HISTORIC LONDON STREET SIGNS FETCH THOUSANDSAT AUCTIONTwo distinctive enamelled street signs depicting two of London’smost iconic addresses were recently sold, along with a collectionof finger post signs, for a combined total of £16,350 at SummersPlace Auctions, Billingshurst, West Sussex.

The highest price was paid for Downing Street, which fetched£7,800. Abbey Road realised £4,350.

They were being offered for sale by Westminster City Council,who were are upgrading all of their signposting in the Capital aspart of the Legible London campaign resulting in these rarities.Thee signs were designed for Westminster City Council by thelate Sir Misha Black.

Additional signs will be offered in Summers Place Auction’s nextsale on October 22, 2013.

Motorists are to blame for nearly 70% of all collisions involvingcyclists in Westminster, a report has revealed.

Westminster Council's draft cycling strategy also shows that 93%of cyclists killed or seriously injured in the borough in the pastthree years had been involved in a collision with a vehicle.

In the last 12 months, it was found that the driver was responsible in 68% cases, while the cyclist was to blame 20% ofthe time. In the remaining 12%, both parties shared the blame.

Since 2010, about two thirds of these collisions involved cars ortaxis, about a quarter were with large or heavy goods vehiclesand 12 per cent were with buses or coaches. In 2011, 30 cyclistswere seriously hurt while 341 had minor injuries.

Last month Katharine Giles became the first cyclist to die onWestminster's streets in three years. She was involved in a collision with a tipper truck at the junction of Victoria and Palacestreets.

POLICE CRIME FIGURES FOR PIMLICOPimlico has an average crime rate; there are few residential and commercial burglaries, and in general little vehicle theft with no theftsof vehicles in January and February 2013 or thefts from vehicles inChurchill and Tachbrook.

The area around Warwick Square and Warwick Way has an aboveaverage theft from cars rate as well as an average residential burglary rate. The north eastern part of Pimlico also has an averagenon-residential burglary rate with the Abbots Manor area having higher than average non-residential burglaries. There were no residential burglaries in January and February 2013 in Tachbrook and Churchill and only one burglary in both January and February inWarwick. There were six non-residential burglaries in Warwick inFebruary 2013 and one non-residential burglary in Churchill andTachbook. There were no personal robberies in the wards ofTachbrook and Churchill but above average in Warwick. Personalrobbery is average around Peabody Avenue, Moreton Place,Belgrave Road, and the Eccleston Square area.

Personal robbery is above average in the area from St.George'sDrive to Vauxhall Bridge Road and high in the area where SutherlandStreet meets Ebury Bridge. Violence against the person is lowaround St.George's Square and average in the rest of Pimlico exceptthe Sutherland Street - Ebury Bridge area where it is above average.Anti-social behaviour in Pimlico is mostly average with an aboveaverage rate in parts of the area around the north of Belgrave road,west of St.George's Drive and the northern part of Vauxhall BridgeRoad.

ANTI-SOCIAL BEHAVIOURCrime in Warwick Ward fell in February 2013. Anti-social behaviourwas lower in the ward in December, January and February of the previous year. (Rate per 1,000 head of population). In February 2013there were 56 incidents (6.89%) and January 2013 61(7.50%). InFebruary the whole of Westminster had 1258 recorded incidents- a rate of 6.94%. Anti-social behaviour in Churchill showed an increase in February2013 with 42 incidents (5.01%) a increase of 3 from January 2013(4.65%).Anti-social behaviour in Tachbrook also showed a decline inFebruary 2013 with 22 incidents (2.64%); January had 29 (3.48%).

VIOLENCE AGAINST THE PERSON Violence against the person in Tachbrook also fell with no incidents inFebruary 2013 and one in January 2013 (0.81%).Violence against the person in Churchill fell with only one recordedincident in February 2013 (0.74%) and two in January 2013 (1.48%).Violence against the person in Warwick also fell in February 2013with five crimes (3.16%) down from 12 in January 2013 (7.59%).

PERSONAL ROBBERIESPersonal robberies in Warwick increased from one in January 2013(0.63%) to two in February 2013 (1.27%).

THE LORD MAYOR OF WESTMINSTER: PROFILECouncillor Sarah Richardson was elected to the Council in 2002and is a Member for Churchill Ward in Pimlico. She is theyoungest woman ever to be elected to the office of Lord Mayor.

From 2010-2013, Sarah chaired the Westminster ScrutinyCommission and the Adult Services and Health Policy ScrutinyCommission. As Cabinet Member for Children’s Services from2006 to 2009, she introduced the pioneering Family RecoveryProgramme which aims to strengthen families, reduce crime anddisorder, reduce duplication of resources and reduce long-term

costs to pub-lic services.The projecthas deliveredpositive outcomes forchildren andadults whowere formerlytrapped in acycle of

unemployment, domestic violence and ill health.

Sarah also oversaw the establishment of 4 academies and onefoundation school in Westminster and was particularly involved inthe rebuild and appointment of new leadership at PimlicoAcademy. She continues to be a school governor.

As Cabinet Member for Leisure and Lifelong Learning between2004 and 2006, she pushed through plans for the new PimlicoLibrary and Little Venice Sports Centre. She has also served as anon-executive director of Westminster Primary Care Trust andhas twice been identified by The Municipal Journal as one of their’40 rising stars under 40.’

Sarah combines her council role with a career as a strategic consultant for Edelman, the public relations company. Sarah specialises in corporate reputation, crisis communications, community engagement, infrastructure and public health, provid-ing senior counsel for CEOs, global brands and not-for-profits.

Sarah has worked for The Telegraph, The Times, The Guardian,The Independent and Vogue. She has also worked forConservative stood as the Conservative parliamentary candidateat the 2005 General Election and twice as a EuropeanParliamentary Candidate, in 2009 and 2004.

Sarah attended Millfield School in Somerset on an academicand sports scholarship, went on to read English Literature atDurham University.

Sarah is married to Damian Collins, MP for Folkestone andHythe and her Consort for this year. They have two youngchildren.

ALAN JOHNSON MP SUPPORTS CAMPAIGN TO SAVELUPUS STREET POST OFFICE FROM CLOSUREAlan Johnson MP, former Home Secretary and formerCommunications Workers Union General Secretary, has added hisweight to the campaign to save Lupus Street Post Office.

The campaign has already gained wide support from all sections ofthe local community who have pointed out to the Post Office that;• Residents face a 20 minutes’ walk to the nearest alternative postoffices in Vauxhall Bridge Road and Ebury Street with no direct buslinks. This is of particular concern to older, infirm and disabled residents.• The queues at Vauxhall Bridge Road post office are already regularly stretched outside on the pavement, a fact acknowledged bythe Post Office.• The Post Office in Vauxhall Bridge Road does not have access fordisabled customers with wheelchairs and the Post Office representa-tives could not say how much it would cost to do the required works.• The Post Office say that Lupus Street Post Office ‘loses £100,000a year’; they say that for every £1 of income it costs the post office£1.84. However, statistics provided by the Post Office to the CWUsuggest that the figure is £1.33. The confusion over this key financialaspect is of serious concern and casts doubt on the reliability of thefigures on which the Post Office is basing its case for closure.• The use of Lupus Street post office for Council-relatedtransa_ctions is the highest in Westminster and if this post office isclosed residents will have nowhere where they can pay their rent andrates or renew their parking permit in person now that the Councilhas closed all its One Stop shops• Lupus Street traders use the Post Office banking facilities and if

this post office were to close, local businesses would lose this important business facility, as well as having the increased worry ofhaving to carry cash some distance to banks elsewhere.• Experience elsewhere shows that when post offices close down thesurrounding local businesses suffer badly, leading to more emptyshops, to the detriment of the wider community.

Councillor Paul Dimoldenberg, Leader of the Labour Group said;“It is great news that Alan Johnson is coming to Lupus Street to givehis support to the campaign. Alan’s presence will send a strong mes-sage to the Post Office ‘top brass’ that they will have a hard job clos-ing down Lupus Street and they have got a real fight on their hands.”

ALIENa large bronze sculpture showing a massive figure that has fallenfrom the sky, was installed in Grosvenor Gardens on Saturday,13th April 2013. The work, with a monumental rock-like presence,will be in situ for a minimum of 6 months and talks are ongoing toextend the period up to 2 years. Victoria has limited public artand the Victoria BID welcomes this addition to the area.

David Breuer-Weil, the artist, commented “I have always beenfascinated by the idea that we are not alone, that a massive Alien

might sud-denly landon earth. Iwanted tocapture thesense ofwonderand shockthat suchan arrivalwould generate.Every newwork of artis an Alien,an unex-pectedarrival. ButI also thinkthat anextra-ter-restrialbeingwould looklike us, but

perhaps much larger or smaller. However, the title Alien also sug-gests something quite different: the difficulty of being an outsider.My father arrived in England from Vienna with his parents asrefugees in 1938. My grandfather was interred as an enemy“Alien”, a great paradox given the reasons he had to leaveAustria, something that my family often spoke about. Sometimesimmigrants hide their true identity beneath the surface, like thissculpture. Many of my works, both paintings and sculptures,explore the theme of belonging or alienation. But with this work Iwanted to use a vast, breathing human form to express the pro-found feelings associated with these themes. And I needed themassive scale to portray the intensity of these emotions.”

UEFA GIVES BACK TO LONDON COMMUNITY BY FUNDING3G MAXI-PITCH

To mark the UEFA Champions League and UEFA Women’sChampions League finals arriving in London, as well as the EnglishFootball Asso,ciation’s 150th anniversary, UEFA has donated a maxi-pitch to a local community in London. The 2013 UEFA ChampionsLeague final ambassador, Steve McManaman, officially opened themaxi-pitch at the Churchill Gardens Estate, Pimlico on Wednesday21st May.

The unveiling is part of UEFA Grassroots Day which is a Europe-wide celebration of grassroots footballs and has seen pitches donat-ed to all UEFA Champions League final host cities since 2010 andUEFA Europa League host final cities since 2011.

The maxi-pitch is fully funded by the UEFA Grassroots Programmeand will provide a quality football facility for the residents of theChurchill Gardens Estate. The FA and UEFA, in partnership withWestminster Council, identified Churchill Gardens Estate as an ideal

location for the maxi-pitch, due to the lack of open space in the areaand lower levels of participation in football. The maxi-pitch will makea positive impact on increasing levels of sport and physical activityamongst residents, local families, children and adults. also It will pro-vide a venue for two primary schools and local youth clubs to use, aswell as informal playing opportunities for young people from theestate through existing and new structured partnerships.

Cllr Steve Summers, Westminster Council’s cabinet member for thecommunity, said: “We are delighted to have been chosen to have thispitch in our area. BUPA WESTMINSTER MILEtook place on Sunday 26th May on the roads around St James’sPark. Nearly 3,000 people ran this iconic route along the Mall, pastHorse Guards Parade before finishing outside Buckingham Palace.The event, in its first year, was organised by Westminster CityCouncil in partnership with London Marathon Trust. Cllr Steve Summers, Westminster City Council cabinet member forthe community, was instrumental in putting the event together, andalso experienced the race for himself.

He said: “It was great to be running down such an iconic road, see-ing all the people out. It’s a great course, a great atmosphere and somany people really inspired to get involved in running.

“It’s legacy in action. It’s amazing to think that just a year ago therewere all these Olympic athletes running down the same course. It’sbrilliant.”

Lord Mayor of Westminster Cllr Sarah Richardson, explained why thelocal authority wanted to create its own festival of mile running.

She said: “So many people saw the Olympics and were inspired byit, and they know this stretch of road from the London Marathon. Forpeople who can’t do the full 26 miles of a marathon, this is an amazing event because everyone can do it.

“We’re really keen on fitness and family activity in the borough so thiswas a perfect Olympic legacy for us. We really hope this becomes aregular fixture for Westminster and for London.”

RESIDENTS PARKING PERMITS REMAIN BELOW 40PPER DAYWestminster City Council has announced that resident parkingpermits in the city will rise by a maximum of £9 from July 1, 2013,bringing the car permit prices to between 27p and 38p per day –still less than the cost of the Sun newspaper.

In what is the first price rise in over two years, the council isbringing fees into line with inflation. The new prices will be as follows:-- Permits for vehicles 1200cc and above will go from £132 to £141- Permits for vehicles under 200cc will go from £94 to £100- Eco-friendly vehicle permits remain free for the next 12 months- Motorcycles permits will be frozen at £50- Special permits (doctors & hospitals) will go from £120 to £128

Demand for resident permits continues to outstrip the numberavailable, with 32,000 spaces available and 34,500 permitsissued.

A discount will still be available this year to encourage motoriststo renew online, before being phased out in 2014. Currently 92per cent of motorists renew online.

Cllr Daniel Astaire, Westminster City Council cabinet member forbusiness, said: “Westminster City Council residents already bene-fit from the lowest council tax in the country and we have workedhard to keep permit prices as low as possible. Despite the firstincrease in over two years, parking for residents will still be just38p per day – less than The Sun newspaper – right in the heartof the capital.”

MILLBANK ESTATE MANAGEMENT ORGANISATION &RESIDENTS ARE POLES APARTResidents on the Millbank Estate are fighting plans to removeold-fashioned washing line poles used for 70 years.Until now people on the Millbank Estate in Pimlico had been airing their clothes on lines held up by the same posts for generations.But some of the poles and lines have been “removed urgently” byhousing bosses, who claim they are a “health and safety hazard.”When workmen tried to take away the rest, residents blockedtheir path and refused to move.Protest banners — old shirts — have been sprayed with the slo-gan “Save Our Lines.”An online campaign to bring back the poles is planned. ResidentBarbara Brady, a film costumier who is leading the campaign,said: “We need the lines because no one has any room in theirflat for a tumble drier. They were removed in undue haste andnobody has been consulted.”Millbank Estate Management Organisation, which runs the estateof 500 flats, said it wanted to buy new rotary driers instead butthese were rejected as “ugly.”

£200M REGENERATION PLANS GET THE GREEN LIGHT.78.4 per cent of residents who voted in the Ebury Bridge Estate inPimlico voted in favour of the plans. The regeneration programme willsee new homes and will address overcrowding. It will deliver newjobs, enterprise and public realm improvements.

The Ebury Bridge Estate will see existing housing blocks renovated orrebuilt and substantial improvements to the open spaces. New retailand community units will be created on Ebury Bridge Road and a newchildren’s playground will also be installed. A new, enlarged greenspace will also be created and a programme of landscaping and pub-lic realm improvement work will take place across the estate.

Cllr Jonathan Glanz, Westminster City Council’s Cabinet Member forHousing, said: “I am delighted with the incredibly positive outcomes ofthese votes, which is a result of the council working incredibly hardalongside residents over a number of years to develop plans whichwill deliver sustainable regeneration.”The gross development value of the work on Ebury Bridge is estimated at £100m.

COUNT EDWARD BERNARD MARIA RACZYŃSKI was born December 19, 1891 in Zakopane. The Raczyńskis wererelated to the Austro-Hungarian house of Habsburgs. The full namewas "Raczyński z Małyszyna", as they were a branch of the noblefamily Nałęcz-Małyski from Greater Poland. The title of Count wasawarded to different branches of the family by Prussian Kings.

Raczyński studied law in Lipsk, Kraków, and London and was awarded with a doctorate of the Jagiellonian University in Kraków.Raczynski was called to the diplomatic service in 1919, and worked

in Polish embassies and missions.Raczyński married Joyous

née Markham. His wifedied soon afterwards and

in 1932 he marriedCecylia Maria néeJaroszyńska, by whomhe had three daugh-ters. Raczyński was

appointed Polish ambas-sador to the League of

Nations and became the ambassador of the Republic of

Poland in the UK. He signed the Polish-British alliance which led the United Kingdom to declare war onNazi Germany after its aggression on Poland.

Raczyński remained in London where he continued to serve as theambassador of the Polish Government in Exile. Between July 22,1941 and July 14, 1943 he was also the Polish Minister of ForeignAffairs in the cabinet of Władysław Sikorski. He provided the earliestand most accurate accounts of the ongoing Holocaust ("The massextermination of Jews in German occupied Poland".

Between 1954 and 1972 he was one of the members of the Councilof the Three, the collective presidential body of the Polish govern-ment in exile. He was also a member of the Committee for PolishAffairs, and an advisor of various British governmental agencies andministries.In 1979, Raczyński became President in exile, after being previous-ly chosen by the outgoing President Stanisław Ostrowski. In turn, hechose as his successor Prime Minister Kazimierz Sabbat.During his presidency (1979–1986) the Solidarity movement wasestablished. Raczyński played an important role in raising aware-ness about the events in Poland.

At the age of 97, Raczyński married Aniela Lilpop. EdwardRaczyński died July 30th,1993, in London as the last male descen-dant of his line. Count Raczyński bequeathed his family's palace inRogalin, and his library to the Polish nation. He was the longest liv-ing Head of State in Poland's history and one of the very few cente-narians among European politicians of the 20th century.

DIAMOND JUBILEE GARDEN OPENED ON 60THANNIVERSARY OF CORONATIONA street party lunch, community fête and a 1950’s themed fancydress competition were some of the attractions on offer at thegrand opening of a new community garden honouring theQueen’s Diamond Jubilee on Sunday 2nd June.

Residents from the Lillington & Longmoore estates in Pimlico,were invited to bring along some food and join in the national‘Big Lunch’ celebration from noon before the garden was opened.

The garden was created on a small, unused patch of land andwas funded by £15,000 which came from Westminster CityCouncil’s ward budget programme.

The Jubilee Garden is in Lillington gardens in the triangle of gardens between Charlwood House, Parkinson House andMorgan House, next to St James the Less Church.

Split into four segments to represent the different major Jubilee'sof The Queen's reign, the garden features climbing roses and awater fountain centre piece, which has become a favourite withthe gardens' birds.

In Westminster’s ward budget programme, £46,000 is allocatedto each ward in Westminster to be spent on projects in that wardwhich are put forward by local community and residents groups.

The Lillington & Longmoore estates are managed by CityWestHomes, Westminster City Council’s arms-length managementorganisation.

The event was supported by Westminster City Council, CityWestHomes, St James the Less Church, LALGRA, Lillington &Longmoore Gardens Residents’ Association and the south AreaManagement Committee.

NEW SCOTLAND YARD MOVING TO SMALLER HQ.In an effort to save £6.5m a year, the Met police are selling their 20storey tower. Its the first change of location since 1967, and followsplans to close another 5 police stations were approved. The forcepaid £124.5 million for the building in 2008 and it costs £11 millionper year to run.

The name Scotland Yard derives from the location of the originalMetropolitan Police HQ at 4 Whitehall Place, which had a rearentrance on a street called Great Scotland Yard. The force movedaway from Scotland Yard in 1890, and the name New ScotlandYard was adopted for subsequent headquarters.

The Metropolitan Police was formed by Robert Peel with the

implementation of the Metropolitan Police Act, passed byParliament in 1829. Peel, with the help of Eugène-François Vidocq,selected the original site on Whitehall Place for the new policeheadquarters. The original New Scotland Yard, now called theNorman Shaw Buildings.By 1887, the Met headquarters had expanded from 4 WhitehallPlace to include 3, 5, 21 and 22 Whitehall Place; 8 and 9 GreatScotland Yard, and several stables. The service outgrew its originalsite, and new headquarters were built on the Victoria Embankment.In 1890, police headquarters moved to the new location, whichwas named New Scotland Yard. By this time, the Met had grownfrom its initial 1,000 officers to about 13,000 and needed moreadministrative staff and a bigger headquarters. Further increases inthe size and responsibilities of the force required even moreadministrators, and in 1907 and 1940, New Scotland Yard wasextended further.

By the 1960s the requirements of modern technology and furtherincreases in the size of the force meant that it had outgrown itsVictoria Embankment headquarters. In 1967 New Scotland Yardmoved to the present building at 10 Broadway, which was an exist-ing office block acquired under a long-term lease.

Its new headquarters as of 2015 will be the Curtis Green Buildingon Victoria Embankment, the former Whitehall police stationThe sale of the two-acre site could raise between £150 - £200 million and, given its location in-between Westminster andVictoria.

ARCHBISHOP VINCENT NICHOLS SIGNS UP TO CHANGE A LIFEAs times get tougher for people living on the edge, the Archbishop ofWestminster is backing a new campaign which celebrates how thosevery same people can beat the odds and turn their lives around withtailored, non-judgmental support.

Change a Life is a new initiative being launched this week by theCardinal Hume Centre aimed at bringing residents and businesses inWestminster, Victoria and Pimlico together to change the lives ofpeople in danger of falling over the edge into desperate poverty. AsArchbishop Nichols, the Centre’s Patron, says:

“The idea of community is too often used without meaning, so I verymuch hope Change a Life will provide a positive model of a commu-nity coming together to help their neighbours in need.
