Background: The Gravelbourg La Palestre Arena Fire Alarm System is not currently electronically monitored. In the last month the alarms have been set off twice, once was a system glitch due to a power surge and once from a failure to our compressor system triggering a pressure release and expelling water from the system. With a monitoring system, notifications can be sent to on-call personnel, ensuring a more efficient response time. Discussion: That Council discuss the installation of a monitoring system to the Palestre Arena Fire Alarm System and the annual monitoring fees associated. What You Need to Know THE FIRE DEPARTMENT MUST BE NOTIFIED VIA A CENTRAL MONITORING STATION AS PER THE NATIONAL BUILDING/FIRE CODE IN THE EVENT OF THE FOLLOWING: •Activation of a fire alarm initiating device on a single-stage fire alarm system in a building classified as “Assembly” occupancy by The National Building/Fire Code with an occupancy load of >300. •Initiation of a 1st stage (Alert Signal) fire alarm in 2-stage fire alarm system. •Activation of a waterflow indicating devices as part of the building fire sprinkler system. A SYSTEM USED FOR THE USE OF FIRE ALARM SYSTEM MONITORING MUST COMPLY WITH THE FOLLOWING AS PER CAN/ULC S561-13: •Monitor the building fire alarm system for alarm, trouble and supervisory (when a sprinkler system is present) conditions. •Alarm signal must have highest priority. •Wiring between the fire alarm and monitoring panels must be supervised, in an armoured raceway (even in wood construction) and be of a wire size 22 gauge or larger. •Power circuit must be hardwired to a transformer, on its own breaker and, in an armoured raceway between the monitoring panel and the breaker box (even in wood construction). •System keypad wiring must be in an armoured raceway and, the keypad has to be installed on an electrical box. The keypad must also be in the same room as the system. •Two lines of communication. This is most often done with a phone line and a cellular module. •Phone line cannot be over fibre. It must be a hardwired copper line to the building. For new buildings without a copper line, an Active-System can be used.

Alsask Fire Equipment Monitoring Agreement This agreement is made and entered into between Alsask Fire Equipment, hereinafter

referred to as the “Vendor” and ___________________________________________. Hereinafter referred to as the “Subscriber”.

1. The Subscriber agrees to pay an annual monitoring fee of $479.40 plus the

applicable taxes payable in full once a year, in advance.

2. Where the Authority Holding Jurisdiction requires a ULC Certificate, the subscriber agrees to pay an annual fee of $120.00 plus the applicable taxes payable in full once a year, in advance.

3. This agreement shall be for the period of ( 1 ) Year/s from the date of execution (initial period). The renewal of this agreement beyond the initial period shall be automatic on a year-to-year basis unless cancelled in writing thirty days prior to the expiry of the initial period or any automatically renewed period. The rate charged for the renewal period and the terms of payment shall be the same as for the initial period if the subscriber has not been advised in writing or a rate change thirty days prior to the automatic renewal.

4. The alarm is connected to a central monitoring station, any new or increased charges for the use of telephone lines, or monitoring station charges which may be charged, levied against or imposed upon the vendor, that of which would be to increase the vendors cost of performing this obligation hereunder, the regular fee payable by the subscriber shall be increased proportionately.

5. The subscriber agrees to pay any and all Federal, Provincial, Local taxes. Permit fees or false alarm assessments or other charges which are imposed by any government body for which the subscriber is liable, payable in respect to the equipment and / or service.

6. The subscriber is responsible for charges arising from interconnection into the telephone network both initial and ongoing, and which may be assess by the telephone company.

7. The monitored subscriber shall provide the vendor with a complete list of contact references that have access to enter the premises for a 24 period for the purpose of servicing wherein the equipment is installed. It is the subscriber’s responsibility to advise the vendor of any changes to the list within 24 hours of the change.

8. The subscriber agrees that if the monitoring service is terminated, the control panel

must be reprogrammed to curtail signal transmission to the vendor. Monitoring

fees will continue to be levied and the subscriber agrees to pay the monitoring fees

until the vendor deprograms the control panel at the subscriber’s premises. There

will be a charge of $225.00 for deprogramming of the control panel and converting

the system to local operation only.

9. The subscriber is fully responsible for the correct operation of the system which the vendor monitors. Both to ensure that all the system components and wiring are correct and functional at all times, so that the Vendor may monitor it. Whereas monitoring connections to be the phone network and the phone network itself is properly functional. Consequently the Vendor cannot be held responsible in any way for lost transmission signals.

10. It is expressly agreed that the Vendor is not an insurer and that payments, herein before named are based solely on the value of the services herein described and it is not the intention of the parties that the Vendor assume responsibility for any consequence occasioned by malfeasance or misfeasance in the performance of the services of this contract or for any loss or damages sustained through burglary, theft, robbery, fire or other cause or any liability on the part of the Vendor, by virtue of this agreement or otherwise for the failure of the system to operate or failure to perform by the Vendor, its employees or agents, such liability is and shall be limited to a sum equal in amount to the service charged hereunder for a period of service not to exceed four (4) months, which sum shall be paid and received as liquidated damages. Such liability as herein set forth is fixed as liquidated damages. 11. It is agreed and understood by the parties that this Agreement constitutes the entire agreement between the parties and there are no verbal understandings changing or modifying any of the terms of this Agreement. The Agreement may not be changed, modified or varied except in writing and signed by a representative of the Vendor.

12. Subscriber hereby acknowledges that he/she has read and understood this entire Agreement.

13. This Agreement shall be governed by and interpreted according to the laws of the Province of Saskatchewan.

14. G.S.T. is not included.

15. The transmitting device remains the property of the vendor.

16. All periodic inspections and testing as outlined in CAN/ULC-S561-13 section 11.1 shall be the responsibility of the subscriber and where a ULC Certificate is issued to the protected property, the Subscriber agrees to the Vendor being the sole Vendor to perform the periodic inspection and test as outlined within CAN/ULC-S561-13 section 11.1. Upon request from the subscriber the vendor shall supply a quote to perform the required testing.

What You Need to Know THE FIRE DEPARTMENT MUST BE NOTIFIED VIA A CENTRAL MONITORING STATION AS PER THE NATIONAL BUILDING/FIRE CODE IN THE EVENT OF THE FOLLOWING: •Activation of a fire alarm initiating device on a single-stage fire alarm system in a building classified as “Assembly” occupancy by The National Building/Fire Code with an occupancy load of >300. •Initiation of a 1st stage (Alert Signal) fire alarm in 2-stage fire alarm system. •Activation of a waterflow indicating devices as part of the building fire sprinkler system. A SYSTEM USED FOR THE USE OF FIRE ALARM SYSTEM MONITORING MUST COMPLY WITH THE FOLLOWING AS PER CAN/ULC S561-13: •Monitor the building fire alarm system for alarm, trouble and supervisory (when a sprinkler system is present) conditions. •Alarm signal must have highest priority. •Wiring between the fire alarm and monitoring panels must be supervised, in an armoured raceway (even in wood construction) and be of a wire size 22 gauge or larger. •Power circuit must be hardwired to a transformer, on its own breaker and, in an armoured raceway between the monitoring panel and the breaker box (even in wood construction). •System keypad wiring must be in an armoured raceway and, the keypad has to be installed on an electrical box. The keypad must also be in the same room as the system. •Two lines of communication. This is most often done with a phone line and a cellular module. •Phone line cannot be over fibre. It must be a hardwired copper line to the building. For new buildings without a copper line, an Active-System can be used.

Monthly monitoring fee: Passive communication - $39.95 per month paid annually at the start of the term for a total of $479.40 + Tax _______ (initial).

Or Active communication – $70.00 per month paid annually at the start of the term for a total of $840.00 + Tax _______ (initial). An active communication path is only required when a copper phone line is unavailable. *Note please only select one communication path. * *For Passive communication a phone line is required. This line may either be dedicated or shared with an existing line. If the line is shared the monitoring equipment must be wired first on the line. It is the responsibility of the customer to arrange and cover any cost associated with having the phone line connected by their telephone service provider. This line must be connected on or prior to the day of verification. If a return trip is required to verify the connection there will be an addition charge.*

ULC certificate: $10.00 per month paid annually at the start of the term for a total of $120.00 + Tax _______ (initial).

Alsask Fire Equipment Monitoring Agreement This agreement is made and entered into between Alsask Fire Equipment, hereinafter

referred to as the “Vendor” and ___________________________________________. Hereinafter referred to as the “Subscriber”.

1. The Subscriber agrees to pay an annual monitoring fee of $479.40 plus the

applicable taxes payable in full once a year, in advance.

2. Where the Authority Holding Jurisdiction requires a ULC Certificate, the subscriber agrees to pay an annual fee of $120.00 plus the applicable taxes payable in full once a year, in advance.

3. This agreement shall be for the period of ( 1 ) Year/s from the date of execution (initial period). The renewal of this agreement beyond the initial period shall be automatic on a year-to-year basis unless cancelled in writing thirty days prior to the expiry of the initial period or any automatically renewed period. The rate charged for the renewal period and the terms of payment shall be the same as for the initial period if the subscriber has not been advised in writing or a rate change thirty days prior to the automatic renewal.

4. The alarm is connected to a central monitoring station, any new or increased charges for the use of telephone lines, or monitoring station charges which may be charged, levied against or imposed upon the vendor, that of which would be to increase the vendors cost of performing this obligation hereunder, the regular fee payable by the subscriber shall be increased proportionately.

5. The subscriber agrees to pay any and all Federal, Provincial, Local taxes. Permit fees or false alarm assessments or other charges which are imposed by any government body for which the subscriber is liable, payable in respect to the equipment and / or service.

6. The subscriber is responsible for charges arising from interconnection into the telephone network both initial and ongoing, and which may be assess by the telephone company.

Summary This policy is to guide the use and disclosure of information captured by Video Surveillance

Policy

POLICY STATEMENT: The Town of Gravelbourg (Town) will be using video surveillance to monitor its property against vandalism, theft and other activities that may be detrimental to the Town and its residents.

BACKGROUND: There have been concerns regarding staff safety. Irate residents have attended to the office and exhibited inappropriate behaviour and one CAO experienced threats against his person. The Palestre will be videoing games for training purposes and for live streaming games.

APPLICABILITY: This policy will be applicable to the Town office and the Palestre arena.

DEFINITIONS: Town will mean the Town of GravelbourgAdministrator shall mean the CAO of the Town of GravelbourgLaw Enforcement Agency shall mean any legal enforcement agency or member of the Office of the Privacy Commissioner

RESPONSIBILITY: The Administrator shall be responsible for the supervision of this policy

PROCEDURE

The following information may be updated from time to time

PROCEDURE1. Notification of the presence of Video surveillance will be posted :

a. General notice to all via posters- town office, arenab. Posted on the web sitec. Posted on face book page

2. Video Cameras are installed in the Town of Gravelbourg Office, one directed toward the front counter, one in the office of the CAO which may be relocated to cover the front entry. The cameras at the Palestre will be directed to the ice surface.

3. The Administrator will be responsible for the review and compliance with this policy.4. The Administrator may delegate the responsibility related to this policy to the Assistant

Administrator in the absence of the Administrator.5. The equipment will be housed in the office of the Administrator and will not be

accessible to the general public.6. The videos will be reviewed by the Administrator and any incidents evidenced in the

video will be reported immediately to the Mayor.7. The Mayor, as Head of LAFOIP will make the determination of disclosure to the

appropriate authorities.8. Any requests for access to video information will be directed to the Head

9. Any breach of this policy will be subject to disciplinary action as determined by the Head or Council.

BYLAW NO. 1483/20

A BYLAW TO PROVIDE FOR DISCOUNTS AND PENALTIES RESPECTING CURRENT TAXES AND ARREARS OF TAXES

Pursuant to the Municipalities Act,the Council of the

Town of Gravelbourg, in the Province of Saskatchewan,

enacts as follows:

1. Due DateProperty and other taxes imposed by the Town of Gravelbourg are deemed to be imposed on the first day of January in each year and shall be due on the 30th day of September 2020.

2. Penalty on Arrears of Taxesa) Taxes which remain unpaid after the 31st day of December of the year in which they are levied shall be subject to a penalty.b) The method of calculating the penalty shall be:

a compound rate of 1.5% per month, added on the first day of each month applied to the total taxes and penalties that remain unpaid at the end of the month preceding the month in which the penalty is being applied.

c) The penalty charges are to be added to and shall form part of the tax roll.

3. Penalty on Current Taxes a) Where current taxes remain unpaid after the due date noted in Section 1 of this

bylaw, there shall be added thereto a penalty, calculated at the rate of 1% of the unpaid tax as at the first day of each month in which the penalty is being applied.

b) The penalty charges are to be added on the first day of each month in which there are unpaid taxes.

c) The penalty charges are to be added to and form part of the tax roll.

4. Incentive Program – Prepayments a) From January 1st until May 31st and whether or not the amount of Municipal or

School Division taxes for the current year has been determined, discounts shall be allowed with respect to the prepayment of the current year’s Municipal taxes on property but exclude any School Division taxes, local improvement taxes, special taxes and any other form of special assessments or levies applied to the property.

b) The rate of discount relative to prepayment of Municipal taxes shall be as follows: i) payments received during the month of January:

-- a discount of 5% of the amount paid.

ii) payments received during the month of February: -- a discount of 4% of the amount paid.

iii) payments received during the month of March:-- a discount of 3% of the amount paid.

iv) payments received during the month of April:-- a discount of 2% of the amount paid.

v) payments received during the month of May:-- a discount of 1% of the amount paid.

The treasurer may accept payments, to be applied to the current taxes, in advance of the time of the completion of the tax roll for the current year, and shall issue receipts for such payments.

5. Payments accepted, under Section 4 of this Bylaw, may be accepted in any amount, not exceeding 95% the levy of the preceding year where the current year’s taxes have not yet been determined.

6. Bylaw No. 1383/13, being a bylaw pertaining to tax discounts and penalties, is hereby repealed upon effective date of this Bylaw.

7. This Bylaw shall come into force and effect upon Council approval.
