities was applauded. H.E. Roch Marc Christian Kaboré, President of Burkina Faso, made a strong plea for continued support from the international community, pointing to the successes achieved and reminding the audience of the Summit of the road ahead. H.E. Uhuru Kenyatta, President of Kenya, H.E. Filipe Nyusi, President of Mozambique, and H.E. Julius Maada Bio, President of Sierra Leone, were joined by Henrietta Fore, Executive Director of UNICEF and Lubna Hashmat, Chief Executive of CHIP, in emphasizing the critical goal of reaching the unreached. Anuradha Gupta, Deputy CEO of Gavi, reminded the audience that nearly 10.5 million “zero dose” children, often concentrated in marginalised and disadvantaged communities, are still not receiving their first dose of DTP vaccine. Norwegian Minister for International Development Dag Inge Ulstein, joined by IFFIm Board Chair Cyrus Ardalan, SEB CEO Johan Torgeby and Gavi’s Managing Director for resource mobilisation, private sector partnerships and innovative finance Marie-Ange Saraka-Yao, underlined the impact of Gavi’s innovative financial instruments.
12. The Summit recognized that in pursuing its mission, Gavi is enabling communities to prosper. In
this regard, participants reiterated their support for Gavi’s innovation work to digitally equip front line health care workers, advance diseases surveillance, scale communication to combat misinformation, create deeper community engagements, and achieve well-managed and robust delivery system are all essential for a successful vaccine deployment. Dr Ngozi Okonjo-Iweala was joined by Unilever’s CEO Alan Jope, Mastercard’s Vice-Chairman and President Michael Froman and Nexleaf CEO Nithya Ramanathan to celebrate the power of the private sector to bring innovations and contribute to Gavi’s achievements. Several new collaborations with the private sector were announced. H.E. Sahle-Work Zewde, President of Ethiopia, challenged Summit participants to support immunization and foster prosperity.
13. The Summit also discussed the global response to COVID-19. Kate Bingham, Head of the UK
Vaccine Task Force, set out the challenges and opportunities that vaccines against COVID-19 would present. H.M. King Abdullah II of Jordan, H.E. Abdel Fattah el-Sisi, President of Egypt, H.E. Mohamed Farmajo, President of Somalia and H.E. Lee Hsien Loong, Prime Minister of Singapore, called on the global community to work together to accelerate access to COVID-19 vaccines for all. This message was also conveyed by H.E. Angela Merkel, Chancellor of Germany, H.E. Giuseppe Conte, Prime Minister of Italy, and other world leaders throughout the conference. Richard Hatchett, CEO of CEPI, and Seth Berkley, CEO of Gavi, presented their common work under the umbrella of the Access to COVID-19 Tools (ACT) Accelerator Vaccine Taskforce.
14. Dr Berkley announced the launch of the COVID-19 Vaccine Global Access Facility (COVAX Facility). Its objective is to accelerate equitable access to appropriate, safe and efficacious COVID-19 vaccines for all countries. Higher income countries will use domestic resources to contribute funds to the advance purchase guarantees and will purchase vaccines side by side with Gavi-supported countries who will use ODA resources. Manufacturers’ interest was recognized, as producers are seeking volume guarantees to scale production and understanding the risk of only serving a few countries in times of global pandemic and want to work with the Facility. The new initiative is leveraging Gavi’s track record in working with the world’s vaccine manufacturers and other industry stakeholders to help create the right conditions that enable production at the necessary volumes to meet demand.
15. The Gavi Advance Market Commitment for COVID-19 Vaccines (Gavi COVAX AMC) was launched. The launch builds on the successes of Gavi’s pneumococcal Advance Market Commitment (PCV AMC), which has helped vaccinate an estimated 225 million children across 60 low and lower-middle income countries against the leading cause of childhood pneumonia. H.E. Paul Kagame, President of Rwanda, H.E. Giuseppe Conte, Prime Minister of Italy, H.E. Mikhail Murashko, Minister of Health of Russia, Mari Pangestu, Managing Director of the World Bank, and Dr Ngozi Okonjo-Iweala, Gavi Board Chair, were joined by Pascal Soriot, CEO of Astra Zeneca, Sai D. Prasad, President of DCVMN and Thomas B. Cueni, Director-General of IFPMA, and shared their views. The new AMC required seed funding of $2bn to jumpstart vaccine guarantees and to purchase vaccines when available to immunise health care workers, high risk groups and create a flexible vaccine
buffer to be deployed where it is needed most. AstraZeneca made the first private sector commitment and will guarantee 300 million doses of the COVID-19 vaccine it is developing in collaboration with the University of Oxford.
16. Bill Gates, Co-Chair of the Bill & Melinda Gates Foundation, provided a strong message of support for Gavi’s mission and reminded participants that Gavi was their largest and best investment and that if Gavi didn’t exist, it would have to be created for COVID-19. The Rt Hon Boris Johnson, Prime Minister of the UK, announced the final pledging outcomes and Dr Ngozi, Gavi Board Chair, warmly thanked speakers and participants for their commitments. They agreed that this Global Vaccine Summit was a watershed in recognising and resourcing the power of immunisation. The COVID-19 pandemic demonstrated the critical role of vaccination, not only in protecting people and saving lives, but also in reducing the growing threat to global health security and boosting the global economy.
17. Throughout the Summit, messages of support were received from the Heads of State or Heads of Government of Argentina, Bhutan, Chad, Georgia, Mauritania, Nepal, Nigeria and Zambia, and ministers and senior representatives from Brazil, Indonesia, Mexico, Pakistan, Papua New Guinea, South Africa, the USA, Zimbabwe, and the Wellcome Trust. Participants expressed their deep appreciation for the leadership and unwavering support of the Government of the UK and Vaccine Alliance partners for their contributions to make the Global Vaccine Summit a success.
