    MEMORANDUM

    TO: Richard W. Meehan, Interim City ManagerFROM: Jim Parsons, Chief Deputy Director of Public WorksDATE: June 5, 2012SUBJECT: Engineering Service Proposal

    Design and Bidding PhasesNew 51st Street Water Production Well and Well House

    Attached for review and approval is the Engineering Services Proposal associatedwith the planned new 51st Street Well. We have requested this proposal fromWhitman Requardt & Associates (WR&A) to enable the Water Department tomove forward with the construction of the TOCs next new water well.

    To provide some context on this issue, the following summary of the TOCsgroundwater supply and production capacity is offered:

    The towns raw water supply is withdrawn from two aquifers (Manokin andOcean City) via a total of 24 wells;

    The 24 wells are spaced geographically throughout the town, and range inage from the year of construction being 1955 to the most recent in 2008.

    The water supply from the Manokin and Ocean City aquifers remainsgenerally consistent and abundant, however, there is an ongoing concernregarding salt water intrusion;

    One of the strategies to minimize the onset of salt water intrusion is thegeographic spreading of the withdrawal points (wells); as older wells arereplaced due to age, quality concerns, or geographic needs (e.g., theConvention Center expansion), the replacement wells are located away fromexisting well sites;

    In January 2008 the Mayor and City Council authorized the purchase ofproperty located at 5102 Coastal Highway; the purchase was completed withthe use of 2007 Water Fund Bond money, for the purpose of providing astrategically planned location for a future well site (see attached backgrounddocumentation).

    Once the design and bidding is complete, we will return to the Council with a

    recommendation for additional engineering support during the well constructionphase, and, for the approval to award construction contracts for the well and thewell house.

    Please review the attached proposal and accompanying support information, and,provided that you concur, include this material in the agenda for the Mayor andCity Council Work Session of June 12, 2012. I will plan to be present at the meetingand present this information to the MCC as per your direction.

    OurScopeofServicesisasfollows:

    I. DESIGN SERVICES

    A. Preparesummaryofdesigncriteriaforthenewwellbaseduponresultsoftestwellsat51stStreet:

    Atthe51stStreetsite,theTownhasatestwellintheOceanCityAquifer,andatestwellinthe

    ManokinAquifer. Themostrecentgroundwaterqualitydata for the twotestwells is from

    samplingintheyear1987. WR&Awillcoordinateandobservean8hourwellpumpingtest

    anda4hourwater levelrecoverytestofeachtestwell. Thetestswillbeperformedbythe

    Towns water well contractor. At the end of the pumping tests, WR&A will obtain

    groundwater quality samples tobe analyzedby the Towns laboratory. Parameters tobe

    tested shall include iron,manganese, chlorides, ammonia and total organic carbon (TOC).

    WR&Awillassesstheresultsofthepumpingtestsandthewaterqualitydatafromthelab,to

    offera recommendation to theTown regarding inwhichaquifer the51stStreetproduction

    C. Preparecontractdocumentsfortheproductionwell(includingdrillingandtesting):1. Developcontractspecifications,includingfrontendspecificationsandbidformfor

    bidding.

    2. Submitthree(3)setsof90%ContractDocumentstoTownforreviewandcomment.3. FinalizedocumentsperTowncommentsandfinalinhouseQA/QC.Submitsix(6)

    setstotheTownfortheiruseduringtheconstruction.

    4. Permitting:CoordinatewithMDEandWorcesterCountytoobtainapprovaloftheproposeddrilling locationand listofsamplingparameters. Thewellconstruction

    permitwillbeobtainedbythedrillingsubcontractor. Itisassumedthatthecurrent

    waterappropriationpermitwillcoverthisnewwell. Therefore,permitamendment

    orpermitting

    with

    the

    County

    or

    State

    is

    not

    included

    and

    would

    be

    additional

    work,ifnecessary.

    D. Prepare contractdocuments for thewellhouse (including foundations,utility connectionsandsitework,architectural,mechanical,electricalandSCADAwork):

    1. Developcontractdocuments,includingplansandspecifications.Thisincludesfrontendspecificationsandbidformforbidding. Architecturalappearanceanddesign

    willgenerally

    match

    the

    recent

    well

    houses

    constructed

    by

    the

    Town

    DPW

    staff.

    Requirements regarding location and arrangement of thewell house and access

    drivewillbecoordinatedwith theTown. WR&Awillcoordinatewith thePower

    Company relative to electrical service for the new facility. The documentswill

    reference that the radio telemetryandcontrolsare tobeprovidedbyJohnTieder

    Control,Inc.asrequiredtomaintaincontrolsystemuniformity. WR&Awillassist

    the Town in obtaining a proposal from John Tieder Control, Inc. that will be

    incorporated

    in

    the

    bid

    documents.

    2. Submitthree(3)setsof90%ContractPlanstoTownforreviewandcomment.3. Performfinalcostestimateofconstruction.4. FinalizedrawingsperTown commentsand final inhouseQA/QC.Submit six (6)

    setstotheTownfortheiruseduringtheconstruction.

    5. Permitting:PrepareandsubmitontheTownsbehalf,theMarylandDepartmentoftheEnvironmentWaterandSewerConstructionPermitApplication.

    II. BIDDING SERVICES

    TotalEstimatedFee: $89,082Wewillperform thisworkandother requested extrawork fora feebasedupona factorof2.55 times

    actualtechnicalpayrollplusoutofpocketexpenses. The factorof2.55 isapplicabletosalariesofoffice

    andfieldtechnicalpersonnel. Thefactorincludescostsofprincipals,accountants,andothernontechnical

    employees

    engaged

    on

    this

    project.

    The

    actual

    cost

    of

    out

    of

    pocket

    expenses

    would

    include

    travel

    to

    and

    fromtheproject,subsistenceandallotherexpensesdirectlychargeabletotheproject. Thebudgetfeefor

    engineeringserviceswillnotbeexceededwithoutapproval.

    Invoicesshallbesubmittedeveryfourweeksforworkperformedduringthepreviousfourweekperiod

    andareduewithinthirtydaysfollowingreceipt.

    FeesforlabfeesandwellpumpingfeesaretobepaiddirectlybytheTown.

    Asecondalternativethatwouldbelessdisruptivefortheresidentswouldbetocloseoffthe

    southentrancetothealleyusingflexposts.Thiswouldallowtheresidentstoenterandexit

    fromthe

    light

    at

    Pacific

    and

    allow

    emergency

    vehicles

    and

    trash

    trucks

    to

    travel

    through

    the

    alleywhilestillpreventingthecutthroughtrafficofnonresidents.

    Iwillbeobservingthealleyovertheweekendandwillpresentmyfinalopinionsregardingthe

    twoalternativestotheCouncilonJune12.
