Cameroun is a country located in Central Africa considered as a country since 1884

Independent since 1960

Population : around 20 millions

Area : 475 000 KM square

Lower Intermediate revenue country since 2010

CONTEXT OF AID MANAGEMENT

Official Development assistance represent an important part of public ressources for Programs and Projects implementation in Cameroon

To reinforce external resources effectiveness in Cameroon according to the Paris Declaration principles, Cameroon's Government has engage since 2006 important reforms as far as public management are concerned.

What is very important to know is that Cameroon has accomplished in April 2006 the Highly Indebted Poor Country Initiative (HIPC)

From that period, aid management strategy has change a lot.

At the institutional level :

A new department in charge of planning, cooperation and public investment has been created in 2007

A new fiscal regime has been adopted by the National Assembly

A tripartite framework for public finance reforms made of government, private sector and donors

At the institutional level :

A tripartite framework, Government, donors, parliament and civil society has been setup to discuss effectiveness matters

A Working Group made of different ministry representatives has been created to follow up Paris Declaration implementation in Cameroon.

At the operational level

Aid management in Cameroon have been separated into 3 functions :

• Front Office carried out by the ministry of Economy

•Middle office carried out by the ministry of Economy (MINEPAT) and the Autonomous Sinking Funds (CAA) that is in charge of debt management.

•Back Office carried out mainly by Autonomous Sinking Funds (CAA) in collaboration with Ministry of Finance.

Why DAD System important???

Since aid functions are separated, it becomes very important to get centralized database system that can be shared by all holders.

Very important ! a system that can be connected to existing monitoring systems.

What is expected from the system????

•Reinforce monitoring and evaluation of project and programs implementation

•Setup an interchange framework for all stakeholders ;

•Having the spatial planning of project on the national territory
